BHOPAL: It is highly likely that IS Dani, IAS officer of 1980 batch and additional chief secretary, home, will be the next chief secretary (CS) of the state. According to sources, Dani might be appointed as officer on special duty (OSD) in August and subsequently, will be appointed the chief secretary from September. Current chief secretary R Parashuram is retiring on September 30 and the state government is mulling over appointing new incumbent on his post before his retirement. Dani is said to be close to Rashtriya Swayamsevak Sangh (RSS) and chief minister is also quite impressed with his working. In the present scenario, Antoni DSa is not leading the race for the post of CS although he is considered to be favourite of Parashuram. Danis lowprofile working is going in his favour. If Dani is made CS then he would supersede Devendra Singhai and Swadeep Singh, who are of 1978 and 1979 batches, respectively . Chief Secretary Parasuram directed to hold dignified Independence Day functions at State Capital Bhopal divisional, district and village levels. All freedom fighters, families of martyrs of Kargil war and MISA detainees of the State will be invited to State and district-level functions. The Chief Secretary sought information about role of Bhopal divisional commissioner and various departments in organising programmes at Bhopal. He directed to ensure attractive decoration and illumination of Government buildings on this auspicious day. He directed senior officers to be present at the function. Chouhans remarks before the launch of his road-show could not have helped the partys efforts to dispel the perception of an undercurrent of tension between the two saffron satraps. CBI ready to drop disproportionate cases


against Mulayam: Is there any underhand deal?
After vehemently opposing the proposed Food Security Bill, and threatening to vote against it in Parliament, the Samajwadi Party leader, Mulayam Singh Yadav, has softened his stand. There are now reports that he may, in fact, vote for the Bill. So what has changed? Yadav had argued that the distribution of wheat, rice and coarse grains to more than two-thirds of the population at throwaway prices would distort the food market and hurt the interests of the farming community . Monthly provision of 25 kilograms of wheat at Rs. 3, rice at Rs. 2, and coarse grains at Re 1, would distort both supply and prices of these in the open market. There was merit in his contention. But overnight, he has dropped his opposition and is now ready to support the proposed legislation in the monsoon session beginning next month. Clearly , there has been an underhand deal between Yadav and the government. That the CBI is now ready to drop the disproportionate assets (DA) cases against him and his son and UP Chief Minister Akhilesh Yadav would suggest a clear trade-off. The DA case has been dangling over Yadavs head like a Damocles sword for several years. Whenever Yadav threatens to step out of line, the ruling party brandishes that sword to make him fall in line. But the amazing part is that the CBI is so blatantly working as a tool of the ruling party despite the recent admonition by the Supreme Court. A multi-member bench hearing the coal scam case had dubbed it as `a caged parrot doing the bidding of its political masters. The court had most sternly asked it to act independently and instructed the government to frame a legal mechanism to grant it working autonomy . Yet, the CBI did not desist from taking the most ridiculous position of absolving the former railway minister, Pawan Kumar Bansal, in the cash-forposts scam and, instead, citing him as a witness against his own nephew. The CBI sought to ignore the tell-tale evidence of Bansals active role in perpetrating the scam. Likewise, the belated realisation that no case of DA could be made against Yadav and his close family members does not convince anyone. If at all it proves anything, it is that the CBI is determined to serve as an extension of the ruling party, harassing its

