10.5 It is important that throughout the assessment process transparency is maintained and seen to be maintained. A clear and documented audit trail must be provided. All decisions, and the reasons for them, should be clearly documented, signed by the responsible parties, and filed with the bid documents. Any clarification sought during the process must be recorded, as must any change to specification, or terms and conditions. As noted above, major changes must be notified to all bidders, with equal opportunity being given to all to amend their bids, if they wish.
