Government of Uttar Pradesh has resolved to take up construction of Signature Buildings vide GO NoE-8-394/Ten-2013-1074/2012, dated: 07.03.2013.Uttar Pradesh Rajkiya Nirman Nigam (UPRNN) and Uttar Pradesh Construction and Design Services (Uttar Pradesh Jal Nigam) have been designated as Construction Agency for Signature Buildings .The Govt. of U.P. has also decided to appoint an efficient Third Parity Quality Control system to ensure the best possible quality standards in these special Buildings. Third Party Quality Control Consultant would be doing quality assurance etc. and would certify the same. Uttar Pradesh Public Work Department (UPPWD) has been entrusted with the responsibility to invite Expression of Interest and accomplish the Empanelment of Third Party Quality Control Consultant for Signature Building Construction works vide GO No- 560EG/23-5-1324EG/13, dated: 11.06.2013

2. OBJECTIVES
The main objective of appointing a Third Party Quality Control Consultant is to assist the designated Construction Agencies and Employer in maintaining the highest quality standards with reference to Approved manuals/BIS codes/prevailing relevant international standards/best building construction practices by independent team of experts at various stages of construction such as (i) Pre Construction Stage (ii) Construction stage (iii) Commissioning, trial run and testing stage (iv) Post Construction Stage.

3. GENERAL3.1. Information on the Expression of Interest


In order to obtain any first-hand information on the Expression of Interest of Empanelment of Third Party Quality Control Consultant, it is considered desirable that representative of the Consultant Firm or Company/Recognized Educational and Research Institution with domain specialization to visit the office of the Chief Engineer (Building)- UPPWD, 96, M.G. Road, Lucknow 226001 before the proposal is submitted. 3.2. Application fee


Rs5000/-(non-refundable) in the form of DD/Pay order of scheduled bank in favour of Executive Engineer, Maintenance Division-1(civil), UPPWD, Lucknow, payable at Lucknow.

4. Qualification Criteria 4.1. Structure and organization of the Firm


i. Category A Public Sector, with complete liabilities to Central or any State Government within the Union of India. a. Central/ State public sector undertakings registered under Companies Act. b. Autonomous research and development institutes with complete liability of local State or Central Governments. c. Academic institutions with complete liability of local State or Central Governments, which are eligible for professional practice as per UGC/ MoHRD norms. Category B Private Sector, including Sole Proprietorship, Full liability partnership, limited liability partnership entities, cooperative sector entities, registered within the Union of India. a. Entities registered under Companies Act including Section 25, companies not included under Category A b. Autonomous research and development institutes not included under Category A c. Academic institutions not included under Category A

4.2. Financial The Consultant must have minimum required annual turnover in any one of the last five years of consultancy work in the field of Quality Assurance/Control Projects of Rs. 5 crores.

4.3. TECHNICALMinimum Three years of experience in the field of construction supervision & quality control in various infrastructure works. Should have executed at least one Third party inspection assignment of a single civil construction work having value of at least Rs. 50 crores.

4.4. Technical Personnel


The Consultant must have minimum number of full time Technical Personnel who are in the payroll of the firm for at least one year as on 31.03.2013 with following qualifications and relevant experience. Post graduate in Civil Engineering with at least 15 years of experience or Graduate in Civil Engineering with at least 20 years of experience as on 31.03.2013- 01 Person. Graduate in Business Administration with at least 20 years of experience as on 31.03.2013- 01 Person Graduate in Civil Engineering with at least 10 years of experience or Diploma in civil engineering with at least 15 years as on 31.03.2013. - 03 persons. Graduate in civil /electrical/mechanical engineering with at least 05 years of experience or Diploma in civil /electrical/mechanical engineering with at least 10 years of experience as on 31.03.2013.- 4 persons

