SECTION 25 6001 PARKING GUIDANCE SYSTEM (sensor based) PART 1 - GENERAL Drawings and general provisions of the Contract,

including General and Supplementary Conditions and Division 01 Specification Sections, apply to this Section. 1.01 SECTION INCLUDES

A. Work of this Section, includes providing specialist contractors customized design and engineering services required to complete the final design/detailed construction drawings and construction specifications necessary to complete and execute the Parking Guidance system as specified here within and, coordinated with related works B. Furnish all labor, materials, plant, tools and equipment, and perform all operations and services necessary for the supply and installation of the Parking Guidance System 1. Division 27 Section "Communications Backbone Cabling" for voice and data cabling associated with system panels and devices. 2. Division 27 Section "Communications Horizontal Cabling" for voice and data cabling associated with system panels and devices. 1.02 THE CAR PARK MANAGEMENT SYSTEM

A. The Car Park Guidance System is a real-time system that will: 1. Allow efficient usage of the car park by shortening the time taken to find a parking lot. 2. Allow a motorist to make informed decision at critical junctions. 3. Increase usage of the car park by allowing vehicles to enter when there is a free lot rather than wait until a vehicle leaves the car park exit. 4. Monitor the vehicles entering the car park to ensure that every vehicle that enters has a space to park. 5. Include a main display that will be placed at each entrance. This display provides an overview of the lots available at each level/zone. This also serves to indicate the number of vehicles that will be allowed in. 6. Within the car park, there shall be displays showing the number of available lots located at strategic positions to show the lots available in a particular area or zone. Motorists do not need to waste time driving around the entire car park aimlessly searching for available parking lots. 7. The car park guidance system besides providing available lots to the motorists can also interface to the car access system to fully optimize the occupancy rates of the car park lots and increase the turnover of the car park. 1.01 SUBMITTALS

B. Submit the following with the bid: 1. Contractor shall indicate in his bid, which of the subcontractors bidding the work of this Section is included in the Contractors bid price.

Provide detailed information on the proposed subcontractor, include list of projects executed. Proposal from the subcontractors bidding the work of this Section shall be accompanied with two sets of drawings and data & details which show how they intend to develop and complete the design that shall meet the design intent. Submit the following for approval a. Elementary drawings. b. Manufacturers data. c. Coordination shop drawings. d. Construction specifications. e. Two set of final design/detailed construction shop drawings.

C. Product Data: 1. Provide information on all components, sub-assemblies, control systems, mechanical features, etc. relating to the equipment supplied under this Section. 2. Include brochures, catalogue cuts, parts breakdowns, operation and maintenance manuals, clearance diagrams, dimensional data (not supplied in the shop drawings) and any other data necessary for the engineer to determine compliance with specifications. D. Product Test Reports: Based on evaluation of tests performed by manufacturer and supervised and verified by a qualified independent professional engineer, indicate compliance of equipment with requirements specified. E. Shop Drawings: Include plans, elevations, sections, details, and attachments to other work. Detail equipment assemblies and indicate dimensions, required clearances, method of field assembly, components, and location and size of each field connection. 1. Wiring Diagrams: Power, signal, and control wiring. F. Operation and Maintenance Data: For parking control equipment to include in emergency, operation, and maintenance manuals. 1.03 QUALITY ASSURANCE

A. Installer Qualifications: 1. Installation Supervision: Installation shall be under the direct supervision of Manufacturer trained, Registered Technician, who shall be present at all times when Work of this Section is performed at Project site. 2. Field Inspector: Manufacturer trained to perform the on-site inspection. B. Source Limitations: manufacturer Obtain control equipment through one source from a single

C. Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA 70, by a qualified testing agency, and marked for intended location and application. D. Telecommunications Pathways and Spaces: Comply with TIA/EIA-569-A. E. Grounding: Comply with ANSI-J-STD-607-A.

1.04

PROJECT CONDITIONS

A. Environmental Limitations: Do not deliver or install equipment frames and cable trays until spaces are enclosed and weather tight, wet work in spaces is complete and dry, and work above ceilings is complete. 1.05 COORDINATION

A. Coordinate layout and installation of communications equipment with Owner's telecommunications and LAN equipment and service suppliers. B. Coordinate location of power raceways and receptacles with locations of communications equipment requiring electrical power to operate. 1.06 DELEGATED DESIGN RESPONSIBILITY:

A. Notwithstanding the drawings and other information provided to the Contractor, the Contractor shall be fully responsible for the design, detailing of the works described herein, including (without limitation) the comprehensive engineering analysis by a qualified professional engineer, and shall provide a complete, and secure installation, which shall meet the specified performance and design requirements indicated and which shall be fit for their intended purpose. The Contractor indemnifies the Employer and Design Consultant from any and all claims, costs and expenses arising from any loss or damage in connection with any error in or failure of the Contractors designed portion of the Works. 1.07 WARRANTY & MAINTENANCE

A. Special Warranty: Submit a written warranty executed by the Contractor/ installer and or/manufacturer agreeing to repair or replace components of works specified in this Section that fail in materials or workmanship within the specified warranty period B. Warranty & Maintenance Period: 730 days commencing from the date of issue of the Taking-Over Certificate.

