Over 30 groups to join esteros clean up drive in EV

Slated this September 21, the clean up will be done in eighteen water bodies adopted in the region under the AdoptAn-Estero Program. The program is a collaborative undertaking between and among communities along esteros or creeks and rivers, concerned local government units, private sector and the DENR to achieve a cleaner, safer and healthier environment. The month of September is proclaimed as Philippine Clean up Month pursuant to Presidential Proclamation No. 244. The Environmental Management Bureau (EMB) celebrates clean up month to intensify the campaign to raise awareness towards waste minimization. Here in the city, the Burayan River and Mahayahay Creek will be cleaned up by donor partners Coca Cola Bottlers Phils., Inc- Tacloban Plant and Philippine Institute of Chemical Engineers (PIChe); while the Mangonbangon River will have its donor partners Geodetic Engineers of the Phils, Mother of Mercy Hospital, Divine World Hospital, McCarol Ventures, Rotary Club of Kandaya, Leyte Normal University, Petron Tacloban Depot, Couples for ChristHOLD, Volunteer for the Visayas to conduct the clean up. TACLOBAN CITY Heres one thing that bothers the mayor of Pambujan, Northern Samar: the municipal health officer receives higher salary than him. Mayor Lino Balanquit said that it is unfair for a mayor to receive lower salary than other municipal officials given the responsibility entrusted to them. The mayor receives P42,302 monthly, lower by P2,473 than the towns health officer monthly pay of P44,775. Balanquit, who is now on first term after serving as a town chief executive from 2001 to 2010, said elected officials are asking to at least raise their pay to the maximum step, but within the salary grade. Unlike some municipal doctors, the mayor is on call 24 hours a day and seven days a week, Balanquit said in a brief interview at the sidelines of financial management training conducted by the Department of Budget and Management (DBM). Robbers strike again in Catarman highway

CATARMAN, Northern Samar -- Another salesman was robbed by an still unidentified suspect along the Catarman-Lope de Vega-Calbayog road, also known as the south road. This time it is the salesman of Coca Cola distributor based this town. Catarman Chief of Police, Police Supt. Jesus Miranda identified the victim as Michael Castillo,32, married, resident of Brgy. 8, Pambujan town, and a salesman of certain Sixto Espina, Cola Cola distributor based in this town. With Castillo was his driver identified as Cris Caparal, 24, single, resident of Brgy. 2 Pambujan, and a helper identified as Virgilio Balanquit, 54, married, and a resident of Purok 6, Brgy. Baybay Catarman. Based on a police report, it disclosed that a certain Bernardito Caparic, 51, barangay tanod of Brgy. Polangi, this town, helped the victims in informing and reporting to the Catarman police station regarding the incident that transpired around 3:30 in the afternoon of Sept. 3, 2013. Supt. Miranda immediately dispatched a police team led by SPO2 Leo Arnio Magpayo with PO3 Elesio Meno Dasig Jr., PO3 Leopablo Dorico Adan, PO2 Marcelo Arcino Ponce, PO1 Edmund Nang Corsino, and PO1 Brent Longcop Espinola to conduct investigation and verify the incident. Artificial rice shortage

ice prices have been going up unreasonably. There were reports that prices of rice have actually been rising by as much as P2-5 per kilo in public markets in Tacloban City and P3 to P4 per kilo in other areas of the region. While indeed there is supply disruption of rice, there are apparent sinister organized attempts to manipulate the prices by creating an artificial shortage. Rice is a political commodity that the government cannot afford to be left to the mercy of these market manipulators. The Department of Agriculture and National Food Authority (NFA) pointed to rice cartel as largely behind the scene creating this false scenario. Being the staple food of Filipinos, the

government should use its police powers to put a stop to such nefarious attempts to profit out of artificial increase in the price of rice. Reportedly, there are rice traders who want to dispose of their excess produce after the harvest season last June and wanted to earn from them at a higher price. Seasonally, July to September is a period when millers have excess rice supply. Coupled with additional supply of smuggled rice that were seized and now being disposed of by the government in public auctions, there are more than enough supply of rice in the market. These traders, of course, would have to settle with the price set by market forces, following the law of supply and demand. The government then must go after these sinister forces behind the fake rice crisis.