4.5. Key Personnel Requirement


Any Quality consultant agency must include minimum following personnel in a project team. Size of 1

project team will vary depending upon the project size and respectively deploy supporting staff as per requirement of project. Applicant needs to submit an undertaking accordingly 1) Team Leader/Specialist 1 No. 2) Project Formulation and Procurement Specialist- 1/2 No. 3) Senior Building Engineer 2 No. 4) Building Engineer (3 No. Civil, 1 No. Electrical and 1/4 No. Mechanical) Note: Minimum 04 Key Personnel (Team leader/Specialist- 01 No, Senior Building Engineer 1 No, Building Engineer- 2 Nos) must be full time Employee on payroll of the firm for a minimum of last one year as on 31.03.2013. SL.No. 1 Position Team Leader/Specialist Professional Experience Minimum 20 years of experience as on 31.03.2013 Specific Expertise Graduate in Civil Engineering. He would lead the multidisciplinary team of professionals engaged to carry out the job of third party inspection and monitoring Building Projects, therefore, should have a clear perception of the manner in which a quality service can be delivered within the available time. He should be a professional of stature who could command the respect of the team. Post Graduate Qualification in Structural Engineering will be an added advantage. Must have the experience of at least 3 years in quality assurance /quality control or related field as on 31.03.2013 Graduate/post graduate in Civil Engineering or Graduate /Postgraduate in Business Administration. He should have handled in similar capacity at least one project of similar nature. The candidate should have a thorough knowledge of standard Procurement procedures, Contract management and planning in Technical, legal and Financial aspects etc. Higher qualification and experience will be an added advantage.

Project Formulation and Procurement Specialist

Minimum 15 years of experience as on 31.03.2013

Senior Building Engineer

Minimum 10 years of experience as on 31.03.2013

Graduate in Civil Engineering. He should have handled in similar capacity at least one project of similar nature and must have minimum specific experience of 3 years in quality assurance as on 31.03.2013. He shall be responsible for all the aspects related to the quality of the work and shall guide, supervise and monitor the work of the other experts in his team. The candidate should have a thorough knowledge of latest specifications pertaining to building works and also of other related publications, according to which the works are required to be carried out and the tests to be conducted to ensure quality of work. Higher qualification and experience will be an added advantage. Upper age limit shall be 55 years. Diploma in Civil Engineering. He should have handled in similar capacity at least one project of similar nature and must have a minimum experience of 3 years in relevant field as on 31.03.2013. He shall be responsible for all the aspects related to the quality of the work and shall guide, supervise and monitor the work of the other experts in his team. The candidate should have a thorough knowledge of latest specifications pertaining to building works and other related publications, according to which the works are required to be carried out and the tests to be conducted to ensure a good quality work. Higher qualification and experience will be an added advantage. Upper age limit shall be 55 years. Graduate in Civil Engineering. He should also have exposure to quality assurance programs in new construction, maintenance/ rehabilitation projects using modern technology. He shall be required at site as directed by the Designated Construction Agency and shall inspect and find out deficiencies in the building and find out remedial suitable measures. He must be familiar with modern methods of construction of building, design standards, technical specification and standard quality control /assurance procedure for construction of different components of buildings. He shall be required at site as directed by the designated Construction Agency. He must be familiar with modern methods of Electrical works in the all types of buildings/ Infrastructure Projects, design standards, technical specifications and standard quality control/assurance procedure for electrical works in different components of buildings. Higher qualification and experience shall be an added advantage. Upper age limit shall be 45 years. Diploma in Electrical Engineering. He should have exposure to quality assurance programs in new construction, maintenance/rehabilitation projects using modern technology. 5. Scope of Work for Quality Control Consultant

5.1

Pre Construction Stage

1. Review and report the land requirement/ availability & other clearances to begin construction. 2. Review and scrutinize the structural, architectural and service drawings. 3. Review and scrutinize bid documents & bid process against the standard norms & procedure adopted by

Government of Uttar Pradesh.