PART 2 - PRODUCTS 2.01 MANUFACTURERS

A. Approved Manufacturers: Subject to compliance with the requirements of the Contract Documents, provide products by one of the following manufactures: 1. Singapore Technologies Electronics Limited 2. ATECO Security Control Equipment & Systems 3. Park Help-Spain 4. Land Park Spain 5. Siemens - Germany 6. Or Approved Equal 1.02 B. SYSTEM SPECIFICATION The system shall allow progressive installation so that whole system can be installed, commissioned and be up and running zone-by-zone and/or level-by-level.

C. The system comprises of individual sensors for every parking spaces and vehicle detection sensors at the entry and exit of every level/zone and at the entry and exit of the car park. D. The system shall have the capability to divide the entire car park into different zones and sub-zones and operate independently. (This zone and subzones shall be as per the parking garage description use) E. The system should be a complete specialized car park guidance product with proper documentation and support tools. It should not be a collection of different products from different companies without clear indications of future support. F. The system shall be expandable and any changes in system configuration, and/or upgrade shall be done easily using pick-and-drop graphical programming method and shall not require any software coding and/or re-programming. G. The system shall be maintenance free from any manual calibration to the available space count at all time. H. Each individual space shall have an ultrasonic sensor and is controlled by a Sensor Controller. Each Sensor Controller shall control up to 16 ultrasonic sensors. The Sensor Controller shall maintain the parking spaces database information such as number of car parked, current car height, maximum parking time, etc. I. The system shall have Data Logger that transmit parking lot occupancy data in real-time from PGS to the PC. The data logger can store up to 8 hours with no loss in data when communication with the PC cannot be established. J. At the entrances / exits of the car park, each level/zone, there shall be a vehicle detection bar to detect vehicles entering/leaving the car park, level or zone. The vehicle detection bar shall be installed at each lane and have the capability to detect the direction of the vehicle. It shall also have the capability to differentiate vehicles from

motorcycles or trolleys or human passing by. The accuracy of vehicle detection bar should be 99.5% or more under normal operating conditions. K. The communications between all the controllers should be CAN Bus version 2.0B or above. L. The system shall be able to interface with third party Parking Barrier system to provide information such as car park full. The barrier can be controlled directly (ie. hardwire) or indirectly (ie. TCP/IP) and not open when car park full information is received. M. The complete Car Park Guidance System shall consist of the following components: 1. Master Controller 2. Ultrasonic Sensor Controller and Sensors 3. Vehicles Detection Bar Controller and Sensors 4. Zone Controllers 5. Zone Display Controllers and Zone Display 6. Supervisory Software 7. Interface Module N. Master Controller (MC) 1. The Master Controller acts as an interface between the supervisory software and the field devices and the main function is to constantly monitor the health of the entire Parking Guidance System. 2. The MC shall have (but not limited to) the following features: a. The communication between the MC and all the controllers shall be CAN Bus version 2.0B or above. b. It shall have the ability to control the triggering of the Full Sign. c. It shall be able to act independently without the supervisory computer. d. It shall be of microprocessor-based and has its own internal EEPROM for storing data. e. It shall be capable of linking up to 50 Zone Controllers. f. It shall be able to self-recover upon a power failure or upon power re-start. g. The physical size of the MC shall not be larger than 80mm (width) x 130mm (height) x 70mm (depth). h. It must be able to operate in temperature between -25C and +70C. O. Ultrasonic Sensor Controller (SC) and Sensors (IUS) 1. The Ultrasonic Sensor and its controller provide an intelligence to detect whether a parking space is occupied or vacant. 2. It uses ultrasound technology and has built-in self-diagnostics capabilities to report if the sensor has malfunctioned. 3. The Sensor Controller is used to determine the availability of spaces and can have up to 16 channels each linked to an ultrasonic sensor (i.e. 16 parking spaces). 4. The Sensor Controller and Sensor shall have (but not limited to) the following features: a. The Sensor shall use ultrasonic technology for detection. b. The Ultrasonic Sensor must be waterproof enclosed type that have both transmitter and receiver functions combined as one Sensor. Ultrasonic Sensor that has separate transmitter and receiver will not be considered. c. The diameter housing of the Sensor shall not be larger than 105mm and depth of 55mm (max). d. The physical size of the Sensor Controller shall not be larger than 80mm (width) x 130mm (height) x 70mm (depth).

