MOTION TO RESOLVE INTO SPECIAL CLOSED MEETING

Moved by Councillor Ferguson, Seconded by Councillor Bateman, That Council now resolve into a Special Closed Meeting according to Section 90 of the Community Charter for discussion of the following items identified under Section 90:

Item D.1. – Section 90(1) (e) Property; (k) Negotiations; and Item D.2. – Section 90(1) (e) Property; (k) Negotiations. CARRIED

1. Economic Development Advisory Committee 2009 Work Plan Report 09-84 File CD 0540-20

Moved by Councillor Fox, Seconded by Councillor Ferguson, That Council receive the report entitled “Economic Development Advisory Committee 2009 Work Plan” for information; and further

That Council endorse the Economic Development Advisory Committee’s 2009 Work Plan as presented in this report. CARRIED

2. Langley Farmers Market Society – Community Grant Report 09-86 File RCP 1850-20

Moved by Councillor Dornan, Seconded by Councillor Bateman, That Council approve payment of a $2,500 Community Grant for Langley Farmers Market Society. CARRIED

3. Western Economic Diversification Canada Grant Applications Willoughby Community Park / Aldergrove Athletic Park Report 09-87 File RCP 1855-35

Moved by Councillor Bateman, Seconded by Councillor Ferguson, That Council endorse a $1 M grant application to Western Economic Diversification Canada towards the overall $3 M development of a new Willoughby Community Park synthetic turf combination soccer / softball field and related infrastructure;

That Council approve an expenditure of $1.4 M from the 2010 capital budget to fund the Township’s contribution to this capital project partnership contingent on the Township’s receipt of the Western Economic Diversification Canada grant for the full $1 M amount;

That Council authorize the additional expenditure of $320,000 from the 2010 capital budget as a recoverable work order to be recovered over 5 years from the community sport partners;

That Council endorse a $130,000 grant application to Western Economic Diversification Canada towards the overall $390,000 development of park infrastructure at Aldergrove Athletic Park including bike park, children’s play area and batting cage;

That Council authorize the allocation of $175,000 from the 2010 Parks Utility revenue funds to fund the Township’s contribution to this capital project partnership contingent on the Township’s receipt of the Western Economic Diversification Canada grant for the full $130,000 amount; and further

That Council send a letter to Mark Warawa, M.P., identifying Willoughby Community Park as the Township’s first priority application and Aldergrove Athletic Park as the Township’s second priority application under the Western Economic Diversification Canada program. CARRIED

Moved by Councillor Long, Seconded by Councillor Fox, That Council receive for information the report “Golden Ears Crossing Response Protocols.” CARRIED

5. 2008 Statement of Financial Information and 2008 Annual Report Report 09-83 File FIN 1830-25/1830-02

Moved by Councillor Bateman, Seconded by Councillor Dornan, That Council approve the 2008 Statement of Financial Information; and further

That Council consider the 2008 Annual Report and receive submissions and questions from the public concerning the Annual Report. CARRIED

F. MINUTES OF COMMITTEES

1. Agricultural Advisory Committee – May 21, 2009

Moved by Councillor Bateman, Seconded by Councillor Dornan, That Council receive the Minutes from the Agricultural Advisory Committee Meeting held May 21, 2009. CARRIED

The Motion was divided into three parts.

A. 2008 Annual Report – In Review:

Moved by Councillor Bateman, Seconded by Councillor Fox, That the Agricultural Advisory Committee recommends that Council receive and endorse the Committee’s 2008 Annual Report - In Review

F. MINUTES OF COMMITTEES

During 2008, the AAC met ten times. Several sub-committees were established, with the following purposes:

to provide a terms of reference for an agricultural viability strategy and to assist with a grant application to the Investment Agricultural Foundation of BC;

to provide preliminary planning for a 2009 farm tour;

to provide drainage and dyking advice;

to provide input to the Township’s draft water management plan; and

to provide advice regarding farmers’ markets.

During 2008, the following special meetings were held:

a joint Council/AAC meeting to review the Committee’s mandate; and

a joint Delta/Surrey/Langley AAC meeting to discuss regional issues.

During 2008, the Committee also provided representation on:

Metro Vancouver’s Agriculture Advisory Committee; and

the Township’s Water Management Plan – Stakeholder Advisory Committee.

The Committee was very active in 2008 and accomplished several initiatives, including:

making recommendations to Council regarding several ALR subdivision and non-farm use applications;

making recommendations to Council regarding Township policy/protocols affecting the processing of ALR applications;

submitting the “Langley Farm Tour Event Planning Guide” for Council’s consideration; and

completing the Agricultural Viability Strategy Study terms of reference, as input into the 2009 Corporate work program & budget process.

B. Mandate Reviewed – Proposed Amendment:

Moved by Councillor Ferguson, Seconded by Council Bateman, That Council receive the Mandate Reviewed – Proposed Amendment

1. In response to Council’s request, the Committee reviewed its mandate for potential recommended refinements.

C. 2009 Work Plan:

Moved by Councillor Bateman, Seconded by Councillor Fox, That Council endorse items 2 – 12 of the 2009 Agricultural Work Plan

2. To assist the Township in the preparation of an agricultural viability strategy.

3. To assist the Township in the Agriculture Bylaw review process.

4. To provide steerage and assistance for a farm tour in 2009.

5. To provide advice on the Township’s consideration of future farmers’ market proposals.

6. To provide advice on the Township’s Water Management Plan and implementation.

7. To assist with implementation of the Township’s Sustainability Charter, with specific focus on developing a Township food security & sustainability policy and a strategy to promote producing, buying and eating local food products.

8. To participate in a joint Township Council, and AAC workshop.

9. To host a joint Abbotsford/Surrey/ Langley AAC meeting, to discuss common issues and share ideas.

10. To participate in a joint BC Agricultural Land Commission/Township Council and AAC meeting, to discuss common issues and share ideas.

11. To participate at the next joint AAC meeting, hosted by the Ministry of Agriculture and Lands.

12. To attend a joint Federal/Provincial/ Township workshop, regarding cross-over issues, involving farmland and watercourse protection.

Moved by Councillor Long, Seconded by Councillor Bateman, That the Agricultural Advisory Committee requests Council to approve the establishment of a 2009 Farm Tour Task Force; and

That the Committee requests Council to extend the time limitation of 90 days as set out under Section 15.1 of the Council Advisory Committee Establishment Bylaw 2008 No. 4700 to 120 days for the 2009 Farm Tour Task Force; and further

That Council consider the date of Friday, September 18, 2009 or Friday,
