He added that for Hurriyat Conference, AFSPA is a non issue. Its existence or non existence will not make any difference in the situation, Geelani added. He recalled that at a time when Sheikh Abdullah was the chief minister and AFSPA was not in force, the army personnel threw all state laws to wind and severely beat hundreds of people at Lal Chowk here after a minor road accident. At that time the state government acted like a silent spectator. Neither an FIR was registered against responsible army officials nor was anyone touched, Hurriyat (G) chairman said. Geelani stated that the ongoing movement has entered into a critical phase and Indian government wants to crush it with a heavy hand. Hurriyat (G) chairmans response came a day after chief minister avoided talking on AFSPA. Talking to reporters here yesterday Omar had said the recent violent incidents at Hyderpora and Markundal gave credence to those voices who are talking against and for revocation of AFSPA from areas of the state. It may be recalled here that Omar and PCC chief Prof Saif-u-Din Soz were advocating repealing of AFSPA. But armys strong objections and the recent incident at Hyderpora saw the two leaders diluting their stand. 130 quintals of polythene seized in 5 months
SRINAGAR, July 4: The High Court was today informed that around 130 quintals of polythene has been seized by the authorities in five months since January this year. A division bench of the High Court that heard a Public Interest Litigation (PIL) seeking conservation of world famous Dal Lake, later asked the state government to come clear and take a policy decision whether carry polythene bags or polythene material has been banned in the state. The government has been given August 14 deadline to come clean on the issue. Earlier the amicus curie informed the Court that the authorities have seized 12299 kilograms of polythene from different areas in the state since January till May 22 this year. In its compliance report filed today the government had said that polythene is being continuously seized from different places in the state. The court termed it a disturbing feature. On March 7, the High Court had directed the government to file compliance report with regard to its directions in the matter. SRINAGAR, JULY 4: Chief Minister Omar Abdullah today said Jammu and Kashmir is facing huge power generation losses due to Indus Water Treaty signed by India and Pakistan. After inaugurating Drungi micro hydro power project at Tangmarg, chief minister said New Delhi has given major three rivers of the state to Pakistan without caring about the economic interests of Jammu and Kashmir. Due to this treaty, we are facing huge power generation losses. Our vital rivers were given to our neighboring country Pakistan without caring about the interests and losses we are facing from this treaty, he said. However, chief minister did not disclose the progress on the long pending demand of the state government with central government to compensate the losses due to the Indus water treated on state water resources. The chief minister also did not mention the progress on the state sub committee report on return of power projects from NHPC. Chief Minister however said that after urging central government to allot coal block for Jammu and Kashmir to generate electricity, the central government has allotted 130 million-ton Coal Block for the state which would enable the State to generate more 1000 MWs of power. I may not be in a position to sell this achievement during 2014 elections as the work on establishment of Thermal Power Project may take some time but I am satisfied that my government has made a remarkable dent in the power generation sector to bring welfare and financial autonomy to the State, he said. Chief minister said state has a tremendous hydro energy potential, My target is to make Jammu and Kashmir power surplus state and strengthen its economy to such a level where from it need not to plead for Central assistance time and again for every development work, he said . Production of green energy from water resources is not only one of the cheapest form of power generation but it is also environment friendly, he said maintaining that the holistic development of Jammu and Kashmir and the welfare of its people is in the power development, as such, the government, he said, has flagged power sector as one of the most important sectors in the States Policy Planning. He said under a multi-pronged approach development of power sector has been focused taking care of all aspects of production, distribution and transmission. INFILTRATION BID FOILED


POONCH, JULY 4: Army claimed to have foiled an infiltration bid by a group of militants along the Line of Control (LoC) in Poonch district. A group of militants were seen infiltrating into Indian territory in forward area of Durga Battalion area in Poonch sector last night, official sources said, adding that the troops challenged them and opened fire, forcing them to retreat back to Pakistan. One of the infiltrating militants is believed to have been injured in the firing as blood stains were seen in the area. Soon after the infiltration bid was foiled, Pakistan troops fired on the Indian side for sometime, sources said, adding there was no loss of life or injury to anyone in the firing. This is the second infiltration bid by terrorists in July. On July 1, a Pakistani intruder was killed in an IED blast when he was heading towards an Indian forward post during an infiltration bid in Poonch district. General Officer Commanding (GoC) 16 Corps, Lt Gen D S Hooda had told reporters yesterday that that there has been increase in the firing, infiltration attempts and ceasefire violations along the LoC with Pakistan and the situation on the borders is tense. AFSPA MUSINGS: MR. CM THERE ARE OTHER IMPORTANT THINGS TO DO

ROHIT SINGH RANA The Chief Minister of our State is still young compared to other Chief Ministers. He is healthy and God bless him with a good health always. That apart, being a Kashmiri and if he is conversant with the Kashmiri language, then there is a widespread used proverb Halaiy No Daliay No Pani-ne Hani Chalay No- meaning, I shall not waver from my position come what may. The proverb fits well into the grand political vision of our energetic Chief Minister on Armed Forces Special Powers Act (AFSPA). The motivation to muse on the Act while it is day or night, dawn or dusk has come to stay with him as a second nature. The CM has no doubt many qualities and tenacity is one with which he is thrashing AFSPA with his subtle and diplomatic mind. With terrorists waiting on the launch pads and intelligence reports saying that infiltration has increased, there was a studied need on behalf of the most responsible man to weigh his words with caution. But political parties play politics and politics is a tool to remain in power perpetually. No political party will shun power, nor will it say that we shall work for the betterment of the people and take even unpopular decisions for larger good of the people, even at the cost of electoral defeat for that reason. Long term gains or durable policies are not on the agenda of the political parties and the CM is no exception. Here he is playing true to the type. Having said so, the noise on AFSPA should have stopped for the time being because of recent incidents which have taken place in the valley. The killing of two policemen and eight army soldiers in Srinagar are ominous signs of tenuous calm prevailing in the valley. In this backdrop, the unfortunate killing of two youth in Sumbal area cannot dilute the importance of army in the valley. The incident is being investigated and those guilty will have to be punished. One wonders why the CM is so keen to talk about AFSPA on a regular basis when nobody at the Centre is willing to listen to him. Does he have his own compulsions or he is raising the pitch just for the heck of it. The CM is astute and not a novice now instead should display his perspicacity in ameliorating the lot of people. There are many things for him to do but how can AFSPA prove so alluring for the young Chief Minister. The reasons are perhaps not far and a simple scratch can perhaps unravel his complex calculation on the issue. It is another matter that political calculations do not follow a strictly mathematical law so the CM has to be chary on the issue. If the ground situation in the valley is any indicator, the mood is for a change and perhaps the Opposition PDP is making its presence felt in a big way. That said the relation between Congress and National Conference is not steady. The Congress is willing to go alone as its State Captain, Saif-u-din- Soz has endorsed many times. It is here that CM wants to revive his vintage political ideology. Autonomy comes handy and so is the AFSPA. But eventually if Sonia Farman comes out for the State Congress to go with NC then things will be different. Not with standing that Omar will continue to harp on AFSPA. The problem with his firm and constant line on AFSPA is that he is failing to garner the support of his constituency on the issue, courtesy the tremendous positive role that army has played in the valley and in hilly regions of Poonch , Rajoury, Uri, Tangdhar, Kupwara etc. For him the only way is to improve the promise of good governance that he made to the people of the State. Corruption, lack of connectivity, power crisis, and rehabilitation of displaced people in Kashmir, PoK refugees, and forest degradation are issues that need his immediate attention. AFSPA will stay for a while whether the young CM likes it or not.

