SECTION-IV

SCOPE OF WORK AND TERMINAL POINTS

The scope of the Contractor under this specification shall comprise design,
engineering, material selection, manufacturing, testing at works, supply to site,
construction, installation, testing, commissioning, performance testing at site, and other
related items of work for the Balance of Plant and equipment inclusive of all
mechanical, electrical, instrumentation & control systems, civil, structural and
architectural works, coordination with BHEL supplied Main Plant equipment for putting
into commercial operation a highly reliable, safe, efficient and environmentally
compliant power station comprising 2X500 MW UnitS on Engineering, Procurement &
Construction basis (EPC – BOP), including but not limited to the following. The systems
and equipment shall conform to the technical requirements specified in various
Volumes and Sections of this Specification.

Items not specifically mentioned here, but needed to complete the system and
equipment and to meet the intent of the specification or required for operation of the
equipment shall be deemed to be included in the scope of work of the Bidder unless
otherwise specifically brought out under exclusions.

For detailed requirement of various equipment and systems (number, redundancy,


capacity, technical parameters etc.), the respective Specifications and Sections for
Mechanical, Electrical, Control & Instrumentation, Civil, Structural & Architectural works
shall be referred.

5. Raw water will be taken through a flow control station to 1X100%


Aerator and then the Stilling Chambers. Pre chlorination of raw water
in Stilling Chamber shall be carried out by use of gaseous chlorine.
Water will then flow to three (3) nos. Distribution Chambers through
three (3) nos. Parshall Flumes. From Distribution Chambers, water
would be directed to three (3) nos. proposed Solid Contact Clarifiers.
Chemicals such as Alum, Lime and Polyelectrolyte solution will be
added to raw water at the Clarifiers. The clarified water from Clarifiers
will flow through channels will be stored in a Clarified Water Reservoir.

All chemicals required for operation of the entire plant will be stored in
the ground floor of a two-storied Chemical House. However, the
equipment and accessories for preparation of solution of alum as well
as lime and injection of the same into raw water shall be located at the
first floor of the Chemical House. The Chlorination System shall be
located at a part of the ground floor of the Chemical House and
complete with Chlorine Ton Containers, Chlorinators, Booster Pumps,
Strainers, Pipe Works and Diffuser Systems up to points of injection
complete with all other necessary accessories and auxiliaries.

The sludge generated from Clarifiers as addressed above will be


collected in a common Sludge Sump. Sludge will be pumped from
Sludge Sump by means of three (3) nos. Sludge Disposal Pumps to
the Waste Water Treatment Plant.
For details with reference to scope of supply and other
miscellaneous features for Raw Water Treatment System, the
Bidder need to refer to the requirements as stipulated under VOL-
IIB/11 and elsewhere of this specification.

6. Post Water Treatment Plant consisting of:

The DM Plant shall consist of three (3) nos. parallel Demineralization


streams along with necessary regeneration and storage facilities.
Under normal condition two (2) nos. streams are envisaged to be kept
in operation.

7. The system hook up consists of major items as follows:

Activated Carbon Filter – Strongly Acidic Cation Exchanger –


Degasser Tower, Degassed Water Storage Tank and Degassed
Water Transfer Pump-Weak Basic Anion Exchanger–Strongly Basic
Anion Exchanger - Mixed Bed Exchanger –DM Water Storage Tank.

The regeneration and storage facilities as envisaged are as follows:

Acid Unloading System through Unloading Pumps, Acid Storage


Tanks and Measuring Tanks etc. for regeneration of Cation Resins of
SAC and MB.

Alkali Unloading System through Unloading Pumps, Bulk Caustic


Storage Tanks, Caustic Filter (Activated Carbon Filter), Alkali Diluent
Water Heater, Measuring Tanks, Brine Preparation Tank,
Regeneration Pumps etc. for regeneration of Anion Resins WBA,SBA
and MB.

All regeneration wastes and other drainages from Ion Exchange Units
need to be led to Neutralization Pit.

Acid Measuring Tank and Caustic Measuring Tank for correction of pH


of Waste Water collected in Neutralization Pit.

Control Room for DM Plant shall be located in the building adjoining


the DM Plant. Provision of Chemical Lab should also be included in
the same building.

For details with reference to scope of supply and other miscellaneous


features for DM Plant, the Bidder need to refer to the requirements as
stipulated under VOL-IIB/12 and elsewhere of this specification.

The clarified water shall be pumped by Potable Water Pumps from


Clarified Water Storage Tank to Potable Water Treatment System.

In Potable Water Treatment Plant Clarified water shall be passed


through 2x100% dual Media Pressure Filters and then disinfected on
line, by a Chlorine Dosing System. The Chlorination shall be carried
out by use of Chlorine cylinders, 2x100% Chlorinators and 2x100%
Chlorinator Water Booster Pumps.

