Why Indian Supreme Court ruling wont keep criminals out of politics
In an ideal world, no politician would have a criminal past or present. Crime and politics would be worlds apart, and courts would not be intervening to stop criminals from becoming politicians and vice versa. But lets get real. Politics in actual world is much more complex. It does not render itself easily to idealistic propositions. Courts may succeed in keeping criminals out of representative institutions, but they cannot keep them out of politics. At the ground level, where politics plays out rough and dirty, both worlds have a symbiotic existence. In an ideal world, politics would be synonymous with discipline. There would be perfect democracy within parties, well laid out succession plans, transparent funding process, intraparty grievance redressal mechanisms, an age of retirement for senior leaders and enough scope for the younger generation to make it to the top. There would be no dynasties, no puppeteer pulling the strings of parties, no grumpy veteran, no cut-throat competition within and no insecurity and machinations. Saudi princess arrested in Orange Prince Tuli & family, of Long Island booked for County on state human trafficking charge dowry harassment
Bollywood actress Yukta Mookhey on Thursday registered a complaint of dowry harassment and unnatural sex against her Nagpur-based husband Prince Tulli at Amboli police station. Mookhey, who was crowned Miss World at the age of 20 in 1999, has accused her husband of years of mental and physical harassment. The couple, who got married in November 2008, started growing apart a while ago. She had complained to the police before too, having filed a non-cognizable complaint (NC) against her husband alleging harassment and abuse in July 2012.The Amboli police have booked her hotelier husband for dowry harassment under section 498 and unnatural sex under section 377 of Indian Penal code. The actress's in-laws have also been named as accused in the dowry harassment case, based on her complaint.(Contd on page no. 20) ANTA ANA, Calif. A Saudi princess is being held on $5 million dollars bond following her arrest in Orange County early Wednesday on a state human trafficking charge for allegedly holding a Kenyan domestic worker against her will. Meshael Alayban, 42, is accused of one felony count of human trafficking and faces a maximum sentence of 12 years in prison if convicted. She is slated to be arraigned Thursday. In the meantime, the court set the multimillion dollar bail based upon concerns that Alayban, who is one of the wives of Saudi Prince Abdulrahman bin Nasser bin Abdulaziz al Saud, poses a serious flight risk. The case is being prosecuted by the Orange County District Attorney's Office. "The laws of our nation and California do not tolerate people who deprive or violate the liberty of another and obtain forced labor or services," said District Attorney Tony Rackauckas. "If any person is being enslaved, he or she should contact law enforcement. Any victim of human trafficking will receive the benefit and protection of the laws of the United States and California." The charge against Alayban stems from an ongoing probe by the Irvine Police

Department and U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI). The human trafficking allegation came to light after the Kenyan woman, whom prosecutors are referring to as Jane Doe, escaped from the Irvine apartment Tuesday where Alayban's family was staying and flagged down a bus driver. Jane Doe was carrying a U.S. Department of State pamphlet, given to her at the embassy in Saudi Arabia when she was issued her travel visa, describing her rights and warning of human trafficking. "We are gratified to have been able to help this victim find her freedom," said Irvine Police Chief David L. Maggard Jr. (Contd on page no. 2)

