THE OTTOMAN EMPIRE Capital: Constantinople Head of State: His Sublime Majesty Sultan Suleiman Mustafa I.
The vast and venerable Ottoman Empire, and its many Dominions, constitute one of the worlds oldest empires. Brought together over the centuries through warfare and peaceful assimilation, time and circumstances have combined to make the Empire the power it is today. Although sometimes referred to as the crossroads of the world for its location in and dominance of, the Middle East, the territories of the Ottoman Empire actually extend across three continents. Ottoman royal governors, known as Deys, Beys and Pashas, hold in trust provinces stretching from south-eastern Europe to central Persia, and from the rugged southern edges of the Caucasus Mountains to Eastern Africa and the southern shores of Arabia. These broad lands encompass a huge and diverse population. The Turks form the largest single group, and for many foreigners Ottoman and Turkish are synonymous. But the Empire is also home to Albanians, Bosnians and Bulgars in south-eastern Europe, nomadic Bedouin in the arid Arabian deserts, black Africans and many others besides. The great cities of the Empire, especially Constantinople, but also Baghdad, Acre, Trabzon, Isfahan and others, are very cosmopolitan places. Many different cultures live alongside one another, under the aegis of the young Sultans rule as administered by his imperial governors. Like the Chinese Federation to its east, the rule of the Ottomans central government, the Sultans Divan and the Sublime Porte, tends to have less authority the further one travels from the capital. The Sultans authority is strongest in the heartlands of his empire, in Anatolia and the Near East, in the Balkans and in the lands between the Black and Red Seas and the western shores of the Persian Gulf. Further afield, towards Central Asia, the Empires borders become more uncertain, and the Sultans

vassals rather more independently minded, despite the efforts of the Qadi, or magistrates, who oversee them on the Sultans behalf. Small-scale conflicts have been a way of life here for centuries. However, the advent of the World War, and the renewed interest of foreign powers in these regions, has seen these issues become far more pressing for the Ottoman government. Although much of his realm was formed amid war, as products of campaigns run by successive expansionist leaders, the Ottoman Empires current ruler Sultan Suleiman Mustafa I is more interested in preserving the integrity of his domains rather than expanding them. Sultan Suleiman is, at 36 years old, one of the youngest of the worlds great heads of state. A dynamic and charismatic individual, his crowning in 1863 led to a great burst of reforming zeal that blew like a gale throughout the Sublime Porte. In particular, Suleiman, guided by his wise Grand Vizier Mehmed Pasha, sought more engagement with foreign nations, seeking out potential allies. The Ottoman Empires location gave it great potential influence on land and sea trade, as well as being rich in resources, especially precious mineral oil, metal ores and substantial deposits of Sturginium. But Suleiman was well aware from the moment he took the throne that these assets also made his realm a target for the avarice of others. The Russian Coalition to the north and the Kingdom of Britannia, from its territories in East Africa and India, looked upon the resource-rich lands of the Ottoman Empire as potential conquests. In Europe, the Polish-Lithuanian Commonwealth and the Kingdom of Romania sought to extinguish Ottoman rule from the Balkans. Further south, the Free Greeks were engaged in a concerted effort to wrest more territory from the Sultans hands, tacitly supported by the Italian League, which sought to supplant the Ottomans in the Mediterranean.

Faced with these multiple potential threats, Suleiman rekindled the Ottoman Empires historically clement relations with the Republique of France a connection that has endured even with the supplanting of the Parti Gaulois by Louis-Napoleon. The French alliance led to more cordial relations with the Prussian Empire, albeit somewhat cooler as many of the latter powers southern territories, Austria and Hungary especially, harboured residual distrust of a power that had been a historical enemy in the Balkans. Suleiman also embraced Mehmeds continued efforts to modernise many aspects of the Empire. The Ottoman Empire developed substantial although quiet connections with the Covenant of Antarctica, even before Suleimans rise to power. This created some controversy among the more conservative factions in the Sublime Porte. Mehmed had to pursue a careful diplomatic balancing act, reaping as many benefits from the new learning for the Empire as he could, without making enemies of powerful vested interests. When Suleiman became Sultan, he brought a powerful surge of energetic leadership with him, a far cry from his reticent and cautious predecessor Sultan Abdulaziz. Suleiman set up the institutions known as the Sublime Orders of Learning, which brought many branches of academic knowledge and specialists together in a strictly non-political organisation under the authority of the Sultan and his Grand Vizier. The young Sultan, a skilled orator, managed to convince even the hardest-nosed reactionaries that their interests would be best served by embracing rather than disdaining the new learning. In the few short years of Suleimans reign before the Covenant closed its borders and restricted contact with the rest of the world, the Sublime Orders of Learning developed some of the closest relationships with the scholars of Antarctica of any academics. Lord Sturgeon himself made one of his only foreign state visits to Constantinople in 1863, to attend Suleimans coronation at the Topkapi Palace. The

