TANAUAN, Leyte -- Mayor Pel Tecson expressed admiration to the recent State of the Nation Address of President Noynoy Aquino and its unwavering commitment to curve corruption in government. Tecson added that the priority development assistance fund (PDAF) otherwise known as pork barrel has become now a major source of corruption by most if not all legislators. Speculations are rife that congressmen and senators are awarded 20% to 30% percent of SOP by contractors from all projects undertaken from their PDAF allocations. On the case of the recent P10 billion scam involving some senators and a number of congressmen in cahoots with an alleged fake non government organization, there were no actual projects involved, as alleged. The billion pesos worth transactions, reports claimed, are but a scheme to legitimately disburse PDAF allocations to fund ghost projects but in reality the huge funds allegedly goes to the pockets of the legislators involved, earlier reports claimed. Tecson believes that under the hands of an honest local chief executive and PDAF funds entrusted to local government units, the construction of infrastructures in the country side will not only be hasten, development shall be made certain in no time. Under the current budgetary structure, the congressmen gets P70 million as his pork barrel every year while most of the senators are entrusted P200 million as their pork barrel a year to fund their various projects. Tecson further explained that in the case of his town, with a population of over 70,000 people, it only has an annual IRA share a little over than P70 million and operates within a meager annual budget of not more than a P100 million, largely insufficient in meeting the many infrastructure needs of the municipality, not withstanding the equally important concerns on agriculture and other economy-oriented programs and projects often set aside by the local government for lack of funding. Dolores town puts up relocation site


TACLOBAN CITY The municipal government of Dolores, Eastern Samar has started its project on creating a relocation site for residents in flood-prone barangays. Dolores has 46 barangays, most of them floodprone upland barangays. The relocation site, according to Mayor Emiliana Villacarillo, is located in identified barangays like Caglao-an where they municipal government bought around 10 hectares of land, while the construction of houses is being undertaken by the National Housing Authority. More than 400 houses are to be constructed in the area, which serves as relocation site for residents identified to be living along river banks and also as resettlement site for former rebels, according to Mayor Villacarillo. We received feelers from rebels that they want to surrender, but their problem is how will they start, they dont have properties or houses if they surrender. So I decided to make this project for them and to entice them and help them to start a new life, Villacarillo explained. The relocation and resettlement site, according to her has its own day care center and school buildings for elementary and high school to include a birthing center. The site, according to the municipal mayor, is about one and a half hour pump boat ride from the town proper but there is already a farm-tomarket road project which her administration is currently undertaking. TACLOBAN CITY- Alarmed by the high number of government vehicles flagged during the 2-day Oplan Red Plate operation here in the city, the Office of the Ombudsman intensified their campaign against improper use of government vehicles. A total of 119 government vehicles were caught last July 13, Saturday, and July 14, Sunday, that were improperly used within the vicinity before that we only uses small transport vehicles, said Salazar. Coconut, copra and palay are their main products as root crops and vegetables are also produced by farmers in their barangay who transport them to their municipal market, which is more than five kilometers away.

Construction of Kalahi-CIDSS project in a Leyte town soon to resume


TACLOBAN CITY The Kalahi-CIDSS or Kapit-Bisig Laban sa Kahirapan Comprehensive Integrated Delivery of Social Service project in Barangay Cabadsan in Alangalang, Leyte will soon be finished after almost a month of delay due to a problem on bidding. The bidders have forgotten to attach their signatures after our first bidding that is why we need to do it again, resulting for the one month delay of the project, Brgy Cabadsan chairman Herminigildo Salazar explained. The project which is a concrete box culvert is now almost 100% complete, said Salazar. For this project, Kalahi-CIDSS provided a funding of P1,666, 824 while the counterpart from the provincial government of Leyte amounted to P1,466,800; municipal governments counterpart was P166,682 and the barangay counterpart was P68,342. Salazar added that this project from the KalahiCIDSS, a concrete box culvert, is important for them as this will ensure safety to their children who go to school every day especially during rainy days when the river overflows and this will also lessen cases of schistosomiasis infestation in their barangay. But the biggest contribution of this project, according to Salazar, is on economic side, where it will result for the reduction on transport cost of their commodities from their barangay going to the public market. ransparency International broke out the not-so-unusual results of a survey they recently conducted among Filipinos. It showed that of the 1,000 respondents they asked, 70% of them believed that the Philippine National Police is the most corrupt institution in the country. The PNP, naturally, was quick to defend saying that all that were mere perceptions. Maybe they are, but they are perceptions that matter. They are perceptions with proof. The culture of corruption in this country has been, to say it matter-of-factly, institutionalized. It is an incurable disease that has thrived in all crevices of government, from as high as the executive seat of the President to as low as the Sangguniang Kabataan. Which made the motto of Pnoys administration the curbing of corruption by taking the daang matuwid. Yet not even the sincerity of Pnoys daang matuwid has prevented the people from saying that the PNP is the most corrupt. The PNP may regard it as mere perceptions, and perceive it they will, but these perceptions have something to back it.