Saudi princess arrested in Orange County on state human trafficking charge


(Contd from page 1) Jane Doe told investigators she needed to pay for her daughter's medical care, so she secured work in Saudi Arabia and signed a two-year contract with an employment agency guaranteeing her $1,600 a month for a 40-hour work week. The contract stated that she would be paid more after three months of employment and could return home after three months if she was dissatisfied with the work. Jane Doe alleges Alayban and her family brought her to Irvine in May where she was required to work tending to at least eight people in four apartments in the same complex. Alayban is accused of paying the victim only $220 a month, forcing her to work 16hour days, seven days a week. Alayban also allegedly refused to return the victim's passport or travel documents and did not permit her to leave the residence except for a family outing so the victim could carry the family's bags. "In this country, it is not only unacceptable to hold people against their will, it is criminal," said Claude Arnold, special agent in charge for HSI Los Angeles. "This case should serve as an example to human trafficking victims that they can come to authorities without fear, so we can provide them with protection and bring those responsible to justice." HSI special agents and Irvine Police Department detectives served a search warrant late Tuesday at Irvine apartments where Alayban and her family were staying. During the search, investigators located four additional Filipino female workers whose passports may also have been seized by the defendant's family. The investigation regarding these potential victims and other potential defendants is ongoing. "There is a fear in the region that Taliban, supported by radicalized Pakistani army may make a forceful bid to take over Afghanistan and establish Sharia. This could trigger tension in the region," he said. Disappointed over Pakistan's sluggish pace of trial in a Mumbai terror attack, Congressman Ed Royce, Chairman of the House Foreign Relations Committee demanded that the seven suspects, including LeT operational commander Zakiur Rehman Lakhvi, be handed over to the International Criminal Court to bring them to justice. Royce said there are rouge elements in the ISI, who would use the opportunity of any instability in Afghanistan to go back to the Taliban era. "Ethnic cleansing is going out in Pakistan today against those who are speaking against it," he said, alleging that the population of Hindus in Pakistan has now dropped to 1.5 per cent, against 25 per cent at the time of independence. (Press Release) Whatever happened to the promise that anyone could build a better life by honest labor? That my life would be better than my parents, and that my kids lives would be better than mine? That America is gone, now seen only in old Frank Capra movies late at night. Today in America, the rich are pulling away from the rest of us, taking almost all of the gains for themselves, leaving the middle class scrambling just to stay where they are, and forcing the poor to survive on an increasingly frayed safety net. lot of attention has been given to the issue of the widening of inequality of opportunities and outcomes, in part because a chilling new book by New Yorker writer George Packer, The Unwinding, which tells the horrifying story of how the dream was lost. More recently, an academic debate in a forthcoming issue of the Journal of Economic Perspective has brought inequality back in the news, thanks to a bluntly argued (and titled) paper Defending the One Percent by Harvard economist Greg Mankiw (who is a former adviser to George W. Bush, John McCain and Mitt Romney). In his paper, Mankiw explains why the top 1% are doing so well while the rest of us sprint hopelessly to catch up: The rich are simply better than us. They make more money because they contribute more to society than we do. They are smarter, have the skills that are in high demand, have better entrepreneurial instincts, and work harder. Whats more, their kids inherit these traits genetically. Not only are the rich better than us, the world is also increasingly becoming their kind of place. Technological changes over the past 30 years have made their advantages even more rewarding than before. The top 1% really do earn their money, and any effort to reduce inequality would make us all poorer, Mankiw says. Wed have to do without the innovations of people like Steve Jobs, J.K. Rowling and Greg Mankiw. Mankiw takes it as a given that compensation equals marginal product. The rich earn their money because someone pays it to them, and that someone must have a good reason to pay that much. The markets decide pay, thats just Econ 101, and on that topic. Plenty of pundits have responded to Mankiws thesis, but none more effectively than Josh Bivens and Larry Mishel of the Economic Policy Institute, who also contributed a paper to the special issue of the JEP. It turns out that its not so much what you know, as Mankiw argues, but how much power you have, especially the power to extract economic rents. Bivens and Mishel show that the increase in the incomes of the top 1% over the past 30 years owes more to successful rent-seeking than it does to efficient and competitive markets rewarding education and skills. What do economists mean by rents? Simply put, its the income thats received over and above what would be required to induce the person to supply their labor or capital. For instance, Bevins and Mishel say, it seems likely that many top-level professional athletes would continue to supply essentially the same amount of labor to their sport, even if their salary was reduced by some substantial fraction, because even the reduced salary would be much higher than their next-best options.Do we need to pay superstars exorbitant amounts of money to get them to show up for work every day? Clearly not. LeBron James voluntarily cut his own pay to help the Miami Heat win championships. His primary motivation is to play with a great team and to build his legacy as one of the greatest basketball players of all time, not to earn a few million extra. For James and many other stars, its the relative level of their salary that matters most, not the absolute level. They just want to make more than their closest rivals.One of Mankiws own examples argues against his theory that innovators would refuse to work if we dared to raise their taxes.Author J.K. Rowling wrote the first Harry Potter book without any expectation of getting it published, much less of earning a billion dollars from her imaginative stories. And Rowling very publicly remained in the U.K., even as her taxes were increased, because she said she owed her success to the British welfare state.

