He added that for Hurriyat Conference, AFSPA is a non issue. Its existence or non existence will not make any difference in the situation, Geelani added. He recalled that at a time when Sheikh Abdullah was the chief minister and AFSPA was not in force, the army personnel threw all state laws to wind and severely beat hundreds of people at Lal Chowk here after a minor road accident. At that time the state government acted like a silent spectator. Neither an FIR was registered against responsible army officials nor was anyone touched, Hurriyat (G) chairman said. He alleged that government of India is treating Kashmir as its colony and committing all atrocities on people. Geelani stated that the ongoing movement has entered into a critical phase and Indian government wants to crush it with a heavy hand. Omar government and other pro India parties are cooperating with India for the purpose. We have to carry forward the movement with consistency, Geelani said. Hurriyat (G) chairmans response came a day after chief minister avoided talking on AFSPA. Talking to reporters here yesterday Omar had said the recent violent incidents at Hyderpora and Markundal gave credence to those voices who are talking against and for revocation of AFSPA from areas of the state. It may be recalled here that Omar and PCC chief Prof Saif-u-Din Soz were advocating repealing of AFSPA. Due to the tough security restrictions and curfew, the most of the people could not visit these villages to offer their condolences. The anger and suspension among the people was still persisting over these killing in the entire north Kashmir and particularly in Markundal and Kondabal villages. The family members of the two youths and common people are ll demanding a harsh punishment to the accused. Meanwhile, Hurriyat Conference (G) Chairman Syed Ali Geelani has again appealed people to hold post Friday protest tomorrow against the killing of the two youths allegedly by Army. The Hurriyat chairman has also appealed to observe a two hour shutter down strike from 12.30 P.M to 2.30 P.M tomorrow against the killing. He also appealed people to hold prayers in absentia for the two youths and other martyrs, who became victim of alleged state terrorism. The LAWDA was directed to file a compressive affidavit vis--vis 275 kanals of land which is still under encroachment. The Court had also directed Traffic police department to ensure that no vehicle is washed on the banks of Dal Lake so that the water body will not get polluted. The DIG Traffic was directed to install signboards prohibiting the washing of vehicles on the banks of Dal Lake. The Srinagar Municipality and other developmental authorities were directed by the court to take steps to prevent the use of polythene in and around the lakes. In addition to this, the court had ordered the Sate Pollution Control Board (PCB) to monitor the functioning of small industrial units around the lake ---particularly their waste disposal methods. The court had termed the report of the PCB describing the condition of Dal Lake as stinking, savage looking and flow of sewage and waste into Dal Lake to be rule of the day as a saddening situation which has not been responded to by the chief secretary. In that view of the matter, we are left with no option but to make all the functionaries directly accountable to the court including the chief secretary. The report of the performance submitted through daily diaries being unsatisfactory and effective line of action for conservation and restoration operations within the Dal Lake have become imperative., the High Court had said in 2008.

The Drungi Micro Hydel Power Project completed at a cost of Rs. 90 crores has been financed by the Jammu and Kashmir Bank. The project will provide electricity to the local areas of Tangmarg and Gulmarg and prove highly beneficial for the area especially during the winter season.

Most of the areas of north and some areas of central Kashmir observed complete strike and frequent clashes erupted between the youths and the police for the last consecutive days. He was told that the University has so far established 16 Departments including six engineering Departments and a Department on Peace Studies and more than two thousand students are currently enrolled on the campus.