Sultan so impressed the High Lord of Antarctica with the uses to which his scientists were putting Covenant gifts, such as their ambitious plans to green the deserts that the Sublime Orders became the only foreign recipients of some of the Covenants most precious technology. Rudimentary drone control systems and blueprints for arcane devices that would exert limited influence over local weather patterns were passed into Ottoman hands. These gifts were given and received with the best of intentions, during the last period of the Covenants engagement with the world. The Sublime Orders consider it one of the enduring tragedies of their short history that circumstances would soon after compel them to turn these gifts of peace into weapons of war. The Ottomans and the Markov Affair In 1866, the Ottomans became the second major power to be caught up in the ructions caused by the defection and subsequent escape of Markov Helsinki. Captured by the French, Markov had bargained for his freedom with some of the secrets he had taken. Outwardly, President Bonaparte had been as good as his word. Rather than handing Markov over to the Antarctican ambassador Kuypers, he had placed the dissident on a French ship, La Belle Marie, bound for Constantinople. In fact, Bonapartes true intention had been for Sultan Suleiman to take charge of the renegade, preferably handing him back over to Covenant agents in the Ottoman Empire. The Sultan, forewarned of Bonapartes plan, prepared to apprehend the fugitive. However, it was not to be. La Belle Marie arrived at Constantinople by night. Because of the secrecy of its mission and cargo, the civilian vessel was to be treated like any other ship seeking to dock in the great harbour to avoid attracting attention. This proved to be a grievous error. While it was awaiting a pilot to guide it into the crowded port at dawn, the ship was attacked by large group of heavily armed soldiers, who came aboard claiming to be official excise-men.

Overwhelming the crew and the guard detachment stationed aboard, they spirited Markov and his companions away. A search of the harbour by Ottoman naval personnel the following day revealed no trace of either Markov or his liberators. Exactly who was responsible could not be determined, although the La Belle Maries crew had heard both Russian and Italian spoken by their assailants. However, it was widely believed that Russian Oprichnina agents had masterminded Markovs escape, likely assisted by mercenaries. This action, though kept secret to avoid public embarrassment to the Ottoman and French governments, only served to further inflame Ottoman enmity against the Tsar. To this day, Suleiman regrets the renegades escape, believing that he might perhaps have halted, or at least partially prevented, the escalation of the World War. Military Strength Sultan Suleimans plans for the defence of his empire encompassed more than just diplomatic means. As befits its great size, the military forces of the Ottoman Empire are numerous, and well-equipped. They are split into large operational units called Imperial Corps, which include infantry, armoured and artillery regiments. The core of the Ottoman armies is their Azap regiments, dependable regular soldiers raised by provincial Pashas and Beys at the command of the Sultan and his generals. Once a term for a mercenary irregular, Azap has become the standard title of the salaried Ottoman soldier. These are supplemented by irregular militias such as mounted Timariot cavalry, which function as raiders, scouts and skirmishers. However, like many of their peers in other lands, the majority of Sipahi, who once formed the premier cavalry formations of the Ottoman armies, are now part of the Imperial Aviation Corps, a branch of the navy rapidly expanding into a semi-independent service. The most famous of the regular Ottoman soldiery are undoubtedly the Janissary Regiments. Radically reformed in the 1820s, they are no longer bondsmen