After disinfection, the treated water shall be stored in Overhead Tank


for further distribution.

features for Potable Water Treatment System, the Bidder need to refer
to the requirements as stipulated under VOL-IIB/12 and elsewhere of
this specification.

Circulating Water Treatment System:

The Circulating Water Treatment Plant which comprises of Circulating


Water Chlorination System, Chemical Treatment System and Side
Stream Filtration System shall be as follows:

C.W Chlorination System

Chlorination System shall consist of Chlorine Ton Containers, Chlorine


Evaporators, Chlorinators and Chlorinator Water Booster Pumps etc. To
meet the safety regulation towards chlorine leakages, automatic
chlorine leak detectors with alarm and emergency Chlorine Leak
Absorption System shall be provided.

CW. Chemical Treatment

Sulphuric Acid will be dosed in the CW bay to convert scale forming


calcium and magnesium bi-carbonate into corresponding sulphate
compounds having higher solubility. Sulphuric Acid Injection System
shall comprise of Sulphuric Acid Transfer Pumps, Sulphuric Acid
Storage Tanks, Sulphuric Acid Day Tanks, Sulphuric Acid Injection
Pumps and all other accessories.

For additional safeguard against scaling as well as corrosion,


synthetic polymer based Antiscalant along with some Corrosion
Inhibitor will also be dosed in CW bay. Similarly for additional
protection against microbiological growth in the circulating water
system, it is proposed to shock dose some biocide in addition to
chlorine at least once in a week for at least an hour.

Side Stream Filtration System

To reduce the Suspended Solids in the cooling water, at least 3% of the


total Circulating Water will be passed through Automatic Valveless
Gravity Filter Units. The System shall receive the supply of circulating
water from discharge header of CW Pumps and after filtration the
filtered water will be returned to the CT Basin. The backwash waste
from Side Stream Filtration System shall be routed to Effluent
Treatment.

features for Circulating Water Treatment Plant, the Bidder need to refer
to the requirements as stipulated under vol. IIB/14 Specification and
elsewhere of this specification.

Waste Water treatment System:

The wastewater streams from different sources of 2 x 500 MW Units


Power Station will be collected, treated and then reused within the
Plant.

Various waste waters, which are to be handled and treated are as


follows:

• DM Regeneration Waste.

• Neutralised Regeneration Waste from Condensate Polishing


Units.

• Cooling Tower Blow Down.

• Quenched Boiler Blowdown.

• Backwash Wastewater from Side Stream Filtration.

• Rainfall Runoff and Wastewater due to Washing/Cleaning/


Leakage etc. from Oil Handling Area.

• Oily Service Water Waste from Power House.

• Oily Waste Water from Transformer Yard Area.

• Coal Pile Rainfall Runoff.

Few designated wastewater streams will be led to a Central


Monitoring Basin.

From Central Monitoring Basin, the collected wastewater will be


pumped by means of Central Monitoring Basin Effluent Transfer Pumps
to four (4) nos Flash Mixers. From Flash Mixers, water would be
directed to four (4) nos. Flocculation tanks. Alum solution will be added
to water at the Flash Mixer. From Flocculation Tanks water would be
directed to four (4) nos. Inclined Surface Settlers.

The treated water from Inclined Surface Settlers shall flow through
channels and shall be stored in a Clear Water Reservoir. From the
reservoir water shall be distributed for further miscellaneous use.

An integrated common water Treatment Plant comprising water


pretreatment plant, Post Treatment plant, Chlorine Dosing Plant,
Potable Water System etc. shall be provided by the bidder.

8. Plant drains transformer sumps / all equipment drain sumps and drain
pumps for the entire plant, with piping up to the Effluent Treatment Plant
for treatment and recycling.

9. Circulating condenser cooling water (CW) and auxiliary cooling water


(ACW) systems, including:

a) Natural Draft Cooling Tower with cooling tower basin and


accessories

b) Cold Water Tunnel from the Cooling Tower up to CW / ACW


Pump House

c) CW / ACW Pump House with forebay, gates and screens

d) CW and ACW Piping beyond CW/ ACW Pump House up to the


condenser inlet and Main ACW discharge header at the
Terminal Points for BTG Contract, Condenser outlet and ACW
outlet header beyond the terminal points for BTG Contract up to
the Cooling Tower.

e) CW make-up water system .

f) CW Blowdown Piping up to the Ash water sump and Guard


pond.

g) Chlorine dosing unit

10. Service water, drinking water (for both plant and township) and other
auxiliary water systems, including piping, pumps, storage tanks, etc.

