Synopsis: At 4:00 AM today, the Low Pressure Area (LPA) was estimated based on all available data at 830 km East of Visayas (12.5N, 134.0E) embedded along the Intertropical Convergence Zone (ITCZ) across Luzon and Visayas. Forecast: Metro Manila, Central Luzon, Mimaropa, Calabarzon, Bicol Region, Visayas and Caraga will experience cloudy skies with light to moderate rainshowers and thunderstorms. The rest of the country will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms. Light to moderate winds blowing from the southwest to southeast will prevail over Luzon and coming from the southwest to west over Visayas and Mindanao. 1. Dep-Ed Quezon holds campaign to generate more ALS and open high school program enrollees

LUCENA CITY, Quezon, Sept. 10 (PIA) --The Department of Education (DepEd) Division of Quezon is conducting massive information campaign to generate more enrolees in the Alternative Learning System (ALS) and 'open high school' program. Dr. Catherine Talavera, assistant provincial division schools superintendent, said these programs are part of the Aquino Administration's vision to provide free education to all. "The main objective of 'open high school' program is to provide free high school to house helpers, school drop-outs and working youths so they could finish secondary schooling while working," Dr. Talavera said. ALS is implemented in almost all the 39 towns and 2 cities in the province and being enjoyed by most of out-of-school youths, non-readers, working adults and even senior citizens in the barangays. The ALS has two different schematics for conducting instruction; school-based and community-based. On the school-based program, instructions are conducted in school campuses while in the community-based program, formal instruction are conducted in community halls or in private places. Meanwhile, the DepEd has identified Quezon National High School (QNHS) and Gulang-Gulang National High School in Lucena City and Recto Memorial High School in Tiaong, Quezon as pilot schools in the province with 'open high school'program. 1. Carmona health office conducts awareness campaign for pregnant women

CARMONA, Cavite, Sept. 9 (PIA) -- Sixty six pregnant women and midwives attended the Human Papillomavirus and the so called "Sayuntis" (Sayaw ng Buntis) awareness campaign

organized by the municipal health office (MHO) in partnership with global health company Merck Sharp and Dome (MSD) and UP-PGH-OB Gynecology Department. Held at the penthouse inside the municipal hall building, the awareness campaign were part of the health programs, especially for pregnant women, initiated by the local government. UP-PGH OB-Gynecologist Dr. Cristina Crisologo discussed the diseases caused by HPV, how it is transmitted and how to prevent it. Based on the website of Center for Disease Control and Prevention (CDCP), HPV is passed on through genital contact, most often during vaginal and anal sex. HPV may also be passed on during oral sex and genital-to-genital contact. HPV can be passed on between straight and same-sex partnerseven when the infected person has no signs or symptoms. HPV can cause serious health problems, including genital warts and certain cancers. There is no certain way to tell who will develop health problems from HPV and who will not. In most cases HPV goes away by itself before it causes any health problems, and most people who become infected with HPV do not even know they have it. During the same event, UP-PGH OB-Gynecologist and Sayuntis pioneer Dr. Faye Cagayan discussed the proper nutrition and exercise during pregnancy. Dr. Cagayan made a brief demonstration on Sayuntis (Sayaw ng Buntis) involving the participants wherein, the core dynamics of belly dancing proved to be of help for the expectant mother's muscles including the proper breathing for actual labor. 2. Provincial Board to review Revenue Code of the province

TRECE MARTIRES CITY, Cavite, Sept. 9 (PIA) -- The Provincial Board (Sangguniang Panlalawigan) through the new chairman of the Committee on Ways and Means is currently reviewing the 2004 Revenue Code of the province for possible amendments to conform to the present situation. In a letter address to concern departments, Board Member Ivee Jayne A. Reyes, Chairperson of the Committee on Ways and Means explained that Section 129 of the Local Government Code provides that each local government unit shall exercise its power to create its own source of revenue and to levy taxes, fees, or charges. Board Member Reyes added that the 2004 Revenue Code ordinance of the province could no longer applicable and appropriate on the demands of the province regarding the aspect of generating incomes and revenue.