JAMMU, JULY 04:- In order to ensure adequate security arrangements at Airport Jammu and to know about grievances of the staff deployed there, the Additional Director General of Police Security (ADGP), Mr. V. K. Singh held a durbar at the airport the other day. The durbar was attended by the jawans and officers deployed at the airport. Addressing the durbar, Mr. Singh briefed the jawans and officers to work professionally and without compromising the norms laid down by Bureau of Civil Aviation Security (BCAS). He further directed all the staff on frisking duty to remain vigilant while performing their duties and not to compromise in any situation with security related
issues keeping in view the present security scenario. On the occasion, the Mr. Singh heard the grievances of the officers and officials and issued instructions for redressal on spot. Earlier, Mr. Ashok Kumar Sharma briefed the ADGP about the security arrangements and deployment of personnel at the airport. He also informed about the security arrangements made for arrival and departure of Yatries and other steps taken. The ADGP also reviewed the security arrangements for the Shri Amarnathji Yatra and visited the Yatra Base Camp at Bhagwati Nagar and took stock of the security arrangements. SRINAGAR, JULY 4: Committee on Assurance of Legislative Council met here today under the chairmanship of Dharambir Singh Oberoi and discussed the issues related to the Committee. Besides legislators Javed Ahmad Rana and Syed Asgar Ali etc was also present on the occasion. The Committee reviewed the assurances given on the floor of House during budget session of March 2013 and the assurances pertaining to its previous session. Taking a serious note of non-implementation of the assurances given by different departments, the members asked the officers of Council Secretariat to take up the matter with the concerned departments and ensure that assurances given are implemented.

The National Summit was organized by Union Ministry of Health and Family Welfare (MoH&FW), in which senior officers from MoH &FW, Government of India, World Health Organization, UNFPA, Principal/ Commissioner Secretaries Health and Mission Directors from various States. During the summit States across India presented their best practices and innovations in Public healthcare and thereby provided an opportunity for sharing and learning from each other and broaden the horizon to take the National Rural Health Mission forward with enhanced enthusiasm. Delhi University: Courses reopen in Tripura bans study centres of private universities third list, drop in science cutoffs
NEW DELHI: Admissions are far from over in Delhi University. There are still 31 colleges open for admissions in the sought after commerce course, while economics is not far behind -open in 30 colleges followed by English in 25 colleges. Science aspirants, too, can take heart as physics, chemistry and mathematics are open in eight, 11 and 14 colleges respectively. The highest decrease has been registered in Aditi Mahavidyalaya which is 10% decrease in Hindi and geography. The third cutoff list, released on Wednesday, offered hope for those seeking admissions in popular courses as seats in commerce, economics, English, physics and chemistry, among others are still going free at several North Campus colleges. There are a few pleasant surprises. Cutoff for English at Hindu has dropped from 96.5%-98% to 93.5%94.5%; political science has reopened at Kirori Mal; English in several colleges including Ramjas and Gargi; and cutoffs for science subjects have dropped significantly. The second-list admissions have seen a large number of cancellations in science courses - possibly due to the ongoing counselling for engineering colleges - leading to reduction in cutoffs in popular DU institutions. For instance, at Ramjas and KMC, the cutoff for chemistry has decreased by 2.33%. Physics is now available for 94.33% at KMC. Deen Dayal Upadhayay has decreased the cutoff by three points. Among the campus colleges, general category admissions are open for economics at Hindu, KMC, Ramjas, Hansraj and Daulat Ram. The difference in cutoffs, however, is marginal -0.25% at Hansraj and DRC, 0.5% at Hindu and 0.75% at Ramjas. Economics is available in numerous off-campus colleges including LSR, Shivaji, DDU, Shaheed Bhagat Singh, Lakshmibai and Vivekananda. At LSR, the new cutoff for economics is 96.5% (down from 97.25%). History, sociology, English, mathematics and statistics are also open at the college with the maximum dip being recorded in sociology - 96% to 94.75% (1.25 points). Similarly, commerce is open at many colleges - Hindu, Ramjas, Hansraj, DRC, Shaheed Bhagat Singh - and at DDU, it has reopened. At Hindu, the minimum score for commerce has been reduced to 96.25% for all categories. Even Hansraj has dispensed with a cutoff range in favour of a single cut-off score for candidates of all streams. The cutoff has reduced from 96.75%-98.5% to 96.5%. AGARTALA: The Tripura government has decided to reject degree and diploma certificates issued by study centres of private universities and educational institutions of other states, officials here said Thursday. The Tripura govt. has also banned operation of 35 off-campus study centres and institutions of private universities and educational institutions of other states in Tripura. The headquarters of these study centres and institutions of private universities and educational institutions are in AP, Karnataka, TN, Rajasthan, Gujarat, Sikkim and Nagaland. "Following the observation of the Supreme Court and direction of the UGC (University Grants Commission), the Tripura government has decided to reject degree and diploma certificates issued by study centres of private institutions of other states," higher education department Secretary Kishore Ambuly told reporters. He said: "The Tripura government has nothing to do in this case. The apex court's observation is