A HIGH- POWERED judicial commission has asked the heads of Pakistan government, military and intelligence agencies to apologise to the nation for their incompetence in detecting the presence of alQaeda chief Osama bin Laden in the country. The suggestion made in a report of the judicial panel, formed to probe the death of Laden, is not just stern in its tone but also suggestive of the reluctance of the agencies and leadership to be a part of an international hunt for the worlds most- wanted terrorist. Power corridors, including the Prime Ministers house and the

general headquarters in Rawalpindi, are abuzz with the accusations that the m i l i t a r y, p o l i t i c i a n s a n d intelligence agencies of Pakistan failed to track down Osamas as well as CIAs operations on their soil. The principal intelligence agency of the US, under the nose of Pakistans military and the ISI, traced Laden to Abbottabad and passed on the information to White House, which sent a team of Navy SEALs on May 2, 2011 to get Laden. The presence of a CIA network inside Pakistan tasked to trace bin Laden without the Pakistani establishments knowledge was a case of nothing less than a collective and sustained dereliction of duty by the political, military and intelligence leadership of the country, the 336- page report states. Keeping mum Interestingly, neither the Pakistan government nor the heads of military and ISI have reacted to the accusations m a d e b y t h e A b b o t ta b a d Commission that consisted of Pakistani investigators. 3ft tall Laxmi weighs just 3 stone and dresses in children's clothes but is actually 20 years old
She has watched her friends grow into young women but Laxmi Yadev has not changed since the age of five. She may be 20 years old but she is still only 3ft 3ins tall, weighs only three stone and wears clothes meant for sixyear-old children. A rare genetic disorder meant Laxmi stopped growing 15 years ago and she is resigned to living the rest of her life as a woman trapped in a child's body. Laxmi has endured years of bullying and stares but she says the hardest thing to come to terms with is the future she has been denied by her condition. She knows she will never have children and therefore she does not see the point in marrying. She admits she is also scared of trusting a man and fears being disowned in the marriage. Laxmi, from Gurgoan, outside of New Delhi, told The Sunday People: 'I sometimes think about

the normal life I could have had and it makes me sad. 'I'd have fun and independence and enjoy a life I see other girls having.' Years of taunts and fears about being kidnapped have left Laxmi too scared to go out alone but she says she is able to cope with her disorder through the support of her family. Her mother, Parvati, 52, buys her clothes to

save her the embarrassment of shopping in the children's section. Her brother Azad suffers from the same condition but her gone on to forge a career as a teacher and believes bullies have made him work even harder to achieve his goals. Her youngster sister Suman, 15, who is normal height, chaperones Laxmi outside and helps 'motivate' her.Laxmi said: 'I hate meeting new

people as it hurts getting stared at and bullied every time.' But she says by following the lead of Azad and with the support of her father Bahadur and her mother, she is facing her fears and starting a job in a shop. Laxmi said: 'I'm scared but I'm tough and I'll overcome my fears to do this.' The money will be crucial for her family, who rely on the 8,000 rupees (88) a month he earns as a security