critics and rivals and bailing out its supporters and members. It is a frustrating situation when even the intervention of the Apex Court cannot imbue a wee bit of impartiality and fairness in the working of the countrys premier investigating agency . Small wonder then more and more citizens feel alienated from the system of governance. Growing disenchantment with the system cannot be good for the future of our democracy . here are people who would throw any and every stone at Narendra Modi. It is their prerogative. A mix of prejudice, opportunism and inferiority complex accounts for the hatred of the Gujarat Chief Minister. The Gujarat riots were not the first in the country. Nor even the worst and the biggest. For those, it is hard to beat the record of various Congress governments at the Centre and in the states. But finding itself on the back foot due to his rising popularity graph, which, no doubt, has been boosted by the corruption and non-performance of the UPA government, the Congress leadership has taken its hate-Modi campaign to absurd lengths. The reported letter to the US President Barack Obama by 60-odd MPs, asking him not to lift the ban on issuing Modi a visa shows the members in very poor light. It reveals a very poor understanding of the Indian Constitution and of the limits to which they can go to settle political scores. Whether or not the US grants Modi a visa is for it to decide. Though it must be stated that its decision to deny him a visa was unfair and graceless. The then US ambassador to India had gratuitously taken the unusual step only to curry favour with the Congress-led UPA government. This was not in keeping with the US own record. Besides, who was to judge whose human rights record was better or worse. The US itself stands accused of flagrant human rights violations in the pursuit of its war against terror. Anyway, Modi had done very well without the US visa. And in good time when the need arises, there is little doubt that the US too would be more than willing to make amends, just as the European Union and the UK had in recent years.

he government and the Planning Commission is flaunting the data of poverty reduction as proof of the success of its economic and inclusive growth policies One does not know the good that has been done to the poor of India by the pretentious wise folk sitting in the Yojana Bhawan offices of the Planning Commission, but there is no doubt that occasionally, these people come up with data that simply mocks at their poverty. Poverty, as every poor man knows, is not eradicated by the welfare schemes of the government. The only way out of poverty is hard work for the ordinary folk, and if you want to ask details about the rags to riches-route, then the man heading the biggest industrial conglomerate in India Mukhesh Dhirbubhai Ambani is the right man. His father Dhirbubhai rose from being a petrol pump attendant to setting-up the biggest industrial empire in his lifetime. His critics may slam him for using the government policy to his advantage or even manipulating it, but then let us admit, he was never a beneficiary of any welfare scheme. So, it is plain bad manners for the government and the Planning Commission to flaunt the data of poverty reduction as proof of the success of its economic policies. Indeed, in a country like India where even the people above the governmentdefined poverty line have to struggle to make both ends meet, it is ridiculous

that someone flashes such data with a sense of achievement. Does Manmohan Singh really believe that people with a per capita expenditure of Rs 1000 a month in a city are above the poverty line? On top of it, the political discourse is trapped in stupid claims and counterclaims. If the Congress asserts that you can have a meal for Rs 12 in the streets of Mumbai and Rs 5 near Delhis famous mosque Jama Masjid, the BJP counters with the observation that you can have free meals at a Gurudwara or a temple. But the point is: Are we supposed to buy this argument as proof of liberation from poverty and the success of the governments policies of inclusive growth? The learned economist prime minister is so fond of American ideas, that one is tempted to convert this yardstick into dollar terms, and present him with a query. How much will Rs 1,000 be worth in dollars, sir? What would be the poverty line as defined dollars? Even if we assume the exchange rate of Rs 60 for a dollar and take a dollar day as the poverty line the per capita expenditure would have to be Rs 1,800 per month. In fact, the poverty debate has exposed the poverty of ideas among our politicians and the masters of the economy. Blaming the global economic environment is just one part of the story, the other major problem being the essential failure of the government to inspire faith among the domestic investors.

In the latest gaffe, the Congress General Secretary praised fellow party Secretary Meenakshi Natrajan at a rally in Madhya Pradesh by calling her a 100 percent tunch maal . Translated from Bhojpuri, the remark roughly means 100 percent sexy woman. Headlines Today reported, the Congress leader chose to praise Natarajan by first pointing out that she was hard-working, a social worker, Gandhian, honest and ended by calling her 100 percent tunch maal. Singh also said that he knew this because main purana johari hoon (am an experienced jeweller) to cheers from his audience. Natarajan chose not to react to the remark and refused to comment on it. The remark has sparked controversy given how inappropriate, sexist, and deeply offensive it is. Singhs remark highlights the sexist attitude that is prevalent among Indian male politicians where even praise for their female counterparts seems impossible without objectifying them as Singh has done. By referring to a hard-working party member as a maal, Singh has highlighted that women in Indian politics shall forever be seen in stereotypical roles: either a maal, a maa (mother) or a behen (sister). Singh also recently courted controversy by sticking to his comments that the Batla House encounter was fake, despite a court verdict convicting one person for the murder of a Delhi police official.

