Appendix: Additional Commentary on the Administration of Funding


Faculty of Applied Science and Engineering 1. The Institute of Biomaterials and Biomedical Engineering offers its MHSc (Clinical Engineering) students two years of funding, which is a combination of a department scholarship, federal/provincial funding and supervisory research funds. The amount of funding provided varies year to year based on provincial funding, but exceeds $15,000 plus tuition and fees. A thesis stipend is included in this funding package, which begins when the thesis research project is started. Faculty of Forestry 1. Top-up values are as follows: NSERC Doctoral - $5,000 per year for up to 3 years NSERC Master's - $2,500 per year for one year OGS - $1,500 for one year 2. Teaching assistantships are awarded on the basis of the application (e.g., experience), availability and instructor preferences, and not necessarily on the basis of an external scholarship. 3. Students in the Facultys Master of Forest Conservation (MFC) program are awarded admission fellowships on the basis of academic excellence. Approximately $50,000 is awarded annually, overall. Over the course of their program, MFC students also received additional funding in the form of needbased and in-course awards. Faculty of Information
1. In cases where students in the funded cohort receive an external, competitively-

reviewed award valued at or over $15,000 per annum (e.g., OGS, SSHRC, NSERC, NSF) that award will stand in lieu of the stipend portion of the funding package from the University. Students with these awards are exempt from all requirements of the funding package to serve as a teaching or research assistants. The Faculty of Information will continue to meet either international or domestic tuition fees (as appropriate for the student) and, in recognition of their success, the Faculty will award them an Academic Excellence Award of $2000 each year that they hold the external award and remain in the funded cohort. These students continue to be eligible to work as a teaching or research assistants if they wish to supplement their funds. 2. Fellowships are available for both the Master of Information (MI) and Master of Museum Studies (MMSt) programs, consisting of full tuition up to the value of domestic tuition fees. Students may renew these fellowships on their second year if an overall GPA of 3.7 is attained. This funding was not affected by or related to TA/RAships or external scholarships in 2010-11. 1. Students who receive an external competitive award receive a small top-up if resources are available. 2. We have only one required course for students with an LLM, two for direct-entry students. Doctoral students are not required to TA for their stipend and so have more time than ordinary graduate students to focus on research. We find that our students tend to finish in three to three-and-a-half years and so we try to fund students for an extra six months if their supervisory committee determines they need that time to finish their theses. 3. The Faculty of Law has limited teaching assistantship opportunities and does not count teaching or research assistantships in doctoral students funding packages.

Faculty of Medicine Biochemistry, Immunology, Laboratory Medicine & Pathobiology, Medical Science, Molecular Genetics, Nutritional Sciences, Pharmacology, Physiology 1. Students who receive an external competitive award over $10,000 receive a $3,000/yr top up. Medical Biophysics 1. Students who receive an external competitive award over $10,000 receive a $3,000/yr top up. 2. Our students are fully funded; however, once the student's supervisory committee agrees that the student should be writing up their thesis, they are funded for up to 3 months (for a MSc) or 6 months (for a PhD). The student can ask that this funding be extended if they need more time. Public Health Sciences 1. Students who receive an external competitive award over $15,000 receive a $3,000/yr top up. Speech Language Pathology 1. We are considering a change to the number of years of funding (down to 4) due to the fact that our U of T Open funds are calculated based on 4 years, not 5 Faculty of Music 1. The Faculty of Music Masters of Music (M.Mus.) professional degree students are not part of the funded cohort. However, the funding package for the Faculty of Music currently offers $2,000 funding, which is derived from named scholarships and from the Faculty of Music. Domestic Doctor of Musical Arts (D.M.A.) students will receive tuition plus $6,000 stipend. The stipend includes a teaching assistant position with a maximum of 140 hours. If a student receives an outside scholarship, it will replace this funding.

