Thiruvanantapuram City Development Plan

City Development Plan Thiruvanantapuram, 2006 Submitted to the MoUD, GoI under JnNURM Final Appraisal Report 10th January 2007
1. The Thiruvanantapuram City Development Plan, submitted by the Thiruvanantapuram Municipal Corporation (TMC), under JNNURM in October 2006, was appraised by ASCI, Hyderabad and the Report communicated to the Ministry of Urban Development, GoI and the TMC on 24th October 2006. A Team of officials from the TMC viz., Ms. Sudha, Senior Town Planner and Convenor of JNNURM, Ms. Girija, Representative of Kudumbasree, Ms. Lalithambika, Project Engineer and Ms. Elizabeth Phillips, Retd. Chief Planner visited ASCI, on 7th December 2006 for an interactive meeting and had detailed discussions on the Appraisal Report. During the discussions it was agreed that the TMC would revise the CDP based on the suggestions incorporated in the Appraisal Report and the subsequent discussions and submit the revised CDP within fifteen days. Subsequently, a revised CDP was submitted to ASCI on 6th January 2007. The ASCI Team appraised the revised CDP on the basis of Main Appraisal Report. This Appraisal Report on the Revised CDP supplements the Appraisal Report of 24th October 2006. 2. During the interactive meeting, the Team of officials clarified the inconsistencies in data, absence of details on important aspects relating to governance, poverty, finance, etc. They clarified on the questions raised in the Report relating to governance, municipal infrastructure, basic services for the poor and municipal finances, etc. 3. The revised CDP incorporates the suggestions made in the Appraisal Report as well as those agreed during the discussions with the Team from the TMC. Modifications have been carried out in the structure of the CDP as per the Appraisal Report. They include: The population data of urban agglomeration over a period of three decades added along with the migration details; The variance of poverty and slum population figures clarified; Analysis of the citys economic base, literacy, occupational pattern, spatial growth and land use pattern, characteristics of urban land market, the implementation and impact of master plan, etc., have been explained; A SWOT analysis for Thiruvanantapuram included; The City Vision was revisited and simplified;

An integrated Chapter 14 on Governance and reforms included by integrating the three chapters in the earlier report. Details of coverage of water supply, connection details, metering, tariff structure, O&M cost recovery etc., have been incorporated; Details of sewerage connections, their O&M, cost recovery, communitys willingness to pay, sewage master plan etc. have been incorporated; The proposal for 100% door-to-door collection in 4 years has been clarified; The institutional mechanism and challenges to address various issues of urban renewal discussed; Municipal finances chapter has been strengthened and a trend analysis of revenue receipts and expenditure incorporated; and Inconsistencies in the figures and typographical errors have been rectified to a large extent. 4. Aspects not covered in the revised CDP

In the revised CDP also, however, a few aspects suggested and clarifications sought have not been incorporated though they were clarified and included in the Note prepared by the TMC for the interactive meeting. They Include: Details of housing stock along with gap analysis Aspects such as functional devolution as per 74th CAA, functional overlaps between various institutions and the financial linkages between them. These and other similar suggestions were not incorporated either due to absence of authentic data or other reasons. They should, however, be incorporated in the subsequent revisions of the CDP. The Team of Officials have agreed to this suggestion during the discussons. Recommendation 5. The Thiruvanantapuram Municipal Corporation incorporated all the suggestions and addressed all the gaps identified in the Appraisal Report. We recommend, therefore, for the approval of the revised CDP of Thiruvanantapuram Corporation.