Last Wednesday, September 4, Reyes presided over a committee meeting at the Sangguniang Panlalawigan Session Hall with heads of various departments to assist her committee by submitting any reports/ documents for possible revision of the revenue code. (PIA-Cavite)

LUNGSOD NG BATANGAS, Set 10 (PIA) -- Pormal nang inilunsad kamakailan sa publiko ang Diksyunaryong Batangueo na isang proyekto ng pamahalaang lungsod na naglalayong makapangolekta at makapaglimbag ng mga salitang taal na Batangueo na hanggang sa kasalukuyan ay ginagamit pa rin. Ang mga ito ay hinango mula sa ibat ibang indibidwal, samahan, paaralan at mga residente ng 105 barangay sa lungsod. Maaring ilan sa mga salita dito ay hindi na ginagamit kung kayat inaasahan na malaki ang maiitulong nito sa susunod na henerasyon upang higit na maunawaan ang kasaysayan. Layunin ng diksyunaryo na patatagin ang kultura ng mga Batangueo sa pamamagitan ng paglingon sa nakaraan. Ang paglulunsad na isinagawa sa Batangas City Convention Center ay kaalinsabay ng pagpaparangal sa mga natatanging barangay sa lungsod sa larangan ng kalinisan at kaayusan.

Binati ni Mayor Eduardo B. Dimacuha ang lahat ng nasa likod ng naturang diksyunaryo at sinabing magsisilbi itong mahalagang kontribusyon sa pagpapayaman ng lokal na kultura at legacy para sa mga mamamayan ng lungsod. Nagsilbing punong editor ng diksyunaryo sa mahabang panahong pagsasaliksik si City Administrator Phillip Baroja. Naging katuwang na editor naman sina Dr Amelita Madrid, Dr Marcela Cusi at Dr Luzviminda Hernandez ng DepEd. Sa okasyon ding ito ginawaran ng plake ng pagkilala si Nanay Sayong Zapata na syang nagsilbing inspirasyon sa pagsusulat/ pagbuo ng diskyunaryo. Naging mahalagang panauhin rin sa nabanggit na pagtitipon ang OIC ng Sangay ng Salin ng Wikang Filipino sa Komisyon ng Wikang Filipino na si Minda Limbo. LUNGSOD NG BATANGAS, Set 10 (PIA) -- Nagsagawa ng "price monitoring" ang Department of Trade and Industry (DTI) Batangas sa mga pangunahing pamilihan sa lalawigan kamakailan. Kabilang sa mga lugar na binisita ng DTI-Batangas ang lungsod ng Batangas, Lipa,Tanauan at Lemery kung saan karaniwang dito ang ginagawang bagsakan ng mga paninda sa probinsya. Sinabi ni DTI provincial director Ruel Gonzales na isang paraan ito upang ipakita sa mga tao na palagiang nakatutok ang kanilang tanggapan at ipatupad ang nararapat na presyo para sa mga mamamayan. Sinabi pa ni Gonzales na ang price monitoring ay hindi para kuwestyunin ang mga manininda kundi para ipaalam at ipaunawa sa mga ito kung may iregularidad sa kanilang transaksyon. Samantala, nagbigay babala din ang ahensya sa pagsasagawa ng overpricing at pinaalalahanan ang mga tindahan at grocery stores nang paglalagay ng tamang price tag sa mga paninda. Ayon naman kay Carmela Atienza, market administrator sa lungsod ng Batangas mahigpit ang price monitoring na isinasagawa ng lokal na pamahalaan sa kanilang nasasakupang establisimyento upang maiwasan ang overpricing. 1. Cainta women receive DTI shared service facility

ANTIPOLO CITY, Rizal, Sept. 10 (PIA) -- Women of Bagong Kababaihan, Bangon Cainta Inc. (BKBC) were awarded a water hyacinth dryer through Department of Trade and Industry (DTI) Calabarzon shared service facility project (SSF) and the Rizal Provincial Office. DTI 4A Regional Director Marilou Quinco-Toledo and DTI Rizal Provincial Director Mercy Parreno headed the turnover of the dryer worth P200,000 to the BKBC members at the organizations Livelihood Center, Brgy. San Andres, Cainta, Rizal yesterday. Water hyacinth found in the local waterways of Cainta are dried and processed into handicrafts, home accents or other surface material by BKBC. When sun-dried, water hyacinths usually take up to a week before being good for processing depending on the weather. However, with the new dryer provided through SSF, the drying process only takes three hours making production of water hyacinth products faster enabling the organization to provide more supplies for buyers. Toledo, said there are three water hyacinth processors in Rizal including Cainta, Pililia and Jalajala which DTI aims to assist. "We aim to put up 100 SSF projects in the entire Calabarzon region with a total value of P70 million or seven hundred thousand pesos per SSF. Rizal will have 20 SSF projects one of which includes this one," said Toledo. Director Toledo added that the DTI aims to promote inclusive growth in line with the administration's Philippine Development Plan. "SSF projects aim to help those in the countryside and develop MSMEs in the province," she said. Department of Science and Technology Rizal Provincial Director Fernando Ablaza also said that the agency has some projects lined up for BKBC. "We are glad that the BKBC is utilizing the training and technology provided by DOST and we will continue to support the organization in terms of research