to the Sultan, but well-armed formations of elite infantry, deployed among the Imperial Corps. Formerly solely riflemen and grenadiers, some battalions are trained to use rocket packs and more exotic weaponry. The soldiers of the armoured regiments, though still unofficially referred to by their older title of Seymen, are now known as Cataphracts. This title is derived from the ancient Byzantine armoured horsemen who so impressed their Ottoman opponents. Though their new official name is Greek in origin, they are proud to bear it, seeing themselves as the heirs to a long tradition of elite armoured shock soldiers. The Ottoman Navy, once the poor relation to the army, has been the recipient of great technological benefits. Many large Ottoman naval units can sail the skies as well as the seas. This is thanks to the revolutionary power plants developed by the Sublime Orders of Learning. These devices are known wryly to their creators as Djinn-drives. Powered by refined oil fuels laced with Element 270, these devices project invisible beams of electromagnetic energy, which allow the vessels to which they are fitted to act in defiance of gravity by repelling them from the earths natural magnetic field. Manoeuvring is accomplished by powerful airjets, some of which are directed across the curved hulls to provide additional lift. Although the Djinn-drive lacks some of the refinement of the French Gravity Nullification Engine, these ships allow Ottoman naval forces to provide direct support to the army overland, as well as being well-capable of holding their own against foreign ships. However, the most awesome war machines devised by the Sublime Orders of Learning are the massive mobile citadels employed by the senior commanders of the Imperial Corps. These gigantic machines can traverse both land and sea, and are frequently used to provide ready-made garrisons and fortresses in remote areas of the Empire.

Ottoman weapon designers have a taste for large broadsides of quick-firing cannons, supporting elaborate multi-barrelled turrets delivering heavyweight salvoes. Many of these weapons fire ordnance packed with exotic chemical munitions, often created from waste refinery and chemical products. These fillings can eat through wood, metal and organic substances at a ferocious rate. Some Ottoman weaponry is derived from ancient designs, given a new lease of life by modern technology. The most notable of these are the great volley guns mounted on some of the Empires war engines. Firing explosive shells, these guns, nicknamed aslanaz or snapdragons, are notoriously noisy and can be set to high elevations for firing upon flying targets. The most remarkable weaponry developed by the Ottoman military are the devices based on the advanced machines they acquired from the Covenant during the last years of peace. The Firtina Generators, intended to bring rainfall and life to inhospitable deserts, have been repurposed as the harbingers of fierce localised storms to dismay the enemy, while the remarkable ekirge flying mines are unmanned drone craft. Controlled by coded radio signals from great distances, they can deliver explosive charges of terrifying potency against surface and airborne targets. As well as the battlefronts against the Russians in the Caucasus and the Black Sea, the largest concentrations of Ottoman military forces are based in the Sinai Peninsula, watching over the Suez Canal. Built in concert with the Egyptians during happier times, many Ottoman commanders now fear their smaller neighbour may take advantage of the Empires burgeoning troubles to annex the great waterway entirely. Politics and Foreign Relations The Ottoman Empire has long had cordial relations with the Republique of France. The French purchase substantial amounts of their oil and other strategic resources from the Ottomans, and personnel from the French Legions lent their assistance to the training of the Sultans armed forces.

This is still the case even today, with French and Ottoman naval personnel pooling their resources and expertise in the handling of each nations revolutionary flying ships. It was through their links with the French that the Ottoman Empire became affiliated with the Imperial Bond, although the Sultans relations with the Prussian Empire were rather cooler. The long history of distrust between the Ottoman Empire and many of the inhabitants of the former Austrian realms were rather harder to bury for both sides. That the Prussians were also the allies of the perennially troublesome Italian League did not help either. However, the Prussian Empire, anxious to secure their overland links to the Empire of the Blazing Sun, went out of their way to garner Ottoman support, even putting pressure on the Italians to cease their operations against the Empire and in support of Free Greece. As with so many other alliances, it was the appearance of a common enemy that sealed the deal. In 1870, the Russians expanded their offensive against their European enemies, moving with Polish-Lithuanian and Romanian allies to try and open up their longcoveted access to the Mediterranean. Ottoman units in the Black Sea and the Caucasus found themselves in the firing line against White Army and Navy forces. The Sultan quickly discounted looking to the Kingdom of Britannia for aid; the Britannians were themselves courting Russian assistance after the shock of the London Raid, and were long-time rivals of France. Disturbing reports were also reaching Suleiman through Mehmeds agents of burgeoning political dissent in the neighbouring Republic of Egypt yet another worry he didnt need. Despite his misgivings about his empire entering a compact it might regret, Suleiman Mustafa increasingly saw the Imperial Bond as his only option. Finally, after a full year of resistance, the Ottoman Empire signed up to the Treaty of Zagreb in November 1871, binding them to the Prussian Empire as well as France and, most controversially, the League of Italian States.