Take the one that has recently involved the apparent injudiciousness of its ranks. Just a few days ago, two of this countrys most wanted, the leaders of the infamous Ozamis robbery gang, were killed while in the custody of the police. They imsily defended that the two tried to grapple with their guns which prompted them to shoot them. What reeks of stink is their story that the two tried to stage the feat while they were being shot at by motorcycle riding men. The sister of one of them offered a different version for the killing. It was a rubout and no one actually attacked the police van carrying them. They had to be liquidated because they knew too much of the corrupt ways of the police and some jail guards, his brother having gotten out once by paying off his brothers custodian. Fortunately, a witness came out to tell the tale surrounding the killing of the two notorious robbers. Unfortunately, he and his family have now disappeared while in the custody of the police making the story of the sister more sensible. Begging the question: do they still pass off as the Philippines nest?

Dela Torre is borne in only 15,700 items in the internet. Popularity case? Maybe, and maybe not. For popularity, Benigno S. Aquino III is today known very much as Philippine President, Chiz Escudero is a Philippine senator, while Chito D. Dela Torre is almost a nobody anywhere on the globe. Should the popularity numbers worry or be a cause of concern or one to be elated about? At past five oclock in the afternoon of Tuesday, July 23, I clicked the computer for those three names, one at SONA on July 22, 2013. Then, for the item Chito D. Dela Torre in Leyte Samar Daily Express, there were only 48 results generated, 9,470 in Facebook by 6:24 p.m., and 6,010 for Chito D. Dela Torre in DAR but only 261 when I changed DAR to Department of Agrarian Reform. Make no mistake about all these. These are only research results, one coming out on the screen when searching for an item, a word or phrase in the internet. The results do not always relate to the item purposely searched. Most refer to other matters, and often, to only a part (a word

As the Philippine Government moves ahead with the K to 12 Basic Education Program, more concerns seem to beset its preand post-implementation strategies. The BSP has been in the news even before its implementation was made legal with the passage of a covering law. Some quarters who have been following the BSP meticulously since day-1 had posted queries such as Is K to 12 the Answer? Earlier concerns were the non-availability of academically qualified and trained teachers to handle Kindergarten pupils (present so-called teachers being mostly BSEED graduates); want of appropriate books and reference materials for the same grade level (attempts to come up with hurriedly-conceived work books and teachers guides have yet to reach

