Ms.Peters stated after she was advised of the allegations she checked the records of the suspect Rachel Rafferty and found discrepancies in the administering and dosage of medications and to what patients. Ofc. advised that the records and evidence that had been found would need to be taken by this Ofc. Ms.Peters stated she understood. Ofc. was advised that at this time Ms.Rafferty was on suspension. Investigation continues.

On the above date and time officer was dispatched to 162 Madeira in ref to a Burglary. Officer arrived on scene and made contact with Loretta Kellough who advised she left the home around 1pm and when she returned she found someone had got into the home. Mrs. Kellough advised she noticed the kitchen window at the rear of the home was opened and the screen removed and the rear door was open. Mrs. Kellough advised she went into the home and found the home ran sacked with property from inside the home all over the place. Mrs. Kellough advised her daughter, Stephanie Kellough lived in the home and Mrs. Kellough was there just watching the children. Ms. Stephanie Kellough then arrived at the home at which time she was able to advised the list of items that she could tell were stolen. Ms. Kellough advised she had home owner insurance with Nationwide. Ms. Kellough advised if she found anything else missing she would contact this officer. Officer found no damage to the home and then screen was only removed. Officer was unable to locate any fingerprints. Officer spoke with the neighbors but they advised they saw no one around the home and did not hear anyone either. Officer has no other leads or suspect(s) at this time. He advised that he noticed they had then exited the rooms wearing most of the clothes they had went in with. He advised they were noticeably bigger when leaving than when they came in. He then attempted to stop them as they were leaving however they got into the vehicle and left prior to Ofc arrival. Mr Coen stated he would get the tags that had been removed from the clothes to advised exactly what they had taken and would provide Ofc with the video. Ofc found the registration came back to a silver 2005 Chevy owned by Stephen Livingston. Ofc had a BOLO placed for this vehicle. Ofc will attempt to contact the owner for questioning. Ofc responded to 42 Deerpath in reference to an assault. Ofc contracted Natalie Thompson who stated her friend, Michael Romaine, just tore up her house and assaulted her. Natalie stated Michael "went crazy" and began destroying items inside her home. Natalie stated she told Michael that he needed to leave immediately and he became more aggressive. Once outside of the front porch Michael punched Natalie in the mouth, according to Natalie. Ofc observed that Natalie had a swollen upper lip and fresh blood on her hands and shirt. Natalie showed this Ofc the inside of her lip, which was lacerated from the punch. Photos taken and witness statements given. Ofc contacted Natalie's mother, Desire Thompson, who stated she was not home at the time of assault but wishes to pursue charges for the damages Michael caused to her property. While working as Chillicothe Metropolitan Housing Security in Sherman Park, ofc was contacted by 1001 Sherman Park resident Christina Delmendo who reported Steve Liebe is standing in front of 1002 Sherman Park. She stated he is violating a protection order involving her 9yo daughter Zoey Neill. She also stated that Steve is currently barred from Metro Housing, which ofc confirmed (RPT# 13-5318 by Ofc Dubay on 3/31/13). Ofc contacted 1002 Sherman Park resident Aubrey Goldsberry who advised Steve is not at her residence and had just left prior to ofc arrival. She stated he was wearing a yellow shirt with numbers. Ofc was then contacted by Christina who stated Steve was running W/B through Sherman Park wearing a yellow shirt with white numbers. Ofc advised dispatch of the incident and Ofc McGowan of this dept located Steve on S Watt St walking wearing the same yellow shirt as described. Ofc McGowan arrested Steve and transported him to the LEC to be detained for further investigation. Ofc arrived at the LEC and contacted Steve. Ofc asked him what he was doing in Sherman Park and he stated he was visiting a friend. Steve stated he thought he was off of the barred list. Ofc could not locate a proof of service on the CPO. Ofc contacted Magistrate Hannan who advised she could not confirm if Steve had been physically served with Juvenile CPO # 2013CP001. advised this ofc to serve him with a copy of the CPO and to turn him over to his guardian. She

Roberta Richards (Steve's legal guardian/grandmother) arrived at the LEC and stated Steve was supposed to be playing football in Mary Lou Patton Park. She was advised of the incident and custody of Steve was released to her. She signed a promise to be responsible form and ofc advised her she will be contacted by Juvenile court about his court date. Upon arrival Officer spoke with Candice Graves (Seward) who stated her 10 year old son told her some kids where picking on him near the tennis courts so she went to find out why. She advised when she started asking about her son getting picked on two males one white and the other black started cursing her wanting to fight her. She advised she then called the Police. Ms. Graves pointed both men out, Desean Fairrow and Bryan Bobo. They both claimed that is not what happened however Officer barred them both from all City Parks and advised if caught on the property

they could be charged with criminal trespass. Desean and Bryan where also warned for disorderly conduct. They left the park with out further incident.