This last point had many of the Sublime Porte officials quietly outraged, but pragmatic Mehmed Pasha sought to calm their anger. Accord with the Italians would mean the removal of at least one potential threat to the empire. While the prospect of Italian shipping using the Suez Canal was distasteful, the upside no more Italian support for the Greek rebels, and no compulsion to actually fight alongside the League unless absolutely necessary was worth it. However, although now counted as an associate of the Imperial Bond, the Ottoman Empire is one of the few powers to retain any degree of relations with the Covenant of Antarctica, albeit not in an official capacity like Free Australia. What this has meant in practice is that Covenant forces, for all intents and purposes, have been able to operate out of Ottoman territory, particularly in

their far flung East African provinces. Exactly why they are there in the first place is unknown, but some among the few aware of this situation speculate that it may be in connection with the many ancient tombs and pyramids situated throughout the east African deserts. The presence of these bases is not publically acknowledged by the Sultan, his government or his military commanders officially, they do not exist, and there is no state-sanctioned military cooperation between Ottoman and Covenant armed forces. However, there is nonetheless thought to be a tacit accord in some respects. Any foreign power encroaching onto Ottoman soil is likely to end up getting a lot more than they bargained for.

All Ottoman Empire Broadsides have the Redoubtable MAR. All Ottoman Empire Bombards and Turrets have the Corrosive MAR. All Ottoman Empire Volley Guns have the High Angle MAR. All Ottoman Empire ekirge Mines use both the Air Burst Mine and Sturginium Mine MAR.

New Model Assigned Rule: Sustained Fire (Weapon, Value)

If this model makes an Attack when using the weapon system listed in the brackets, it can re-roll any of the INITIAL Attack Dice (AD) up to the value listed in the brackets. The second roll MUST be accepted. Weapons with the Sustained Fire MAR can only perform Firing Options with other weapons with Sustained Fire. The Split Fire Firing Option is not available to any Attack made with a weapon using the Sustained Fire Model Assigned Rule. Multiple instances of Sustained Fire in a squadron do not have a cumulative effect to the Attack Dice (AD) totals used in any single attack. For example: A unit of 4 Cruisers with 6AD and Sustained Fire 2 may separate their attacks into 2 groups, each totalling 6+3=9 AD. The Sustained Fire Value for each of these attacks would be 2.

IMMEDIATELY when an ENEMY Surface or Flying Model or ANY Enemy or Friendly Token moves within 1. The Mine will also detonate if it moves within 1 as a result of a Mine Controller Generator moving the Mine. The Air Burst Mine uses the Exploding Dice mechanic requiring a 4, 5 or 6, to hit, unless a Model Assigned Rule (MAR) applies, but may only affect Surface and Flying models (NOT Obscured or Submerged models). The mine can also be used to devastate tokens that move within the detonation range. The normal AD value of the mine changes to an AA value when attacking Tokens. Tokens are Destroyed on a roll of a 5 or 6 (in the case of Infantry the Battalion loses a point of Regimental Strength). This roll is resolved separately from the AD Value of the exploding Mine.

New Generator: Mine-Controller (Activation Range)

The model with the Mine-Controller Generator may activate the generator at any point during its Movement Segment. This Generator may to move any number of Mines within the activation range listed in the bracket that were deployed by the controlling player, up to D3+2 in any direction chosen by the player. All Activation Range measurement is made from the centre of the model. If the mine token is moved so that an enemy model/token is within 1 of the centre of it, the Mine Explosion is resolved immediately. A fleet with multiple Mine-Controller Generators may cause Mines to move multiple times in a game Turn.