BOPEE IS A LEAKING WONDER!


The organization entrusted with the holding of professional examinations for medical and engineering seats across should be full of confidence and above board. But the Board of Professional Entrance Examinations (BOPEE) entrusted with holding these very vital and pivotal examinations from the point of view of students career and credibility of the examination itself has not conducted itself well in discharging its duties. If the ordinary citizens of the State take into consideration the very unprofessional way of conducting these vital examinations then a lot is still desired in the BOPEE. It has to answer why papers of Biology, Chemistry and mathematics were leaked in quick succession. There is a serious need to have a rethink on the professional competence of the Board to conduct the examinations. It does not need words to point towards the immense mental agony that the students have suffered on account of the paper leakages, their trust stands already eroded. The Court has rightly asked BOPEE to explain why papers were leaked. The Board authorities will keep only silence in the matter, an affidavit and undertaking will be furnished that the mistake will not be repeated in future. Will that assuage the feelings of the parents and students? The murky deals behind the paper leakages should be thoroughly investigated. BOPEE cannot take the hapless students for a ride. RANASAHIB

The anger and suspension among the people was still persisting over these killing in the entire north Kashmir and particularly in Markundal and Kondabal villages. The family members of the two youths and common people are ll demanding a harsh punishment to the accused. Meanwhile, Hurriyat Conference (G) Chairman Syed Ali Geelani has again appealed people to hold post Friday protest tomorrow against the killing of the two youths allegedly by Army. The Hurriyat chairman has also appealed to observe a two hour shutter down strike from 12.30 P.M to 2.30 P.M tomorrow against the killing. He also appealed people to hold prayers in absentia for the two youths and other martyrs, who became victim of alleged state terrorism. Geelani said that as per the already announced protest programme for tomorrow, post Friday protest would be held in every major Masjid of the valley and particularly protest demonstration would be held at Jamia Masjid Srinagar and Masjid Hamza Lal Chowk against these killings. own according to which 329 houseboats were to be realigned. Meanwhile, on the same day all District Magistrates (DMs) of the state were directed by the Court to implement ban on the use of polythene in the state. All the DMs have been asked to strictly implement ban on the use of polythene. They have been also asked to file compliance report by or before the next date of hearing in the matter, the Advocate General had told Kashmir Times. On August 14, the Court had asked the state government to file response to various queries raised by the court from time to time in the matter. During earlier hearings in the matter, LAWDA has informed the court that out of 315 kanals of encroached Dal Lake land, only 40 kanals have been retrieved. The LAWDA was directed to file a compressive affidavit vis--vis 275 kanals of land which is still under encroachment. The Court had also directed Traffic police department to ensure that no vehicle is washed on the banks of Dal Lake so that the water body will not get polluted. The DIG Traffic was directed to install signboards prohibiting the washing of vehicles on the banks of Dal Lake. The Srinagar Municipality and other developmental authorities were directed by the court to take steps to prevent the use of polythene in and around the lakes. In addition to this, the court had ordered the Sate Pollution Control Board (PCB) to monitor the functioning of small industrial units around the lake ---particularly their waste disposal methods. The court had termed the report of the PCB describing the condition of Dal Lake as stinking, savage looking and flow of sewage and waste into Dal Lake to be rule of the day as a saddening situation which has not been responded to by the chief secretary. In that view of the matter, we are left with no option but to make all the functionaries directly accountable to the court including the chief secretary. The report of the performance submitted through daily diaries being unsatisfactory and effective line of action for conservation and restoration operations within the Dal Lake have become imperative., the High Court had said in 2008.

Your impact and well behaviour should encourage visitors to visit here again and again, he emphasized and said that income earning from tourist sector is the right of all but it should not be at the cost of the name and fame of the State. We have reports that there are about 7,000 Pony-wallas operating in Gulmarg as against 1,500 registered. Their functioning and treatment with the tourists is not upto the standard as should have been. We could have not allowed the unregistered ones to work but for their livelihood government is not taking this step. However, it should not mar the basics of tourism trade and create bad impression in the minds of visitors. If it goes unchecked the day will come when tourists do not like to visit Gulmarg, he said and asked Ponywallas and others in tourism trade to sit with the concerned government departments and work out strategy and situation where they could earn their livelihood respectfully as also earn the most required good will of the tourists. The Drungi Micro Hydel Power Project completed at a cost of Rs. 90 crores has been financed by the Jammu and Kashmir Bank. The project will provide electricity to the local areas of Tangmarg and Gulmarg and prove highly beneficial for the area especially during the winter season.

Most of the areas of north and some areas of central Kashmir observed complete strike and frequent clashes erupted between the youths and the police for the last consecutive days. SIALKOT : Pakistani prisoner Sanaullah Ranjay was given a state funeral at his native village Oora in Pakistan on Thursday. According to a report in Dawn, thousands including government officials attended the funeral that took place late on Thursday night. Pakistani prisoner Sanaullah Ranjay was given state funeral. Sanaullahs body was flown from Chandigarh by a special aircraft and landed at Sialkot airport at around 6.30 PM. The newspaper quotes District Coordination Officer Mohammad Shakeel saying Sanaullahs body was taken to Allama Iqbal Memorial hospital where a board of senior doctors carried out a post mortem. Sanaullah, who had been hospitalised at Chandigarhs PGIMER hospital after being attacked in Jammus Kot Bhalwal jail on 3 May, died on Thursday morning following multiple organ failure, doctors said. Sanaullah was arrested in 1996 and charged with involvement in a bomb blast at Katra near the Hindu shrine of Mata Vaishno Devi in 1994 that killed 10 people. He was serving a life term in the Jammu jail. Pakistan officials have asked for an international probe into the extra-judicial murder of Sanaullah, but India has side-stepped the demand. I cannot comment on this now as no demand has come to us till now. When the demand comes, I will tell you,Home Minister Sushil Kumar Shinde told reporters.

