Welcome
I am happy to present you the new edition of the Azerbaijan Export
Catalogue (AEC) of 2013. The catalogue serves the goal of promoting
Azerboi|ons export potentiol in the world. This edition is the hfth one,
which is a good indicator of the ongoing demands for AEC. The Cata-
logue has now already turned into a national brand introduced and
developed further constantly by Azerbaijan Marketing Society (AMS).
AMS being an organization serving the mission of introducing, develop-
ing and providing up-to-date marketing strategies, concepts and tools
in Azerbaijan by research, education and promotion activities has al-
ways been supportive of various social initiatives that would support this
mission. AEC is just one of the interesting and successful projects either
initiated or supported by AMS.
Azerboi|ons diversifying non-oil sector brings obout diversihcotion of exports. Mot only troditionol indus-
tries but also new ones, including services, contribute increasingly to the overall economic development of
the country. Launching the national satellite on orbit and joining the ranks of the space powers is another
indicator of Azerbaijans successful development.
Azerbaijani companies have also keep improving product quality standards, producing products and ser-
vices capable of competing on the regional and even international level. In this regard, they urgently need
international marketing support as a part of competitiveness building. And here comes the AEC with its
contribution to the successful realization of this task. We indeed are excited about being able to provide
the necessary marketing support in order to promote local companies exports.
AEC is based on the detailed study of countrys export potential and selection of companies to represent
truly and worthy Azerbaijani business sector. Thus this Catalogue serves as a useful source of information
for foreign companies interested in establishing successful business relations with Azerbaijani counter-
parts. AEC provides the information on various companies operating in Azerbaijan that have potential and
commitment to export their products and services.
This time as always AECs is also presented in both printed and electronic versions. For the second year in
a row the Catalogue is developed not only in English, but also Arabic, German, Russian, and Spanish pro-
viding for linguistic expansion of the AEC content and widening geographic coverage. This edition can also
be noted for the more expanded section on the countrys economy as in previous versions. This innovation
together with the new design is another indicator of our aspirations for improvement.

Gross Domestic Product (GDP)
The capacity of GDP was 54 billion manats,
or 68.3 billion dollars in 2012. The real
growth rate of GDP was 2.2% in 2012. The
capacity of GDP per capita in 2012 was
5884.5 manats or 7490.5 dollars.
Non-oil GDP was 26.2 billion manats in
2012 and in the last 10 years it increased
for more than 4 times. Share of non-oil sec-
tor (28.5 billion manats) in GDP was equal
to 52.7% in 2012.

manats in 2012.
The average growth rate of Gross Domestic
Product was 13.5% in real terms in 2003-
2012.
Currently, Gross Domestic Product of Azer-
baijan contains more than 70 % of GDP in
the South Caucasus countries.