11. All pumps, piping, gates, screens, trash racks etc. for the complete
system with handling arrangement.

B. COAL HANDLING PLANT

Coal Handling Plant Complete with:

1. Coal wagons unloading system (with track hoppers with paddle feeders
for bottom discharge wagons).

2. Coal crushing and screening plant with magnetic separators

3. Coal stacker & reclaimer for crushed coal stock piles

4. Coal conveyors (complete with galleries, tunnels, and transfer towers)


from unloading station to crushing plant, to stock pile and to power
house coal bunkers

5. Motorized traveling trippers for coal bunkers.

6. Complete dust control system, ventilation and air-conditioning system.

7. Control, protection and monitoring system with necessary interfacing


with centralised Distributed Control system (DCS)

8. Coal wagon weigh bridges for weighing loaded and empty rail-wagons.

9. Conveyor belt weigh scales upstream of coal crushers/stackers as well


as downstream before entry to the powerhouse bunkers.

10. Rain protection sheds with structures above track hopper

11. Coal handling and storage area storm water drainage system, including
the arrangement for collection, clarification, recycling and reuse of the
drain water through Effluent Treatment Plant.

12. Dedicated Air Compressors, Air Dryers and Air receivers for wagon door
opening.

13. Manually operated/ motor operated hoists as specified and required.

14. CHP cum Loco maintenance Bldg.

C. ASH HANDLING PLANT

Ash Handling Plant Complete with bottom ash, coarse ash and fly ash
conveying systems to intermediate storage or to silo directly and wet
transportation system upto the ash dump area, including:

1. Bottom Ash Water-impounded Hopper (W-shaped) below Boiler, hydro-


pneumatic gates, bottom ash clinker grinders, bottom ash transfer up to
Ash Slurry Pond with Jet Pumps.

2. Coarse ash collection system with hoppers, feeder ejectors, surge tank,
coarse ash jet pumps, piping for transporting the ash up to the ash
slurry sump.

3. Bottom ash slurry sump for collecting the bottom ash and coarse ash.

4. Bottom Ash slurry Disposal Pumps and ash slurry piping up to the ash
dyke.

5. Miscellaneous pump sets like H.P. Seal Water Pumps, L.P. Seal Water
Pumps, H.P. Ash Water Pumps, L.P. Ash Water Pumps, Refractory
cooling water pumps, Slurry Drain Sump Pumps, B.A. Overflow transfer
pumps, tube settler sludge pumps as per specification.

6. Drain sumps, B.A. Overflow sumps, sludge sumps, tube settler for B.A.
Overflow recovery as per specification.

7. Fly ash silos with ash outlets and collection arrangements, intermediate
surge hoppers, dust extraction/ suppression systems, unloaders etc.,
and ash withdrawal system from both intermediate surge hoppers and
fly ash silos.

8. Dry fly ash handling system by pressure and vacuum mode, comprising
ash colleting hoppers outlet gates, ash piping up to the buffer vessels
and to the intermediate/ final ash silos, Mechanical Exhausters (Vacuum
Pumps), Transport Air Compressors, ESP Fluidizing Blowers, Ash Silos
Aeration Blowers, rotary feeders and ash conditioner/ telescopic chutes
for unloading fly ash from silos into trucks, vent filters with pulse jet
cleaning facilities, drain sump and sump pumps.

9. High Concentration Slurry Disposal (HCSD) system for fly ash including
intermediate silo for collection of ash, rotary feeders, dosing screw
feeders with ash conditioning, agitated retention tanks, HCSD Pumps,
HCSD piping up to the ash dump area along with inspection/ service
road and concrete bridge for Ash Disposal and Ash Water Recovery
Piping over Hasdeo River near Ash Dump Area.

Suction Heaters and insulation for HFO tanks as per specification
including fuel oil pump house.

2. Fuel Oil piping with steam tracing and insulation for HFO piping.

3. Dyke for Fuel oil unloading and storage area, collection of run-off and
spillage etc. from fuel oil dyke area and transferring the same to the
Effluent Treatment Plant for separating the oil and reusing the water.

4. Control, protection and monitoring system with necessary interfacing


with centralized DCS.

5. LDO unloading pumps and piping for unloading from road tankers

6. Drain Oil Tank with pumps.

7. Auxiliary steam piping, control valves & accessories for heating


purpose.

8. Condensate piping, flash tank and other accessories including Supports

9. Steam as well as Oil hoses as required for simultaneous unloading of


one full rake of tank wagons.

Complete fire detection and fire protection system for the entire power
station, including Main Plant BTG Package, all buildings, transformers,
HT/ LT Switchgears coal handling & fuel oil handling systems, coal
stock pile, open yard storage, portable fire extinguishers etc. as detailed
below.

