The City of Los Angeles Department of City Planning is holding
an Open House on Monday, June 8th, 2009 and a Public Hear-
ing on Saturday, June 20th, 2009 regarding the proposed Echo
Park Community Design Overlay (CDO) Study area (“Echo Park
Study Area”). You have been mailed this notice because you own
property or reside within the proposed Echo Park Study Area and
within a 500-foot radius of the area, or have indicated an interest
in this proposed project.

Area Boundaries
The proposed Echo Park Community Design Overlay Study Area
covers an area generally bounded by Sunset Boulevard to the
north, Bonnie Brae Street to the west, Echo Park Avenue to the
east, and the Hollywood Freeway to the south, as illustrated in the
attached map.
Proposed Project The Public Hearing will be held at the Echo Park Recreation
The proposed Echo Park CDO Study Area was identified to be
studied for potential permanent land use regulations during the
Silverlake – Echo Park – Elysian Valley Community Plan Update
in 2004. The Department of City Planning has studied the area
and is recommending adoption of a Community Design Overlay
(CDO) as the appropriate land use tool for the area. The purpose
of the CDO is to preserve: (1) the original development pattern,
(2) neighborhood character, and (3) significant architectural re-
sources.
Potentially Significant architectural resources have been identified
in a survey prepared by a consultant, Jones & Stokes. The survey
findings will be used in administering the proposed CDO.
On January 20th, 2009, general guidelines and principles were
presented to the public in our first Public Workshop. Based upon
public input, a draft of the proposed CDO was presented at a
second public workshop on Saturday, April 4th, 2009, to gather
further input and to answer questions on principles, guidelines
and standards. The Open House is intended to allow the com-
munity to see the finalized Draft of the proposed CDO. At the
Public Hearing, the community is invited to provide input on the
final draft and provide official public testimony on the proposed
project.
At the Open House, handouts and maps that explain the staff
recommendation and future adoption process will be provided.
The Department of City Planning staff will be available to answer
any of your questions.

The June 20th Public Hearing will be conducted by a Hearing
Officer, who will take public testimony and accept written com-
munication regarding the proposed Echo Park CDO, to allow
formal input on the matter.
Center at 1632 Bellevue Ave. Los Angeles, CA 90026. In order
that all viewpoints may be presented, speakers at the hearing
may be limited in the length of their comments. Because of time
constraints and to minimize repetition, the Department of City
Planning encourages testimony by representatives of organized
groups in-lieu of many individual speakers. Comments may also
be submitted in writing prior to the Public Hearing. Written
correspondence may be mailed to: Community Planning Bureau,
Attn: Hearing Officer c/o Sergio Ibarra, Los Angeles Department
of City Planning, Room 667, 200 N. Spring St., Los Angeles, CA
90012. Please cite the case number stated at the top of this notice
on any correspondence. Any written correspondence delivered
to the Department before the City Planning Commission’s action
on the matter will become a part of the administrative record.
The complete file will also be available for public review upon
request in the Community Planning Bureau Office, City Hall, 200
N. Spring Street, Room 667, Los Angeles, CA 90012. For further

tendrá una Sesión Informativa el 8 de Juno y una relacionada Au-
diencia Publica el 20 de Juno acerca del Área de Estudio Propuesto

le ha enviado esta noticia, porque usted es propietario dentro del
área que será afectada por esta acción, vive dentro de un radio
de 500 pies del área propuesta, o ha indicado interés en Distrito
Comunitario de Diseño (CDO).
Limites propuestos para el Área de Estudio del CDO de
Echo Park. 1632 Bellevue Ave.
El área propuesta del CDO de Echo Park cubre un área delimitada
generalmente por la calle Sunset Boulevard al norte, Bonnie Brae
Street al oeste, Echo Park Avenue al este, y la Hollywood Freeway

El Área Propuesta del CDO de Echo Park fue identificada como

original, (2) el carácter del vecindario y (3) edificios con arqui-
tectura significante.
El consultante, Jones Y Stokes, en una encuesta identifico edificios
con arquitectura potencialmente significante. Bajo esta recomen-
dación, la encuesta va ser usada en la administración del propuesto
CDO.
En Enero 20, 2009, el Departamento de Planificación presento
en un Taller Publico principales generales con respecto al CDO,
y recibió comentarios y preguntas del publico. En Abril 9, 2009,
el Departamento de Planificación en el segundo Taller Publico
presento la Propuesta Preeliminaría al respecto al CDO, y recibió
comentarios y preguntas del publico. El propósito de La Sesión
Informativa es para presentar el Propuesto Finalizado. En la Au-
diencia Publica, la comunidad esta invitada a darnos su testimonio
oficial y publico, al respecto al CDO.
Durante la Sesión Informativa, materiales y mapas explicando
las recomendaciones y el proceso de adopción serán disponibles.
Los planificadores del Departamento de Planificación estarán dis-
ponibles para contestar sus preguntas.

La audiencia publica, cual se llevara acabo el 20 de Juno, 2009,
el cual considera el testimonio presentado y testimonio escrito con
respecto al nuevo estudio y extensión propuestos para la Distrito

ciales en este proyecto. La audiencia publica se llevara acabo en
Echo Park Recreation Center, 1632 Bellevue Ave, Los Angeles, CA
90026. Para asegurar que todos puntos de vista se puedan pre-
sentar, es posible que el Oficial limite el tiempo para cada persona
que quiera hacer comentarios en altavoz. En el interés de ahorrar
tiempo, el Departamento de Planificación pide que comentarios
