14 nominees fight for 3 posts in appellate court

Eleven of the 14 nominees were judges of the regional trial courts, two came from the academe and one from the Office of the Solicitor General (OSG). After the voting of the august council, three names got the highest number of votesAssistant Solicitor General Roman Del Rosario, Guagua, Pampanga Judge Jonel Mercado and Manila Judge Ruben Reynaldo Roxas. They got seven out the eight votes from the JBC. They were followed by Cebu Judge Simeon Dumdum, Quezon City Judges Henri Paul Inting and Edgar Santos. The others who made in into the shortlist were Iligan Judge Oscar Badelles, Gapan, Nueva Ecija Judge Celso Baguio, Corporate Lawyer Rochelle Yvette Dakanay-Galano, Arellano University Assistant Law Dean Arellano Virgilio Gesmundo, Malolos Judge Wilfredo Nieves, Makati Judge Perpetua Pano and Tuguegarao, Cagayan Judge Vilma Pauig and Quezon City Judge Marie Christine Jacob. They got five votes each. The three positions were left vacant by the retirement of Justices Josefina Guevarra-Salonga, Juan Enriquez and Antonio Villamor.

Legarda, Jardeleza, Villanueva new bets for CJ post

Pulta 06/08/2012 Three more names have been nominated to the Judicial and Bar Council (JBC) yesterday as possible replacements of former Chief Justice Renato Corona, namely, women rights advocate Katrina Legarda, Solicitor General Francis Jardeleza and former Ateneo law dean Cesar Villanueva. The three nominees will join five senior magistrates of the SC automatically nominated for the vacant position, namely, acting Chief Justice Antonio Carpio, Associate Justices Presbitero Velasco Jr., Teresita Leonardo-de Castro, Arturo Brion and Diosdado Peralta. The eight-man JBC panel formally opened the chief justice post for application and nomination last June 6 and will end on June 18. The JBC is expected to come up with its initial list of aspirants who will be subjected to a public interview on June 25.

The President has 90 days from vacancy to appoint Coronas replacement. The JBC is a constitutional body tasked to screen applicants and nominees for vacancies in the judiciary and to submit its list of nominees to the President for consideration. Jardeleza served as senior vice president and general counsel for San Miguel from 1996 up to 2010. President Aquino appointed him as deputy Ombudsman for Luzon last year before he assumed the position of Solicitor General early this year. Villanueva graduated magna cum laude from Holy Angel University. He took the Philippine CPA Board Examinations in 1982 and ranked sixth nationwide. As this developed, the JBC has shortlisted 14 names for the three vacant positions in the Court of Appeals. The Judicial and Bar Council, which is presently also considering nominees for the Supreme Courts Chief Justice position recently vacated by Renato Corona, has

submitted to Malacaang the names of 14 nominees for the three vacancies at the Court of Appeals.

At the top of the list of are Pampanga Regional Trial Court Judge Jonel Mercado, Manila RTC Judge Ruben Reynaldo Roxas and Assistant Solicitor General Roman del Rosario. Each nominee got the votes of seven of the eight JBC members.

The other nominees in the list are:

- Cebu RTC Judge Simeon Dumdum; - Quezon City RTC Judges Henri Paul Inting; - Quezon City RTC Marie Christine Jacob; - Edgar Santos Edgar Santos; - Iligan RTC Judge Oscar Badelles; - Nueva Ecija RTC Judge Celso Baguio; - Malolos RTC Judge Wilfredo Nieves; - Makati RTC Judge Perpetua Pano; - Cagayan RTC Judge Vilma Pauig; - Private lawyer Rochelle Yvette Dakanay-Galano; and - Arellano University law professor Virgilio Gesmundo.

The JBC is the body created under the 1987 Constitution to come up with nominees for vacant judicial position in all courts and the Office of the Ombudsman.

The President can only appoint judges and justices from the short list of nominees submitted by the JBC.

President Benigno Aquino III will have 90 days to select the three replacements for outgoing CA Associate Justices Josefina Guevarra-Salonga, Juan Enriquez, and Antonio Villamor who were set to retire in a few weeks. DVM, GMA News