Alleged kidnapping, rape of minor girl


JAMMU: Accusing police of patronising crime against women, hundreds of villagers today blocked Kanhachak Road and staged noisy protest outside Police Station demanding stern action against cops who allegedly kept a minor girl under illegal confinement for couple of days. They alleged that the girl was kidnapped and raped by a youth and police in order to hush up the case demanded bribe from them and also pressurized them to solemnize marriage of minor girl with an influential accused. However, to cover up the whole issue, police haphazardly produced before the court and as per the directions of the court sent her to Neha Ghar till further orders. Hundreds of protestors including the family members of girl and villagers blocked the road by erecting barricades and burning tyres in the middle of the road for hours. They also tried to barge into the Police Station premises but were prevented by a posse of police which bolted the gate from inside. However, agitated over the police action for detaining a minor girl in its custody and demanding bribe in lieu of her recovery, the family members of the girls along with the large number of locals of the adjoining areas today lodged a protest demonstration outside the Police Station Kanhachak and blocked the Mishriwala Road for hours. The aggrieved protestors shouted slogans against the Jammu and Kashmir Police and tried to enter into the police station and partially broke its main gate in anger. As per inputs minor daughter of Hans Raj resident of Purkhoo Camp went reportedly missing from her residence in Purkhoo Camp under the jurisdiction of Police Station Kanhachak since May 7, 2013 of which the family lodged a missing complaint in the Police Station Kanhachak on the same day. Ratno Devi, mother of the girl while briefing to media uttered that her daughter was abducted by a youth identified as Pipli of Rajpura Mandal, Jammu on May 7 2013, and both were recovered on the same day by the police from Jammu. But the police instead of informing us regarding the recovery of girl took bribe from the family of Pipli and kept it undercover and demanded Rs 20000 plus liquor bottle from us by saying that both have been recovered from Delhi and police contingent has to go there to bring them back, she added. JKCDA 12 hrs strike over drugs policy

Members of the Jammu and Kashmir Medicine Dealers' Association (JKMDA) also took out a protest march and held demonstrations near Press Club here. A JKMDA spokesperson said that the bandh was in protest against non-fulfilment of demands by the Union Ministry of Health and Family Welfare. Responding to a day-long strike call given by the All India Organisation of Chemists and Druggists Associations (AIOCDA) in support of various demands, the annoyed retail and wholesale pharmacists and chemists today shut their medical shops against the unjustified policies of the government under the banner of Jammu and Kashmir Chemists and Distributors Association (JKCDA). They expressed resentment over central government's new drug pricing policy to reduce their trade margin on medicines and also demanded amendment of law with regard to spurious drugs. AIOCD is objecting to a reduction in trade margins for medicines in the Drugs (Price Control) Order, 2013, and is also opposed to FDI in districines. The new drug policy recommends a 6 per cent reduction in profit margins for medicine retailers. AIOCD claim that chemists and druggists would be adversely impacted by the move. All the chemist shops remained closed in response to the strike call resulting in inconvenience to thousands of customers who had to suffer due to ongoing token one-day strike over the new drug policy. Whereas, the Cooperative Medical Stores were exempted from the strike and agitation so that emergency services were not hit and for the benefit of general public. The traders this morning staged a protest demonstration against the policies of the central government and demanded maintenance of trade margin of medicines and sought assurance that this not be reduced in the forth-coming Drugs (Price Control) Order 2013 considering the rising operational costs. Around more than thousand retail and wholesale pharmacists and chemists joined the all-India strike called by the AIOCDA to show resentment against the government and in support of various demands. While addressing the media, the JKCDA Convenor Rohit Sharma said, We extended our full support to the AIOCDA who had called a daylong token strike against the unjustified policies of the government and we will fight against the central government's new drug pricing policy till the demands are implementthink about the drug retailers who are providing best services round the clock for the people of the state. Instead of cutting the profit margin of small chemists, government should rather focus on multinational drug companies who are charging hefty drug price from Indian patients in the name of patent drugs. FDI (Foreign Direct Investment) is not acceptable to the Pharma traders as it would affect the small traders. He further apologised for the inconvenience to the people of the state due to shut down. Chemists are left with no other option except to send a strong message to the state and central governments to withdraw this unjustified proposal/act, he said. JCA President Naveen Bali and General Secretary Prem Sharma urged upon the state government to establish pharmacy colleges in J&K state and urged upon the central government for the immediate withdrawal of Drug Act amendment 2008. Security arrangements for Amarnath Yatra reviewed


SRINAGAR Security arrangements for the Amarnath Yatra were reviewed at a high level meeting here today. The yatra will start from June 28 simultaneously from the Baltal and Chandanwari routes. The security related meeting was presided over by governor N N vohra. Governor, who is also the chairman of the Shri Amarnathji Shrine Board (SASB), stressed the need to effectively maintain close coordination among the functionaries of all the concerned state government, civil and police departments, army, central police organizations, SASB and all other concerned agencies for ensuring that all the required security related arrangements are timely put in position. Navin K. Ch oudhary, CEO, SASB, made a presentation at the meeting, particularly to inform the officers of the Police, Security Forces and Army about the directions passed on December 13 and April 18 by the Apex Court in a Suo Moto writ petition relating to Amarnathji Yatra. He informed the meeting that a total of 7500 pilgrims would be allowed per day per route and, as per the decision, no unregistered pilgrims would be allowed to cross the Access Control Gates. Governor directed DGP and Divisional Administration to put effective regulatory mechanisms in place to ensure that only those Yatris who possessed valid yatra permits were allowed to undertake the yatra on the date and by the route for which they had procured yatra permits.

Because of the diversity of duties and levels of responsibility, their educational backgrounds and experience vary considerably. Before moving into administration, principals, assistant principals, central office administrators, academic deans, and preschool directors usually have held teaching positions. In most public schools, principals, assistant principals, and school district administrators are required master's degree in education administration or educational leadership. Preferred principals and central office administrators require a doctorate or specialized degree in education administration. Administrators in preschools and public schools often are required to have at least a bachelor's degree. Colleges and universities are complex institutions of higher education that require a variety of leadership professionals to ensure effective operation. Academic deans and chairpersons are trained professionals who usually advance from professorships in their departments, for which they need a master's or doctoral degree. Many colleges & universities offer advanced degrees in higher education administration, educational leadership, and college student affairs. Courses in school leadership, school law, school finance and budgeting, curriculum development and evaluation, research design and data analysis, community relations, politics in education, and counseling all include in education administration degree programs. Only after proving yourself in your current job, you can be considered for education administrator positions. Knowledge of leadership principles and practices, gained through work experience and formal education, is important. In evaluating candidates, supervisors look for leadership, determination, confidence, innovativeness, and motivation. The ability to make sound decisions and to organize and coordinate work efficiently is essential. Because much of an administrator's job involves interacting with others, a person in such a position must have strong interpersonal skills Education administrators in elementary and secondary schools are usually called principals. They set the academic tone and work actively with teachers to develop and maintain high curriculum standards, formulate mission statements, and establish performance goals and objectives. Principals hire and evaluate teachers and other staff. They visit classrooms, observe teaching methods, review instructional objectives, and examine learning materials. Principals are also assisted by Assistant principals in overall administration of the school. They usually handle student discipline and attendance problems, social and recreational programs, and matters of health and safety. In addition, they may counsel students on personal, educational, or vocational matters. With the advent of site-based management, assistant principals play a greater role in academic planning by helping to develop new curricula, evaluating teachers, and dealing with school-community relationsresponsibilities previously assumed solely by the principal. In preschools and child care centers,, which are usually much smaller than other educational institutions, the director or supervisor of the school or center often serves as the sole administrator. The director's or supervisor's job is similar to that of other school administrators in that he or she oversees the school's daily activities and operation, hires and develops staff, and ensures that the school meets required regulations and educational standards. Post secondary school administrators, called provosts or chief academic officers, assist college or university presidents, appoint staff, decide on tenures, and of course help with policies and programs. Department heads will be in charge of specific courses, programs, and institutions such as Physics, mathematics, or English. This would mean not just teaching, but