1. Motor driven and diesel engine driven fire water pumps for hydrant
system

2. Motor driven and diesel engine driven fire water pumps for spray system

3. Jockey pumps, hydro pneumatic tank and air compressors for fire water
pressurizing system (common for hydrant system and spray system).

4. Fire hydrant system network with hydrants, monitors and piping


covering the whole power station buildings and plants, as per
specification.

5. Automatic high velocity water spray system for oil filled transformer,
turbine oil tanks etc. as per specification.

6. Automatic medium velocity water spray system for cable galleries/


spreader rooms coal conveyors etc. as per specification.

7. Inert gas flooding system for control room, control equipment room,
programmer’s room, data storage room, UPS and Inverter room etc. as
per specification.

8. Foam type fire fighting system for fuel oil storage tanks.

9. Automatic fire detection and alarm system for the power station, as per
specification.

10. Fire hydrant system accessories like fire hose stations, hose pipes,
nozzles and couplings, at various locations, as per specification.

11. Portable and mobile fire extinguishers – dry chemical, CO2, Pressurized
Water, Foam type – as per specification.

12. Fire hydrant system for switchyard.

transportation of all plant and equipment under BOP Package (heavier
than 1000 kg) that may need maintenance/overhaul during the plant's
life time. This shall include the EOT cranes on rails for – (a) CW pump
house, (b) Raw water pump House, (c) Loco Maintenance Shed, (d) DG
and Air Compressor Building, (e) AHP pump houses and compressors
building etc.

4. Hoists, trolleys & monorails for other plants and equipment such as
Portion of Power House Building outside the range of EOT crane, Coal
Handling Plant, Ash Handling Plant, Fuel Oil Pump House, Water Pre-
treatment Plant and Post treatment, raw water pump house, CW &
ACW Pump House etc.

Slide rails and pulling systems required for equipment handling


wherever applicable.

5. Hydrogen Cylinders duly filled with respective gases as per statutory


norms and their storage, handling as per specification.

6. Nitrogen Cylinders duly filled with respective gases as per statutory


norms and their storage, handling for preservation purpose, as per
specification.

7. Carbon-di-oxide Cylinders duly filled with respective gases as per


statutory norms and their storage, handling as per specification

8. Laboratory for testing coal, fuel oil, ash, ambient air quality, stack
emission, & other effluents, water analysis etc. (including Precision
Laboratory for WTP) as specified

9. Ventilation and Air conditioning systems as required, for power house


and other auxiliary buildings.

10. Diesel generator set(s) as required for the safe coasting down of the
unit.

SCOPE: -

(In case of any deviation in the scope of Electrical System indicated


below, details given in the respective Section Volume : IIC of the
specification shall prevail and shall supercede the details indicated
below.)

Electrical works to be covered under BOP package can be divided into


three basic category :-

I. Electrical equipment & accessories required for Raw water , CHP, AHP,
DM Plant, Fire water pump house, Ash Water Recovery System Intake
Pump House etc.

The above works include the following :-

Detailed design, engineering, supply, Installation, Testing &


commissioning of

a) AC & DC motors

b) Electric motor actuators

c) 6.6KV Switchgear for Intake Pump House.

d) Oil Filled Transformers and Earthing Transformers.

e) Secondary loading resistors.

operating and maintenance instruction manuals, commissioning

maintenance.

18. Provision of compound/ boundary wall as shown in the drawing.

NOTE :

The above list of work is not exhaustive. Any additional works, whether
or not specifically described in this bid document, incidental to complete
the BOP systems in all respects shall be deemed to be in the scope of
work of the EPC Contractor.

K. TERMINAL POINTS/ EXCLUSION

1. Following shall be provided by the Owner.

However, this road shall be reconditioned/ strengthened and
asphalted by the BOP Contractor

2. Water – CW (supply & return) 2m away from Grid-A of TG building.


Back-up ACW supply line is to be connected to Main ACW discharge
header.

- Demineralised Make-up water connection to condenser near A-


row at suitable location about 4M above local grade level for
further connection by BHEL through BHEL’s control valve
station.

- Counter-flanges and nuts, bolts, gaskets at the terminal points

3. Bottom Ash Hopper below furnace. The seal plate and shield plate will
be supplied by the BTG Package Contractor.

4. Fly ash and coarse ash hoppers outlet flanges. The hoppers will be
provided by the BTG Contractor

5. Fuel Oil System:

- At fuel oil wagon outlet flanges and at inlet to the Pressurizing


units for HFO and LDO supply system of the BTG Package,
located near the Fuel Oil Unloading and Storage area.

- Fuel oil return piping from Steam Generator, at the HFO/ LDO
storage tanks return oil flanges. BOP Contractor shall provide
the counterflanges with nuts, bolts, and gaskets.