exceeded 46 billion U.S. dollars in 2012, it
is close to 70 % of GDP. According to this
index, Azerbaijan is one of the worlds top
15 countries.
The assets of the State Oil Fund was 34 bil-
lion 129 million U.S. dollars in 2012, for-
eign exchange reserves of the Central Bank
contained 11 billion 694 million U.S. dol-
lars in 2012.
Investment
In 2003-2012 about 130 billion U.S. dol-
lars was invested in the countrys econo-
my. The volume of investment per capita in
2012 was U.S. $ 2393.
The capacity of investments directed to ba-
sic capital was 15.3 billion manats, in the
non-oil sector it was 11.7 billion manats
(or 76,5 %) as well. The volume of invest-
ments increased by 18% compared with the
previous year. 12 billion manats or 78.8%
of the investments were internal, 21.2% or
3.2 billion manats of the investments were
foreign.
44.6 % of the investments directed to main
capital fall on the share of enterprises and
organizations, 43.8 % on the budget funds,
4.9% on the bank loans.
The volume of investments in the country
on the account of foreign sources increased
by 23.4% in 2012. 2933 million manats
(0%} of foreign investments in hxed copitol
in 2012 belonged to Great Britain, U.S.A,
Japan, Norway, Turkey, Czech Republic
and France. Azerbaijan is among the lead-
ing countries in CIS and Eastern Europe in
terms of investment in the economy.
As well as bringing investment, Azerbaijan,
at the same time, has become an exporter
country.
Finance and banking
In 2003-2012 main direction of monetary
policy oimed ot keeping the inhotion on the
single-digit level, protect the stability of ex-
change rate of manat, continuing constant
development of bonking-hnonciol sector,
realization of targets like the demand for
money of the economy.
In 2012, the volume of broad money sup-
ply (M3) was 16775.3 million.
In 2003, the volume of bank assets was
993.7 million manats, in 2012 it was equal
to 17.6 billion manats!
The volume of deposits and charges in
2012 reached 15.8 billion manats!
The volume of credit on economy by cred-
iting institutions was 4.3 billion manats in
2003, 12.7 billion manats in 2012!
The volume of the securities market was
4 billion 361.5 million U.S. dollars, 44.6%
of which consisted shares, 41.5% Central
Bank notes, 13.2% of corporate bonds.
Budget
Revenues of the consolidated budget was
2 billion monots in 2003, while, this hg-
ure amounted to 22.1 billion manats. This
means that, consolidated budget revenues
increased up to 11 times in the last ten
years.
The volume of state budget revenues in
2003 was 1 billion 220 million manats,
while, in 2012 this hgure wos equol to 17
billion 282 million manats, or 22 billion
U.S. dollars. It means that, within 10 years
state budget revenues increased by 14.1
times.
A signihcont increose in the volume of
state budget turned Azerbaijan to a leader
in comparison with three South Caucasus
countries according to this indicator.
At present, the volume of the state budget
revenues of Azerbaijan is close to 80% of
the total budget of the region. Budget ex-
penditure per capita in 2012 reached 1852
manats.
Taxation

dynamic development of entrepreneurship,
transition of taxation of legal entities from
progressive system of taxation to propor-
tional system, and gradual reduction of tax
level from 35% to 20 % on this kind of tax,
reducing VAT rate from 28% to 18%, maxi-
mum rate of taxes caught from income of
individuals reduced from 55% to 25%.
Customs tariffs
The legislation of Azerbaijan applies sever-
al customs regime to commodity imported
in Azerbaijan. Here are some of the impor-
tant ones for foreign investors:
Transit, customs storage, customs ware-
houses, temporary importation, customs
entry and exit zones.
Tax is caught from the imported commodi-
ties to Azerbaijan (ad valorem duty - 0-15%
- appropriate to unit and measurement
duty).
Excise tax is applied to some kind of goods
(tobacco and alcohol products). Azerbai-
jan has accepted intentional VAT principle
(currently 18%) that is caught from customs
value of any goods (depending on the ap-
plied customs regime, import duty and ex-
cise tax). VAT is not applied to some of the
categories and types of goods or is applied
at the rate of 0%. Export is (except metal
export) free from state duties.
Foreign trade turnover
The volume of foreign trade turnover was
5.2 billion U.S. dollars in 2003, and reached
to 33.6 billion U.S. dollars in 2012, 23 907
million dollars or 71 % of which fall on the
share of export.
Nearly 82% of international trade fells to
the share of the countries such as Italy, Rus-
sian Federation, U.S.A, Turkey, France, In-
dia, Indonesia, FRG, Israel, Greece, Great
Britain, China, Georgia, Taiwan, Ukraine,
Bulgaria and the Czech Republic. 23.2% of
the products are exported to Italy, 7.9% to
India , 7.4% to France 7.4%, to Indonesia,
7% to Israel, and 7.7% were exported to
the United States.
Mineral products, animal or vegetable fats
and oils, prepared foods, soft and alcohol
drinks, vinegar, tobacco, less valued metals
and other product are among the structure
of exported products.
Foreign trade turnover to GDP ratio was
about 49%, which shows that, our country
is open to trade.
Social
n order to ensure the fulhllment of Mil-
lennium Development Goals accepted by
the UN taking into consideration countrys
features, to continue achievements got in
direction of improvement of peoples wel-
fare, reducing level of poverty, State Pro-
gram on Poverty Reduction and Sustainable
Development in the Republic of Azerbaijan
(5FFk5D} hove been successfully imple-
mented.
Level of poverty decreased from 44.7% in
2003 to 6% in 2012.
The unemployment rate decreased to 5.2%,
in 2004 and 2012, 1 million 200 thousand
new jobs were created across the country.
The average monthly wage reached from
77.4 manats 2003, to 396 manats in 2012,
in the non-oil sector to 367.9 manats, 332
manats in the state sector, 496.3 manats
in private sector (500 U.S. $). The average
pension is about $ 200. Precedent value
is at the level of the developed countries.
Pension is 40 percent of salary.
Entrepreneurship
More than 1 billion manats were loaned by
means of National Entrepreneurship Sup-
port Fund till 2012. The share of private
sector in GDP reached 83%.
Since 2007 the Ministry of Taxes of the Re-
public of Azerboi|on wos dehned os o unit
state registration body of subjects of entre-
preneuriol octivity by the order About pro-
viding the organization of entrepreneurial
octivity of sub|ects on one-window prin-