and be an effective communicator and motivator. Since computers are used to perform basic job duties, computer technology skills are essential. Education administrators may also be responsible for coordinating technical resources used in the classrooms by students and teachers. NATURE OF WORK Competent administrators are required for successful operation of an educational institution. Education administrators provide instructional leadership and manage the day-to-day activities in schools, preschools, day care centers, and colleges and universities. They also set educational standards and goals and establish the policies and procedures required to achieve them. They also supervise managers, support staff, teachers, counselors, librarians, coaches, and other employees. They develop academic programs, monitor students' educational progress, train and motivate teachers and other staff, manage career counseling and other student services, administer recordkeeping, prepare budgets, and perform many other duties. In the case of typical education institutions such as pre school, elementary school, middle, and secondary school, education administrators are in charge of the overall running of the school.

Bangalore boy is Karnataka topper in JEE


BANGALORE: When the results of JEE (main) were announced, it was a Bangalore boy who stole the limelight inKarnataka. Vadiraja K, a student of National Public School, Rajajinagar, topped in the state. Vadiraja now hopes to get into National Institute of Technology, Suratkal, for computer engineering. "I have always been interested in programming. I like solving tough algorithmic problems," he said. And not surprisingly, he loves Maths the most. Vadiraja bagged 97.6% in his Class 12 exam and rank 53 in the Common Entrance test (CET). "Since they consider 60% marks from the entrance and the remaining 40% from the boards, it's important to balance both. I think my high marks in boards also helped me in scoring well in this test," he said. "I used to study 3-4 hours a day, keeping a balance between school and entrance coaching. One need not spend time as much regularly on school. A month or two before the boards was when I concentrated more on the test," he added. Son of a software engineer and a homemaker, Vadiraja loves music and reading thrillers.

Delhi University: Courses reopen in Tripura bans study centres of private universities third list, drop in science cutoffs
NEW DELHI: Admissions are far from over in Delhi University. There are still 31 colleges open for admissions in the sought after commerce course, while economics is not far behind -open in 30 colleges followed by English in 25 colleges. Science aspirants, too, can take heart as physics, chemistry and mathematics are open in eight, 11 and 14 colleges respectively. The highest decrease has been registered in Aditi Mahavidyalaya which is 10% decrease in Hindi and geography. The third cutoff list, released on Wednesday, offered hope for those seeking admissions in popular courses as seats in commerce, economics, English, physics and chemistry, among others are still going free at several North Campus colleges. There are a few pleasant surprises. Cutoff for English at Hindu has dropped from 96.5%-98% to 93.5%94.5%; political science has reopened at Kirori Mal; English in several colleges including Ramjas and Gargi; and cutoffs for science subjects have dropped significantly. The second-list admissions have seen a large number of cancellations in science courses - possibly due to the ongoing counselling for engineering colleges - leading to reduction in cutoffs in popular DU institutions. For instance, at Ramjas and KMC, the cutoff for chemistry has decreased by 2.33%. Physics is now available for 94.33% at KMC. Deen Dayal Upadhayay has decreased the cutoff by three points. Among the campus colleges, general category admissions are open for economics at Hindu, KMC, Ramjas, Hansraj and Daulat Ram. The difference in cutoffs, however, is marginal -0.25% at Hansraj and DRC, 0.5% at Hindu and 0.75% at Ramjas. Economics is available in numerous off-campus colleges including LSR, Shivaji, DDU, Shaheed Bhagat Singh, Lakshmibai and Vivekananda. At LSR, the new cutoff for economics is 96.5% (down from 97.25%). History, sociology, English, mathematics and statistics are also open at the college with the maximum dip being recorded in sociology - 96% to 94.75% (1.25 points). Similarly, commerce is open at many colleges - Hindu, Ramjas, Hansraj, DRC, Shaheed Bhagat Singh - and at DDU, it has reopened. At Hindu, the minimum score for commerce has been reduced to 96.25% for all categories. Even Hansraj has dispensed with a cutoff range in favour of a single cut-off score for candidates of all streams. The cutoff has reduced from 96.75%-98.5% to 96.5%. AGARTALA: The Tripura government has decided to reject degree and diploma certificates issued by study centres of private universities and educational institutions of other states, officials here said Thursday. The Tripura govt. has also banned operation of 35 off-campus study centres and institutions of private universities and educational institutions of other states in Tripura. The headquarters of these study centres and institutions of private universities and educational institutions are in AP, Karnataka, TN, Rajasthan, Gujarat, Sikkim and Nagaland. "Following the observation of the Supreme Court and direction of the UGC (University Grants Commission), the Tripura government has decided to reject degree and diploma certificates issued by study centres of private institutions of other states," higher education department Secretary Kishore Ambuly told reporters. He said: "The Tripura government has nothing to do in this case. The apex court's observation is

sacrosanct and has to be complied with. During the past decade, there has been a mushrooming of private universities and their study centres across the country and most of these private universities and their study centres do not comply with the rules and criteria set by the University Grants Commission." Accompanied by Law Secretary Datamohan Jamatia and director of Higher Education Department Bipradas Palit, Ambuly said that degree and diploma certificates obtained through the offcampus study centres and institutions of private universities and educational institutions of other states would be recognised as valid after March 30, 2011. The official said that these UGC instructions are applicable for all states and union territories across the country. The apex court made its observation regarding the off-campus study centres in 2009 and 2011. Thousands of people had enrolled in these study centres and institutions, in the hope of obtaining certificates that would enable them to get govt. jobs.

