HAMILTON COUNTY PROSECUTOR JOSEPH T. DETERS ANNOUNCES INDICTMENT IN 1995 COLD CASES. Technology helps solve cold cases.
Today, Hamilton County Prosecutor Joseph T. Deters announced the indictment of Stanley Lightner (DOB 11-19-67) in 3 previously unsolved 1995 rape cases. Lightner is charged in a 24 count indictment with 13 counts of Rape (Felony 1), 4 counts of Felonious Sexual Penetration (Felony 1), 5 counts of Kidnapping (Felony 2) and 2 counts of Felonious Assault (Felony 1 and Felony 2). He is also charged with gun and prior violent offense specifications. If convicted of all charges, he faces the possibility of life in prison. Lightner is charged with the March 13, 1995 rape of 12 year old T.B. in counts 1-10 of todays indictment. T.B. was walking home with a friend when Lightner approached the girls and grabbed T.B. Her friend was able to run away. Lightner grabbed T.B., choked her and pointed a gun to her head. He forced her into a vacant garage at 5948 Rhode Island where he digitally penetrated her, anally raped her and forced her to perform fellatio. (Lightner is charged with Felonious Sexual Penetration for the digital penetration which was the charge for this conduct in 1995.) Counts 11-19 charge Lightner with the March 16, 1995 rape of 12 year old M.B. M.B. was playing outside with her friends when she went back into an apartment laundry room to wash her hands. Lightner entered the laundry room and put a gun to her head and threatened to kill her. He forced her into a wooded area on Glengate Lane and struck her in the head with a gun. He forced her to engage in anal and vaginal sex and to perform fellatio on him. He then took her to another near-by location where he raped her again. He fired a shot toward her and told her that the next shot would, be in her. The final charges in todays indictment are for the April 1, 1995 rape of 19 year old

FOR IMMEDIATE RELEASE Monday, July 29, 2013 Contact: Julie Wilson (513) 946-3213 T.M.T.H. Lightner approached her on Windsor near St. James Street and forced her into a wooded area at gunpoint. He hit her in the head with a gun and forced her to perform fellatio on him and engage in both anal and vaginal intercourse. He also fired a shot at her and threatened to kill her. Lightner went to prison in 1996 for Attempted Rape, Attempted Kidnapping, Robbery and Felonious Assault. He was released from prison on 1-22-07 and required to register as a sex offender. In a recent sex offender sweep, the defendant was arrested on June 11, 2013 for a violation of ORC Section 2950.05 Registration of New Address and his DNA was collected. When his DNA was put into CODIS (Combined DNA Index System) he was a match for DNA collected and saved from the 3 previously unsolved 1995 rapes. Prosecutor Deters commented, Lightner deserves to spend the rest of his life in prison. His crimes were horrific and he changed the lives of his victims forever. Fortunately, technology helped us solve these cases and enabled us to give our community some comfort in the knowledge that a violent predator is off of our streets and not able to terrorize any more innocent young women. The Cincinnati Police Department and the Hamilton County Coroners Office deserve great credit for this indictment today. The Hamilton County Sheriffs Department and the United States Marshall Service deserve our thanks for locating him during their sex offender registration sweep.