4. Review and report on Program Implementation plan and prepare program on PERT/CPM and other

standard Project management techniques such as MS Project/Primavera etc. Construction Stage

5.2

1. Report on compliance to statutory requirements. 2. Carry out all quality tests of materials being used, Process being adopted, test on end product with specified frequency in order to ensure the serviceability and durability as per relevant IS Codes, NBC & other relevant norms/guidelines. To the extent possible, the field testing and sampling shall be done in the presence of designated Agency/Contractors representatives. 3. Examine and clear/approve the design of temporary structure and all formworks etc as per the approved program and as per the requirement of the Project. 4. Carry out documentation on quality assurance/quality control reports periodically as set out by competent authority. 5. Documentation and video/photography of quality related issues including its compliances with date as and when required. 6. Certify the quality of work on each running bill, final bill and ensure the compliance of the defects/short comings identified during inspection and testing of works. 7. Consultant will issue stage clearance at different stages to contractor as specified by the competent authority in accordance of Specifications/Standards adopted. 8. Review the Final Bill and assist in Finalization of Contract in view of terms and conditions of the Contract. 9. Assist designated agency in case of disputes/arbitration/court cases with contractor. 10. Consultant shall be accountable to the statutory quality audit/investigation agencies/organizations. 11. Review Contract monitoring and submit report periodically as set out by competent authority. 12. Report periodically on implementation plan and identify the lapses and suggest remedy thereof. 13. Consultant will ensure his presence at site during all construction operations irrespective of day /night or off days as per the requirement of the project. The Schedule of Inspection by Team leader/Specialist shall be developed based on the work programs adopted by UPPWD/Designated agency, which will be reviewed on a regular basis. The Consultant will adhere to this program along with frequent surprise checks depending upon the job.

6. INFORMATION TO THE CONSULTANTS6.1 RESPONSIBILITY OF THE DESIGNATED CONSTRUCTION AGENCY


(a) Free but limited access essentially required for fulfilling the obligations under the contract will be provided to peruse all the records of the project work like estimates, designs, tenders, agreements and all related correspondences from the concerned administrative departments of Govt. of U.P. (b) Free access will be provided to the project work site for carrying out inspections, testing and all related activities and to the entire documents relevant to the project for carrying out all the obligations as per the scope of the contract. (c) Free access will be provided to all the quality control labs of the contractor for carrying out tests and perusal of all records pertaining to the project. (d) Authority for direct correspondence with regulatory bodies/authority etc shall be extended as and when required.

6.3.

The applicant shall furnish contact particulars along with relevant Officers of the previous clientele, for which the above works have been executed, to enable UPPWD to verify the same. The applicant should also furnish the following:-

(a) Successful completion certificate mentioning Start and End date of the work duly signed by the client organizations project in-charge / any equivalent officer not less than Executive Engineer / the authorized signatory, otherwise the project claimed to be executed by the applicant will not be considered for evaluation. (b) Copies of work orders / contracts from the client stating the project title, project value and the brief scope of work of the project. (c) If the applicant firm has completed projects as Joint Venture with some other firms, weightage shall be given as per the JV share. However if the applicant firm has executed the project as associate with some other firms, 25% weightage shall be given to the applicant firm for the projects completed under such association. 6.4. The firm shall furnish the Curriculum Vitae of the Technical personnel as per format given at Annexure II. The CVs must be signed by Technical personnel and counter-signed by authorized representative in ink on each and every page and should not be older than three months from the date of submission of application. Photograph of the Technical personnel shall be affixed on their respective CV. The contact address with telephone / mobile number, e-mail ID of the Technical personnel should also be furnished. The CVs must indicate the actual service provided by the Technical personnel in detail. The retainer Technical personnel, if any, shall specifically mention the names of other firms also in which he is associated as a retainer. A retainer will get only 60 % credit of that of a full time expert. A technical person associated with more than two firms shall not be treated as retainer and his CV will not be considered for evaluation. However Project Formulation and Procurement Specialist can be associated with maximum of four firms as retainer. Documentary proof in the form of a Certificate from the statutory auditor/ chartered accountant of the applicants company duly signed and stamped by the statutory auditor/chartered accountant needs to be submitted as proof for annual turnover as Annexure VI. Base year for determination of escalation shall be 2012-13 and the following enhancement/escalation factor will be used as under.

