to present Attorney, Counterterrorism Section
Perform legal analysis of treaties, statutes, case law, and regulations in counterterrorism and
related areas; research and write legal memoranda and court pleadings; draft and comment on
legislation; provide policy input on counterrorism issues. Have worked extensively on issues
relating to weapons of mass destruction, including the negotiation and implementation of
multilateral conventions, the expansion of regulatory and criminal jurisdiction over dangerous
biological agents, and the formulation of appropriate sentencing guidelines. Serve as Department
of Justice representative in American delegation negotiating a strengthening of international
convention protecting nuclear materials from criminal acts. Play key role in formulating strategy
and pleadings in ongoing civil and criminal litigation relating to the designation by the Secretary
of State-of foreign terrorist organizations under the 1996 Anti-Terrorism Act. Have also worked
on matters relating to the President's power to block assistance to terrorist entities under the
International Emergency Economic Powers Act, including prosecution of John Walker Lindh.
Prepared congressional testimony and other materials in support of legislation on terrorist bombing
and terrorist financing. Have developed considerable expertise on immigration issues relating to
alien terrorists and human rights abusers.