During the past decade, there has been a mushrooming of private universities and their study centres across the country and most of these private universities and their study centres do not comply with the rules and criteria set by the University Grants Commission." Accompanied by Law Secretary Datamohan Jamatia and director of Higher Education Department Bipradas Palit, Ambuly said that degree and diploma certificates obtained through the offcampus study centres and institutions of private universities and educational institutions of other states would be recognised as valid after March 30, 2011. The official said that these UGC instructions are applicable for all states and union territories across the country. The apex court made its observation regarding the off-campus study centres in 2009 and 2011. Thousands of people had enrolled in these study centres and institutions, in the hope of obtaining certificates that would enable them to get govt. jobs.

Bihar Chief Minister Nitish Kumar has thanked Prime Minister Manmohan Singh from the core of my heart, as he put it, for the latters remark certifying and endorsing the JD(U) leaders secularism. Apparently, Mr Nitish Kumar has outsourced the certification business in the debate on who is secular and who is communal to the Congress. Yet, none of these leaders who gratefully exhibit the Congress endorsed secular/communal label, thinks of the implications of such a perverse exercise. Implied in the Prime Ministers certification of Mr Nitish Kumar as secular is the accusation that the Bihar Chief Minister was communal so far. Why do the likes of Mr Nitish Kumar ignore the consequences of outsourcing the differentiation between secular and communal to a party that has its own kebabs on the fire? When it comes to the secular versus communal debate, it is the Congresss record that is the most suspect. Who should have preference in Government funding for development projects? The natural answer should be the poorest of the poor. But the answer that Mr Singh gave sometime back was the most communal one. He said, Minorities (read: Muslims). If there is any more doubt about the communal nature of his Government, one only has to look at the so-called 15 point programme for minorities that was introduced by the Congress-led UPA regime. Among other certified secularists is the Chief Minister of West Bengal, Ms Mamata Banerjee, whose Government is now paying salaries to Muslim clerics. Such self-pro-
claimed secularists not only tolerate the religious extremism and political irredentism of a section of clerics, politicians and intellectuals from the minority (read: Muslim) community but also placate and even genuflect before them. Think of how West Bengal Government did not allow famous author Salman Rushdie to land in Kolkata or permit Taslima Nasreen to live in West Bengal. Back at the Centre, the UPA Government is now recognising matriculation certificates given by madarssas as equivalent to those awarded by accredited education boards. This is despite the fact that most madarssas peddle the most communal of education. In fact, the madarssas generally teach a convoluted view of Indian history that looks down upon Indian civilisation as it existed before Muslim invasion. The institution of the Caliphate, that the Turks themselves overthrew, is eulogised. Young Muslims are thus bonded to medieval times even though they live in a rapidly modernising world. Most madarssas approach to education is Saudi Arabia-centric. Several scholars of West Asia working at prestigious American universities have attributed the mindset that breeds radical Islamist thought to such education. Meanwhile, most children belonging to other religious minority communities in India are exposed to inclusive and secular education. The Government of India is supposed to fight terrorism. But how can it succeed when it encourages narrow-minded, religious teaching and considers it as equivalent to secular, science and rationality-based education? Consequently, in one country there are now two education systems which in turn means that all Indians no longer have a shared worldview or understanding of the country, its history and its ageless pluralistic culture. Those educated in madarssas find it difficult to identify with the aspirations of the rest; thus, they become victims of a mindset that is natural to an insular and insecure community. The refusal of the Congress-led Government in Kerala, for instance, to prosecute PDP leader Abdul Nasser Madani even though he has been accused by the States police of involvement in 2005 Tamil Nadu bus burning case, is yet another instance that reflects on the Congresss pseudo-secular credentials. The same Madani was later found to have planned the 2010 bombing of Bangalores Chinnaswamy stadium. It was left to the BJP-led Government in Karnataka last year to arrest the PDP leader despite all the hurdles placed before it by the Congress-led Government in Kerala. In Andhra Pradesh, ever since the Congress came back to power in 2004, there have been repeated attempts to provide special benefits to the Muslim community moves that the Andhra High Court has rejected. Hopefully, the future will see a decisive shift in Indian politics from the secular-communal discourse to an agenda that focuses on uniform access to development for all.