I have nine temples at my residence at Raghogarh in Guna District MP. Pooja is performed every day according to the traditions as prescribed by my religion. This has been going on for more than 14 generations in all the above temples. In four of them a permanent "Jyoti" is lit 24 into 7 throughout the year I am the Chairman of a Trust which is running a Ved Pathshala at Hanuman Temple at Awan near Raghogarh . There are over 80 students who are being tought Yajurved and other Vedic Rights all free of cost. My mother was deeply religious and inculcated religious values in all of us 5 siblings . She taught us to respect all religions and love and compassion for all human beings. She kept a fast on Ekadashi all her life. We have imbibed these values from her . I keep fast on all Ekadashis. All night Kirtans are held on every Ekadashi at my residence at Raghogarh a practice my Mother started. On every "Dol Gyaras" I walk barefoot for 3 Kms with the "Vimans" Have been visiting Pandharpur to pray at Vitho Ba's feet on every Asadi Ekadashi since last 21 years. Yet Sangh and BJP and their brigade call me anti Hindu! A good Hindu would always respect all other religion unlike the Sangh Brigade. My Guru Shankaracharya ji of Dwarka has been unable to explain the meaning of Hindutva which I believe was first used by Veer Savarkar a staunch Arya Samaji who was vehemently against Sanatan Dharm. The intolerance of the Arya Samaj towards Sanatan Dharm is well known . The Arya Samaj does not even allow the use of its premises for religious rites as per Sanatan Dharm. BJP's Hindutatva has nothing to do with Religion but a ploy to dupe unsuspecting Hindus. As a good practising Hindu it is my duty to stand up to all the falsehood the Sanghis and their paid professionals are spreading against Muslims Christians and other Minority Groups. Would all those who believe I am Anti Hindu please take note of this ? Or do they know a more devout Hindu in BJP and RSS? If they do I would like to meet him. ith social media turning out to be the new holy grail for politicians and Twitter trolling coming only second in the line of priorities after rally addresses, the BJP and the Congress have upped their ante in the virtual space. The Congress, however, has a problem. Its biggest adversary Narendra Modi has literally entrenched himself on Twitter fanning extreme emotions in his followers, and some of his detractors. And just like how the party is struggling to pitch someone against the Gujarat CM in real life, theyre literally out of options in the social media. Rahul Gandhi, given his wobbly social media and PR back-up, has deliberately stayed away from platforms like Twitter, Facebook or blogging. While reformed Tweeters like Shashi Tharoor bring a semblance of sanity to the virtual space, a Manish Tewari or Digvijaya Singh adds precious little to the partys virtual image. Twitter regulars would know that Modi and the BJP have more numbers of official online ranters and defenders on their side than the Congress handful. Rahul Gandhis Khidkee, therefore, can be seen as an attempt to counter the Oppositions online surge, that too away from Twitter or Facebook. Manish Tewari, while bringing the curtains down on the Congress conclave, told his party men: You should not get unnerved by the strong language of the Opposition. You should remain polite but not soft. We are guessing he flaunted his recent exchange with Sushma Swaraj as an example. While not much is known about Khidkee and how it would help bolster Congress online dialogue with its target voters, we decided to walk through the site and figure out how it intends to work. Considering the site was launched just yesterday, its not right to jump to conclusions about how effective it is as yet. However, from the looks of it, Khidkee seems more like a social networking platform for Congress supporters and workers. A bit of a sandwich of Facebook and Twitter, the site allows you to follow other users, be followed and invite friends to join. It has a Members tab which gives you a list of all the members who have enrolled with the site and the email addresses that they used to sign in. The Profile page of the user lets you upload a picture, put down your contact address, location etc. There are three other tabs on the page, namely Posts, Groups, and Members. Clicking on the Posts tab leads you to a Facebook homepage-like feed which provides updates other members have put up. You can post your own picture, tag other users and post and update too. However, the posts feed can be customised by an user. The Groups page reveals a bunch of groups that you can be apart of, much like it works on Facebook only instead of Red Velvet cake lovers, youll get groups called Rahuls sycophants! In fact, you can choose from Digvijaya Singhs fans (true story , they exist), or Sonias followers etc. Actually , the Groups page could be a veritable feast for Opposition trolls. Say for example, the group called Digvijay Singhji. The group description reads: Digvijay Singhji is the tallest leader in congress par-

