Essay Outlines:
Thesis statement: This paper will argue that, in Indonesia, the state is a strong player in delivering specified public policy such as National Electronic ID card programme (Republic of Indonesia 2006). That because the state holds sovereignty, establishes hierarchical administration, and arranges other actors in the programme. Therefore, it is similar to Bells Stated-centred model (2009, pp. 2-45). In Addition, the programmes purposes give more benefit to the state. According to the law, the state should organise and run electronic identification programme. One goals of the programme is developing an accurate and a unique identification for each citizen. The involved actors in the programme are the central government as the authority and designer, local governments as deliverer, private firms as the technical operator, media and population administration expertise as the monitor. (Moqoddam 2011; Priyanto 2012). According to the Hills analysing model (2003, pp. 89-100), in this programme, the state designs and decides the programme. Furthermore, the state maintains its authoritative power through some tools such as guidelines and budget. Hence, the state may intervene any other players in any implementation stages. Reasons that support thesis: The state has sovereignty to conduct the policy as given by the law. The programmes structure is hierarchical and decided by the central government through authorising some regulation and workflow. The state can choose partners and intervene in the delivery process. The purposes of the programme give more benefit to the state.