Ofc continued patrolling the area and eventually located Rebecca in front of the Floyd Simantel Clinic (388 E 2nd St).Ofc contacted Rebecca whom had a strong odor of an intoxicating beverage emitting from her person, had glassy blood-shot eyes, extremely slurred speech, and was very unsteady on her feet. Rebecca claimed she and her boyfriend have been consuming intoxicating beverages on this date at an unknown location near E 2nd St. Rebecca stated as she was walking to McDonald''s restaurant to use the restroom, she claims she was assaulted by a "balled" male that she identified as "Brian." Rebecca stated she was not injured but Ofc did notice a very minor abrasion on her knuckle. Ofc made several attempts to allow Rebecca to explain how the incident occurred, but Rebecca was unable to do so due to her intoxicated state. While in contact with Rebecca, she was alone and had no sober person to care for her. For the safety of Rebecca and of others, she was informed she is now under arrest for Disorderly Conduct - Intoxication. While placing Rebecca in hand restraints, Rebecca stated she was going to call her boyfriend. Rebecca was informed to place the phone back in her pocket and to keep her hands behind her back. Ofc once again attempted to place Rebecca''s hands behind her back, but she continued to resist by attempting to walk away and pulling away from this Ofc. Ofc then forcefully placed Rebecca''s hands behind her back and held her against Cruiser 11 until Ofc was finally successful at placing Rebecca in hand restraints. Officer was advised a white female pushing a baby stroller was possibly stealing some cans beer, she was last seen S/B in the alley behind the donut shop. Upon arriving in the area Officer saw a female in pink dress with a baby stroller in the area of 333 E Main St. Officer contacted the female and identified her as Loretta Hamilton. Loretta said she was going to buy a Miller Light beer, but changed her mind. Officer obtained Loretta''s current information and advised her if this Officer''s investigation determines that she was involved in a theft, Officer will later contact her and issue her a summons. Officer then saw an unattended open can of a Natty D beverage that was mostly full and cold to the touch. Joshua Tripp admitted the beer was his. Officer issued Joshua MM Citation 7478 for the Open Container and advised him of his court date on 8/23/13 at 9 am. Officer then contacted Valero and was advised the Manager Ralph Shaw and witnesses Sabrina Lawson who is an employee at Valero and her husband Ronald Lawson. Ronald and Sabrina arrived and said they saw a skinny white female with a baby stroller placing blue cans into the bottom of her Stroller. They watched her walk to the cashier and place one bottle of Miller Light on the counter and then she said she had to walk outside to get him from her husband. They then saw her running away from the store S/B in the alley. Officer gave Ronald and Sabrina written statement forms. Ralph Shaw arrived and found that the store video did not show the theft. Ralph said with the statements of Sabrina and Ronald he wants her charged with theft and barred from the store. Officer will contact Loretta Hamilton and issue her a summons for the theft and bar her from the store. Officer will also obtain the statements from Ronald and Sabrina. Investigation continues until Officer has both statements and issues Loretta a Summons for theft.

Upon arrival Officer made contact with Loss Prevention Nicholas (Nick) Sullivan and the accused Angela Kuhn and Natalie Brunett. Nick said he saw the females walk into the store. He observed them select some merchandise including the hooded jacket Natalie put on over her clothes. Natalie and Angela then went to the self check out register and bought a few items and then walked passed all other points of sale and failed to pay for the remaining items she left in her cart. Natalie and Angela then exited the store where they were stopped by Nick and cooperated with Nick in returning all the stolen items. The stolen items were 8 items of incense totaling $26.00, 4 Monster Energy Drinks totaling $7.12 and 3 hats, shorts, shirt and a hoodie totaling $73.76. These items were photographed and left in the custody of Walmart for safe keeping. Nick gave a written statement and advised he will have the video ready as soon as possible. Nick requested to have them barred from Walmart Officer contacted Natalie Brunett and Angela Kuhn. Officer read them their Miranda Rights which they said they understood. Angela said they did something very stupid. Officer asked them if they stole from Walmart and they said yes. Officer advised Natalie and Angela that they are now barred from all properties of Walmart and if they returned then they could be arrested or cited for Criminal trespass, Natalie and Angela said they understood. Officer arrested Natalie and Angela for theft and transported them to the Ross County Jail where they will be held in lieu of bond. Natalie and Angela was advised of their court date on 8/14/13 at 9 am.

