Lessons from Haa Tragedy

t was like any other ordinary Tuesday in the idyllic valley of Haa, except for the ominous tragedy waiting to happen. And in the wink of an eye, 11 Royal Bhutan Army (RBA) soldiers were killed. Many were injured, some critically. The Haa Tragedy, triggered by the explosion of unserviceable ammunition, has left the whole nation shocked and deeply sad. It is only appropriate that a state funeral is being accorded to the deceased RBA personnel for sacrificing their lives in the line of duty. Yet, call it a fallacy of human nature, we tend to search for remedies only after being struck by the inescapable magnitude of a dreadful incident or accident. The Haa Tragedy has provoked as much haunting questions as what ifs. Apologetic afterthoughts continue to swarm our national consciousness. What actually went wrong? Could the tragedy been averted? Who is to be blamed? Should some heads roll? How can we avoid such mishaps in future? What must be done? These questions, and justifiably so, abound in plenty even as the nation mourns for the dead and prays for the speedy recovery of the injured many of whom may have to live with the crippling scars of the fateful incident. The RBA was prompt in launching an investigation. The findings of the inquiry might reveal what possibly went wrong. That said there must be accountability because lives have been lost. Families have been bereaved. The image of the army has been besmirched. And if at all it was a human blunder, it has been a costly one. The least we can do is draw lessons from the incident that cost 11 precious lives and many limbs. This incident reinforces the need to implement safety standards in all aspects of our life. Accidents happen because of negligence or ignorance of safety. Only recently, a family lost two sons to an accidental explosion of a dendrite barrel. Add to it, news of laborers who have fallen off construction sites, dying or being crippled in its wake; a toddler killed by an unstable gate at a childrens park; and pedestrians hit, injured or killed by loosely hanging construction materials. Much needs to be done when it comes to ensuring personal and public safety, from homes to play grounds in the country. The Haa Tragedy is a grim reminder of the fatal consequences of such accidents, - many of which could have been otherwise avoided in hindsight. Tragedies of this scale must more than just shock us. It must give us the will and the motivation to take necessary steps, so that disasters of this kind do not repeat again.

According to the Department of National Budget, the total salary for the regular civil servants including the local leaders to Nu 6,845.414 millions a month. And for the non-regular employees (sweeper, caretakers, and contract teachers), the total amount of salary in a month is Nu 640.276 millions. Combined together, the amount stands at a staggering Nu 7485.69 millions a month. The total includes the allowance like teaching allowance, high altitude allowance, difficulty allowance, housing allowance for Drangpons and Royal Audit Authority, anti-corruption investigation allowance, uniform to all the nurses, radiation allowance for technician, red scarf allowance and leave encashment allowance. If 20% allowance is given on the total salary, the amount comes to Nu 1,497.138 million a month. That would translate into Nu 17,965.65 million a year. Further multiply that into five years, the amount comes to Nu 89,828.28 millions. Thats the additional burden the national exchequer will have to bear in

Certain quarters especially from the private sector also say that the governments house rent allowances will only address the problems faced by civil servants while aggravating the situation for others. It is a known fact that when salaries are raised for government employees, cost of commodities and house rents also shoots up, said another private sector employee. The same will repeat when the house rent allowance is given to the

civil servants. People like us working in the private sector will be at the receiving end. Some suggested that instead of giving house rent allowance, the government should strictly enforce the Tenancy Act. Landlords charge unreasonable house rents, exploiting the people, said a Thimphu resident. Therefore it falls on the government to check such malpractices, control inflation and ensure every citizen has affordable homes. A resident in Phuentsholing said that its sad to see people living across the border in Jaigaon because they simply cannot pay the exorbitant house rents in Phuentsholing. If we are proud to call our country a Gross National Happiness (GNH) country, government should avoid such situation and solve the problem faced by the people living in the border towns, he said.

A contractor based in Thimphu, Cheku Dukpa, said that elsewhere the pass-fail system is followed but Bhutan has gone back to the old point system. He said instead of giving the general construction licenses to the small class contractors, they could be given only specialized licenses such as for plumbing, electrical, painting, masonry, and concreting, among others. The medium and large class contractors could hire the specialized small contractors to do the job, he said. In so doing, he said, it would ensure better supervision of the structure of projects. The current tend is, an engineer in the dzongkhags supervise a maximum of 10 to15 works which by any standard is far too short of the normal requirement, he said. The government has to either increase the number of engineers or else, supervision should be given to the private sector. The proprietor of J.D construction said while both the system for evaluating the tender is fine, in the point system there is no transparency. On an average, he said, contractors win one or two contract after applying for nine to 10 works. Talking to The Journalist, the Managing Director of Nima Construction, Sonam Tobgay, said that the new system is obviously better because it categorizes the qualification of the contractors. He reasoned that in point based system, evaluation is done not just on the capacity, but also on the companys previous work experience.

It includes resources such as technical manpower, mainly engineers, and also machineries, equipments, whether you have suitable numbers of engineers and machineries to participate in the particular project or tender, he said. He added that when the point based evaluation is being done, the employer agency will look at all the resources you have, so that they can assess which contractor is suitable to carry out the project that they are tendering. Whereas if you look at just pass or fail, only the passed contractors can participate and failed ones cannot participate, he said. My point of view is that the point based system definitely helps the employer and identifies potential employers that will be in the position to successfully complete in their project. According to another contractor, there is no segregation when it comes to qualification and resources, mainly whether the company has enough access to budget, which is very important in order for the company to sustain the project in case the employer is not able to pass on their bills on time. Contractors also shared that the point system is important because it will provide access to not just the resources available but also give access to the funds and credits. The Assistant IT Officer at Construction Development of Board, Chencho Tshering, said that point

The standard bidding document says that when the contract is awarded, the details should be advertised in the media or the web site, he said.