and development,"s aid Director Ablaza. ANTIPOLO CITY, Rizal, Sept. 9 (PIA) -- Police officers of the Philippine National Police Rizal Provincial Office recently benefited from the Serve the Saver Medical Caravan held at the Rizal PPO covered court last August 29. The caravan was organized through the efforts of the Philippine National Police-Rizal, Armed Forces of the Philippines and the Philippine Academy of Family Physicians-Rizal Chapter in cooperation with Unilab, Biomedis, LRITherapharma and Corbridge. Services offered in the one day activity include urinalysis, checkups, laboratory tests and distribution of medicine. In his message to the policemen, Dr. Abel Villamayor, PAFP-Rizal president said the medical mission organized by the local police force embraces the PAFP vision and his organization is glad to be of service to the local police. MAKATI CITY) President Benigno S. Aquino III lauded the 7th Association of Southeast Asian Nations (ASEAN) Navy Chiefs Meeting held at the Fairmont Hotel here on Tuesday. The President said in his speech keynoting the event that the meeting provided a venue where member-countries could come together and foster "a strong sense of regional solidarity" while upholding "our individual sovereignty." "Our respective nations have all strived to uphold our individual sovereignty, while at the same time fostering a strong sense of regional solidarityone that favors consensus and collaboration instead of discord, aggression, and imposition," the President said. "And it is in meetings like this where we can make progress on that front where we can truly solidify our ties and protect our common seas," he added. He said the end result of the Asean Navy Chiefs Meeting was to ensure "freedom of navigation, the safety of commercial vessels, and the security of their civilian passengers" which he pointed out was in line with the goal of the ASEAN Economic Community, which we intend to establish by 2015. "This is precisely what all of us here want to ensure; and it gives me great optimism that all of you are here to talk and listen to each other about how we can better pursue these goals," the President said. In a press briefing after keynoting the 7th ASEAN Navy Chiefs Meeting in Makati City, the President said that regular updates from Interior and Local Government Secretary Manuel Roxas II, who is in the province to personally oversee the operations against the breakaway group, had been favorable and thus warranted his expression of confidence. He also pointed out that troop deployment had been "overwhelmingly" augmented to ensure the stability of peace in the province. "Kahapon adequate, ngayon palagay ko overwhelming na. "The first charges with regards to this issue, I understand, will be filed not later than Monday. There is a possibility it can be filed by Friday. I will be given a briefing on what the lawyers called the theory of the case, the evidence that supports the theory of the case," the President said. During that time, our ancestors sowed the very first seeds of the relations we now enjoythrough trade and the exchange of goodwill. The extent of our precolonial relations may surprise some. For example, I am told that on the eve of the European conquest of the Philippines, the Thai had already established an embassy-of-sorts in Cebu, a province in the southern part of our country. Truly, even from the early years of our civilizations, our peoples have looked at the waters that surround us and seen nautical highways to cooperation and friendship. Today, I am honored to be here with all of you in this meeting, which aims to continue that tradition. After the conquest and subsequent reclamation of countries in the regionafter the upheavals and the wars that have shaped the landscape of historyonce again we find ourselves together, seeking ways to expand and strengthen our partnerships. Our present times demand it. Our respective nations entered the modern era as independent states, and we are all well aware of the challenges that come with itand of the work that must be done to meet those challenges. BSP rediscount rates for September 2013 Source: http://www.bsp.gov.ph The BSP announced today the rediscount rates applicable on loan availments by banking institutions for September 2013. For loans under the Peso Rediscount Facility, the BSP Peso Rediscount Rate is 3.50 percent p.a. for all maturities. This has been in effect since 29 October 2012 in line with the Monetary Board (M.B.) policy decision to reduce policy rates at its 25 October 2012 meeting. The M.B. decided to maintain the same during its last policy meeting on 25 July 2013. The Peso Rediscount Rate is based on the applicable BSP overnight reverse repurchase rate per Circular No. 679 dated 01 February 2010. Meanwhile, for loans under the Exporters Dollar and Yen Rediscount Facility (EDYRF), the rates for the month of September are as follows: Dollar 0.18206 percent p.a. Yen 0.11643 percent p.a. The EDYRF rediscount rates are based on the respective 1-month London Inter-Bank Offered Rate (LIBOR) as of 30 August 2013.