Regional development
117 thousand new jobs were formed, 93
thousand of which were permanent, and
5.4 thousand new enterprises began oper-
ating. 85.9 percent of registered legal enti-
ties fall into the share of enterprises with
private property in 2012.
During the period from the time The 5tote
Program of socio-economic development
of the regions of Azerbaijan Republic in
2009-2013 accepted 360 thousand place
of work were opened, 20.2 thousand new
enterprises were created. More than 70 %
of the created place of works falls on the
share of the regions.
The industrial sector
9.7% growth was observed in the volume
of production of GDP in the non-oil sec-
tor of the economy, and 11.7% growth of
added value was observed in non-oil sec-
tors of the industry. The volume of produc-
tion in the private sector contained 81% of
industrial product.
5.4% increase was observed in the sector of
processing on the account of manufacture
of food production in 2012, as well as the
volume of goods produced by building ma-
terials industry enterprises increased 16.9
% compared with previous year.
As a result of wide-range economic reforms,
favorable investment and institutional cli-
mate was formed for the development of
industry in the country, productive potential
of the enterprises was expanded, and their
infrastructure warranty was improved.
Agrarian sector
According the realization of enactments in-
tended in the State Program about the so-
cial-economic development of the regions
and the Order of the 23rd of January 2007
by the Fresident of Azerboi|on About the
State support to the agricultural produc-
ers:
50.0 percent of the fuel, motor oil ond
mineral fertilizers used by the agricultural
producers for producing the yield are paid
by the state;
Aiming to roise wheot producers mote-
rial interests and to stimulate wheat pro-
ducers 40 manats are paid for each hector
from the state budget means;

are parted for the sale of the each kilogram
of the reproduction seed material that in-
huence the productivity;

budget and other sources 370.6 million

Agrolizing O5C.
It can be mentioned that, from the point
of view of the strengthening the provision-
al security on the national level, Azerbai-
jan provides itself with potato, vegetables,
watermelon crops, fruits and berries, milk,
beef and sheep meat, sugar, juice, and also
other foodstuffs completely.
Transportation sector
The rapid development of the state econo-
my hod o positive inhuence on the work of
the transportation complex. During the last
years corresponding measures were taken
to develop and to organize rationally the
work of all kinds of the transportation in-

