TASK FORCE FOR THE PROMOTION OF BANGUS INDUSTRY WHEREAS, Section 33 of E.O. No. 71, S.2003, Implementing Rules and Regulations of City Ordinance No. 1768 otherwise known as Dagupan City Coastal Fisheries Resources Management Ordinance of Year 2003 states that, The City shall consider aquaculture, including culture-based fisheries, as means to promote diversification of income and preservation and conservation of coastal and fishery resources; WHEREAS, Sections 34 and 54 of the same ordinance established a Code of Practice for Sustainable Aquaculture that will outline the general principles and guidelines for environmentally-sound design and operation and provides for the Labeling System of Bangus Products which states that The City government through the Fisheries Management Sytem (FMS), in coordination with the Market Division of the City Treasurers Office, shall adopt an effective labeling system, whereby fish products originating from Dagupan City, Dagupan fish or bangus, are set apart from any and all fish products coming from other sources. Any violation of this provision, particularly by way of misrepresentation as to the origin of the fish shall be liable in accordance with Section 76; WHEREAS, Rule 83 to 85 of the Implementing Rules and Regulations of City Ordinance No. 1768 clearly state that, the corresponding labels shall only be issued by the City through the FMS to accredited licensed operators and processors; issuance of labels shall be determined by the FMS in coordination with the integrated BFARMC on a per cropping basis; and the labels shall be designed by the CIO and CPDO with the inscription of Certified Dagupan Bangus or Certified Dagupan Bonuan Bangus and shall include information among others ALA and AOL origin; WHEREAS, the City actively participated in the National Industry Cluster Capacity Enhancement Project ( NICCEP) of the Department of Trade and Industry ( DTI) which focused on Bangus as the One Town One Product (OTOP) of the City and the province of Pangasinan; NOW, THEREFORE, I, BELEN T. FERNANDEZ, City Mayor of Dagupan, by virtue of the powers vested in me by law, do hereby ordain: Section 1. Creation. The Task Force for the promotion of Bangus Industry is hereby created.

Section 2. Composition. The Task Force shall be composed of the following: Chairman Members : : Belen T. Fernandez City Mayor Westley Rosario Emma Molina Engr. Romeo Rosario Jojo Maramba Julie Perez Alfred Daoana Ed Maramba

Section 3. Functions. The Task Force shall exercise the following functions: 1. Develop scheme or mechanism in labeling and segregating Dagupan Bangus or Dagupan Bonuan Bangus from all other fish products coming from other sources; 2. Coordinate with the different departments in the promotion of Bangus Industry in the City, to wit: a. City Planning and Development Office (CPDO); b. City Agriculture Office (CAO); c. City Tourism Office (CTO); and d. City Fishery Officer (CFO). 3. Strengthen and maintain network and linkages with various agencies of the government and non-government organizations (NGOs) for the implementation of the existing program/s or policy/ies for the promotion and advertisement of Dagupan Bangus , to wit: a. b. c. d. e. f. Department of Trade and Industry ( DTI); Industry Trade and Commerce ( ITC); Bureau of Fisheries and Aquatic Resources ( BFAR); City Environment and Natural Resources Office ( CENRO); Cooperatives; Fishpond Owners, Operators and Fisherfolks Alliance of Region I Multi Purpose Cooperative (FOOFARMCO); g. Ulopan na Sumisigay ed Dagupan (USUDA); and h. Consignation operators 4. Provide stringent measures in the implementation of existing program/s or policy/ies which endeavor/s to promote the Bangus Industry and provide sanctions to violators under Section 76 of E.O. No. 71, S.2003 or the Implementing Rules and Regulations of City Ordinance No. 1768;

5. Initiate programs and activities like trade fairs, cook fests, seminar-workshops, symposia and livelihood projects in coordination with various agencies with promotion of Bangus Industry as the core objective; 6. Exercise such other powers and functions as may be assigned by the Sanggunian or delegated by the City Mayor and other competent authorities Section 4. Limitation. Members of the Task Force shall exercise no other functions but the foregoing. Section 5. Effectivity Clause. This order shall take effect upon signing hereof and shall remain valid and enforced until revoked.