Under the Peso Rediscount Facility, total availments of commercial, thrift and rural banks amounted to P16,409 million for the period 01 January to 31 August 2013, 44.1 percent lower than the P29,349 million total in the same period last year. Of the availments for the period, 81.7 percent went to commercial credits, 3.0 percent to agricultural and industrial credits, and 15.3 percent to other credits consisting of CAPEX (7.7 percent), other services (6.9 percent), permanent working capital (0.6 percent) and housing (0.1 percent). Under the EDYRF, aggregate dollar availments of seven commercial banks and a thrift bank for the period 01 January to 31 August 2013 amounted to US$87.9 million and benefitted 30 exporters. This represents a 28.6 percent decrease in availments compared to the US$123.1 million grants for the same period last year. Foreign Direct Investment rises by 11 percent in first semester of 2013 Source: http://www.bsp.gov.ph Net foreign direct investment (FDI) inflows increased by 10.9 percent to reach US$2.2 billion in January-June 2013 compared to the level posted in the same period last year. 1,2 This reflected the favorable sentiment of investors on the Philippine economy on the back of strong macroeconomic fundamentals. By FDI component, gross equity capital placements rose by 58.7 percent to reach US$2 billion in the first six months of 2013 from US$1.2 billion in the same period in 2012. The bulk of equity capital investmentswhich came mainly from Mexico, Japan, the United States, andthe British Virgin Islandswere directed to manufacturing activities; water supply, sewerage, waste management and remediation; financial and insurance activities; arts, entertainment and recreation activities; and real estate activities. Meanwhile, non-residents net placements in debt instruments issued by local affiliates (or intercompany borrowings between foreign direct investors and their subsidiaries/affiliates in the Philippines) in the form of loans and debt securities rose to US$1.2 billion in January-June 2013, close to fourfold the US$295 million recorded in the same period last year. Parent companies abroad continued to lend funds to their local subsidiaries/affiliates to sustain existing operations or expand their businesses in the country. Reinvestment of earnings amounted to US$386 million in January-June 2013 as foreign investors opted to retain their earnings locally on expectations of sustained strong Philippine economic performance. In June 2013, FDI recorded net outflows of US$61 million. This was a reversal of the US$307 million net inflows posted in the same month last year. In particular, equity capital yielded net outflows of US$193 million as withdrawals of US$283 million more than offset gross placements of US$91 million. Gross equity capital placementssourced mostly from the United States, South Korea, Japan, United Kingdom and Hong Kong were channeled mainly to manufacturing; real estate; construction; wholesale and retail trade; and arts, entertainment and recreation sectors. Non-residents placements in debt instruments issued by local affiliates registered net inflows of US$72 million during the month from US$106 million last year. The displaced families are temporarily staying at the city grandstand, Tetuan Church, Tetuan Elementary School, Mampang Elementary School, Talon-Talon National High School, and the DPWH compound which are used as evacuation centers. The 287 persons who sought temporary shelter at the DSWD Regional Office were given hot meals and were later transferred to the City Grandstand. Likewise, 60 passengers are currently stranded at the local wharf bound for Sandakan. Although the DSWD-Field Office IX has available standby funds in the amount of P549,273.06 and 1,693 standby family packs, Secretary Soliman said that additional fund of P850,000.00 from the DSWD Central Office will be released to DSWD Region IX today to address the immediate basic needs of the affected families such as food and water. In her report to Secretary Soliman, DSWD Region IX Director Zenaida Arevalo said that the local government of Zamboanga City imposed an8:00pm-5:00am curfew in all barangays. Only people working directly in managing the situation are permitted to go around the city during curfew hours. Classes remain suspended in all levels in both public and private institutions as well as work in all offices. As a culminating activity of the training, a harvest festival was held. Pantawid parent leaders Rio Albit, Irelina Erhuela and Juanita Gogo, beneficiaries of the KSK Farmers Training Program, happily joined other trainees in selling their fresh crops during the vegetable harvest festival saying, we feel good and renewed to be involved in this activity. Ypil proudly showed his farm to the organizers and visitors and even offered them a taste of his very sweet and luscious watermelon. "I welcome the growth in employment in July 2013. Moderately higher--1.7 percent-- than the 1.3 percent growth in July 2012, this growth meant an additional 620,000 employed persons. The employment growth in July 2012 was 478,000 employed persons. "The growth was achieved despite the increase in the labor force, from 40.401 million in July 2012 to 41.178 million in July 2013, or an addition of 777,000 who most likely came from the ranks of new graduates joining the labor force for the first time and those who may have re-entered the labor market. The employment growth during the period occurred in all three broad sectors, led by services (1.9 percent, or +383,000), followed by agriculture (1.5 percent, or +173,000), and industry, which inched up by one percent, or 62,000. Much of the growth in employment occurred among persons in part-time employment, those who worked less than 40 hours a week. Their number rose by 3.9 percent (+489,000) from last year's. Nonetheless, growth of persons in full-time employment remained positive, posting a growth of 0.5 percent, or 131,000. What I am mostly pleased about is the large reduction in the number of the underemployed. The underemployment rate fell to 19.2 percent from the record 22.8 percent in July 2012. This brought down the number of unemployed persons to 7.341 million-a reduction of more than a million (-1.224 million) from 8.565 million a year ago. The decline in underemployment was broad-based. It occurred in all sectors and sub-sectors, most particularly in agriculture (-495,000) which has recovered from a slump in July 2012, and in services (-549,000) which continue to be an employment driver. The decrease occurred in all classes of workers and in all but four regions, in Regions 1, 5, 8, and Caraga. The proportion of self-employed and unpaid family workers to total employed persons, which is a Millennium Development Goal indicator, rose from 36 percent to 38.4 percent over the period. This occurred even as wage and salary employment fell by 1.6 percent, the first time that wage and salary employment fell since January 2011. "We attribute this decline to the base effect, which normally occur following large expansion in the previous period. It can be recalled that wage and salary employment expanded by a robust 8.0 percent, or an increment of 1.681 million in July 2012. However, this reduction was offset by the large increase in self -employment, which expanded year-on-year by 9.3 percent (+920,000) along with the increase in employment of unpaid family workers by 6.4 percent (+232,000). The unemployment rate in July 2013 stood at 7.3 percent. This figure is not statistically different from last years rate of 7.0 percent. In absolute terms, the total number of unemployed persons was up by 155,000 to reach 3.002 million. The increase occurred among persons in the prime working age group 25-54 years old (+145,000) and among college graduates (+108,000). "The challenge of overcoming the unemployed Filipinos remain formidable, but we are optimistic about the prospects, particularly about high-quality jobs under a regime of sustained economic growth despite a weak global economy. "The results of the July 2013 Labor Force Survey point out that many of the self-employed persons are engaged in entrepreneurial activities, such as trade, agriculture, and transportation which have been identified as key employment generators.