15-year-olds last year and found that nearly two-thirds (63 per cent) of girls in Year 10 (aged 14 and 15) say they would like to lose weight, along with more than half (54 per cent) of those in Year 8 (aged 12 and 13). More than a third (37 per cent) of 10 and 11-year-old girls - those in the final year of primary school (Year 6) - say they would like to be slimmer, the survey found. The research suggested boys are less concerned about how much they weigh. Just under three in 10 (29 per cent) of those aged 14 and 15 said they wanted to drop a few pounds while 14 per cent saying they would like to put some weight on. The report also questioned pupils about their eating habits, asking them 'what did you have for breakfast this morning' and 'what did you do for lunch yesterday'. Around one in six (17 per cent) 14 and 15-year-old girls, and more than one in 10 (11 per cent) boys of the same age did not eat breakfast around double the numbers of Year 6 pupils who skipped this meal. Others only had a drink for breakfast. The report showed that a school meal was the most popular lunch option, followed by packed lunches. But nearly one in five (19 per cent) of Year 10 girls had no lunch, along with 14% per cent of Year 8 girls. Teenage boys were slightly more likely than girls to eat chips or roast potatoes most days of the week with nearly one in four Year 10 boys (23 per cent) tucking into the starchy foods regularly and 24 per cent of boys in Year 8. Boys and girls in Year 6 were equally likely to eat these foods (19 per cent each). And pupils tend to eat less fruit and veg as they get older 61 per cent of 10 and 11-yearold girls eat these items most days, but this falls to 36 per cent among 14 and 15-year-old girls, according to the findings. Teenage female characters are sexual fodder for broadcast network TV series, especially comedies, according to an advocacy group's new study. An examination of 238 sitcoms and dramas airing during four weeks in 2011 and 2012 found a third of the episodes included content that 'rose to the level of sexual exploitation' of females, according to the Parents Television Council report released Tuesday. The likelihood that a scene would include exploitation increased when a teen girl was involved, the report found, as did the odds that a show would try for a laugh: Girls were more likely to be the target of sexually exploitive jokes than adult women, 43 percent as compared to 33 percent. Student killed in Asiana crash may have been fatally hit by first responders
Authorities have told the parents of the two Chinese schoolgirls killed in the Asiana Airlines crash which of their daughters was the one possibly struck and killed by a fire truck on the runway. The parents of 16-year-old Ye Mengyuan, a talented gymnast, were told by investigators on Tuesday that she was the victim potentially hit by the vehicle, the San Mateo County coroner said. Ye's parents flew to San Francisco International Airport late on Monday night along with the parents of 16-year-old Wang Lin Jia, a close friend of Ye's who was also killed in the crash. Authorities revealed earlier this week that, amid the chaos, it is possible that an emergency responder vehicle hit and killed one of teenagers. Her body was found by an escape slide.The medical examiner is conducting an autopsy to determine whether she was dead before she was struck, and the investigation has been handed over the to the police department's hitand-run unit. In the chaos of the crashlanding of Asiana Airlines Flight 214 on Saturday morning, dozens of police cars, fire trucks and ambulances rushed to the scene to help recuse the jetliner's passengers.The possibility that the girl was hit by a truck was first suggested by a firefighter to a superior on Saturday. The firefighter said that a passenger on the ground roughly 30 feet from the wreckage and near the escape slide may have been run over as fire crews were shifting from dousing the flames to taking victims to hospitals, officials said.Police, FBI agents, the coroner and other officials were notified after the firefighter reported his concerns and the drivers of the first five trucks were given drug and alcohol tests, which they passed. A Guide To Crooked Cricket

