Dear Panamerican Debating Community, the challenge of playing host to a debating event of such magnitude and importance as are the PANAMS. As such, we are delighted to present the rst ever Mexican bid for the Panamerican Schools Debating Championships for 2014. The adjudication team considers it our duty to guarantee a top quality tournament that will not only par previous PANAM events but demonstrate as well to all those who attend that Mexican debating has reached international competitive standards. In addition to the glamour of travelling to a new destination and having all the accommodations far surpass your expectations, we will strive to ensure that the competitive, debating, and educational portions of the 2014 PANAMS are raised to a whole new standard. Precise and transparent tabbing and draw schemes, superbly trained and committed judges, new standards for feedbacks, interesting and challenging motions, and perfectly managed schedules, among others, will make the 2014 PANAMS a really enjoyable experience for all those who attend. Within our bid document, you will nd all the details relevant to hosting the PANAMS in Mexico City. As eective and ecient communication is also at the core of a successful event, we will also develop a system of periodical newsletters to keep you up to date with all relevant information before your registration and arrival to our beautiful capital city. We are very happy to work towards the goal of making the 2014 PANAMS a complete and total success. Most of all, we aspire to continue boosting both Mexican and regional debating, into growing levels of excellence.

Our Mission

With one of the fastest growing debate circuits in the continent, Mexico is glad to bid as a host for the 2014 Panamerican Schools Debating Championships. Our goal is to organize a high quality tournament, that gives the international debate community an opportunity to enjoy the unique experience of competitive debate in a fabulous location as Mexico. We are eager to provide you with the nest food, accommodation and tournament administration that Mexico has to oer, in an eort to set a positive precedent for this important international event. The Organizing Committee aims to provide a tournament that not only furthers the aims set forth
by the Panamerican

Schools Debating Championships but also contributes to furthering debating excellence within Mexico and the Americas regions.

Our mission is clear and our challenges are many. However, we are condent that the 2014 PANAMS in Mexico City will: Be remembered by all the participants in years to come as a standard for competitive debating. With this tournament, we want you to fall in love with debating all over again. Promote and increase the participation of countries from the Americas in the the World Schools Debating Championships. Strengthen and develop new links for the Panamerican Schools Debating Circuit, guarantying clear and solid guidelines future events.

Debate in Mexico

Mexico is home to a vibrant and ever-growing debating community with new schools and institutions joining the national circuit every year. Despite the fact that debating is not part of the Mexican culture, our debating circuit has grown to include more than 150 students under WSDCstyle, rules, and regulations. The growth in participation and interest in debating within Mexico can be accredited to the hard work, persistence, and dedication that the faculty, students, and administrators of participating schools have put into the Mexican Debating Circuit. There is also no doubt that the

Coaches and Debaters are the fuel that continue to help spread the joys of debating within our nation, investing time and resources in this great educational experience that is competitive debating. Red Mexicana de Debate The Red Mexicana de Debate (RMD) is a nonprot organization, which started activities in 2011 as a direct result of the exponential growth that debating has had within Mexico. Our main objective is to promote the culture of debate within all corners Mexico. In the last years the RMD can be accredited with organizing and

maintaining the Mexican Schools Debating Championships (2012, 2013), Annual Debate Camps (2012, 2013) and the dicult selection process for the Mexican team that participates at the World Schools Debating Championships (WSDC) and at the Panamerican Schools Debating Championships. The RMD played an integral part in formalizing the Mexican Schools Debating Circuit by helping schools start their debate clubs and organizing the debate season in Mexico City.

Host School
The Sante Fe Campus is located in the most important and modern business centers in the city. that fact helps students to get employed by huge corporations as Ford, Nokia, and Telcel among others. The campus is divided into three buildings for professional studies and a preparatory building with its own hall, green areas, library and snack bar. The professional area has 3 main halls, an auditorium, a library (one of the biggest libraries in Mexico's universities) and a bookstore, along with an information technologies center featuring 70 computers divided by the type of software installed: Business, Programming, Multimedia, Design. There is a Business center and a Gessel Dome used for marketing studies. There are nine engineering laboratories: Manufacture and Productivity Integrating Cell Mechanics and Metallography Laboratory Integral Electronics and Potency Systems Laboratory Telecommunications and Instrumentation Laboratory Computational Laboratory of Design and Manufacture Networks and Informatics Security Laboratory

The Tecnolgico de Monterrey, is one of the largestprivate, nonsectarianandcoeducationalmulti-campus universities inLatin Americawith over 90,000 students at the high school, undergraduate, and postgraduate levels. Based inMonterrey,Mexico, the institute has 31campusesin 25 cities throughout the country. The 2014 Panamerican Schools Debating Championships will be held in the Santa Fe Campus in Mexico City. The campus features modern architecture designed by world renownedRicardo Legorreta and has state of the art facilities that cater to more than 3,000 students on a daily basis.

There are two basketball courts, two tennis courts and a full-size (soccer and football) court along with a running track. A gym with various tness apparatus is also available. After the arrival of the Spanish in 1519, most of the Aztec structures and canals were destroyed and replaced with modern roads and buildings. We will either use Google-forms or fast-rego to do the registration. We encourage all nations to adhere by an N-1 Rule and bring N-1 judges per team if possible. Adjudication Our proposals for PANAMS 2014 include several changes to organize the tournament: Motions: In our rst newsletter we will open an application process to be part of the PANAMS 2014 Motions Committee. The CAP will publish a shortlist of the candidates and all PANAMS nations will do an online blind vote for the candidates in order to ll the 6 positions. The motions committee will have the following composition: 1 Member from the host nation.

Panams 2014 will start with the Spanish 6 pre-elimination rounds, then after the outings day we will have the 6 initial rounds of the English tournament. Ultimately the seminals and nals of both tournaments will occur on the nal day. Spanish Tournament: Preelimination rounds 14-15 April 2014 Outings Day: 16 April 2014 English Tournament: Preelimination rounds 17-18 April 2014 Final day: Semis and Finals 19 April 2014 Registration Policy Team cap: We will use the registration policy that has been used and approved by PANAMS Council, allowing all participant nations to have three slots in the competition, four debaters per team, with possible extra spaces if the host nation has the ability to host them. We can guarantee

2 International members from non Panams nations 3 members from Panams nations Adjudication: To us it is very important to have a pool of top quality judges. We will provide training materials in order to help you prepare your judges and we will also organize the nal judges training session here in Mexico before the tournament starts. We will have an adjudication test to evaluate the judges travelling with each nation before the competition. Judges categories to have balanced panels. Judges feedback forms, with the feedback of all judges being updated into our system at least every day if not between rounds. Tabbing and Power-matching: According to the last vote of countries in Panams council, the tournaments will be powermatched after round 2.