ty (of course after Soniaji an Rahulji). Digvijay Singhji is one of those few fearless leader left in Indian politics who does not fear to call spade a spoon when the spoon and spade seem to be the (sic) Evidently, all the 297 members of the group see nothing grammatically or intellectually disturbing about the unfinished spade-spoon analogy . How that is supposed to grease Congress connect with target voters is an answer that needs great imagination, unless of course the partys alternative to BJPs crazyHindus votebank is the brotherhood of English grammar murderers. Actually , this might be true. The other popular group is dedicated to AK Anthony , allegedly , the roll model leader. Evidently, there seems to be no official moderator from the Congress managing the site. Or if there are any, they arent paying much attention to the contents of the group. Otherwise, Rahuls sycophants would have been immediately banned by the party for placing unrealistic expectations on the Congress scion. The description reads: We are unabashed sycophants of Shri Rahul Gandhiji who is god sent to become the next prime minister of India. interesting anecdote. At the time the report was being filed, Rahuls sycophants had 232 members while Digvijay Singhji had 297. Of the several other groups happen to be one dedicated to the AIIMS, one of NGOs working for the grassroots while most others have been started of Youth Congress factions in various states. At present, however, Khidkee doesnt disseminate any valuable information about either the partys political position on various issues or about the governments policies. If you are expecting debates or discussions on much-debated policies like the Food Security Bill, the FDI etc, there isnt much of a discussion taking place on those lines. And from the plethora of groups that have mushroomed on it, Khidkee seems more like a Congress workers mutual admiration circle. One would have expected at least a handful of posts from its leaders, especially Congress poster-boy Rahul Gandhi as an introductory stance, but the platform has been left to users who are fast over-running it with inane demonstrations of their love for their party . Chances are, in such a virtual climate, no sensible dialogue will be sustained and the site will be taken over by troll cat-fights. What does a person, curious about the Congress political stance on national issues, gain from enrolling into the site? Nothing much, except for a lowdown on the innumerable Youth Congress groups across the country and believe-it-or-not proof of Digvijay Singhs hitherto unheard of charm.

ave you ever been or have bullied someone? Hopefully not. Because the feeling that arises out of the thought is for sure a bad one. I know this is really different from the usual talking and chatting I do about life and its juices, but it is needed as much as that. What I am about to discuss is not easy to understand in general words. Examples are always a far better way than discussions in order to explain social conditions sometimes. Lets see these instances and wonder what happened here: Oh yeah!! And then the little brat snatched the chocolate box away from the poor little kiddo, hahahah!! What fun we had! Our little monster enjoys the life Ill say , haha.. You must be there the next time he shows his talent! Yeah! And then he snatched away the chocolate box I gave from my little baby!! Do you believe this?? He just came and took it! Just like that! I wonder how the parents would be! See the difference here? Parents of a Clever kid, and parents of a Real kid. She would be quiet and peaceful all day and her family was happy to have a sweet peaceful kid who never bothered anyone with useless questions about the trees, the stars, the bears, the jungles, the tigers, the dwarfs of Snowhite, Santa and his reindeers and what not, never demanded ice creams, chocolates or new pink frilly frocks, never quarrelled with her sibling, no complaints, no whining, no asking for a bedtime story or a picnic on the weekend, nothing, nothing at all. Little did they know that she was not just a peaceful kid, she was traumatized by the bullying she had to face in her school! And that..was what had made her this quiet kid she never used to be.