So the next person who moans about how The Gentlemans Game has reached new levels of perfidy will receive one tight slap from me. Until the president of the Gujarat Cricket Association was elevated to the post of the head of the BJPs National Election Campaign Committee, the most eagerly followed running commentary for us slappers and clappers was the gush-feed of IPL news. On 16 May, three cricketers were hauled up for spot-fixing. This essentially was a confirmation that in exchange for money, certain actions in a skill-based sport were being orchestrated according to the less random forces of supply-demand economics. Reams have been written and hours aired about the noxious fumes of greed and terrible aesthetics wafting in from IPL affairs. How the root of all evil is dancing girls with pompoms and laughing rich people in the stands requires a proper sociological study. Indian cinema is celebrating 100 years, made more vibrant by its quirky, often iconic style statements. Fashion designer and stylist Manish Malhotra spoke with Bharati Dubey about the history of changing fashions in Bollywood, some of Hindi cinemas most stylish stars and how fashions travel from reel to real life: Its often overlooked but how important is fashion to Bollywood films? Fashion has always been an integral part of our films, especially in the black and white era. If you watch a film like Andaz, youll see how classic and ethereal Dilip Kumar and Raj Kapoor look in their suits and Nargis in her velvet blouses. Then came the 1960s, my favourite era, with heroines in their pastel saris and men in lovely black bandhgalas those clean, precise lines gave way to the revolutionary polka dots and bell-sleeves of the 70s. And fashion went completely haywire in the 80s. I entered the scene in the 1990s and found it quite strange to see heroines wearing their hair short in a western outfit, then long when wearing an Indian outfit! Thats when i started the whole element of styling, introducing a onelook feature with Gumraah, Sridevi maintaining short hair throughout the film. With Rangeela, i gave the girl-nextdoor a glamorous look. I played with colours and it caught on in a big way. I also thought if a girl is supposed to be from London, why would she wear dresses stitched in Mumbai? So, i started travelling and picking up clothes. Was there resistance to such changes? There was resistance initially. But my strength was that i could sketch and paint, so it was easier to put forward my point it caught everyones fancy. But producers did get offended when i asked them for the script. Initially, id have days when cheques bounced. But i was very keen to make a mark in the film industry. As a child, my entire resources were Hindi films. I have not studied fashion. I can only passionately sketch, paint and love movies. So, i decided to put both these worlds together. Could you mention some of Bollywoods finest fashion icons or style moments? Id name Vyjayanthimalas stunning clothes in Amrapali as one. Mumtaz made orange famous! Another icon was Saira Banu whose style was inspired by her mother, Naseem Banu. There was also Meena Kumari in Pakeezah who designed her own clothes and brought in some very explicit, yet interesting styles. Hema Malini is known for carrying off a pretty, dream girl image while Zeenat Aman pushed the envelope, bringing boldness and modernity to Bollywood. Off-screen, many Indian princesses lived their life in style but the one who represents them all with her beauty and timeless chic is Gayatri Devi. Priyanka Gandhi and Sonia Gandhis style is also very organic and simple. These are all basically people who are confident of who they are they have a certain style that has eventually become iconic. Yet,thecoutureworldcomplains fashion in India is overwhelmed by Bollywood whats your view? Well, eventually, as a fashion designer or a stylist, what is important is connecting with an audience. What you put together has to look that character thats where creating a memorable look starts. Its not about Bollywood. Not every actor gets praised for what they wear. Sixthly, port infrastructure needs a radical overhaul as the average turnaround time in India is 3.5 days as against a mere 10 hours in Hong Kong and 16.5 hours in Colombo. Such lack of worldclass physical infrastructure has led to the IMD World Competitiveness Survey rating India at a lowly 54th among 57 countries in infrastructure facilities. For large-scale manufacturing to take off, India must be transformed into an attractive investment, defined by easy availability of land, labour and capital. Starting and closing businesses and getting clearances must become less time-consuming, expensive and cumbersome. Enforcing contracts in India takes twice the time it takes in OECD countries and costs almost 40% of the contract signed. Indias archaic labour laws are the most rigid in the world. They protect workers not jobs and adversely impact economies of scales and investment. No wonder, in the World Banks Doing Business rankings, India was 164th out of 183 in starting a business and 134th in case of doing business. India needs to really focus on development of industrial clusters where it can create an ecosystem of supply-chain responsiveness, lower logistic costs, availability of labour and technology upgradation. These clusters will converge the advantages of higher innovation and employment generation for smaller firms with scale and cost advantage of larger organisations. Their advantages are already visible in auto and auto ancillary clusters in Tamil Nadu and pharma clusters in Andhra Pradesh. These clusters will provide cost and productivity gains and drive India up in the manufacturing chain. Lastly, we need to vigorously pursue FDI in manufacturing, in defence, telecom, transportation and power. Japanese companies invested heavily in China during the last three decades but now feel they are overexposed in China. India needs to ensure that it emerges as an alternative destination for these companies. In general, over the next two decades, there will be a huge shift of manufacturing capacity from the developed to the emerging economies. India needs to capture a disproportionate share of this shift to create jobs for its very young population.

For A Manufacturing Revolution


As wages rise in China, a huge opportunity beckons India if it can improve ease of doing business
The worlds largest contract electronics manufacturer, Foxconn, is holding trade union elections at its gigantic factories in China which employ 1.2 million workers. This is a radical change demanded by an increasingly restive workforce. The company had moved from Taiwan to Shenzhen at the end of the 1980s. They are beginning to reverse the process and are now opening factories in Brazil and Indonesia. As wages rise and China evolves into a high-cost economy, will India be able to fill the vacuum to become the global centre of manufacturing? The alarming news is that Indias GDP growth has hit a decade low of 5% with manufacturing PMI at a 50-month-low in May, demonstrating that Indias industrial recovery is moving sharply into reverse. While in China, Brazil and South Africa the manufacturing sector has grown at higher rates than t h e G D P, i n I n d i a t h e share of manufacturing in GDP has stagnated at 15% and accounts for a mere 12% of the w o r k f o r c e . H o w e v e r, manufacturing contributes almost 50% of Indias exports and every job created in manufacturing has a multiplier effect creating three jobs in the services sector. The new manufacturing policy envisages a rise of manufacturings share in Indias GDP to 25% by 2022 and the creation of an additional 100 million jobs in the manufacturing sector. Earlier, a study by BCG had highlighted the imperative need for creating 220 million jobs by 2025. Achieving this will require a single-minded commitment to growth, with emphasis on job creation rather than job protection strategies. India will have to radically transform its manufacturing sector by focussing on largescale labour-intensive factories producing exportable goods, reducing the share of employment in agriculture from the present 58% to 25% by 2030, with industry doubling its labour demand. What does India need to do to usher in a manufacturing revolution? First, if the sector has to grow in the region of 12-14% over the medium term, exports have to play a critical role and they must accelerate at a much faster pace and achieve growth rates of 20-25% in real terms. Secondly, small and medium enterprises (SMEs) account for 40% of Indias workforce and contribute to 45% of Indias manufacturing output. SMEs play a significant role in generating millions of jobs. India needs to enhance their scale of operations, ensure better adoption of technology, provide innovative financing and a mechanism for upgrading skills of workers. Thirdly, labour-intensive sectors like food processing, apparels & textiles, leather and footwear contribute to over 60% of SMEs employment. Greater focus on growth of labour-intensive sectors will enable absorption of growing surplus of unskilled labour particularly in UP, Bihar and Jharkhand. Fourthly, as energy costs have a major bearing on the manufacturing sector, India needs to get its power sector cracking by removing constraints on coal and gas. Fifthly, given that freight and logistics costs are enormously high and 70% of container transportation is through roads, a modal shift from road to rail is necessary. Supreme Court bans convict politicians from office, leaving almost 5,000 lawmakers facing 'serious criminal cases' in electoral limbo