World's first engineering college for blind soon


HYDERABAD: The students are waiting and the software and syllabus is ready for the world's first engineering college for the visually impaired, but a search for suitable land to set up the multi-crore campus that could empower hundreds of special children is where the project is stuck. An ambitious blueprint to set up an engineering college by the Devnar Foundation, with help from professors of BITS Pilani, along with 20 different digital and Braille software and initial funding arrangement is however ready. Andhra Pradesh has a caseload of 10,000 visually impaired children below 10 years and only 2,000 manage to go to a special school, a scenario which reflects a nationwide issue, prompted Devnar Foundation, which also runs the world's biggest blind school to do more. Since eight students from their school completed engineering from mainstream engineering colleges and one doing further studies in Boston, USA, Devnar's ophthalmologist founder A Sai Baba Goud decided to propose setting up an engineering college. Goud says visually challenged students often encounter pervasive and ongoing discrimination and lack of facilities. It is due to the same reason why only a meagre figure is enrolled in schools in the state. Despite being visually challenged, such students are brilliant with recent instances of people clearing chartered accountancy and going for higher studies in the US. Andhra Pradesh has the highest number of engineering colleges in the country with the total number crossing 700. But not a single college is customized to cater to the needs of the differently-abled. "We need a small plot of about 2-3 acres. We have told the government that we have donors ready to help and also the faculty to teach," said Goud. Goud said he is ready with the syllabus and required softwares and authorities have identified land in Mahindra Hills in Secunderabad and have intimated the same to the government. He said getting affiliation from both Jawaharlal Nehru Technical University and BITS, Pilani won't be difficult. "But lack of land is the major stumbling block for the project," said Goud. "Many students are enthusiastic and eager to study after intermediate but they have problems in mainstream colleges," he added. The move had rekindled hopes of hundreds of parents who dreamt of seeing their sons and daughters holding the coveted engineering degrees despite their disability. The Devnar School for Blind has been offering English medium education right from primary school up to intermediate, and has been shaping lives of hundreds of students who are challenged by vision loss ever since 1992. Currently, there is not a single college for the blind offering courses in engineering. The school authorities say that if they start a college in Hyderabad, not just locals but also those from other parts of the country will get a chance to fulfill their cherished dreams. "It is a big dream for us to provide some attention to thousands of children with astoundingtalent, but no one to take care of them," said Goud.

Rajasthan to open 'petroleum university'


JAIPUR: The Rajasthan Cabinet approved setting up a "Petroleum University" to make available manpower and technical know how in view of upcoming Petroleum Refinery and Petro-chemicals Complex at Pachpadra. The Cabinet meeting presided by CM Ashok Gehlot also decided to extend a "special customised package" for Textile Industry, an official said. The Cabinet endorsed to open one more Technical University at Kota to reduce the pressure on existing Rajasthan Technical University there, the spokesman said. In another decision, the Cabinet approved setting up of a Rajasthan Cooperative Finance and Development Corporation for providing credit (loan) to self-help group. The state govt. would provide a loan to the tune of Rs 1,000 cr for women and self-help group, he said. The state govt. would keep option for setting up petroleum university on PPP mode in which the private and government can make investment, he said. Under special customised package-2013 plan, the textile industry would attract huge investment and provide employment opportunities, he said, adding the state expected an investment of Rs 10,000 cr in next seven years. Meritorious school students would be provided laptop from July 25 by the ministers in respective districts, the Cabinet directed.

For example, some claim to have converted to that religion only to take a second wife even when the first is living a practice not allowed by the general law on marriage. THE HEIGHT OF ABSURDITY


The University Grants Commission's aptitude test for recruiting university teachers provides shocking insight into the parochial and outright sexist mindset of those who administer higher education in this country. Question 44 in the multiple-choice teaching aptitude section of the National Eligibility Test given this past Sunday asked candidates why most teachers at the primary school stage should be women. If the question stumped many, the options that accompanied highlighted all that was wrong with it. Take the first option, which read: (Women) can teach children better than men. Apart from the fact that there is almost no evidence to back up this claim, the statement reiterates gender stereotypes that women are better with children than men. Perhaps the examiners had in mind that in many homes it is the women who take on the responsibility of teaching the little ones. But this is not because mothers possess any natural talent in this field but mostly because fathers rarely take an active interest, especially at the elementary stage of their child's education thanks to established social parameters of traditional gender roles. But, instead of dismantling these restrictive norms, UGC seems to be accentuating them. This is an observation that is applicable to the second option, (Women) know basic content better than men. It again presumes that women have some special powers perhaps that better equips them to deal with so-called basic content. Yet another option that (women) can deal with children with love and affection is equally damaging taking gender roles back a few decades when the men went out to provide for the family while the women stayed back to care for the home and hearth. But perhaps the most galling of all is the third option that women make for good primary school teachers as they are available on lower salaries. The statement tears into the constitutional basis of equality between men and women, within which is in-built another key principle equal pay for equal work. Additionally, inherent in the statement is the assumption that somehow cheaper teachers maybe hired at the elementary level since the job is basic' and does not require special skills, such as that of an astrophysics professor, for instance. Yet, it is at the elementary level that the educational foundation of a lifetime is laid. Finally, the question is as offensive to men as it is to women. Just as it traps women in the mould of care-givers, it also assumes that men are incapable of rearing children, that they are not loving or affectionate or that they make incompetent teachers because they can't handle basic content.

Bihar Chief Minister Nitish Kumar has thanked Prime Minister Manmohan Singh from the core of my heart, as he put it, for the latters remark certifying and endorsing the JD(U) leaders secularism. Apparently, Mr Nitish Kumar has outsourced the certification business in the debate on who is secular and who is communal to the Congress. Yet, none of these leaders who gratefully exhibit the Congress endorsed secular/communal label, thinks of the implications of such a perverse exercise. Implied in the Prime Ministers certification of Mr Nitish Kumar as secular is the accusation that the Bihar Chief Minister was communal so far. Why do the likes of Mr Nitish Kumar ignore the consequences of outsourcing the differentiation between secular and communal to a party that has its own kebabs on the fire? When it comes to the secular versus communal debate, it is the Congresss record that is the most suspect. Who should have preference in Government funding for development projects? The natural answer should be the poorest of the poor. But the answer that Mr Singh gave sometime back was the most communal one. He said, Minorities (read: Muslims). If there is any more doubt about the communal nature of his Government, one only has to look at the so-called 15 point programme for minorities that was introduced by the Congress-led UPA regime. Among other certified secularists is the Chief Minister of West Bengal, Ms Mamata Banerjee, whose Government is now paying salaries to Muslim clerics. Such self-pro-