frastructure.
Recently, the realization of several transna-
tional projects in the transportation sector
of the country, start of the work of Baku-
Tbilisi-Ceyhan oil export pipeline and Baku-
Tbilisi-Erzurum Southern Caucasian pipe
line, the optimal work, the direction of the
big amount of investment to the transpor-
tation infrastructure, the refreshment of the
moving stuff of transportation, the build-
ing and reconstruction of new roads and
bridges, start of the formation of the Kars
Akhalkalaki railway according Baku-Tbi-
lisi-Kars-Akhalkalaki route and other suc-
cessful works have been carried out. The
development of the transportation sector
hod on importont inhuence on the growth
of the authority of Azerbaijan in the region
and among other world countries, and on
the integration of the state economy to the
world economy.
International Reports
According the Globol Competitiveness
2012-2013 Report made by the World
Economic Forum, Azerbaijan got the 46th
place among 144 countries in the world,
and the 1st place among the CIS countries
for its economic competitiveness. Accord-
ing the macroeconomic stability factors
Azerboi|on toke its ploce omong the hrst 20
countries of the world. According the posi-
tive percent correlation of budget balance
to GDP it is on the 5th, and according the
lower percent correlation of state debt to
GDP it is on the 12th place in the world.
According the other report by the World
Economic Forum Trovel ond tourism
2013, Azerbaijan (in comparison with the
previous report) improved its position for 5
levels and came to the 78th from the 83rd.
Azerbaijan World Bank (WB) and Interna-
tional Financial Corporation (IFC) got 67th
ploce omong 184 countries occording Do-
ing 8usiness 2013. The mproving the
conditions for ownership common report
in the rating about comfortable conditions
for ownership activities.
In the report by Azerbaijan World Bank and
nternotionol Finonciol Corporotion Foying
Taxes 2013 in two years it advanced 27
steps and came to the 76th position from
103rd. The most important superiorities if
in the previous 5 years the tax charge was
given as 40 % unchangeably, in the report
of last two years its 0.9 percent reduction
and also the reduction of time expenditure
for tax paying from 306 to 214 hours was
mentioned. As a result of the reduction of
tax charge Azerbaijan rose from the 94th
place to the 40th, and according the tax
paying from the 63rd position to the 18th.
At the same time, we must mention that,
Azerbaijan at the last report got its posi-
tion omong hrst 10 countries thot hod more
success during the years 2004-2011.
Moodys ogency in April 2012 rose the
roting for Azerboi|on from 8o1 to 8oo3
in long time local and foreign currency/ on
10th of May 2012 the International Rating
Agency Fitch one more time ofhrmed the
roting of Azerboi|on kepublic on the 888
investment level in long time local and

According the credit rating position given
by the International Credit agencies Azer-
baijan is one of the leaders among ISU
countries.
Information-Communication
Technologies (ICT)
The dehnition of CT os one of 3 moin pri-
orities of the state, also, the change of the
income from the oil sector to the human
copitol olso coused the signihcont increose
of the additional value formed in this sec-
tor.
The capacity of additional value in the ICT
sector rose from 163.7 million manats in
2003, to 1.4 milliard manats in 2012.
In 2012 Azerbaijan was the 9th country in
Europe and 37th country in the world that

applied 4th generation mobile communi-
cations technologies.
n 2012 the production of the hrst telecom-
municotion sotellite of Azerboi|on wos hn-
ished and in February in was sent to orbit.
In the report of Davos World Economic Fo-
rum Globol Technologies 2013Azerboi-
jan, as in the previous years, kept its leader
position among the ISU countries and this
time got the 56th place among 144 coun-
tries of the world for the Metworked keod-
iness Index.
In the report made by the International Tel-
ecommunicotion Union (TU} Meosuring
the Information Society -2012 according
the evoluotion on the CT Development
Index our country got 68th place among
155 countries.
Azerboi|on lounched its hrst communico-
tions satellite in February 2013. The Azer-
space/Africasat-1a will provide commu-
nications services to Azerbaijan, Central
Asia, Europe and Africa.
Cooperation with International
Organizations
Azerbaijan is the member of many inter-
national organizations and also cooperates
with them. Among them besides Interna-
tional Currency Fond (ICF), World Bank
(WB), European Bank for Reconstruction
and Development, (EBRD), Asian Devel-
opment Bank (ADB), Islamic Development
Bank, (IsDB), German Development Bank
(KFW), Japan International Cooperation
Agency (JICA) are Independent States Uni-
ty (ISU), Islamic Cooperation organization
(IsCO), Turkish Speaking Countries Coop-
eration Council (TSCCC), Black Sea Eco-
nomic Cooperation Organization (BSECO),