the level of being acceptable and appropriate, e.g. science-related with erroneous data, etc.); inadequacy in number of classrooms, tables and chairs/desks (pupils are packed, congested beyond descent and acceptably learning environment). Lack of manpower (qualified K teachers and lack of classroom facilities has resulted to holding classes in shifts with shortened pupil-teachers contact hours during school days). On the part of the marginalized families, is the financial problem that they have to face of sending their children through primary education (even if both primary and secondary public education are governmentsupported!). Percival Adona Ortillo, Jr. before I proceeded to report to the office of the Department of Agrarian Reform which rents a portion of the barangay hall of Veloso, a coastal village a few kilometres north of the poblacion of Marabut, and to pay a courtesy call on the punong barangay of Veloso, Mario G. Aboque whose coastal house is partly touched by a cavernous 15-25-foot-high-7-15-footw ide-barely-plant-b ea ri n g limestone rock from which cold water droplets ooze out of pinhole crevices (this is relatively a closely accessible site for explaining to children how stalagmites and stalactites form inside a cave!). (At the DARMO, I found ARPT-development facilitator Orfa Talbo Dadulla busily typing her reports on the Legaspi Fishermen and Farmers Association which is planning to secure a production loan from Land Bank of the Philippines as part of DARs support services, Marabut having an expanded agrarian reform community (ARC). Marabut has been assigned to me this July as my radiation municipality while Basey and the Samar Settlement Project-Basey remain as my principal places of assignment. And the sense? Marabut Monday morning was agog as the poblacion celebrated pompously its founding anniversary as a town separate and independent from its once mother town which was Basey. Marabut is sandwiched by Basey on the north and Lawaan town of Eastern Samar in the east and the Lawaan Bay on the southeast and bounded by the Leyte Gulf on the east and south. Now a fifth class town, Marabut became a town on July 22, 1949 by virtue only of Executive Order No. 247 of President Elpidio Quirino. The town was named Marabut in recognition of the outstanding efforts and achievements of statesman Serafin Marabut, who became a congressman when Marabut was then known as Sto. Nino and a barrio of Basey of which the late congressman was a native. In 1949, the mayor of Basey, Ysidro M. Ferreras proposed to President Quirino that the town be converted into a town independent of Basey. His proposal was readily approved. Other top leaders of Basey helped back up the move, agreeing at the same time to the annexation to the upcoming town of all the territories of Basey south of Basiao. Marabut was originally only a sitio, known as Lipata during the Spanish regime, and became barrio Sto. Nino as its population grew fur-

PREDICTION OF TRIALS
The mother of the sons of Zebedee approached Jesus with her sons and did him homage, wishing to ask him for something. He said to her, What do you wish? To occupy high places in his kingdom one must drink the bitter cup of self-sacrifice in the service of others. He said to him that true glory resides in persevering goodness, in being faithful to all that is good and true and loving, when all around you is breaking into violence. San Antonio de Padua Mission Center marks second anniversary


BASEY,Samar A concelebrated mass served as peak of the celebration marking the second anniversary of the San Antonio de Padua Mission Center in Barangay San Antonio, this town on July 23, 2013. Rev. Fr. July O. Gaddi, S.L..L., parish priest of The Annunciation Parish in Calbiga, Samar was the main celebrant and homilist in the Thanksgiving Mass that was celebrated about 6:00 o clock in the afternoon. He was joined by Rev. Fr. Noel A. Abiertas, the diocesan oeconomus, Rev. Fr. Domingo R. Ontuca, assistant priest incharge and Rev. Fr. Rex M. Ibaez, M. A. Th., priest in-charge, respectively, of the San Antonio de Padua Mission Center. The celebration was participated in by the different barangays and sitios comprising the San Antonio de Padua Mission Center. In his homily, Fr. Gaddi shared his reflections on the gospel where Jesus declared that His mother and siblings are those who fulfill the will of God. He expounded that the will of God is for the people to live in unity and not in divisions. Reading the decree that created the mission center, he emphasized that primary goal in elevating the barangay into a mission center is for the people to grow in faith and spirituality as a Christian

community. This is a mission center, not a division center, Fr. Gaddi stressed in his homily as he exhorted the faithful to be united. Anything that divides the people is the work of the devil, he lamented. He encouraged the people to give their loyalty and support to their priest in-charge so that they can move on and move forward as a community. TACLOBAN CITY The Department of Agriculture here in the region is starting the implementation of the wood vinegar plant project in the region. According to Rey Samalat, chief of the Regional Crop Protection Center (RCPC) of DA-8, they had already established 10 units of semicommercial type of wood vinegar plants in Abuyog, San Miguel, Ormoc City, and Kananga, all in Leyte; San Jorge, Samar; and Salcedo, Eastern Samar. operational. Wood vinegar is an organic product borne out of plant wastes. It is cheap, effective, ecologically friendly, environmentally safe, use for soil enrichment and a pest control for crops and livestock, Salamat said. It can be used as fertilizer and insect repellent. It also eliminates bad odor in poultry and piggery farms and can be used as natural organic insecticide and fungicide, he said. He also added that wood vinegar does not only benefit agriculture. Chemically known as Pyroligenous acid, wood vinegar has pharma-

ceutical uses. Any problems that we encounter in our external and internal body like insect bites, diabetic ulcer, ear infections and among others could be cured through wood vinegar. In the region, we are planning to establish 20 semi-commercial and 200 village type of wood vinegar plants. The village type is capable of producing 2 to 5 liters of vinegar a day, while the semi-commercial is 20 to 30 liters per day. However, the latter is expensive, thats why we recommend the farmers to use village type only, Salamat said.