An MP or an MLA will automatically incur disqualification under sub-sections (1), (2) and (3) of Section 8 if he is convicted henceforth. A stay on conviction by an appellate court will, however, protect their membership. This was seen as a grey area by many politicians. "What if a legislator is convicted by a lower court and is let off by a higher court at a later date. In the interregnum, he will have to forego the membership of the Lok Sabha or state Assembly, and a re-election held. How will his membership be restored if he is acquitted at a later stage?" asked a prominent lawyerturned-politician on condition of anonymity. He felt that the order was liable to be misused by the party in power. The apex court, however, was unrelenting.

(Agencies) It's the start of an overdue clean-up. The Supreme Court on Wednesday struck down a provision in the election law that shields members of Parliament and state legislatures from being disqualified on account of conviction. A bench presided over by Justice A.K. Patnaik quashed as unconstitutional Section 8(4) of the Representation of the People Act (RPA) that protects the membership of an MP or an MLA if he or she files an appeal within three months of conviction. The ruling sent shivers down the spine of politicians and their parties, even though all welcomed it for the record. Politicians who have been convicted but are out on bail after filing appeals now find their fate hanging in abeyance.And it's a long list. A simple head-count shows that 14 per cent of the nation's almost 5,000 sitting legislators have declared in their pre-election affidavits that they face serious criminal cases. Almost a third of the Lok Sabha's 543 members face criminal cases; 14 per cent say the cases are

of serious nature. "I just heard about it but it is premature for me to react. Of course, we always welcome and appreciate any check of balance which is going to work and set up barriers and clean the society," Congress spokesperson Renuka Chowdhury said. The BJP too was guarded in its reaction. "The party will go through the judgment in detail and will come out with a structured response," said the BJP's deputy leader in the Rajya Sabha Ravi Shankar Prasad. Though the RPA bars a convicted person from contesting elections, the exception carved out under Section 8(4) of the RPA had till now allowed a convicted law-maker to complete his five-year tenure unless his or her appeal is dis-

missed earlier. It was beyond the power of Parliament to defer the date from which the disqualification will come into effect in the case of sitting MPs and MLAs, the court said, making it clear that the ruling would hold

On Saturday, the police received a call at around 6.55pm about a minor boy being kidnapped from Rajender Nagar. On inquiring the details from the Harneet's family, they found out that the boy had gone to a nearby shop to buy a recharge coupon for his father but did not come back. Harneet's parents had immediately called the police after they received a call at 6.40 from the kidnappers demanding Rs 1.5 crore ransom from them. In his last call at 11pm, the caller said he will call up on Sunday morning to inform the place of meeting for collecting ransom amount, the police said. When the police questioned the locals they said they had seen some strangers taking Harneet in a white car but were too quick to be stopped.