Media practitioners are beneficiaries of PDAF

More than 20 journalists in Eastern Visayas region are beneficiaries of the PDAF. PDAF utilization defends upon the lawmakers honesty to be beneficial. dios L. Petilla. My reason for appreciation, I am no longer a second year high school dropout or accredited eligible for college course. I am now a 4th year AB Journalism graduating student. When will I graduate? Probably the right reply is never. Anyway, graduate or not, does not matter as member of the Fourth Estate. I can still exercise my constitutional rights of freedom for expression and freedom of the press. I only hope the Commission on Higher Education will change the regulation to exempt current media practitioners from submitting the thesis. Which would you prefer a holder of a journalism diploma who has not used the knowledge acquired or media practitioners who has no diploma but actively disseminating vital information to the public for their right to know? In the August 27 issue of this paper, page 3, titled Local execs on PDAF abolition I read Mayor Petillas opinion: It should be there but congressman should follow PDAF utilization rules. The article states: The governors mother Palo Mayor Remedios Petilla, a former solon, said that PDAF should be retained, however, strict monitoring system should be in placed to safeguard public funds. Mayor Petilla is right, however, the mistake committed by her former colleagues in the lawmaking body has ruined the system. PDAF is only good for persons like her but not for others. So, even though, we were once a beneficiary of PDAF, it will be better to remove the disbursement from the discretion of the lawmakers and to include in the General Appropriations Act, instead, to avoid the temptation. Old Law, New Law

THE Catechism of the Catholic Church has a section that talks about the Old Law and the New Law. Its an interesting section that, to me, deserves to be known by everyone. For sure, that section, which is located in the division about Christian morality, is not simply meant to be theoretical. It precisely is meant to guide us in our behavior and actuations, which is what morality is all about. And morality should be a grave concern for all of us, since our behavior and actuations can either build up or destroy our humanity and Christianity. Our human acts, or those free acts we do for which we are responsible, can either enhance or harm our dignity. That section about the Old Law and the New Law is therefore meant to be practical, to help us see the path toward our true human development and Christian perfection, our authentic joy and fulfillment. It offers us fundamental information meant to form in us the proper attitudes and the accompanying skills, virtues and practices we need to affirm our human and Christian identity in our actions or in the whole of our moral life. We have to remember that since we are intelligent and free beings precisely because we have been created in the image and likeness of God, we are the only creatures, aside from the angels, who can either build up our nature or destroy it. In the other creatures, this concern about affirming or violating their nature is irrelevant. There is an over-all law that governs all creatures. There is first the eternal law of God who creates and governs everything both in time and in eternity. Every creature has part of this law in him. This is called the natural law. But in our case, this natural law, while written in our heart, is something that we can be aware of, precisely because of how we arethat we

Public Information Agency Regional Director Olive Tiu has seen few among the media practitioners in the Eastern Visayas region are graduates in mass media communication. She walked an extra kilometer in year 2006 requesting then congresswoman Remedios L. Petilla to pay Asian Development Foundation College the tuition fees for the non-journalism graduates of media practitioners in the region. More than 20 of us from the print, broadcast and TV media took the four-year AB Journalism course. We finished the course in 2010; however, few among us were able to receive the diploma. Only those undergraduate in journalism who had complied with the requirements were able to receive the diploma. The requirement most of us failed to submit is the thesis. Working on the thesis will need us to spend vacation from our works. All of us are working for a living. Skipping days away from work will mean no food over the table. Most of us are practicing journalists. I joined the class for my tombstone to be written Here lies a septuagenarian who graduated AB Journalism after more than seven (7) decades of colorful life, more than (4) decades of it devoted for info dissemination. I thought taking the course is the same when I took the accreditation test given by the Department of Education. That was in year 1977 before I went to the Kingdom of Saudi Arabia. I was a second year high school dropout from International College, corner Lealtad and Craig Streets, Sampaloc,