Fifteen year-old Glorie Joy Gabane said that she learned from their village chair about the registration. She said that she wont run for any post as SK member, she only wants to vote. Pursuant to Comelec resolution No. 917, those who may register as SK members are Filipino citizens at least 15 but below 18 years old on October 28, 2013, and actually residing in the barangay for at least six months on election day. According to the Comelec, applicants are required to personally appear before the election officer, state his name and exact address and present any of the following documents; certificate of live birth, baptismal certificate, school records, or any other document that will establish his/her identity and other qualifications. As to adult unregistered voters, or those whose registrations got deactivated, they should see local election offices if they want to vote in the barangay elections.

WEESAM declares P1M damages


ORMOC CITY - The SRN Fast Sea Crafts, Inc. declared a rough estimate of damages including its lost income of P1 million calculated for a two-week docking of the Weesam Express 7 while the Coast Guard conducts a checkup. It includes tug boat fee and other expenses incurred. The vessel with Ormoc-Cebu and vice versa route has an approximated lost income of P300,000 in two weeks, said Ryan Hinampas, operations supervisor based in Ormoc City. As stated on the marine protest issued by vessel captain Roberto Salvaa that afternoon, it said that at about 8:08 a.m. of July 23, the Weesam Express 7 bound for Cebu with 42 passengers that include one company staff was maneuvering strong wind, wave and current struck at the vessels starboard side that caused its drifting to the Alegria seawall. Earlier, the office received a memorandum from the Philippine Ports Authority (PPA) informing of strong wind and tough waves although there was no typhoon signal. Hinampas confirmed the engine did not shut off when the waves hit the vessel. It was purof Social Welfare and Development shouldered P70, 000 under its core shelter program while the remaining amount was covered by the city government. The houses were constructed last December 2012 and finished June of this year. City social welfare and development officer Liliosa Baltazar said that the row houses were intended for the families who were victims of disasters like typhoons. The beneficiaries were chosen on ground that they have no capacity to build their houses aside from the fact they were rendered homeless by the calamity two years ago. There were about 200 families from the city whose houses were destroyed by the typhoon. However, the 66 families were chosen as they have no financial means to build their own houses. The houses at the resettlement site were built to withstand a typhoon with a wind velocity of 220 km per hour and even to an earthquake which has a magnitude of four. DSWD Regional Director Remia Tapispisan said that she was glad that the city government under Mayor Alfred Romualdez made this kind of undertaking. She said that the resettlement project would not only ensure families without homes to have their own but more so, ensure that they would have a shelter that could withstand a typhoon. Kaparehong paninindigan rin po ang nakikita nating solusyon sa nakaambang problema sa pensyon sa SSS. Isipin po ninyo: mula 1980, 21 beses nang nagkaroon ng across-the-board pension increase, pero dalawang beses pa lamang pong tumaas ang contribution rate. Ang resulta: Tinatayang 1.1 trillion pesos na ang unfunded liability ng SSS base sa pagaaral na isinagawa nitong 2011. Inaasahang tataas ito ng walong porsyento kada taon, at mauubos ang pondo 28 taon mula ngayon. Kapag nangyari ito, walang ibang malulugi kundi ang susunod na salinlahi ng