This March, I had the occasion to visit Srinagar, Garhwal. There I witnessed some of the immediate consequences of building cascades of dams for the pecuniary benefits of the State (read, local officials). When I argued, Why were there so many dams? I was told that, if the Union Government does not go for dams and generate power, it would have to annually release Rs 10,000 crore to Rs 15,000 crore as Central assistance. The Union Government wants power and the State, hard cash; dams bring a winwin situation. But what about the rivers which, at some places, have started disap-
pearing? Projects currently underway were supposed to increase the hydro-power capacity of the State to 12,235MW. A total of 95 hydropower projects were being built or planned on different rivers converging in the Alaknanda and Bhagirathi basin of Uttarakhand. Nobody really cared if environmentalists like former IIT professor GD Agrawal or before him Sunderlal Bahuguna were opposing the wild contagion of concrete infrastructures. They were labeled anti-development; development being the new god of the Himalayas. It is not that the officials were unaware that since 2005, when Tehri dams reservoir filled up, the flow of the Bhagirathi had reduced drastically. I then wrote a note: When there will no more rivers to worship, no more jobs for the local population, people will have to migrate to the cities. My friend Michel Daninos book, The Lost River: On the Trail of the Sarasvati, is a mind-opener on the fate of the mythic Saraswati river. Taking into account the latest research in fields as different as satellite imagery, archeology, linguistics, paleontology or mythology, Danino has explained: The Indian subcontinent was the scene of dramatic upheavals a few thousand years ago. The Northwest region entered an arid phase, and erosion coupled with tectonic events played havoc with river course. One of them (the Sarasvati) disappeared. Now, humanity has progressed; it can build its own tectonic events! After the June 16 torrential rains, we have not lost rivers (though the course of some have changed), but in several cases the wild construction of dams has triggered much more destruction, increasing the misery of the locals. A few days after the downpour, The Hindu reported: The national highway between Dehradun and Srinagar [Garhwal] is currently broken at Byasi and Devprayag, with silt measuring upto 10 ft covering an enormous area, in Uttarakhands Pauri district. According to the residents of Shakti Vihar, an area in Srinagar, this disaster occurred on June 17 at around 3am when the Srinagar dam authorities lifted the dam gates. A resident told the newspaper: The rainfall on June 16 was so much that the water reached up to our knees, and to add to
it, the dam authorities released water without a prior warning. Did they panic? Enquiries, if any, will tell us. The water from upstream swept the debris lying around the dam construction site and deposited a huge amount of silt tens of kilometers downstream. The water level was three to four metres higher than any previous floods. The question asked by each commentator was: Was it predictable? In 2009, after studying the hydro-electric projects in Uttarakhand, a State Audit of the Comptroller and Auditor-General explained: With the creation of Uttarakhand in November 2000, its hydropower potential was recognised as key to the development of the State. The Government chalked out an ambitious plan to harness its hydro-power potential through the concerted efforts of both the State and the private sector. A State policy was formulated in October 2002; with the dams, the needs of the State but also those of the starved northern grid could be taken care of. According to the CAG report, most of the projects faced problems associated with land acquisition, forest clearances and enhancement in project capacities. But did anybody read the report? Certainly not the planners and their contractors they were too busy making money. Indeed, dam is money, whether in Uttarakhand, in Sikkim or in Arunachal Pradesh. The CAG had warned: The States policy on hydro-power