Each Sensor Controller shall communicate with at most 16 Sensors. To avoid single point of failure, Sensor Controller or Zone Controller that communicates directly with more than 16 sensors will not be considered. f. The Sensor Controller shall be configurable to differentiate the purpose of each sensor i.e. for general public, handicapped, VIP, reserved, or disabled lots. The change shall be done online without disturbing the normal operation of other sensors and displays within the zone. g. The communication between the all the controllers shall employ the CAN Bus interface. h. The detection adjustable range of the Sensor shall be 0.5m to 5.0m for height (empty height and occupied height). i. The performance of the Sensor shall have an angle of 60 to 90. j. The Sensor Controller and Sensor must be able to operate in temperature between -25C and +70C. k. The Sensor Controller shall have built-in online self-diagnostic and temperature compensation; configurable detection time, distance and angle which can be set by the system. l. The Sensor Controller shall be of microprocessor-based and has its own internal EEPROM for storing lot occupancy data up to 8 hours without Level II computer connection and with no loss in data. Occupancy LED a. The Occupancy LED shall be connected directly to the Ultrasonic Sensor. b. There are eight LED lights (4 Red & 4 Green) mounted within each LED enclosure that provides an indication of the spaces availability from a far distance. When the Car park Lot is occupied, the LED lights shall turn Red, and when the space is vacant, the LED lights shall turn Green. When the sensor requires maintenance, the LED lights shall blink. The Occupancy LED shall have dimming capability, from 0% (Off) to 100% (Full Brightness) and shall be controlled by the supervisory software for energy saving purpose. The Occupancy LED shall be configurable from the supervisory software to change and schedule different color states to differentiate usage and conditions.

P. Vehicle Detection Bar (VDB) 1. The VDB is an intelligent device that counts the number of vehicles entering and exiting the Car park or at each different level/zone. 2. The Vehicle Detection Bar shall have (but not limited to) the following features: a. Combines the use of both infrared and ultrasonic technologies coupled with built-in logic to differentiate vehicles from other foreign elements such as baggage trolley or motorcycles or even human walking by. b. It also has a built-in device to monitor the performance of the sensor status. Any faulty device detected will automatically send a signal to the Master Controller. c. It has built-in intelligence to determine the direction of a moving vehicle in both directions. d. It has high accuracy performance and designed to detect tailgating. e. It is able to be mounted both indoors and outdoors. Q. Zone Controller (ZC) 1. The ZC manages the information within a car park zone or level.

Its main function is to monitor a Sensor Controller, Vehicle Detection Bars, Zone Display Controller and it communicates with the Master Controller and other ZC. The Zone Controller shall have (but not limited to) the following features: a. It shall have the capability of having at least two CAN Bus communication ports. b. It shall be of microprocessor-based and has its own internal EEPROM for storing data. c. It shall only communicate with other controllers and not directly with the Ultrasonic Sensors. To avoid single point of failure, Zone Controller that communicates directly with the Ultrasonic Sensor will not be considered. d. It shall have the capability to conduct self-recovery upon a power failure or a re-powering of the system. e. It must be able to operate in temperature between -25C and +70C.

R. Zone Display 1. The zone display is divided into Master Display, Sub-Display and DirectionalDisplay. 2. The Master Display Unit (MDU) is normally located at the main entrance to the Carpark. In situations where there are more than one entrances, then multiple MDUs can be installed. 3. The basic function of the MDU is to inform motorist of the various available spaces at each different level/zone of the Carpark and also advise the motorist to proceed directly to the most appropriate level to park. 4. The MDU is linked using CAN bus and can be located anywhere up to 2 km without any repeaters. 5. The Sub-Display Unit (SDU) is located at the different levels or zones of the Carpark and provides motorists with information of available spaces for that particular level as well as subsequent levels thereafter. It can also be used to provide information of available spaces for a particular zone. 6. The Directional-Display Unit (DDU) is located at junctions within the individual levels/zones and provides motorists with information of the direction of the available spaces. For example, at a junction where a motorist can turn left and right, the DDU shall display 2 individual Directional Arrows pointing left and pointing right. When the left driveway is fully occupied and there are no carpark spaces available for parking, then the left Arrow on the DDU shall have a Red Cross shown over the Green Arrow (Left) to indicate to the motorist not to turn left. If the right driveway is fully occupied, similarly, the right Arrow on the DDU shall have a Red Cross shown over the Right Green Arrow. The Directional Arrows can also be used in conjunction with LED Digits to show the actual number of available lots in that area. 7. The LED brightness of all Zone Displays shall be capable of being remotely controlled via the supervisory software with 0 (off) to 100% (full brightness) for energy saving purposes. S. Supervisory Software 1. The Supervisory Software acts to monitor and configure all the controllers, sensors and display and shall have (not limited to) the following features: a. The software shall not act as control software and it is not required to be online in order for the system to operate. b. The software must have the capability to provide a full graphical floor plan of the car park with detail information of exact location of the sensors, main/ sub displays and all the controllers. c. The software must allow importing of floor plan in DWG format from AutoCAD software.