Development (ODED). Our country also co-
operates with agencies and organizations
of United Nations Organization (UNO).
The oppeol thot rehected the intention of
Azerbaijan Republic to be the member of
WTO 23rd of June, 1997 was presented
to the Secretary of WTO. One of the main
tasks that stimulate the participation of
Azerbaijan in WTO which are multilateral
negotiations is continued.
Starting from 2004 the meetings of Work-
ing Group are held regularly.
At the end of the 5th meeting was made
resolution obout the preporotion of the hrst
summarizing document about Azerbaijan -
Facts Review. The document was presented
to Azerbaijani side after the preparation by
Secretary of the WTO.
At the last 10th meeting the representa-
tives of the participating countries (China,
European Unity, USA, Pakistan, Switzer-
land, Turkey, etc.) supported the attempts
of the Azerbaijani side to participate the
organization.
The representatives of the participating
countries have already discussed the tasks
related with the trading policy and neces-
sary obligations needed from the Azerbai-
jani side: cancellation of export interdicts,
adaptation of excises, the adaptation of the
expenses for the service, not to apply ex-
port subsidies in agriculture, adaptation of
the sanitary and hospital attendant meas-
ures and technical regulating works with
the international standards, acceptation of
corresponding legislation etc.
Azerbaijan Republic held bilateral nego-
tiations with 12 countries in the process of
participation in WTO (USA, European Unity,
Canada, Japan, Norway, Brazil, Southern
Korea, Ecuador, Taiwan province of China,
Sri Lanka, India and Switzerland).during
the negotiations the way to integration to
Azerbaijani goods and service market are
discussed, the needed measures are taken
to protect the spheres that have special im-
portance.
As it was mentioned upper custom taxes
for export in Azerbaijan are 0-15%, aver-
age percent is correlated 7-8%. Besides,
our country has undertaken the engage-
ment from ICF to adapt average percent
degrees in 5-6% diapasons.

As a result of the realization of the measures
intended in the conception till the end of
the period the size of GDP for each person
in the country will rise twice and be 13000

more than 7%. Till 2020 in is planned to
get the highest levels among the countries
with ropid mon development occording
the clossihcotion of Mon Development by
UNO Development Program. Conception
which is directed to dehne the strotegic tor-
gets of the country for the following years
plans to make the country the trade center
of the region, taking into the consideration
the favorable geographical position and
wide potential, to rise the export size for
each person up to 1000 USA dollars in the
non-oil sector. To reach these aims till 2020
the productive country regulation that pro-
vides healthy competition in the conditions
of trode economy, efhcient usoge of the
energy and transformation to the economy
directed to the export that forms high ad-
ditional value and complex approach to the
development of social-economic spheres
will be the main principles.
Also, the cooperation of the state and per-
sonal sectors will de developed for the
purpose of applying of stimulating mecha-
nisms with the purpose of investing the at-
tention of local and foreign investments to
the non-oil sector of the country, develop-
ing non-oil sector for export.
The opplicotion of CT, the better fulhllment
of informational goods and service needs o
f society, the strengthening of ICT potential
that is for export and able to compete are
the main duties put in the Concepcion.
The model of economy for export is the
main aspect of the Development Concep-
tion Azerboi|on 2020. view to Future. 5o,
the strengthening and improving of the
structure of ability of the economy to com-
pete will cause the development of non-oil
sector.
The widening of export potential will be
guaranteed by the development of econo-
my in the principal of clusters.
Conclusion:
So, Azerbaijan has maintained its economic development in 2012 as in the previous
yeors, signihcontly increosed foreign exchonge reserves thot chorocterizes the richness
of the country, achieved serious success in solution of problems in social context (re-
duction of poverty, increase of employment), macroeconomic balance was maintained.
