The use of Geotechnical Baseline Reports (GBRs) in contracts

Speaker: Prof John Endicott, AECOM Fellow and Executive Director of AECOMs geotechnical business, Asia. Event Overview: A large proportion of construction claims are based on changed ground conditions and many of such claims are for very large sums of money especially for tunnels. Once a case is taken to Arbitration, the costs can escalate dramatically. A question that faces the industry is how to reduce exposure to expensive claims relating to ground conditions. Factors that affect claims include the amount of ground information made at the time of tender and its quality and how the Contract allocates geotechnical risk. Recent developments such as the provision of more factual data including extensive lengths of rock core obtained at tunnel level by horizontal directional coring, coupled with detailed GIS based geological models. In addition, the use of electronic storage of performance data has made available to large data bases of performance including geological conditions, rates of advance, numbers of probe holes, rates of inflow of water and amounts of grout used. Such large data bases provide the opportunity to forecast rates of production and, costs of drilling and grouting in rock to prevent inflow of water. An example will be presented of an application of this method. In Hong Kong and Singapore, consideration has been given to sharing geological risk by defining included ground conditions, and therefore admitting to classes of changed ground conditions, by adopting Geotechnical Baseline Reports. Experience has now been gained locally by completing contracts which have included GBRs in Hong Kong and Geotechnical Interpretative Baseline Reports, for LTA in Singapore. The lecture will conclude by considering how the contracts have performed, and how claims are measured and assessed. About the speaker: Prof John Endicott is an AECOM Fellow and Executive Director of AECOMs geotechnical business in Asia. He has specialised in geotechnical engineering since 1970 initially in UK and has been practicing in Hong Kong since 1975. In Hong Kong, initially, he had extensive involvement in design of MTRC underground stations and tunnels, foundations, major roads including the Aberdeen Tunnel, and for New Town Development at Shatin, and Tai

Po. He was the contractor's designer for six water supply tunnels and two railway tunnels in Singapore and adviser for four railway tunnels constructed in Hong Kong. In 1986, he led the design of ground engineering works for some fifteen underground railway stations and twelve railway tunnels in Taipei. Since 1990, John has managed major civil engineering projects including the Site Preparation Contract for the new Chek Lap Kok Airport and MTRC 611 tunnels, West Rail DB350 tunnels, the Route 3 Country Park Tunnels, an electricity cable tunnel in the Hong Kong Island, Quarry Bay Relief tunnels for MTRC, container terminals CT8, CT10 and CT11. He has provided specialist consulting services for three underground stations in Singapore, for nine underground stations and associated tunnels in Bangkok and six underground stations and tunnels in Delhi. Currently he is working on HATS 2A Sewage Tunnels and he is the Supervising Officer for Lai Chi Kok Drainage Tunnel. He has been instrumental in introducing Geotechnical Baseline Reports to Hong Kong and has been involved with Geotechnical Interpretative Baseline Reports for LTA in Singapore. He has been in considerable demand as an expert in ground engineering. Recent work has included the Arbitration for the SSDS Stage 1 Tunnels, for Piling in karst at Ma On Shan for HKHA, for several cases with short piles, and for the collapse of the Nicoll Highway in Singapore.