projects was silent on the vital issue of maintaining downstream flow in the diversion reach, physical verification of four out of five operational projects, showed that river-beds downstream had almost completely dried up. A new Saraswati in the making! The Auditors also remarked: Negligence of environmental concerns was obvious as the muck generated from excavation and construction activities, was being openly dumped into the rivers contributing to increase in the turbidity of water. It has now happened on a large scale after the June 16 and 17 torrential rains. ForThe Hindu article, a resident told the reporter: Though residents were saved, cattle were killed under the silt. Quintals of fish that the river brought along are also rot-
ting under the debris. It appears that every person passing by the site could smell the rotten flesh. The CAG had concluded: The individual and cumulative impact on the downstream river flow should be seriously considered to ensure that the projects do not result in disastrous impact on the environment. Now, it is too late. Yet, it was supposed to be a win-win situation! As information triggers through about the Himalayan devastation, news of the Vishnuprayag Hydro-electric Project was posted on the blog of two well-known environmentalists, Vimalbhai and Briharshraj Tadiyal. Remember, Vishnuprayag is one of the Panch Prayags (five confluences) of the Alaknanda river, and lies at the confluence of Alaknanda and Dhauliganga between Joshimath and Badrinath. It is located in Chamoli district of Uttarakhand. According to legend, Rishi Narada had a vision of Vishnu while meditating there. Of course, all this is not real, it is only mythology. Concrete alone is real nowadays. The environmentalists wrote: When the waters rose, dam authorities failed to open all the gates of the dam. Due to this, a two km long reservoir was formed upstream of the dam. Pressure from the water broke the dam and went on to wipe out the Lambagad village market. In 2012 already, some shops in Lambagad had been washed away when water was released inadvertently by the dam authorities. This time, the deluge from the upper reaches of Alaknanda buried the 400 MW Vishnupyrag HEP. Will the Government of Uttarakhand continue with its dam policy? Will politicians and developers resist getting rich quickly? Tragically, the same situation is bound to happen, probably on a larger scale, in Sikkim and Arunachal Pradesh. And what about the string of dams being built by the Chinese on the Yarlung Tsangpo (Siang/Brahmaputra) in Tibet? And if China constructs its purported mega-dam, where will the debris go? Will the situation be different on the Roof of the World than in Uttarakhand? It is probably worse due to the higher seismicity. Has Mr Shivshankar Menon, the National Security Adviser, discussed the issue with his Chinese counterpart during their recent meeting in Beijing?

VIJAYAWADA, JULY 04: Main Opposition TDP on Thursday accused the Congress Government of failing to take adequate care of pilgrims from Andhra Pradesh who were stranded in flood-ravaged Uttarakhand. TDP President Chandrababu Naidu said Chief Minister Kiran Kumar Reddy did not visit the hill state when the 'Chardham' pilgrims from the State were facing hardships in the wake of flash floods and landslides. Reddy also failed to give timely instructions to his officials to take steps for evacuation of the pilgrims from the flood-hit areas, the Leader of Opposition said, addressing a gathering of TDP workers at Edupugallu village near here. While the TDP leaders were involved in relief and rehabilitation of flood victims, the State Government had not bothered to provide even basic amenities to the pilgrims who were brought to Andhra Bhavan in New Delhi, Naidu said. TDP spent its own money to facilitate transfer of the pilgrims to the State. Instead of appreciating the services rendered by the main Opposition party, Congress leaders have politicised the entire issue, the former Chief Minister said. Many flood victims need medical and financial support to recover from the post-disaster trauma, he maintained.