On one side, is the clever, shrewd shiny eyed kid who thinks he is the real super hero and can do anything that makes him look awesome and the sufferer look dumb and on the other is the poor little kid, who doesnt know any tricks or clever ideas, who just wonders why he was treated that way . And the other one, well, in one word, you may call that one a bully . Yes, a bully! The bully that will go to the school and study or not study but will make sure that he has harassed the other kid at least twice or thrice till the end of the day . I wonder and I have no idea what the bully gets out of making some other kid shy and embarrassed and let down, but whatever it is, it is a serious issue, for everyone involved, not only for the one who bullies and the one who is bullied, but even for the bystanders. Those who bully obviously develop all bad habits that exist, bad attitude, doing things to show off like smoking, using abusive language and the like. And do you think they become good people when they grow up? I can have a bet theyre those husbands who do not talk nicely to their spouses, those grown - ups who use abusive words in front of their kids, those who drive insanely rash on the highway and blame the traffic, those who damage their livers by drinking a lot and those who are bullied by life in the end! And thinking about the kid who is bullied, develop far more harm to their mental and emotional system. They develop feelings of anxiety, depression, sadness, loneliness, nightmares in the sleep, sleeplessness, lower grades in the school which again leads to sadness and more embarrassment and a permanently damaged self confidence that follows them not only through all their childhood, but also to their adulthood. We are sadly mistaken to assume that bullying affects a kid only till it lasts, but it mustnt either be news for us that is follows the person

throughout his life and once the time goes, there is nothing that can be done about it, or if it is, it is not as easy as we think. I have no idea about the exact statistics in India but I can say that there is a good number of kids bullied even in India, in schools, by friends, at times kids by older to them, and these days, online as well (sometimes this happens to and even grown ups at the workplace). We may be a little far behind other countries in so many other things, but in bullying, we are sure walking hand in hand with them! And whereas they have very well designed plans and programs to stop bullying in schools, we are still only planning to have plans that may or may not work. There is so much being done about ragging and nothing about bullying! This may seem a very little issue, but if we think about it, we say youth is the strength of our future and we are a young nation and things like that, but do you think it is going to work like this, it is going to work with a team of extremes which is being prepared in our schools right now, where one side has the extremely raw, clever, shrewd people and the other one has the extremely sad, depressed and frustrated ones? I think one might want to differ on this, because the real situation is in front of us and we even know what and how to do in order to stop the little kids from becoming either a baggage full of attitude and bad things, or of frustration and sadness. It is all about Humanity, that can be implanted in a childs heart in the very beginning itself. it is just a matter of choice, the choice that a parent can show to his kid, and ask him to decide what he thinks is better for himself, for others and for humanity . We are all teaching each other small and big things every moment without even knowing, then why cannot we just begin this teaching in a little more won-

derful way with our little ones? Kids. They are like wet sand on the beach, that wet sand which we can easily mould into any shape and it becomes a castle, a temple, a church or a sofa. Likewise, little children become what they are made. It is true they learn on their own, but what they have within their limits is what they can actually use for this learning and growing up process, and that limit and the raw material is provided to them by their closest grown - ups! And that, is Us. Yes, us! its true we cannot follow them to their school to keep an eye on their activities, but we can tell them what will be good and what will be bad, what will be right and what will be wrong, what will be truth and what will be lie, instead of laughing on what bad they do, that sometimes seems to us to be funny , and is not even a joke. If it is a joke, it will be that just because we are seeing the future ruin in front of our eyes and are not doing anything about it but are sitting on our couches, in front of our television screens watching soap opera, in our balconies and our living rooms and showing the circus of the ruining to our friends and neighbours. It takes just half an hour? To talk to your kid what he did in school today . Just half an hour or even less than that! Is this half hour so big for us to spare when compared to the happiness of not one, or two or twenty kids, but of a whole bunch of people, kids and grown-ups, of a country, the whole world sometimes. For what may seem to us a little thing, that small naughty act of an innocent child of snatching or slapping or laughing at n other kids, is not that small. It is a rather big one, to the society . So why do not we sometimes take out a little time to think about such small but still important things that can be made good by only a little thought on our side? Chhattisgarh to have second airport at Rajgarh