"Part of the strategies to address unemployment and under-employment is to respond to the economy's demand for more skilled workers in the near- and long-term. "In all regions, including the 30 priority provinces, we are implementing the Special Program for the Employment of Students, or SPES, the school-to-work bridging scheme for young workers that aim to reach 200,000 youth beneficiaries next year. "To alleviate the plight of a large number of unemployed youth, the DOLE, through its Bureau of Workers with Special Concerns, implement the Youth Education Youth Employability (YE-YE) and the Youth Entrepreneurship Support projects, which aim to support human capital build-up by providing young workers education, workplace experience, and proper work ethics and values. "We continue to enhance the effectiveness of our job-skills matching convergence programs and employment facilitation/placement services. We are sustaining the campaign among employers for the posting of their job vacancies in the Phil-JobNet, the government's online job search and job matching facility. "Due to our strong focus on advocacy, the Phil-JobNet has recorded tremendous increases in job vacancies posted in recent months, topping a record of 268,278 vacancies in January before tapering off to 120,518 in August. Abad: PNoy admin budetts do not support NRDC, Philforest Source: http://www.dbm.gov.ph Department of Budget and Management (DBM) Secretary Florencio B. Abad today emphasized that all proposed and enacted budgets under the Aquino administration did not provide Priority Development Assistance Fund (PDAF) support to the National Resources Development Corporation (NRDC), under which the Philippine Forest Corporation (PhilForest) is listed as a subsidiary. The Budget Secretary made the statement to correct erroneous news reports claiming that he continued to authorize PhilForest as an implementing agency for PDAF-supported projects. These news items further alleged that Abads actions led to the leakage of at least P500 million in PDAF toward suspect or bogus non-government organizations (NGOs). In 2011, the Aquino administration had the opportunity to develop and enact the 2012 Budget, from which we had already stricken the NRDC as an implementing agency for PDAF projects. This was in recognition of the Commission on Audits (COA) findings that the NRDC-supported PhilForest was implicated in various irregularities in the course of implementing PDAF projects, Abad stressed. In fact, the National Expenditure Program (NEP) and General Appropriations Act (GAA) from 2012 to the present do not list the NRDC or even PhilForest as agencies that can receive direct budgetary support from the National Government. Instead, their appropriations have been lodged under the Department of Environment and Natural Resources (DENR), which then directs funds to these agencies under the condition that the funds are used in accordance to budget guidelines. Otherwise, errant agencies will be held accountable to COA and the Office of the Ombudsman, he added. Abad further clarified that the 2011 NEP or proposed budget was not wholly developed by the Aquino administration, which officially began in July 1, 2010. By then, budget preparations specifically for the 2011 proposed budgetwere already in full swing. By the time President Aquino came into office in July 2010, we found ourselves in the middle of preparations for the next years budget, which had already been overseen by the previous Administration. We trimmed the PDAF menu as much as we could, and the resulting 2011 NEP did not include PhilForest in the proposed menu, Abad said. However, it was added during budget deliberations in Congress, so that budgetary support for PhilForest later appeared in the 2011 GAA under the name NRDC-PFC, an implementing agency identified in the Special Provisions under the PDAF budget for that year. We were thus constrained to follow the new menu as approved by Congress, he added. Abad likewise noted that the PDAF menu submitted by the DBM to Congress in 2011 was limited only to four items (Education, Health, Social Protection, and Public Infrastructure). The enacted GAA, however, as approved by the Lower and Upper Houses, showed a PDAF menu that had expanded to eight items (Education, Health, Social Protection, Financial Assistance, Public Infrastructure, Peace and Order, Forest Management and Development, and Historical/Arts/Culture). PhilForest as an implementing agency of NRDC was identified as NRDC -PFC under Forest Management and Development, one of the items added by Congress in the expanded PDAF menu in the 2011 GAA.