I was told that, if the Union Government does not go for dams and generate power, it would have to annually release Rs 10,000 crore to Rs 15,000 crore as Central assistance. The Union Government wants power and the State, hard cash; dams bring a winwin situation. But what about the rivers which, at some places, have started disappearing? Projects currently underway were supposed to increase the hydro-power capacity of the State to 12,235MW. A total of 95 hydro-power projects were being built or planned on different rivers converging in the Alaknanda and Bhagirathi basin of Uttarakhand. Nobody really cared if environmentalists like former IIT professor GD Agrawal or before him Sunderlal Bahuguna were opposing the wild contagion of concrete infrastructures. They were labeled anti-development; development being the new god of the Himalayas. It is not that the officials were unaware that since 2005, when Tehri dams reservoir filled up, the flow of the Bhagirathi had reduced drastically. I then wrote a note: When there will no more rivers to worship, no more jobs for the local population, people will have to migrate to the cities. My friend Michel Daninos book, The Lost River: On the Trail of the Sarasvati, is a mind-opener on the fate of the mythic Saraswati river. Taking into account the latest research in fields as different as satellite imagery, archeology, linguistics, paleontology or mythology, Danino has explained: The Indian subcontinent was the scene of dramatic upheavals a few thousand years ago. The Northwest region entered an arid phase, and erosion coupled with tectonic events played havoc with river course. One of them (the Sarasvati) disappeared. Now, humanity has progressed; it can build its own tectonic events! After the June 16 torrential rains, we have not lost rivers (though the course of some have changed), but in several cases the wild construction of dams has triggered much more destruction, increasing the misery of the locals. A few days after the downpour, The Hindu reported: The national highway between Dehradun and Srinagar [Garhwal] is currently broken at Byasi and Devprayag, with silt measuring upto 10 ft covering an enormous area, in Uttarakhands Pauri district. According to the residents of Shakti Vihar, an area in Srinagar, this disaster occurred on June 17 at around 3am when the Srinagar dam authorities lifted the dam gates. A resident told the newspaper:

claimed secularists not only tolerate the religious extremism and political irredentism of a section of clerics, politicians and intellectuals from the minority (read: Muslim) community but also placate and even genuflect before them. Think of how West Bengal Government did not allow famous author Salman Rushdie to land in Kolkata or permit Taslima Nasreen to live in West Bengal. Back at the Centre, the UPA Government is now recognising matriculation certificates given by madarssas as equivalent to those awarded by accredited education boards. This is despite the fact that most madarssas peddle the most communal of education. In fact, the madarssas generally teach a convoluted view of Indian history that looks down upon Indian civilisation as it existed before Muslim invasion. The institution of the Caliphate, that the Turks themselves overthrew, is eulogised. Young Muslims are thus bonded to medieval times even though they live in a rapidly modernising world. Most madarssas approach to education is Saudi Arabia-centric. Several scholars of West Asia working at prestigious American universities have attributed the mindset that breeds radical Islamist thought to such education. Meanwhile, most children belonging to other religious minority communities in India are exposed to inclusive and secular education. The Government of India is supposed to fight terrorism. But how can it succeed when it encourages narrow-minded, religious teaching and considers it as equivalent to secular, science and rationality-based education? Consequently, in one country there are now two education systems which in turn means that all Indians no longer have a shared worldview or understanding of the country, its history and its ageless pluralistic culture. Those educated in madarssas find it difficult to identify with the aspirations of the rest; thus, they become victims of a mindset that is natural to an insular and insecure community. The refusal of the Congress-led Government in Kerala, for instance, to prosecute PDP leader Abdul Nasser Madani even though he has been accused by the States police of involvement in 2005 Tamil Nadu bus burning case, is yet another instance that reflects on the Congresss pseudo-secular credentials. The same Madani was later found to have planned the 2010 bombing of Bangalores Chinnaswamy stadium. It was left to the BJP-led Government in Karnataka last year to arrest the PDP leader despite all the hurdles placed before it by the Congress-led Government in Kerala. Instead of treating the extremist the way he deserves to be treated, the latter has been working to ensure Madanis well-being in prison, all the

In Kerala, the Muslim League which is part of the UDF Government, gets excessive representation and even blocks a top Congress State leader from entering Government because he is a Hindu and has been backed by the two most important Hindu organisations. In Andhra Pradesh, ever since the Congress came back to power in 2004, there have been repeated attempts to provide special benefits to the Muslim community moves that the Andhra High Court has rejected. In any nation, the laws personal conduct, including marriage and family, should apply equally to all citizenry. Hopefully, the future will see a decisive shift in Indian politics from the secular-communal discourse to an agenda that focuses on uniform access to development for all.

The water from upstream swept the debris lying around the dam construction site and deposited a huge amount of silt tens of kilometers downstream. The water level was three to four metres higher than any previous floods. The question asked by each commentator was: Was it predictable? In 2009, after studying the hydro-electric projects in Uttarakhand, a State Audit of the Comptroller and Auditor-General explained: With the creation of Uttarakhand in November 2000, its hydropower potential was recognised as key to the development of the State. The Government chalked out an ambitious plan to harness its hydro-power potential through the concerted efforts of both the State and the private sector. A State policy was formulated in October 2002; with the dams, the needs of the State but also those of the starved northern grid could be taken care of. According to the CAG report, most of the projects faced problems associated with land acquisition, forest clearances and enhancement in project capacities. But did anybody read the report? Certainly not the planners and their contractors they were too busy making money. Indeed, dam is money, whether in Uttarakhand, in Sikkim or in Arunachal Pradesh. The CAG had warned: The States policy on hydro-power projects was silent on the vital issue of maintaining downstream flow in the diversion reach, physical verification of four out of five operational projects, showed that river-beds downstream had almost completely dried up. A new Saraswati in the making! The Auditors also remarked: Negligence of environmental concerns was obvious as the muck generated from excavation and construction activities, was being openly dumped into the rivers contributing to increase in the turbidity of water. As information triggers through about the Himalayan devastation, news of the Vishnuprayag Hydro-electric Project was posted on the blog of two well-known environmentalists, Vimalbhai and Briharshraj Tadiyal. Remember, Vishnuprayag is one of the Panch Prayags (five confluences) of the Alaknanda river, and lies at the confluence of Alaknanda and Dhauliganga between Joshimath and Badrinath. It is located in Chamoli district of Uttarakhand. According to legend, Rishi Narada had a vision of Vishnu while meditating there. Of course, all this is not real, it is only mythology. Concrete alone is real nowadays. The environmentalists wrote: When the waters rose, dam authorities failed to open all the gates of the dam. Due to this, a two km long reservoir was formed upstream of the dam. Pressure from the water broke the dam and went on to wipe out the Lambagad village market. In 2012 already, some shops in Lambagad had been washed away when water was released inadvertently by the dam authorities. This time, the deluge from the upper reaches of Alaknanda buried the 400 MW Vishnupyrag HEP. Will the Government of Uttarakhand continue with its dam policy? Will politicians and developers resist getting rich quickly? Tragically, the same situation is bound to happen, probably on a larger scale, in Sikkim and Arunachal Pradesh. And what about the string of dams being built by the Chinese on the Yarlung Tsangpo (Siang/Brahmaputra) in Tibet? And if China constructs its purported mega-dam, where will the debris go? Will the situation be different on the Roof of the World than in Uttarakhand? It is probably worse due to the higher seismicity. Has Mr Shivshankar Menon, the National Security Adviser, discussed the issue with his Chinese counterpart during their recent meeting in Beijing?