RAIPUR: An MoU for launching Chhattisgarh's second airport at Raigarh at a cost of Rs 280 crore was signed between state government and Airports Authority of India (AAI) under the chairmanship of chief minister Raman Singh recently . In a big relief to airline operators, Singh also declared that the tax on aviation turbine fuel (ATF) will be reduced from 5% to 1%, as soon as the facility of international flights commence at Raipur airport. He said this while assigning the possession of 350 acres of land to AAI chairman V K Agrawal for development of the airport for international flights. The MoU was signed by civil aviation secretary Subodh Kumar Singh and V K Agrawal. Raigarh will be the state's second airport for domestic flights and its construction would commence soon. The state government has decided to provide land at the rate of Rs 1 to AAI for construction of this airport. The Raigarh airport will be developed in two phases under a timebound programme of three years. In the first phase, a 1,870m long and 45m wide runway will be constructed and in the second phase, a runway with a length of 2,000 metre will be constructed. In the first phase, the runway will be utilized for aircraft of capacity 138-179 seats. Estimated expenditure for development of this airport in the first phase will be Rs 120 crore and in the second phase, it will be Rs 160 crore. "Owing to the expedited industrial development in Raigarh, the need for a national airport was being felt since long. With the MoU now been signed, the airport development at Raigarh will gain pace," Raman Singh said. During the programme, Singh suggested that a statue of Swami Vivekanada be erected at Mana Airport of Raipur as a tribute on the occasion of his 150th birth anniversary . Raman also said that keeping in view the progress in agricultural production and industrial development, a proposal to utilize the old Mana Airport for cargo flights has also been given. Agrawal considered the suggestions and accepted the proposal of erecting Swami Vivekananda's statue. He said that the design of the statue will be as per the proposal of state government, and it will be up within two months. Singh said that though the domestic airport was linking Raipur to metro-cities like Delhi, Mumbai and Kolkata, the need for international flights and more domestic flights has been felt. Hence, efforts are being made to commence international flights from Raipur as soon as possible.

n what would literally bring out the underlying emotions of ministers of Madhya Pradesh cabinet in public, Madhya Pradesh High Court on Wednesday directed the state government to provide a copy of the results of Emotional Quotient (EQ) test of 26 ministers including Chief Minister Shivraj Singh Chouhan to an RTI activist. The EQ test strives to measure ability of applicants to identify, assess, and control the emotions of oneself, of others, and of groups. Trust, honesty and motivation are some other factors which test scores throw light on. Ajay Dube had filed a petition in this regard, which said that in February 2009, 26 ministers of the BJP government underwent EQ test at a workshop organised by School of

Good Governance and Policy Analysis, a government-funded institution. Dube sought results of the tests under Right to Information Act, but the information was denied. He moved the State Information Commission, which, in March 2012, directed the government to provide him a copy of the results. According to Dube, the authorities provided him wrong information, so he moved the high court. Justice K K Trivedi today directed the government to provide the copy of results within a month. Dube said the government spent Rs. 8 lakh on the tests, designed and conducted by Indian Institute of Management (IIM) Ahmedabad Faculty member Indira Parikh and Delhi University Faculty member Girishwar Mishra. He claimed that most of the ministers performed below par, so the government was hiding the results. The test sought to measure the response of the participants in the areas of "Trust, Integrity, Emotional Expression, Interpersonal Connection, Intentionality, Compassion and Outlook among others", he said. State govt refutes Plan Panel figures putting MP 26th among 30 states
BHOPAL: The state government is not happy with the Planning Commissions figures which state that Madhya Pradesh is 26th among 30 states in terms of per capita income. State government spokesman and health minister Narottam Mishra said the state is constantly registering improvement in the state of affairs and there is a significant decline in the number of poor. Mishra claimed that current scenario in the state has significantly changed as during Congress regime, the condition was alarming. Mishra also termed the parameters of assessing poverty as faulty . Chief minister Shivraj Singh Chauhan has said that the Central government was manipulating the figures of poverty in the country . Chauhan claimed that the recent figures released by the Planning Commission are creating confusion and a cruel joke with the poor. He said that the Planning Commission should present the real figures. He said that the definition of poverty made by the Centre and the Planning Commission was flawed and unfortunate. Chauhan alleged that the Central government was increasing the prices of petrol and diesel on regular basis and the UPA government had totally failed in checking inflation. Earlier, the figures released by the Planning Commission of India show that Madhya Pradesh stands on 26th position in terms of poverty. As far as per capita income in the state is concerned, it is Rs 771 for rural areas while in urban areas it is Rs 897. The per capita income in the state is far lower than several other states. In terms of per capita income for rural areas, Madhya Pradesh is only ahead of Uttar Pradesh, Jharkhand and Odisha. In urban areas, only Odisha and Chattisgarh are below Madhya Pradesh in their per capita income.