Officer arrived and was greeted at the door by Rebecca Bowers. Rebecca said her son Rocky Liles was up stairs tearing up the house, kicking walls and leaving holes while drinking. Officer went to the upstairs part of the house and contacted Rocky Liles who was drinking from an open bottle of Cobra. Officer saw that Rocky was very unsteady on his feet, had a thick tongue slurred speech, glassy blood shot eyes and a strong odor of alcohol on or about his person. Officer also saw several empty bottles of Cobra on a table. Officer advised Rocky since no one can control him and due to his actions, he is now under arrest for Disorderly Conduct- Intoxication. Rocky said "I am not going to jail. Officer again told him he is being arrested and Rocky said "Fuck you, I''m not going to jail" and he attempted to run passed this Officer. Officer grabbed Rocky''s left arm and used arm restraints and take downs to gain control of Rocky as Officer advised Rocky to stop resisting or he could be tasered. Rocky began to attempt to spit on this Officer and Officer placed Rocky on the floor and cuffed his left arm, Rocky then gave up his right arm. Officer Derek Wallace arrived and assisted this Officer in standing Rocky up. Rocky again said "I am not going to jail" and Officers gave verbal orders to walk down the steps. Rocky then attempted to wrap his leg around a post at the top of the stairs to keep him him from going to jail and Officer took Rocky to the floor again and explained to Rocky he is going to Jail, Rocky began to act like he was going to spit on Officer Wallace and this Officer so Officers had to move his face to the side to prevent being spit on. Rocky was also advised he is now under arrest for Resisting Arrest. Rocky was escorted to the cruiser and transported to the Ross County Jail. While at the Ross County Jail Rocky was not cooperating with the Jail Staff and Officer had to assist them in taking Rocky to the floor to restrain him and securing Rocky in a restraint chair. Rocky was advised of his court date on 8/14/13 at 9 am.

Ofcs. was advised by Dispatcher Phillips that she had received an anonymous call from a female in regards stolen property at 830 Jefferson Ave., residence of Ronald Rinehart . The female told her that there were TVs that were stolen from a burglary. The female also told her that there had been stolen guns in the house, but believed they had already been gone. This Ofc. ,along with Sgt. Tuttle and Ofc. McGowan went to 830 Jefferson Ave. and made contact with Mr. Rinehart. Ofc. advised him of the complaint and asked him for consent to search the residence. Mr. Rinehart denied Ofcs. entry. Ofcs. continued to speak with him and suggested getting a warrant. He then told this Ofc. that he would take me to a room in the residence that had a Vizio TV, which is listed as a stolen set from 787 E. Water St. He stated that he had nothing to do with the TV, and that a man named Justin Seward brought the TV to his house and sold it to a black man, who he did not know. A written statement was obtained. Mr. Seward took Ofc. to a front bedroom, and there was a black Vizio TV. He gave the TV to this Officer. Ofc. then took the TV to the victim, Ms. Search. She stated that this appeared to be her 32" Vizio TV set and stated she had just got the serial numbers. The serial number was BJLUPDQAJi3801064. The serial number matched the number on the TV set. (Water St. report 13-14389) The residence continued to be secured by Ofc. McGowan and Sgt. Tuttle. Ofc. went and typed up a search warrant for 830 Jefferson Ave, and took it before Judge Street. Judge street found probable cause to issue the search warrant. In the presence of Mr. Rinehart, Ofc. presented him with the warrant. Upon searching the residence, Ofc. located a 46" Samsung TV set in the living room area. Ms. Search did not have the serial numbers for it, but ofc. believes it to be hers. In the living room, Ofc. also found the Chillicothe throw and Chenille bedspread. A search of the same front bedroom where the first TV set was recovered, several firearms were located in the closet. Ofcs. were able to determine the 1 rifle, 2 shotguns, a cross bow and a pellet gun were property from 900 Akron St., also a burglary. Sgt. Tuttle, while searching a middle bedroom, located a bindle of what appears to be heroin in the bed along with a cell phone. (Akron St. report 130 14379.) This Ofc. was searching the basement and found a baggie of what appeared to be heroin in a hallway outside of a bedroom. A search of the detached garage, Ofc. found a Polan chain saw, also listed as stolen. All items in this matter were photographed and seized. Contact was made with both victims, Mr. Detty and Ms. Search. They advised they would further identify evidence as soon as possible. Mr. Rinehart stated that he has nothing to do with the stolen property, and that many people come to and from the house. Ofc. contacted prosecuting attorney Matt Schmitt and gave him the details of the situation. He advised that since Mr. Rinehart was not under disability from owning or possessing firearms, that the case should be presented for indictment at a later date. Mr. Rinehart was then released and provided a copy of the search warrant and inventory. There were at least three bedrooms in the house each room appeared to be currently lived in by someone. Each room had letters, property or medication bottles in them. Mr. Rinehart would not provide which room was his, but did advise that several people had been living there off and on.