Manila. I left the Philippines as high school undergraduate. When I returned I received the Certificate for Eligibility to study for college education. Unfortunately, I returned to Saudi Arabia to earn for the family, thus studying in college was set aside. After more than six (6) years of working abroad, my wife told me to stay in the country for good. Well, I was able to learn new vocation, reflex therapy the source of my income. Many people called me doctor in spite of telling them I am not. They argued others are called doctor of animals, plants, letters, etcetera, so, they called me doctor because of having illnesses diagnosed properly and the health of the sick returned to normal. Simultaneously, my love of writing continues. Writing for the defunct The Ormoc Observer, a weekly newspaper in Ormoc City owned by Teodoro Vasquez Jr., was my hobby. Back in 1969 I arrived Ormoc City, I became one of the writers of the defunct The Reporter owned by now deceased Agustin Guz Arnaiz, the pioneer of newspaper in Eastern Visayas. Later on, I joined the Leyte Samar Weekly Express precursor of this newspaper. The contemporary West Leyte Weekly Express came into being that I write with, too, till this day. Even though I have the credential to enroll in college, the lack of funds held me at bay, until the offer of Director Tiu. are intelligent and free beings. We can know it by our reason, and because of our free will, we can either follow it or go against it. Our natural law is more properly called natural moral law. Now, given our wounded nature that affects our capacity to know the natural law entirely and correctly, our Christian faith tells us that this natural moral law needed to be articulated in an explicit way. This is where the Old Law comes in. The Old Law refers to the Ten Commandments. It is the law revealed to us through Moses, addressed first to the Chosen People (the Israelites) but actually meant for all of us. It has a universal scope. Its not only for some. Its for all. Its not only for some period of time. Its for all time. It articulates the way we should be, how we should act, what we can do and what we should not do, what is good and what is evil for us. It precisely spells out our nature insofar as our behavior and actuations are concerned. But it does not tell us what we can do if we happen to violate our nature. It has no corrective dimension. It does not tell us how our attitude should be and how to suffer meaningfully the consequences of our transgressions against

our nature. This is where the New Law comes in. It offers us the way to recover and even to enhance our dignity as persons and children of God to a level higher than the original. It is the law of our Christian perfection through our redemption. It has the power to forgive sins and to suffer sins consequences gainfully. It is articulated in many ways. One is the new commandment Christ told his disciples: Love one another as I have loved you. But this love is more articulated in the Sermon of the Mount where we are told about the beatitudes and about our duty to love even our enemies, to be willing to offer the other cheek if we are slapped in one, etc. The New Law is actually about having a living unity with Christ who is the Way, the Truth, and the Life for us. No one goes to the Father, he said, except through him. And so we have to understand that the New Law embraces everything that Christ taught us to do, and to make use of everything that he left us withthe Church, the sacraments, the doctrine of our faith, etc. But the New Law does not do away with the Old Law. The New stands on the Old.

BORONGAN CITY The lady mayor of this city is appealing for cooperation from all sectors for the development of this city. Mayor Ma. Fe Abunda in an interview emphasized that with the election now over, political propaganda should be stopped now and all sectors should cooperate and focus more on development. The re-elected mayor has also called on her political opponents for cooperation for the developmental efforts of the city and to stop the black propaganda which misled the people. I am appealing for cooperation and participation from all sectors for the progress of our city, she said. Mayor Abunda, who implemented multimillion projects during her first term, declared that more development will be implemented and realized in her second term with the cooperation of everyone. She claimed that the peace and order has greatly improved in Borongan after it was declared as manageable conflict-affected and developmentready city. PRO8 anti-illegal fishing drive gains ground

CAMP KANGLEON, Palo, Leyte - The campaign on anti-illegal fishing operations and other activities of the Police Regional Office 8 (PRO8) here is gaining ground as the intensified drive in Eastern Visayas has resulted to the arrest of nearly 2,000 illegal fishers and the apprehensions of fishing boats and paraphernalia worth nearly P70 million for the period of one year. Police Chief Supt. Elmer Soria, PRO8 director, told reporters in an interview that the antiillegal fishing operations of his office that turned one year last month has successfully conducted 382 seaborne patrol operations along the seawaters in the region. Soria said that the said seaborne operations have resulted to the apprehensions of 24 fishing boats and the confiscation of fishing paraphernalia used in

the illegal fishing activities worth P69.6 million. He added that the operations also led to the arrest of 1,987 persons engaged in illegal fishing all over the region. Soria also added that out of the arrested persons 13 cases were filed for violation of RA 8550 of the Fisheries Code of the Philippines in courts all over the region. He added that other arrested illegal fishers were meted or charged with fines as provided for by the ordinances of the local government units where the fishermen engaged in illegal fishing were apprehended. He disclosed that the most common illegal fishing activities of the fishermen apprehended all over the region includes the use of dynamites or explosives, the use of fine nets and active gears, trawl fishing and the locally known hulbot-hulbot. Ormoc City mayor calls for public discipline in decongesting traffic