Anyway, so this squabbling over who gets to smuggle more mud/sand make the families sworn enemies. Meanwhile, Bacchi and Rahul fall in love. Their moment under Cupids sun is not announced by a random song. It comes with the girls earth shattering declaration to her lover that she is a virgin. Boy responds with a disturbing expression on his face you usually associate with 12year-olds watching porn for the first time. Girl finds nothing creepy about it and then they end up singing a song together. The families are outraged, the sand smuggling Maoist is out for a kill and the policeman wants the girl. The least absurd thing that happens in the rest of the film is when a young Maoist shoots a bunch of policemen, chanting he wants Katrina Kaif. Were not yet sure what Prateiks talents are as an actor except denouncing surnames. And the most memorable role he has played till date was only second in importance to Genelia DSouzas hair clips inJaane Tu Yaa Jaane Naa. In Issaq, Prateik mistakes himself to be in a Nike commercial. He runs in more languid slo-mo than Kajol in Tujhe Dekha Toh Yeh Jaana Sanam and he jumps over more rooftops than Akshay Kumar has for Thumbs Up. The only redeeming quality about our soon-to-be Romeo are those bronzed, toned biceps, tailor-made for banian commercials. Bachchi, played by newcomer Amyra Dastur, is a pretty girl who looks inexplicably pleased throughout the film.

Five IAS officers from Rajasthan have found a place in the Indo-Nepal Mount Everest Civil Service expedition scheduled for next year. unjab IAS officer Kahan Singh Pannu, who while serving as the director general of school education (DGSE) had proceeded on leave earlier this month due to differences with education minister Sikander Singh Maluka, was transferred on Monday and appointed as secretary of the agriculture department. Pannu had not been attending office for more than two weeks now and, according to sources, his differences with the education minister had come to the fore during the investigation into the alleged scam involving the purchase of school books for libraries under the Sarva Shiksha Abhiyan (SSA). Sources said Maluka had bypassed Pannu and formed a team of three officials, which had allegedly purchased books in violation of the SSA rules. Maluka had later denied having formed a panel of three officials, who were later suspended by the Punjab government. Pannu had expressed his unhappiness over the way he was not informed and kept in dark allegedly by Maluka during the purchase of books. Later, he had conducted an inquiry into the 'books scam' on the directions of the Punjab government and the government had suspended the three officials appointed by Maluka on the basis of his report.

Srilakshmi, another IAS officer grilled in the case, is learnt to have confessed that she did so under "tremendous pressure" from her higher ups including the former chief secretary Bhanu. The report adds that Bhanu, in his statement to the investigating agency on November 20, told officials that he was just taking orders from above and simply passed on instructions to his juniors. Bhanu officer is a 1985 batch IAS officer of the Assam cadre. He served as special secretary to the Andhra Pradesh chief minister from 2004-2009 on inter-cadre transfer and was said to have been very close to the late YSR. He was sent back to the parent cadre by the Andhra Pradesh government after YSR's death in a helicopter crash in 2009.