The Budget chief also challenged reports claiming that he sanctioned PhilForest and NRDC as implementing agencies for agri-industry programs through National Budget Circular No. 529, which was released in February 2011. Instead, the circular merely outlines guidelines and rules in the release of PDAF for 2011 to improve transparency and accountability in the use of these funds. If you actually read the circular, youll find that it lists our ru les for the release and utilization of PDAF for 2011, including guidelines that cover the allotment of PDAF, cash allocations and realignments of the fund, as well as other requirements designed to bring greater transparency and accountability in the management of PDAF and the projects it supports. Nowhere in that document do we even sanction or authorize PhilForest and NRDC as implementing agencies for PDAF-supported projects. To suggest this is at once inaccurate and unfair. If anything, National Budget Circular No. 529 prescribes rules and regulations that will help safeguard PDAF utilization from fund abuse and irregularities, with a great emphasis on ensuring transparency, accountability, and openness in the use of PDAF, Abad said. Del Rosario said during his discussion on integrated business licensing, one of the free entrepreneurship sessions given by the DTI to new and up-and-coming entrepreneurs this September. Del Rosario said that MSMEs may enjoy incentives and privileges from government agencies and local government units. These benefits can be in the form of support in the development of MSMEs and discounts or financial assistance in their promotion activities. Del Rosario also noted that DTI is continually enhancing its business name registration system through collaborating with banks and service providers to deliver additional payment options for its Enhanced Business Name Registration System (eBNRS). The DTI is also undergoing system enhancements to offer the GCash facility soon. This facility is a micro payment service that transforms a mobile phone into a virtual wallet for fast and convenient money transfers at the cost and speed of a text message. Early this year, the DTI signed an agreement with BancNet, a leading electronic banking network in the Philippines, and the Development Bank of the Philippines (DBP) to provide an electronic payment facility for the eBNRS. Last year, the DTI also initiated the Philippines Business Registry (PBR), a project that facilitates business registration transactions by integrating all agencies involved in business registration. These agencies include the DTI, Securities and Exchange Commission (SEC), Cooperative Development Authority (CDA), Bureau of Internal Revenue (BIR), Social Security System (SSS), Home Development Mutual Fund (Pag-IBIG), Philippine Health Insurance Corporation (PhilHealth), local government units (LGUs), and other permit and license-issuing agencies.