ORMOC CITY - It seemed only yesterday that narrow city streets were spacious for the road users. But the city population has been increasing, and with the developing economy of the city there has been a proliferation of sidewalk vendors as well as some encroachments, the highway has now become narrower. It became an open cry of the business sector and commuters for the city government to enforce the transportation and sanitation ordinance so as to at least answer this complexity. Ormoc City Mayor Edward Codilla responded immediately to clear the sidewalks of vendors occupying the national and city roads in pursuing a valid solution to traffic congestion. Also, the city traffic management suggested for possible re-routing. Vendors along the side of a mall and other strategic areas at the city business hub were temporarily moved to the mini- forest near the old city hall while the fruit park is being repaired. At the same time, other vendors at the vicinity outside this mall who are selling various merchandises like DVDs were given up to September 8 to vacate as the city is still seeking adequate relocation site for them. Officer-in-charge city administrator Atty. Irene Resurreccion held a forum on traffic decongestion recently and invited the public and business sector including public utility vehicle drivers to update them of the present traffic situation and also encouraged them to air their suggestions. A number of affected vendors were agreeable of the citys decision to relocate them, but some wept as they say their income would suffer. Resurreccion pointed out that the most difficult challenge the city government is facing right now is the discipline of the general public. She asked everyone to consider that the government is only for public safety. The PUV drivers, on the other hand, were advised to put into effect the traffic signs like the loading and unloading to avoid obstructing the smooth traffic flow. OPs budget proposal, presented by Exceutive Secretary Paquito Ochoa, Jr. breezed through the committee because no other member attended the hearing and no issues were raised when the executive office presented its budget proposal. The senator also said that traditionally, the OP and the Office of the Vice President, respectively are given due courtesies with respect to their budgets. There was no reason to stall the approval for plenary of the OP budget. Congress regularly gives courtesies to the office of the OP during budget deliberations. If there are any issues in their respective administrations and offices, these are directed to the departments and not to the office proper itself. Escudero said even the lump sum amounts associated with the OP and which has been critiqued as of late belong to the special purpose funds which lie on the Department of Budget and Managements (DBM) responsibility to defend. Even the social fund is not in the presidents budget. The DBM will defend the special purpose funds to include calamity fund, contingency fund, and feasibility studies fund; all the lump sums that are being questioned by the public and the media or even the lawmakers fall under the DBM. CEBU CITY -Twelve girls and a boy were rescued in an anticybersex operation in Cordova town Friday morning. Shalaine Lucero, protective services unit head of the Department of Social Welfare and Development (DSWD)Central Visayas, said the youngest victim is seven years old while the oldest is 17. The operation, conducted by the Interagency Council Against Trafficking, came less than 48 hours after the arrest of a couple in Barangay Ibabao and the rescue of their three children. Lucero, in a phone interview, said the National Bureau of Investigation (NBI) obtained pictures of the victims during their surveillance of the area. The NBI held three women for questioning, after the simultaneous operations held by the Inter-Agency Council Against Trafficking (IACAT). We will not stop as long as long as there is exploitation, NBI-Central Visayas Director Antonio Pagatpat said. Child pornography is not rampant only in Cordova, but it is more serious in Cordova. Cebu Vice Governor Agnes Magpale said they are deploying surveillance teams to monitor other towns and the US Department of Homeland Security is helping the Province under the terms of a legal assistance treaty. DSWDs Lucero, interviewed separately, refused to reveal the exact places where the minors were rescued. Authorities conducted the operation from 8 a.m. until noon. The victims are now under the custody of the DSWD. We dont expect the children to tell the truth right away. We are giving them time to rest, Lucero said. Seven social workers from the International Justice Mission and 30 from the DSWD assisted in the rescue. Lucero said a mother was taken into custody by the NBI. She urged barangay officials and local councils for the protection of children to