Fraud has been always explained in term so the Fraud Triangle (The Fraud Triangle, was developed by the criminologist, Dr. Donald Cressey), this theory maintains that when fraud occurs it consists of three conditions generally present: Incentive/Pressure, Opportunity and Rationalizations. In a downturn, the pressure to commit fraud is at its high as financial pressures increase, unrealistic business targets are set and managements feel the need to maintain the expectations of the investors and stake holders. As the recession lumbers on, executives will face more pressure to meet revenue and earnings targets and demonstrate their ability to manage through a downturn. Further in attempts to reduce costs in ever thinning margins, companies generally try

to find recourse in measures like cut back in staff, which is more likely to adversely affect the very basic internal controls available (in form of maker checker and segregation of duties). Cost rollbacks in form of reduced checks and balances which may be in place, and/or cutting back on internal audits are amongst various other things which exposes an organisation to fraudulent behaviour from its employees both internally, as well as externally . As Companies often resort to go slow on increments and pay hikes or performance pays and delay promotions, employees feel the effects of the recession and in-turn also tend to find it easier to rationalise any fraudulent behaviour and corrupt doings. Management on the other hand, may rationalise fraudulent

activity such as account manipulation or sanctioning the payment of bribes to win business - believing it to be in the best interest of the company, employees and shareholders. Thus it is evident that during a downturn, the incentives and pressures increase, as do the opportunities to commit fraud, whilst rationalising the actions are made easier. When all of these circumstances co-exist, it creates a highly conducive environment for fraud to occur. The effects thereof are evident in both the actions of the organisation itself and the employees within the organisation. Translocation of lions: Gujarat lion experts not included in panel

he Gujarat government has written to the Union Minister of Environment and Forests (MoEF) raising objections over the composition of the 12-member committee to chalk out the translocation of Asiatic lions from Gujarat to Madhya Pradesh. Gujarat has also objected to the first meeting of the committee, formed on orders of Supreme Court, scheduled to take place shortly in Delhi. While some of the names of committee members have been suggested by the apex court, it had also observed that the Union ministry was free to include lion experts from anywhere in the country . The letter says that lion experts from Gujarat have been ignored even as most of the existing members specialize on tiger conservation.The Gujarat government has objected to the meeting at a time when it had moved SC with a review petition seeking a fresh look into the judgment dated April 15, allowing the translocation. The letter, signed by chief wildlife warden CN Pandey, has requested the Union ministry to postpone the meeting till the outcome of the review petition. "We were taken aback when we heard that the committee has already announced its first meeting as we were under the impression that it will happen only after the SC disposes the review petition," said a senior Gujarat official. While admitting that such a letter has been dashed off to

At a national executive meet of BJP's Mahila Morcha here, Leader of the Opposition in Lok Sabha Sushma Swaraj exhorted the women cadre to adopt a pragmatic approach while canvassing among women. "There is no point in talking about agriculture growth, GDP figures and so on. There is no need to tell the women about it. You talk to them about their pain... When you reach out to a woman from a slum, or a woman from an affluent section, talk to them about their specific concerns," Swaraj said. Citing an example, she said while talking with young women working in call centres, the women workers should discuss issues about their security . BJP strategy is to highlight issues affecting the women directly and price rise will be underscored prominently by the party . "Earlier rations were costly, now even milk, vegetables, power, water, education fees and medicines have become dearer... Even gas cylinders are being rationed now," she said. Swaraj also asked the BJP women workers to be ready for early polls. "Mission 2014 may even become Mission 2013 looking at the state of this government," she said. BJP plans to appoint two women workers at each booth across the country during the Lok Sabha elections.

However, Pradipsinh Jadeja, state BJYM president, said, It is not that Modi has become bigger than the party. The slogan was coined keeping in mind his popularity . National General Secretary Amit Shah was present at the state executive meeting in Gandhinagar on Saturday. State BJP president RC Faldu and state BJYM in-charge Shankar Chaudhry were also present.
