MIDDLE EAST TECHNICAL UNIVERSITY DEPARTMENT OF INTERNATIONAL RELATIONS 2002-2003 ACADEMIC YEAR, FALL SEMESTER IR 508 ISSUES IN TURKISH

FOREIGN POLICY Instructor: Suha Blkbasi Office Hour: Wed. 1-3 p.m. The aim of this graduate seminar is to give the student an awareness of the various foreign policy issues that confront Turkey. Instead of examining Turkeys foreign policy in a descriptive or chronological way, an attempt will be made to discuss the causes and consequences of the various crises and regional problems between Turkey and its neighbors. The Turco-Greek problems, the Cyprus dispute, Turkeys relations with the Middle Eastern states, and with the Turkic republics of the former Soviet Union, as well as the Turco-American and Turco-European ties will be examined. In order to accomplish this goal we will focus on the cause and effect relationship, historical factors, the larger geopolitical framework, the different perceptions of policymakers, domestic political situation and bureaucratic decision-making. Furthermore, we shall dwell on the dichotomy between Turkeys traditional status quo policy and its apparently newly-adopted revisionism. In addition, the relationship between the goals and the means of the Turkish foreign policy will be examined in order to find out whether a consistent relationship or solvency exists between the two. The emphasis of this course in its entirety will be on student participation. Students are expected to come to class having read the weekly assignments. Each student is also required to write three 5-page long research papers examining the texts in the reading list, or one 10-page research paper examining one of the salient aspects of Turkeys foreign policy. The semester grade will be based on the points earned for class participation (40%) and for the research papers(60%).