CM inspects CP, wants facelift project completed before polls


NEW DELHI, JULY 04: Chief Minister Sheila Dikshit on Thursday visited Connaught Place to review progress of the muchdelayed re-development work in the market and issued strict instrictions to the contractor to finish the project at the earliest. Expressing unhapiness over slow pace of work, Dikshit told Engineers India Limited that government will not "tolerate" any more delays in the Rs 600-crore project. The EIL has missed several deadlines in implementing the project which was to be completed before the commencement of the Commonwealth Games in October, 2010. The Chief Minister visited almost all the blocks of Connaught Place and emphasised the need for restoring its "old glory". Officials said the city Government has planned a "grand reopening" of the Connaught Place before the assembly elections scheduled to be held in November. Dikshit was accompanied by Chief Secretary D M Spolia, New Delhi Municipal Corporation chairperson Archna Arora and top officials of EIL. Officials said the Chief Minister directed concerned agencies to shift cables of various service providers to an underground tunnel immediately. She also issued instruction to give a proper facelift to inner circle and walkways in the market, besides asking NDMC to focus on horticultural work. She instructed the NDMC to appropriately design the roadside kiosks and launch a special campaign to remove posters. Protests erupt in Andhra over Telangana issue


HYDERABAD, AUG 04: With the Congress party hinting at an early decision on the Telangana issue, protests began in Rayalaseema and coastal Andhra regions of Andhra Pradesh, also called Seemandhra, opposing any move to divide the state. Samaikhya Andhra or the United Andhra Joint Action Committee (JAC) Thursday staged protests in Kadapa and Anantapur districts of the Rayalaseema region, demanding that the state be kept united. Students took out a rally in Kadapa. They tried to lay siege to the district collector's office. The protestors raised slogans against political leaders for keeping silent over the centre's proposed move to divide the state. In Anantapur, the JAC organised a similar protest, demanding that the central government not divide the state. Interestingly, the protests began a day after a minister from the region, T.G. Venkatesh said unlike in the past there was no public support to their campaign for keeping the state united. In Hyderabad, Rayalaseema Parirakshana Samiti (RPS) founder Byreddy Rajasekhar Reddy Thursday began 52-hour hunger strike, demanding separate statehood for Rayalaseema region. He said Rayala-Telangana state (comprising Rayalaseema and Telangana region) would not be acceptable to people of Rayalaseema. Byreddy alleged that though Chief Minister N. Kiran Kumar Reddy, Leader of Opposition N. Chandrababu Naidu and YSR Congress party leader Y.S. Jaganmohan Reddy all come from Rayalaseema, nobody was doing anything for the future of the region. Byreddy, who quit the Telugu Desam Party to float the RPS last year, said Rayalaseema would not merge with either Telangana or coastal Andhra. "A separate Rayalaseema state is our only option," he said. The Telangana Joint Action Committee (JAC), which is spearheading the movement for separate Telangana state, Thursday held a round-table meeting in New Delhi to garner support of various national and regional political parties. The meeting passed a resolution, demanding the United Progressive Alliance (UPA) government abide by Dec 9, 2009, statement that the process for formation of the Telangana state would be initiated. Congress general secretary Digvijaya Singh said Monday that a decision on Telangana issue was in the final stage. He asked the chief minister, Deputy Chief Minister Damodar Rajanarasimha and state Congress chief Botsa Satyanarayana to prepare roadmap if the decision is taken either way. Two Congress MPs from coastal Andhra have already threatened to quit if the centre goes ahead with formation of the separate Telangana state.

Taking exception to proposals like 'Rayala-Telangana' (formation of a separate Telangana state by making two Rayalaseema districts a part of it), he said that such options destroy the very existence of Rayalaseema. The people of Rayalaseema felt hurt over such ideas, he said. Though top leaders in all major parties, including chief minister N Kiran Kumar Reddy, TDP president N Chandrababu Naidu and YSR Congress president Jaganmohan Redd, belonged to Rayalaseema region, they kept quiet on the interests of the region, Reddy alleged. The region includes the southern districts of Anantapur, Chittoor, Kadapa and Kurnool. Even though it produced big leaders, Rayalaseema continues to be one of the most backward regions, Reddy said. Driver's revolver goes off in DTC HQ


NEW DELHI, JULY 04: Panic gripped Delhi Transport Corporation (DTC) headquarters here on Thursday after a bullet was allegedly accidentally fired from a revolver by a driver who was brandishing his newly acquired weapon on the premises. "The driver has been identified as Sunil (50). He has been booked under section 336 of the Indian Penal Code (IPC) for endangering public safety. Nobody was hurt in the incident," said a senior police official. Sunil fled from the spot soon after the incident and has been suspended by DTC. "The incident took place around 11:30 am in Room No. 208 at the second floor of DTC headquarters. Around four people were present in the room at the time. Sunil fled from the spot," said a woman who was present in the room during the incident. Sunil is said to have purchased the revolver recently from Kanpur and got it to the office in the morning.

Ramadhar, the carpenter who was lured into the bus and robbed by the accused before they gangraped the girl, also deposed as a prosecution witness and identified the four accused present in the court as those who had robbed and assaulted him on the same night. Bus owner Dinesh Yadav was produced before Additional Sessions Judge Yogesh Khanna from Tihar jail where he is lodged in connection with a case of cheating and forgery in getting his vehicles registered and plying them on Delhi roads illegally. "Accused Ram Singh (deceased) was the driver of the bus in the month of December 2012. One Akshay was the helper. I had not seen Akshay and hence cannot identify him. "This bus was being parked by accused Ram Singh near his house because this bus was attached with the school and also with an office as a chartered bus to take officials from Delhi to Noida and that the accused used to pick up the students early in the morning," he told the court. Ramadhar also told the judge that the persons present in the court room are the same who had robbed him on the night of December 16, 2012.