The project, which has a total cost of P1-M, is expected to address production gaps, to wit: limited capitalization which hinders the group to purchase the necessary machines, equipment, and facilities; and absence of upgraded and efficient machines and equipment in the working area which is a requirement to become GMP (Good Manufacturing Practice)-certified. DTI-Davao Oriental provincial director Ma. Belenda Q. Ambi said such SSF is the first of its kind being established in Davao Oriental through the Big Push for SME initiative of DTI. Micro as they are, their vision of establishing a processing center remained a remote chance for them because of its huge investment requirement that is beyond their capacity. Philippine Embassies in Beirut and Damascus join hands to bring Filipinos in Syria to safety Source: https://www.dfa.gov.ph 10 September 2013 In compliance with the directive of Foreign Affairs Secretary Albert F. del Rosario to intensify efforts to bring Filipinos from Syria out of harms way, the Philippine Embassies in Damascus (Damascus PE) and Beirut (Beirut PE) have joined hands once again to undertake another cross-border repatriation operation. In the morning of September 05, Damascus PE personnel brought a new batch of 92 overseas Filipino workers (OFWs) to the Masnaa border crossing, 62 kilometers away from Beirut. Fifty-one (51) individuals from the new batch joined 45 other OFWs who have been staying at the Caritas Lebanon Migrant Center (CLMC) since August 30 at the Rafik Hariri International Airport later that day. All-in-all, 96 OFWs departed for Manila on two separate flights. They arrived the following day, September 06. The remaining 41 individuals from the latest batch of OFWs transferred to Beirut from Damascus are scheduled to arrive in Manila today, September 10 at 03:20 p.m. on board Etihad Airways flight EY 424. Upon their arrival, the number of OFWs repatriated from Syria will reach 4,741. Beirut PE officers and staff recounted the seamless coordination among the Embassy teams. The 92 OFWs were met at the border by a Beirut PE team, composed of Vice Consul Dennis Briones and Information Officer Edwin Batallones, to facilitate their entry into Lebanon. From the border, 91 of the OFWs were divided into groups of 50 and 41. The 41 were brought directly to the Caritas Lebanon Migrant Center (CLMC) by Mr. Batallones and two CLMC personnel. The 50 OFW s were first brought to Beirut PEs shelter and were turned over to a team composed of Cultural Officer Gladys Perey, Assistance-to-Nationals (ATN) Officer Junaid Ali and MOFWRC houseparent Gina Murillo, who briefed them on the house rules and later on offered them a hot dinner prepared by Ms. Perey and Ms. Murillo. Meanwhile, another team composed of Vice Consul Rona Beth Goce and ATN Officer Dexter Macaraeg travelled to the CLMC shelter to fetch the 45 OFWs who arrived in Lebanon last August 30 and bring them to the airport.

The 45 OFWs were later joined by the 50 OFWs who were staying at the Embassy shelter and by a lone OFW who was brought directly from the border to the airport by OWWA staff Joselito Sunga. Those who were left at the CLMC shelter were brought under the care of a team composed of OWWA Welfare Officer Imelda Gatinao, Embassy Collecting Officer Lilia Pangilinan and Damascus PE local hire Alma Balili. Philippine Ambassador to Lebanon Leah Basinang-Ruiz and her spouse, who had returned to the Embassy from CLMC, also visited the 50 OFWs at the Embassy shelter before they left for the airport to wish them a safe journey home to the Philippines as well as a happy reunion with their families. Vice Consul Briones and ATN Officer Dexter Macaraeg escorted the OFWs and assisted them in going through the security, check-in, immigration and boarding procedures at the airport. Ambassador Ruiz expressed satisfaction at the utmost cooperation and excellent teamwork shown by the Embassy, POLO and OWWA officers and staff who all pitched in to ensure that the Embassys job to receive the OFWs from Syria, care for them temporarily in the shelters and ensure their speedy departure out of Lebanon were well executed without a hitch. Once again, she conveyed the deepest appreciation of the Philippine Government to the Lebanese Government, particularly to the General Security (Immigration), for the excellent cooperation in facilitating the entry of OFWs from Syria into Lebanon. She also reiterated the Philippine Governments warmest gratitude and appreciation to CLMC officials, Eng. Kamal Sioufi and Ms. Najla Chahda, for generously making available a very comfortable shelter for the weary OFWs, as well as a mobile clinic, and particularly their three Caritas personnel who provided invaluable assistance, most especially at the Masnaa border and the Caritas shelter. The cross-border operation involving 92 OFWs from Syria on September 05 was the 30th to take place since December 2012 through the joint effort of the Philippine Embassies in Damascus and Beirut. With the departure of 96 OFWs onboard separate flights on September 05 and 06, Beirut PE has repatriated a total of 1,678 Filipinos from Syria via the Rafik Hariri International Airport. |TOP| 13. Cooperatives, partner-institutions receive SSS special awards Source: https://www.sss.gov.ph The Social Security System (SSS) conferred the first-ever Miyembro, Bilib Kami Sa'Yo Special Awards to four cooperatives and five informal sector groups (ISGs) for their pioneering partnerships with SSS that have paved the way for social protection and active SSS membership of workers in their respective sectors during ceremonies on September 9. SSS President and Chief Executive Officer Emilio de Quiros, Jr. said the SSS also honored five retail corporations for their role in making SSS services accessible to the mall-going public during the awarding ceremonies, which was part of the Anniversary Program held at the SSS Building in Quezon City. With the support of ISGs, cooperatives and other partner institutions, the SSS has been able to establish innovative ways of reaching out to millions of Filipino workers, especially those in the informal sector. We commend the awardees for being the first in their sectors to embrace new possibilities in bringing the SSS closer to their members and clients, he added. The new SSS awards program is inspired by the 56th SSS anniversary theme Nagpupugay sa Miyembro, Bilib Kami Sa'Yo! De Quiros, Social Security Commission Chairman Juan Santos and SSS Executive Vice President Edgar Solilapsi presented the trophy to the representatives of the 14 awardees, some of whom have traveled from areas as far as Legaspi and General Santos cities. The awarded cooperatives were Deep Well Sumulong Irrigators Association, Inc. as the first SSS servicing partner agent (PA) and subsidy provider; Dao Multi-Purpose Cooperative as first SSS collecting cooperative; Simbag sa Pag-Asenso, Inc. as first SSS servicing PA; and Center for Agriculture and Rural Development Inc. as first SSS servicing PA with a nationwide scope. De Quiros said the ISG-awardees were TS Cruz Tricycle Operators and Drivers Association (TSC-TODA) and the United Vendors of New Las Pias Public Market, both from Las Pias City; QC Female Dormitory Working Inmates and Payatas Alliance Recycling Exchange Multi-Purpose Cooperative, both from Quezon City; and Samahan ng mga Caddies sa Calatagan Golf Club, Inc. from Batangas province. These five ISGs showed exemplary initiative in enabling their respective memberships to become active SSS members through our microsavings program called the AlkanSSSya, de Quiros noted. They were also the first to join the AlkanSSSya Program among the various associations nationwide for transport workers, market vendors, golf club workers, waste recyclers and jail inmates. TSC-TODA's successful participation in the pilot implementation of the TrikanSSSya project, which aims to eliminate barriers to active SSS membership of TODA members, in December 2011 helped shape the current AlkanSSSya Program. At present, the AlkanSSSya Program has about 300 participating ISGs, including TODAs