Pilipino. Naniniwala po tayong panahon na para amyendahan ang SSS Pension Scheme. Kailangan nating tambalan ng inisyatibang mag-impok nang sapat ang pagluluwal natin ng pera. Kung magdadagdag lamang tayo ng 0.6 percent sa contribution rate, 141 billion pesos na agad ang maibabawas sa unfunded liability ng SSS. Kung ngayon na tayo magsisimulang mamuhunan sa kinabukasan, wala nang problemang ipapamana pa sa mga susunod sa atin. Sa kapulisan naman po, ang layunin nating magbigay ng lakas upang magampanan nila ang kanilang tungkulin: natupad rin natin. Simula ngayong 2013, 30,000 sa mga pulis ang babalik sa pagpupulis, dahil kukuha tayo ng mga civilian personnel para gawin ang mga tungkuling administratibo. Sayang naman po ang kakayahan at abilidad ng ating mga kawal at pulis kung ikukulong lamang natin sila sa apat na sulok ng opisina. Sa pagpasok rin po ng buwang ito, inumpisahan nang ipamahagi ang mga bagong unit ng 9mm Glock 17 pistol sa ating mga pulis. Simula pa lang po ito; kasado na rin ang pamamahagi ng kabuuang 74,879 na baril sa ating mga alagad ng batas, tungo sa katuparan ng mithiin nating one-is-toone police-to-pistol ratio. Sulit na sulit naman po ang pamumuhunan nating ito sa pambansang kapulisan, lalo pat nagbubunsod ito sa maayos at maaasahang serbisyo. Di po bat tuwing eleksyon, nasanay na tayo sa kaliwat kanang insidente ng karahasan? Tinutugunan po ito ng Oplan Katok. Kumpiyansa po tayong masusundan pa ito ng mas magandang balita sa lalong madaling panahon. Tiyak kong mulat ang lahat: Hindi biro ang proseso ng pagbubuo ng consensus; mabuti na lamang talaga at handang makinig, magbigayan, at magkita sa gitna ang magkabilang panig. Alam naman natin ang maaaring maging resulta kung magpapadaan tayo sa inip. Ang malinaw po sa akin: Ang mga salitang ating bibitawan ay dapat magbunga ng mga kilos na positibong makakaapekto sa lahat. Ang bawat linya sa binubuo nating kasunduan ay dapat maaaring itaga sa bato, at hindi ililista lamang sa tubig upang anurin na naman ng kasaysayan. At sa mga pumipigil sa pagkakaroon ng tiwala at naghahasik ng pagdududa: masasabi mo bang Pilipino kang may malasakit sa kapwa Pilipino? Umaasa po ako sa pakikiambag ng bawat Pilipino sa layunin natin para sa Bangsamoro; patunayan po nating ang Pilipino, may malasakit sa kapwa Pilipino. Ipakita po natin sa kanilang hindi sila nagkamali sa pagpili sa direksyon ng kapayapaan; ipamalas natin ang lakas ng buong bansa upang iangat ang mga probinsya sa Muslim Mindanao, na kabilang sa mga pinakamaralita nating mga lalawigan. Tagumpay ng lahat ang ating hangarin; hindi tayo papayag na may kababayan tayong mapapag-iwanan habang may ibang nakakalamang. Nananawagan ako sa ating Kongreso: Nabuo na po ang Transition Commission na gagawa ng panukalang Bangsamoro Basic Law. Tatapusin ito alinsunod sa mga prinsipyo ng komprehensibong kasunduan para sa kapayapaan; maipasa po sana ninyo ito bago matapos ang 2014. Sa gayong paraan, may

Tinitimbang ninyo kung ano ang kapaki-pakinabang sa mas nakakarami, at isinusulong ang tunay na serbisyo para sa Pilipino. Ilalapit ko na rin po sa ating Kongreso ang ilang batas na makakatulong sa pagpapatuloy ng nasimulan nating pagbabago. Maamyendahan na po sana ang Cabotage Law, upang mas mapalakas ang kumpetisyon, at mapababa ang gastos sa transportasyon ng ating mga sakahan at industriya. Maisulong na rin po sana ang Fiscal Incentives Rationalization Bill, upang maging mas tapat, malinaw, at may pananagutan ang mga insentibong ibinibigay natin sa mga negosyo. Paglaanan din po sana ng panahon ang Land Administration Reform Bill, upang maitimon sa iisang direksyon ang mga kawanihang nakatutok sa ating mga lupain, at nang sa gayon ay masigurong masinop at epektibo nilang magagawa ang kanilang trabaho. to be continued...