NEW DELHI, AUG 04: The owner of the bus, in which a 23-year-old girl was gangraped here on December 16 last year, today deposed as a prosecution witness in a Delhi court and said the vehicle was in continuous custody of its driver Ram Singh on the day of the incident and the following day also. Ramadhar, the carpenter who was lured into the bus and robbed by the accused before they gangraped the girl, also deposed as a prosecution witness and identified the four accused present in the court as those who had robbed and assaulted him on the same night. Bus owner Dinesh Yadav was produced before Additional Sessions Judge Yogesh Khanna from Tihar jail where he is lodged in connection with a case of cheating and forgery in getting his vehicles registered and plying them on Delhi roads illegally. "Accused Ram Singh (deceased) was the driver of the bus in the month of December 2012. One Akshay was the helper. I had not seen Akshay and hence cannot identify him. "This bus was being parked by accused Ram Singh near his house because this bus was attached with the school and also with an office as a chartered bus to take officials from Delhi to Noida and that the accused used to pick up the students early in the morning," he told the court. Ramadhar also told the judge that the persons present in the court room are the same who had robbed him on the night of December 16, 2012.
GHAZIABAD, JULY 04: A man was arrested on Thursday for allegedly raping a 24-year-old woman, who along with her family, stayed as a tenant in his house in Shalimar Garden area. The victim, her husband and their three-year-old daughter stayed in the second floor of the house owned by Nazim, Shalimar Garden police outpost in-charge Iftqar Qureshi said. Nazim raped the woman when she was alone in the house last afternoon, he said, adding the landlord threatened her of dire consequences if she informed anyone about the incident. BUENOS AIRES: Argentinas Congress has approved a law creating a national registry with the DNA of rapists. The lower house passed the law with 211 votes in favour and one against Wednesday. It had already been approved by the Senate. The registry will store the DNA of convicted rapists and sex abusers collected at the crime scene as well from victims when criminals have not been caught. Access to the database is restricted to prosecutors and judges and will be stored for 100 years from the opening of a case. Its based on Megans Law, which requires law enforcement agencies to notify the public about convicted sex offenders living in their communities. Megans Law is named after 7-year-old Megan Kanka who was murdered in the U.S in 1994 by a sex offender.

AGENCIES NEW DELHI, JULY 4: If 'Likes' on Facebook are compared to votes, it has emerged that the US government actually bought votes. On the Fourth of July, which Americans celebrate as Independence Day, a report revealed that the State Department spent a whopping $630,000 to win millions of "likes" on its Facebook pages. This spending came at a time of severe government austerity measures. A scathing report by the department's independent watchdog took the coordinators of its social media outreach policy to task saying it needed to "direct its digital advertising to specific public diplomacy goals". The report by the Office of the Inspector General found that two advertising campaigns launched in 2011 and 2012 cost some $30,000 with the "goal of building global outreach platforms for engagement with foreign audiences by increasing the number of fans... on four thematic Facebook properties". "Many in the bureau criticise the advertising campaigns as 'buying fans' who may have once clicked on a post or 'liked' a photo but have no real interest in the topic and have never engaged further," read the report released late last month. Although each of the four thematic pages run by the Bureau of International Information Programs managed to attract some 2.5 million fans by mid-March, only about 2 per cent of those actually actively engaged with the sites by 'liking' topics or sharing information posted on it. "Many postings had fewer than 100 comments or shares; the most popular ones had several hundred," the report said. State Department spokeswoman Jen Psaki said the report had been
taken seriously and vowed most its recommendations would be implemented before the start of the 2014 fiscal year in October. "Online advertising has significantly decreased. It's now at $2,500 a month," she said, adding that "still allows us to reach out and communicate with a wide
range of individuals living overseas". The State Department has embraced the wide outreach made possible through social media, but is still developing guidelines for how such sites as Facebook and Twitter should be used in the world of diplomacy.