from other parts of the country. Likewise awarded were Araneta Center, Inc., Masterpiece Asia Properties, Willin Sales Inc. and KCC Property Holding for their contribution in the establishment of mall-based SSS Service Offices in Ali Mall (Cubao, Quezon City), Starmall (San Jose Del Monte City, Bulacan), Walter Mart Makiling (Calamba, Laguna) and KCC Mall (Lagao, General Santos City). |TOP| 14. 5,000 Luisita land reform papers submitted for titling Source: http://www.dar.gov.ph CITY OF SAN FERNANDO The Department of Agrarian Reform (DAR) has submitted 5,092 certificates of land ownership award (CLOAs) to the Register of Deeds in Tarlac province, representing the bulk of the 4,099 hectares of land that will be distributed this month from the 6,443-ha Hacienda Luisita, according to Anthony Parungao, undersecretary for legal matters of the DAR. Parungao said 614 CLOAs were being processed by the Tarlac registrar on Friday. Majority of the 6,212 farm workers who qualified as agrarian reform beneficiaries have signed the two documents needed before they are granted CLOAs, Parungao said. But 305 workers have not yet claimed their lot allocation certificates and 502 others have not yet signed their application to purchase and farmers undertaking through which they commit to pay and till the land. Agrarian Reform Secretary Virgilio de los Reyes said each beneficiary stands to receive 6,600 square meters of Luisita land, worth between P60,000 and P70,000, to be paid in 30 years. The DAR has been required by the Supreme Court to offer just compensation to the Cojuangco family, whose members include President Aquino. The compensation amount, pegged at 1989 values, has not been disclosed but Hacienda Luisita Inc. is set to seek payments for interest since 1989, when the sugar estate was first covered by agrarian reform. Also on Friday, a leader of the Farmworkers Agrarian Reform Movement (FARM) criticized De los Reyes for saying that it would be the Department of Social Welfare and Development that would help the beneficiaries in setting up food security programs in the estate. We dont need relief goods or conditional cash transfer. These cannot answer the persistent hunger among us. Of the total number of examinees, 120 took the exam in Quezon City (UP-NCPAG), 59 in Cebu City (USC) and 37 in Davao City (SPC). The result of the said CES WE will be released after two (2) months from the date of conduct. All examinees will be informed of their examination ratings via e-mail or regular mail. The CES WE is scheduled every three months.