2. The research assistantship is paid in addition to scholarships. Faculty of Nursing 1. Students who are instructors in nursing programs in the province of Ontario are encouraged to apply for a tuition refund through the Nursing Faculty Fund. Faculty of Pharmacy 1. The minimum stipend (inclusive of tuition and fees) varies by fields of study. The minimum stipend for full-time Ph.D. students in the fields of Molecular Pharmacology & Toxicology and Pharmaceutics & Pharmacokinetics is $24,000 in total. The minimum stipend for full-time Ph.D. students conducting research in the Clinical, Social and Administrative Pharmaceutical Sciences field is $22,750. The minimum stipend for M.Sc. students enrolled in all fields of study is $22,750. 2. Funding from the supervisor's grant is paid to the student to bring the scholarship to the amount of our minimum stipend. 3. Students are strongly encouraged to apply for external scholarships. 4. A student with a scholarship is just as likely to receive a TA contract as one without a scholarship. A senior doctoral student who holds a scholarship could decline a TA contract if the scholarship amount is greater than the departments minimum stipend. 5. Students in flex-time Ph.D. programs and part-time M.Sc. program are not eligible for funding. Faculty of Social Work 1. We do not limit students. They are able to hold a major scholarship, plus a teaching and/or research assistantship. The teaching assistantships and research assistantships provide academic opportunities that are beneficial to the career prospects of the students; others take assistantships primarily for the income. We try to ensure that those without scholarships get an RA or TA for their benefit. These sources are counted as part of the doctoral stream funding package. 2. As of September 2009, PhD students must apply for external awards, teaching assistantships and research assistantships equivalent to the domestic tuition and fees portion of the funding package, starting in their first year. Students who choose not to apply for external competitive awards will forfeit consideration for funding. 3. Students who obtain a major external competitive award above $10,000 receive a merit bonus of $5,000. Vanier and Bombardier award recipients will have exceeded the amount of the funding package and are not eligible for a merit bonus. 4. The Faculty also provides several Royal Bank Fellowships, and we inform students of additional Fellowship opportunities (e.g., health fellowships) administered at the UofT.

5. The Faculty offers a flex-time program but students in that program are excluded from the funded cohort. Ontario Institute for Studies of Education 1. Those students who are awarded TAs (including TEPAs, teaching assistantship in the Teacher Education Program) may also hold an external scholarship, such as OGS or SSHRC. Two types of research assistantships are available at OISE: 1) GAs (described above) and 2) Major Research Assistantships (RA) through faculty members research grants. In addition, students may hold a Research Fellowship as part of their funding package. The role of the GA in graduate funding is different depending on a students funding package. A student receives one of the following funding packages: a. Core Package: Students who do not hold a major scholarship, a Combined RF/GA (see below) or Major RA (worth at least 40% of the funding package level for domestic students) are provided with a GA. Such students receive the core package. Students may decline the GA but will also forfeit the equivalent dollar value in their graduate funding package. Students may substitute a TA for their GA. b. Scholarship Package: Students who have large scholarships (worth at least 40% of the funding package level for domestic students) receive the scholarship package. Students holding scholarships worth less than the level of the funding package are given an OISE Grant. Such students with scholarships below $15,000 will also be offered a GA, but may decline half of the GA and have the value replaced by an OISE Grant. Students holding a scholarship with the value of an OGS ($15,000) or greater will NOT be offered a GA. However, they will receive an OISE Grant if the value of their scholarship is below the level of the funding package. c. Combined Research Fellowship/Graduate Assistantship Package: Students in this category are offered a Research Fellowship (RF) and a half GA with an OISE faculty member as part of the graduate funding package. Students complete the RF in the fall and the half GA in the winter. Students may decline the RF and/or the GA but will also forfeit the equivalent dollar value in the graduate funding package. d. Major Research Assistantship Package: Students who have RAs (worth at least the equivalent of a full GA) through faculty research grants receive the Major RA Package. 3. Students who obtain a scholarship worth the value of an OGS ($15,000) or greater also receive an Academic Excellence Award worth $2,000. 4. Students who obtain major scholarships (with the value of an OGS or greater) for all or most of their period of funding are eligible for a Scholarship Recognition Award valued at the cost of tuition plus $2,000 if they are registered in the year following the end of their funding.

5. Research Assistantships outside the Combined RF/GA Package or RA Packages are not counted toward the funding package. 6. Students in any of the funding packages can earn additional monies by working on external research grants. This includes students who receive the Combined RF/GA or Major RA Packages, if they work hours additional to those counted as part of the funding package.
