Clarification regarding Voluntary Load Disclosure Scheme ( VLDS ) published on 08-05-2012. J&K SERC has issued corrigendum to the para 11.9 of Retail Tariff Order for the year 2012-13, vide communication no. JKSERC/261-64 dated 13-06-2012, which is reproduced as under : CORRIGENDUM

Para 11.9 of the Retail Tariff Order issued by the J&K State Electricity Regulatory Commission under order No. JKSERC/56 of 2012 dated 16-04-2012 be read as: Any consumer having MDI installed, found to have actual load drawn greater than the contract demand shall be levied minimum/fixed/demand charges for the excess load, at 2 times the normal rate. The energy charges for consumption proportionate to the excess demand shall also be billed at 2 times the normal rate. Provided that in cases where no MDI is installed, the excess load shall be billed as per Regulation 6.27 of Jammu & Kashmir State Electricity Supply Code. In place of Any consumer found to have actual load drawn greater than the sanctioned connected load for LT connections or Contract Demand for HT connections shall be levied minimum/demand charges for the excess load at 3 times the normal rate. The energy charges for consumption proportionate to the excess demand shall also be billed at 3 times the normal rate By order of the Commission -sdSecretary, J&K State Electricity Regulatory Commission, J&K Jammu Vide above corrigendum, ambiguity regarding application of Contract Demand to Domestic and Non-Domestic/Commercial consumers has been clarified by the Honble Commission. The consumers of these categories while declaring their connected load under VLDS, can execute an agreement for a Contract Demand which cannot be less than 60% of Sanctioned Connected Load as per Para 11.37 of Retail Tariff Order for 2012-13. Example: If the connected load (sum of rated capacities of all energy consuming apparatus connected to the power supply system of PDD) of a consumer, disclosed under VLDS is 10 kW and the consumer, because of all his gadgets not being used simultaneously, assesses that his maximum demand ( actual maximum load which can come on PDD system) shall not be more than 7 kW, the consumer can enter into Contract Demand Agreement with PDD for 7 kW only and his minimum/fixed charges, as the case may be, will be payable for 7 kW only. However, if the maximum demand of the consumer subsequently is found to be more than 7 kW, then minimum/fixed/energy charges for the load in excess of contract demand will be payable as per above corrigendum. However, the Contract Demand in this case cannot be fixed at less than 6 kW (60% of 10kW). -sd Technical Officer to Development Commissioner (Power).