take a more active role in apprehending perpetrators of cyberporn. Radaza said two students in one of the high schools in Lapu-Lapu were mistaken to be cyberporn victims. She expressed concern about the effect the operation might have on the students. We dont know how each student reacts, but the incident might cause trauma. Radaza said she supports the fight against cyberporn, although no cyberporn operation in the city has been reported. There should be proper coordination, she said. Homeland Security Assistant Attache Leonard Mancuso said they started their surveillance as early as last January and that their cases against suspected pedophiles are still ongoing in the US. N B I - A n t i - Hu m a n Trafficking Division (AHTRAD) Chief Dante Bonoan said they are still monitoring a significant number of houses in Cordova. The operation on Friday, he said, was an offshoot of a raid last May in the same barangay, where a couple was arrested for letting their daughter, niece and nephew perform a lewd show in front of a camera. Computer trail He said the minors images were found in the computer confiscated from the couple, after a forensic examination conducted by the Homeland Security. We found several pictures of children, he said. Their pictures were posted naked and they were asked to perform sexual acts. Eight of the children were taken from a public school in Ibabao. They are now in the custody of the DSWD-Central Visayas, which led the rescue. Two pupils in a school in Lapu-Lapu City were taken into custody by the social workers, but were later released after they turned out not to be victims of cyberporn. Lawyer Czar Eric Nuqui of NBI said there was no excess in their operation on Friday. Vice Governor Magpale said the Cebu Provincial Womens Commission will take care of the victims, provide them with temporary shelter and send them to school, and arrange for counseling. Trafficking Last Wednesday afternoon in the same barangay, a couple was arrested by the Police Regional Office (PRO) Regional Anti-Human Trafficking Task Force (RAHTTF) for allegedly operating a cybersex den. Their three children were rescued. Senior Inspector Maria Theresa Macatangay, RAHTTF head, said they filed a complaint Friday afternoon against the couple for violating Republic Act (RA) 9208, or the Anti-Trafficking in Persons Act of 2003, as amended by RA 10364, or the Expanded AntiTrafficking in Persons Act. The law punishes any person who recruits, transports, transfers, harbors, provides, or receives a person by any means, including those done under the pretext of domestic or overseas employment or training or apprenticeship, for the purpose of prostitution, pornography, sexual exploitation, forced labor, slavery, involuntary servitude or debt bondage. Under RA 10364, offenders are no longer covered by the confidentiality clause they enjoyed while RA 9208 was in effect. The amended version also gives people who rescue trafficking victims immunity from lawsuits. The complaint is for qualified trafficking, a non-bailable offense, because the victims are minors. A 22-YEAR-OLD man shot his childhood friend on Thursday evening for always bullying him. The incident happened around 6:30 p.m. at Spolarium St., Barangay Duljo Fatima in Cebu City, said the police. The victim was identified as Alimar Sumbilon Jabonillo, 23, a resident of Sitio Ponyang, Barangay Duljo-Fatima, Cebu City, while the suspect was Jonathan Ocaba, 22, also a resident of the same village. Bully shot dead by childhood friend

Ocaba said he decided to buy a .45 caliber pistol, which he used to kill the victim. The killing happened while Jabonillo was about to buy food from a carenderia/eatery along Spolarium street in Barangay Fatima. Ocaba shot the victim several times from behind. Bystanders who saw what happened rushed to the area and beat Ocaba, resulting in the suspects confinement to the Cebu City Medical Center after receiving several wounds. Jabonillo, on the other hand, was declared dead on the spot by the responding policemen. He sustained three gunshot wounds in the back of his head. Investigators recovered from the suspect a caliber .45 pistol with three bullets, seven empty shells of the same handgun, one slug of an undetermined caliber, one ammunition of caliber .9mm, and a cellular phone. TACLOBAN CITY Radio and television broadcasters belonging to the Kapisanan ng mga Brodkasters ng Pilipinas (KBP) Tacloban Chapter were at the frontline Saturday with various groups in planting more than a thousand mangrove propagules in Barangay Malibago, Babatngon, Leyte. The KBP Broadcastreeing 2013: Urban Greening also brought in representatives from the Department of Environment and Natural Resources (DENR), Department of the Interior and Local Government (DILG), Philippine National Police, university students, nongovernment organizations and other volunteer groups.