The software must be able to provide real-time monitoring of all the sensors, available space status and display the status in graphical form. The system must have the capability to zoom in and/or out of the floor plan and thereafter allow panning of the floor plan. The software must have the ability to display whether the individual space is occupied or vacant by displaying green color for unoccupied and red color for occupied space. A yellow color shall be used to indicate that particular sensor may require maintenance. The software shall have a screen that will display the main display information (either the total available lots for the various levels or zones) It shall allow manual overriding of the total available spaces. The software shall be able to maintain an event log for any action taken by the operator. The software shall be able to maintain a history log for the available spaces in different levels at selectable time intervals. In the event of any failure of the sensor, controller or display controller, the software shall be able to display an alarm message for the operator to acknowledge. Access to the software application shall be secured by password access. There shall be at least two levels of security password access. The software shall facilitate the viewing of current history of space available and also past history in tabular and plot format. Housekeeping of the system shall include backing-up and restoration of information database. The software shall be able to configure and schedule special parking requirement such as VIP, reserved, handicap and disabled spaces. The software shall have the capability to dim the Occupancy LED and zones displays from 0% (Off) to 100% (Full Brightness) for energy saving purpose. The software shall be able to configure and schedule change in color states of the Occupancy LED to differentiate usage and conditions. The software application must come with built-in debugging tools troubleshooting and maintenance of the system. The software shall have the ability to download any configuration information to the various field controllers when changes are required during routine maintenance.

T. Interface Module Controller 1. The Interface Module Controller acts as an interface between the parking guidance systems with Car Access System and other third party system. 2. It shall provide handshake between 2 systems. One example of interface is to control the full sign of the car park. 2.10 GROUNDING

A. Comply with requirements in Division 26 Section "Grounding and Bonding for Electrical Systems." for grounding conductors and connectors. B. Comply with ANSI-J-STD-607-A.

A. Comply with TIA/EIA-606-A and UL 969 for a system of labeling materials, including label stocks, laminating adhesives, and inks used by label printers.

PART 3 - EXECUTION 3.01 FIRESTOPPING

A. Comply with requirements in Division 07 Section "Penetration Fire stopping. Comply with TIA/EIA-569-A, Annex A, "Fire stopping." B. Comply with BICSI TDMM, "Fire stopping Systems" Article. 3.02 JOB-SITE / TEST & INSPECTION

A. A minimum of 10 working day notice must be given to the client, associated representative and engineer prior to the test proposed date. B. If the performance test results are outside the specified tolerances, the manufacturer will be allowed to make adjustments and retest, and the manufacturer will assume all expenses incurred for the Employer's representatives to witness the retest. 3.03 TRAINING

A. Engage a factory-authorized service representative to train Owner's maintenance personnel to adjust, operate, and maintain parking control equipment. 3.04 GROUNDING

A. Install grounding according to BICSI TDMM, "Grounding, Bonding, and Electrical Protection" Chapter. B. Comply with ANSI-J-STD-607-A. C. Locate grounding bus bar to minimize the length of bonding conductors. Fasten to wall allowing at least 50-mm clearance behind the grounding bus bar. Connect grounding bus bar with a minimum No. 4 AWG grounding electrode conductor from grounding bus bar to suitable electrical building ground. D. Bond metallic equipment to the grounding bus bar, using not smaller than No. 6 AWG equipment grounding conductor. 1. Bond the shield of shielded cable to the grounding bus bar in communications rooms and spaces. 3.05 IDENTIFICATION

A. Identify system components, wiring, and cabling complying with TIA/EIA-606-A. Comply with requirements in Division 26 Section "Identification for Electrical Systems."Comply with requirements in Division 09 Section "Interior Painting" for painting backboards. For fire-resistant plywood, do not paint over manufacturer's label. B. See Division 27 Section "Communications Horizontal Cabling" for additional identification requirements. See Evaluations for discussion of TIA/EIA standard as it applies to this Section. Paint and label colors for equipment identification shall comply
