Chinese Student Association


Constitution and Bylaws
Article I NAME: The name of this organization shall be Chinese Student Association. Article II PURPOSE: The purpose of this non-profit, non-political, and non-religious organization shall be to promote an interest in Chinese culture, history, and traditions at the University of Texas at Austin campus and in the Austin community. The goals of CSA are: 1. To provide a welcoming community for those interested in Chinese culture. 2. To educate the Austin community and UT campus about Chinese culture. 3. To create opportunities for individuals to explore the Chinese-American identity. Article III MEMBERSHIP: 1. Membership shall open to all registered students, faculty, and staff members at The University of Texas at Austin. 2. Student membership shall be open to all registered undergraduate and graduate students of The University of Texas at Austin. 3. Associate membership shall be open to all currently registered staff and faculty at The University of Texas at Austin. Associate members may not vote or hold office, but may have all other privileges of a student member. 4. As a member, one is required to attend organization meetings regularly, pay dues, and actively support organization projects. 5. Members have the right to see all documents regarding the treasury. Article IV OFFICERS: 1. The elected officers of the organization shall be President, Vice-President Internal, Vice-President External, Secretary, Treasurer, Activities Director, Fundraising Director, Volunteer Director, Sports Director, Historian, Alumni Director, and Webmaster. 2. The executive board consists of the President, Vice-President Internal, and VicePresident External. 3. All positions are yearlong, but officers may be appointed or removed as deemed necessary by the President with the approval of the Executive Board. 4. There will also be Junior Officers subject to change based on the Executive Board. 5. Officer duties are as follow: President: 1. To ensure that the organization operates in conformity with the principles set forth in this Constitution. 2. To preside over all officer and general meetings. 3. To set goals for the officers and the organization as a whole. 4. To resolve any internal conflict. 5. To delegate responsibilities.

Adopted: November 26, 1947 Last Revised: August 24, 2013 Vice-President Internal: 1. To assist the President in meeting objectives. 2. To assume the duties of President in his/her absence. 3. To manage the Junior Officers. Vice-President External: 1. To serve as the official CSA representative the UT campus. 2. To serve as the official CSA representative for the Austin community. 3. To promote participation at CSA related events. Secretary: 1. To maintain an accurate and detailed record of officer meetings and events. 2. To keep members updated of upcoming events and activities. Treasurer: 1. To maintain an accurate and detailed record of all organization transactions. 2. To manage a budget, collect dues, and issue reimbursements. Activities Director: 1. To plan and organize all internal events within CSA. 2. To organize cultural activities for members. Fundraising Director 1. To arrange fundraising opportunities for the organization. 2. To complete fundraising applications from all UT affiliated sponsors. Volunteer Director 1. To arrange volunteering opportunities for the organization. 2. To serve as liaison between CSA and external charities. Sports Director 1. To recruit members and serve as a coach for Intramural Sports. 2. To organize the Dragon Boat team and host a Family Field Day every semester. Historian 1. To create advertisements and take pictures for CSA related events. 2. To create a scrapbook at the end of the academic year. Alumni Director 1. To organize an Alumni Weekend every semester. 2. To promote member and alumni interactions throughout the semester. Webmaster 1. To keep the official CSA website updated. 2. To assist the historian in designing advertisements for upcoming events. Article V ELECTIONS: Officer elections will be held once a year toward the end of the spring semester in April. The rules for the election are as follows: 1. Each member and officer will be given one ballot for all officer positions. 2. The order of election will be as follows: President, VP Internal, VP External, Secretary, Treasurer, Activities Director, Fundraising Director, Volunteer Director, Sports Director, Historian, Alumni Director, and Webmaster 3. Only previous CSA officers who have served a yearlong term may run for an Executive position. 4. Each candidate must fill out an application made by the outgoing President. 5. For the election of each officer position, the following rules will be applied:

Each candidate shall be given 2 minutes for the speech and 3 minutes to answer questions from members. 3. Each candidate running for the same position must be asked the same question to maintain fairness. 4. In order to be elected into office, a candidate must obtain at least 33% of all votes. In the event this quota is not met, then outgoing officers will have a majority vote. 5. All candidates must attend the annual Chinese Student Association Formal where the new officer board shall be officially inducted and announced. Article VI OFFICER MEETINGS 1. Most decisions will be made by the president and with mutual agreement among the officers. However, in the event that an officer is not satisfied with the outcome of a decision, the officer opposing the president's decision may propose an alternative solution and summon for a vote. 2. 2/3 of the officers present (rounding to the nearest whole number- i.e. 2/3 of 8 officers is 5.33 or 5 officers) must support the motion in order for it to pass. 3. Only in cases where the circumstances are significantly altered may the president choose to have a re-vote. Article VII GENERAL MEETINGS Regular meeting of this organization shall be held bi-weekly or as deemed necessary by the board. Article VIII DISBURSEMENT OF FUNDS All disbursements of funds must be approved by the Treasurer. Reimbursement of expenditures will only be accepted for members who have retained an original, itemized receipt and a description of the expenses incurred. All financial transactions of the organization will be managed through a bank account established for this organization at the Student Organization Bank. Article IX AMENDMENTS The constitution may be amended by the Executive Board. In order to adopt the amendment, a vote of of the officer panel is necessary. Amendments shall become effective immediately. The Constitution must be reviewed and revised, if necessary, by the Executive Officer Board every two academic years.