The Eligibility Requirement, mentioned above is for the purpose of initial screening of the applications only. The Consultant firms/ Agencies / Technical Universities or Institutions must have Registration number for Income Tax, Service Tax, PAN and TAN. The firm shall furnish its relevant experience strictly as per format given at Annexure III. The firm must supplement the experience claimed by furnishing the copies of certificates from 1

client, clearly indicating the actual service provided by the firm for that project. 6.9. It is suggested that the firm should fill up Annexure I, vis--vis the supporting details vide Annexure II, III , IV, V, VI, VII & VIII and any other information with due care so as to avoid any ambiguity. 6.10. In case spaces available in the Annexure- I, II , III, IV, V, VI, VII & VIII are limited to accommodate all the information, separate sheets may be used for the purpose so that relevant information submitted are sufficient, neat and legible. 6.11. Methodology of Quality Control in Building Project work will be submitted by the Third Party Consultant with the application of EOI as Annexure VIII. 6.12. The applications not complying with the above mentioned condition and found to be deficient in any respect, shall be summarily rejected. 6.13. Consulting firms should note that only authenticated information should be provided in the prescribed format. Information provided by the consulting firms would be verified and if any of the information provided by the consultant is found incorrect / false, then it may lead to rejection of a firms proposal at any stage even after empanelment. Firms submitting false/incorrect information, or suppressing the information shall be debarred from empanelment for two years a n d shall not be eligible to participate in bidding in any project of Government of U.P. 6.14. The applications should be submitted ONLY in HARD BOUND (Hard bound implies such binding between two covers through stitching or otherwise whereby it may not be possible to replace any paper without disturbing the document) form with all pages sequentially numbered either at the top or at the bottom right hand corner of each page e.g. by writing page 1 of 10 on page 1, if total pages are 10 .All pages of the application document shall be initialed by authorized signatory of the applicant. It should also have an index giving pagewise information of above documents and strictly in sequence given in the format at Annexure I. Incomplete application or those received without hard bound, will summarily be rejected. Intending consultants, should submit their application for empanelment to the CHIEF ENGINEER (BUILDINGS), UTTAR PRADESH PUBLIC WORKS DEPARTMENT, 96, M.G. Road, Lucknow 226001. 6.15. The UP PWD reserves the right to reject any or all applications without assigning any reason. After evaluation, a panel of consultants will be formed depending on the capacity and experience of the consultants and the same will be communicated to all concerned departments and PSUs of Government of U.P. to draw upon, as and when necessary, for purpose of obtaining offers for particular projects. 6.16. Notwithstanding the formation of these panels, the UP PWD may go in for empanelment for specific assignments, if it so decides. separate

6.17. The applicant shall not be considered for empanelment if the applicant is debarred /blacklisted at the time of submission of the application in the UPPWD. The applicant shall submit litigation history/undertaking on non-judicial stamp paper duly notarized to the effect that the applicant has not been debarred or blacklisted by UPPWD or any other government agency at Annexure -VII. 6.18. The Consultant should be ready to work in any region of the state of Uttar Pradesh and ensure to establish site office and laboratory including supporting staff at site of work. 6.21. TIME FRAME/Duration of Consultancy Duration of Third Party Quality Control Consultant shall be from Preconstruction stage to the expiry of defect liability period of Project. 6.22. PERIOD OF EMPANELMENT The empanelment would be for a period of three years and can be extended up to two more years on an yearly basis by the Engineer-in-Chief (Rural Roads), Uttar Pradesh Public Works Department. 6.23. TERMINATION OF EMPANELMENT: Engineer in- Chief (Rural Roads), Uttar Pradesh Public Works Department, if at any stage, on the basis of performance and compliance of terms and conditions of the contract by the Consultant, finds that the Consultant has not performed satisfactorily, or if in his view, the Consultant has failed to safeguard the interest of Government of Uttar Pradesh, he may, terminate the Empanelment of the Consultant on the recommendation of Chief Engineer (Building), after due consideration. 6.24. FINANCIAL OFFER: @ 1.50% (one point five percent) of the estimated cost of work / project.