Meghalaya to enforce laws to tackle influx: CM


SHILLONG, JULY 04: Meghalaya government on Thursday said that it has been working out on the need to enforce the Foreigners' Act and Tenancy Law in view of the need to tackle the problem of influx and illegal immigration in the state. "We have directed Law and Labour departments to examine on the need of having state laws in place to cover those areas which are not covered by the existing laws," Chief Minister Mukul Sangma said after a high level meeting held. The chief minister said that the need to implement the Foreigners Act in view of the state having a total stretch of 465.387 km international border with Bangladesh where instances of illegal immigration takes place. The issue concerning influx has been raised on several occasions by both members of the House in the state Assembly and NGOs of the state. Stating that the department has been asked to start the process of drafting the Tenancy Law, he said, "Chief Secretary has been directed to hold a meeting on the matter." According to him, Tenancy Law will further ensure the law agency to keep check on people with doubtful credential that are entering the state by roping in the involvement of house-owners who are engaging in giving rented their house. "It is important to verify the credential of people from outside and purpose of stay through the tenancy law which all house owners have to comply," Sangma added.

Ex-Maoist leader Ganti Prasadam shot at Nellore


HYDERABAD, JULY 04: Former Maoist leader Ganti Prasada Rao alias Prasadam, who was released in 2011 in exchange for the kidnapped collector of Odisha's Malkangiri, was critically injured in an assassination attempt in Andhra Pradesh's Nellore town Thursday, police said. Prasadam, a poet and convenor of the Martyr's Committee of Friends and Relatives (a group representing kin of Maoists killed in shoot-outs with police), was attacked by three unidentified people near government-run hospital in Nellore. The assailants fired at him and also attacked him with a knife. Prasadam was shifted to hospital, where his condition is stated to be critical. The assailants escaped after the attack. Police said they have formed several teams to arrest them. Prasadam, who is popularly known as Ganti Prasadam, was attacked after he attended a meeting of Martyrs' Committee in Nellore, about 500 km here. Maoist sympathizer and Revolutionary Writers' Association (Virasam) leader Varvara Rao has blamed police for the attack on Ganti Prasadam. Ganti Prasadam along with some other Maoists was released from jail in Odisha in 2011 when Maoists had kidnapped Malkangiri district collector RV Krishna. The collector was released after nine-day captivity when the Odisha government met Maoists' demands including release of Ganti Prasadam, Padma, wife of top Maoist leader Ramakrishna and another Maoist Sriramulu Srinivas. A native of Bobbili in Vizianagaram district, Ganti Prasadam was arrested by Odisha Police from Visakhapatnam in 2010 a few days after Padma and three others were caught at Similiguda in Koraput district. Padma was allegedly on her way to meet her husband in Narayanpatna forests. Prasadam was said to have facilitated the visit. He had been lodged in Koraput jail till Jan 5, 2011 before Andhra Pradesh Police took him to Ongole in connection with the 1997 railway track explosion at Julmaly in Guntur district. He was brought back to Odisha in February 2011 after Maoists demanded his release. The Odisha High Court had granted him bail. He was also an accused in various cases including the attack on then Superintendent of Police of Prakasam district, Mahesh Chandra Ladha in 2005. Prasadam's brother Ramesh, an active member of Communist Party of India-Maoist, was killed in a shoot-out with police.

GHAZIABAD, JULY 04: A man was arrested on Thursday for allegedly raping a 24-year-old woman, who along with her family, stayed as a tenant in his house in Shalimar Garden area. The victim, her husband and their three-year-old daughter stayed in the second floor of the house owned by Nazim, Shalimar Garden police outpost in-charge Iftqar Qureshi said. Nazim raped the woman when she was alone in the house last afternoon, he said, adding the landlord threatened her of dire consequences if she informed anyone about the incident. Snowden case: France apologises in Bolivia plane row

France 'runs vast electronic spying operation using NSA-style methods'

An investigation by the French daily found that the DGSE, France's external intelligence agency, had spied on the French public's phone calls, emails and internet activity. The agency intercepted signals from computers and phones in France as well as between France and other countries, looking not so much at content but to create a map of "who is talking to whom", the paper said. Le Monde said data from emails, text messages, phone records, accessing of Facebook and Twitter, and internet activity going through sites such as Google, Microsoft or Yahoo! was stocked for years on vast servers on three different floors in the basement of the DGSE headquarters. The paper described the vast spying programme as secret, "outside any serious control" and illegal. The metadata from phone and internet use was stocked in a "gigantic database" which could be consulted by six French intelligence and security agencies as well as the police. The paper said Bernard Barbier, technical director of the DGSE, had previously described the system as "probably the biggest information centre in Europe after the English". Referring to the system as a "French Big Brother", Le Monde said the French state was able to use the surveillance "to spy on anybody at any time". The paper wrote: "All of our communications are spied on."The foreign minister, Laurent Fabius, said this week that France did not spy on the US embassy in Paris because "between partner countries" these "were not the sorts of things that should happen". LONDON, JULY 4: Rupert Murdoch has been recorded saying wrongdoing by his British newspapers was "next to nothing" and apparently acknowledging that his reporters paid police officers for information. In a tape published in transcript by the ExaroNews journalism website and broadcast on Channel 4 News, Murdoch is heard saying, "it's the biggest inquiry ever, over next to nothing." "It's a disgrace. Here we are, two years later, and the cops are totally incompetent," said Murdoch, who is executive chairman of News Corp. The outlets said the tape was recorded during a meeting with journalists at The Sun newspaper in March. Murdoch told them: "We're talking about payments for news tips from cops: that's been going on a hundred years." The mogul also said it had been "a mistake" on the company's part to hand over so many of its files to police. Several Sun staff have been charged as part police investigations into phone hacking and bribery spurred by the revelation two years ago that Murdoch's News of the World routinely eavesdropped on the mobile phone voicemails of celebrities, politicians, royals and crime victims. BUENOS AIRES: Argentinas Congress has approved a law creating a national registry with the DNA of rapists. The lower house passed the law with 211 votes in favour and one against Wednesday. It had already been approved by the Senate. The registry will store the DNA of convicted rapists and sex abusers collected at the crime scene as well from victims when criminals have not been caught. Access to the database is restricted to prosecutors and judges and will be stored for 100 years from the opening of a case. Its based on Megans Law, which requires law enforcement agencies to notify the public about convicted sex offenders living in their communities. Megans Law is named after 7-year-old Megan Kanka who was murdered in the U.S in 1994 by a sex offender.

On the Fourth of July, which Americans celebrate as Independence Day, a report revealed that the State Department spent a whopping $630,000 to win millions of "likes" on its Facebook pages. This spending came at a time of severe government austerity measures. A scathing report by the department's independent watchdog took the coordinators of its social media outreach policy to task saying it needed to "direct its digital advertising to specific public diplomacy goals". The report by the Office of the Inspector General found that two advertising campaigns launched in 2011 and 2012 cost some $30,000 with the "goal of building global outreach platforms for engagement with foreign audiences by increasing the number of fans... on four thematic Facebook properties". "Many in the bureau criticise the advertising campaigns as 'buying fans' who may have once clicked on a post or 'liked' a photo but have no real interest in the topic and have never engaged further," read the report released late last month.