New Model Assigned Rule: Multi Purpose

This model can move on Land and Water without any penalty to its Movement, and is designated as a Naval model when on Water and is designated as an Armoured model when on Land for all intents and purposes. If a model with the Multi-Purpose MAR finishes its movement simultaneously occupying two different Surfaces, then its designation remains unchanged until it is moved onto a single Surface type as outlined above. For the purposes of selecting the MFV Core Force, this model may be purchased as either an Armoured or Naval designation model.

New Generator: Firtina Generator (value)

Air Burst Mines operate, and are countered, in exactly the same way as other mines, but with the following exceptions: Air Burst Mines are a surface-skimming form of Mine that affects the Surface and Flying Height Levels. Air Burst Mines are highly technical devices capable of discerning friend from foe. These mines detonate

The Ottoman Empires military employs an ingenious device known as the Firtina Generator on many of its larger vessels. This arcane Generator is capable of modulating air-currents and atmospheric pressure to create localised freak weather events. The applications of such a device are manifold, allowing Ottoman commanders to summon fog-banks capable of obscuring their ships from enemy fire or alternatively employing the machine to disrupt enemy movements with violent storms. A Firtina Generator is activated during the Squadrons Command Segment. Each Firtina Generator has a Value listed in the brackets that represents the Storm Points available to the vessel. Any Storm Points generated from various Squadron members are added together to form a total for the Squadron.

Storm Points may be used in one of two ways, transforming the Firtinas purpose from defensive to area denial with one flick of a switch. These two modes are known, respectively, as Cloud Effect and Storm Template Effect. These Effects are not mutually exclusive, and a functional Firtina may use both provided the Squadron has sufficient Storm Points to spare. Cloud Effect: A model with a functioning Firtina Generator may gain the Cloud Effect for the cost of ONE Storm Point. The model can only be hit on a 5 or 6 by any model or token. This does not apply to Collisions, Mine Explosions or Magazine Explosions. Storm Effect: A model with a functioning Firtina Generator may spend Storm Points to place a number of 4 Diameter Storm Templates on the tabletop. Each Storm Template costs TWO Storm Points and may be placed anywhere within Range Band 4. Multiple Storm Templates placed by a Squadron must be placed touching, but not overlapping. Storm Templates remain in play until the End Phase, at which point they will dissipate. The effect of Storm Templates are as follows: All Surface, Flying and Obscured Models that touch a Storm Template at any point during their movement suffer a -1 Movement penalty. All Surface, Flying and Obscured Tokens that touch a Storm Template have a Turning Limit of 2. All Surface, Flying and Obscured Tokens that touch the Storm Template at any point during their movement suffer a 1/2 Movement penalty. All Attack Dice (AD) from Surface, Flying and Obscured Models/Tokens/Wings into, through or out of the a Storm Template, count as Impeded. If any part of a Model/Token/Wing is touching a Storm Template at the start of their Combat Segment they are considered to be Impeded. Storm Templates may never overlap under any circumstances and the effects of multiple templates are not cumulative.

Example 1: An Ottoman Battleship has 3 Storm Points and so may choose to activate a Cloud Effect to protect itself AND place a Storm Template during the Squadrons Command Phase. Example 2: An Ottoman Cruiser Squadron with 4 Storm Points might place TWO Storm Templates (that must be touching), or place ONE Storm Template and activate TWO Cloud Effects on 2 of the Cruisers, or activate FOUR Cloud Effects during the Squadrons Command Phase.

Ottoman Empire Fleet Commodore:

The National Fleet Commodore rules for Dystopian Wars can be found in the Hurricane Season Campaign Book on Page 86: Safe Passage: Re-Roll one Treacherous Terrain Check for one model in their Fleet within 8 of the Commodore model. Fix it Lads: Re-Roll one Damage Repair Test for one model within 8 of the Commodore model. Improved Ack Ack: A model in the Commodores fleet can add 1D3 to their initial Ack Ack (AA) value until the End Phase of the current turn.. Meltemis Fury: ONCE PER GAME - The National Fleet Commodores model may DOUBLE the Storm Points generated by his vessel.

For example: A Fleet Commodore on-board a Sadrazam Battleship with a Firtina Generator (3), generates 6 Storm Points, allowing the placement of 3 Storm Effects or 2 Storm Effects and the activation of a Cloud Effect.