Delhi Police on Sunday rescued an 11-year-old boy within twelve hours of him being kidnapped from the city's Rajender Nagar area on Saturday for a ransom of Rs 1.5 crore. Harneet's father was all praise for Delhi police's efforts after they reunited his son with the family in an unexpectedly short period of time. Harneet was kidnapped by a property dealer and his associate who came in touch with his family for a property deal of the same amount. "Harpal Singh Sodhi, who took the boy to Rewari, has been arrested while Harpreet, a Delhi-based property dealer who planned the kidnapping is still at

With more than four rapes every 24 hours in the months after the brutalisation of a 23- year- old woman in a moving bus on December 16 last year, the citys rape capital tag is more apt than ever. There have been 806 cases of rape reported in the first six months of this year. All of 2012 saw 706 cases. That comparison alone yields the terrifying conclusion that Delhis rape epidemic has more than doubled in intensity. The promises made by the Delhi Police and the Ministry of Home Affairs on securing the citys streets for women have remained unfulfilled. The December 16 horror that stirred the soul of the nation did result in a dip in rape cases, but for just a fortnight. Only four rapes were reported from December 17 through January 2, although there were 64 rape calls in the same period. The numbers are not only back, but have rocketed in the January 1 to June 30 period. This despite Delhi Police promising

increased police presence on the streets, more police vans and intensified checking in cabs and buses in which women travel at night. The Delhi Police has delivered; there are more PCR vans and there is more khaki on the streets, but nothing seems to deter Delhis criminals. Nothing exemplifies this better than Tuesdays Sangam Vihar incident, where a Delhi Police woman cop was first subjected to lewd remarks, and when she objected, a thrashing by local goons. Going by police figures, East Delhi tops the chart with 120 cases of rape in the last six months, followed by Southeast Delhi and Southwest Delhi. Nothing much has changed in the areawise trend as East Delhi was the most vulnerable in terms of rape cases in 2012 as well. Govindpuri was the police station where the most rape cases were registered last year. Forty per cent of calls related to rape and molestation that are received on the Police Control Room are from underprivileged areas. Playing it down Most of those involved in the crime are less than 25 years of age. According to the latest data of Delhi Police, around 60 per cent of the accused are aged up to 18 years, and 35 per cent of the accused in rape cases are in the 18- 25 age group. Only five percent of rape accused are over 25.

Most of the victims are between 16 and 18 years of age, but those up to the age of 12 make up 15 per cent of the victims and those between 12 and 16 account for 25 per cent. Police officers say they cannot attribute the increase in numbers of rape cases to lack of womens safety in the capital. Senior police officers play down the charge that the rape cases have gone uncontrolled. In fact, they argue that the number has soared as cases are being registered more now. Special Commissioner of Police ( Law and Order) Deepak Mishra told Media : The number of rape cases has gone up because more women are coming ahead to register cases. We are registering all the cases that come to us irrespective of the jurisdiction of the incident. This has given confidence to the women as well and they come to us without any fear. Before the December 16 rape case, policemen were not so serious about rape complainants. Complainants often encountered embarrassing questions in trying to report a case. Complainants are dealt with much more sensi-

tivity now, said another police officer.Chairperson of the Delhi Commission for Women Barkha Singh told Media: The role of police definitely plays a great role in controlling crime. However, when it comes to rape cases, it is not only police that can help in preventing the crime. After deferring decision on it once, the Union Cabinet on Wednesday cleared an ordinance to implement the Food Security Bill, making way for at least 67 per cent of Indias population to receive highly subsidised foodgrain. The Bill will come into effect after President Pranab Mukherjee promulgates the ordinance, which is likely to be moved to him on Thursday. Following his approval, the basic rules for the Bills implementation will be framed. The UPA government, which is counting on the food security Bill to carry it to a third consecutive victory in the 2014 Lok Sabha polls, hopes that by August states will start the process to roll it out, once the list of beneficiaries is prepared. Under the food security ordinance, beneficiaries will be given five kilogram of foodgrain every

Why Indian Supreme Court ruling wont keep criminals out of politics
(Contd on page 1) away with grace and dignity and there would be no effort from a Narendra Modi to manufacture loud support; a Rahul Gandhi wouldnt keep his party waiting on whether he wants to lead it or not. And of course, we would not be talking of oxymorons such as polarising leaders. Unfortunately, in a country like India where a bewildering variety of interests, both genuine and illegal, express themselves through power politics, the gap between the ideal and the actual is massive. That is one reason it is easy to be sceptical of the efficacy of the Supreme Courts judgement on keeping convicted politicians out of the business of lawmaking. Political parties need criminals as much the criminals need the former. At the local level, assertion of political influence and power takes place through violence. Politics is truly violent and bloodthirsty in villages of our country. We know of the fights between the Left and the Congress cadre in Kerala stretching for generations, between the Left and the Trinamool Congress in West Bengal, Congress and political rivals in some states and betwen Sangh Parivar elements and the Congress in others. Uttar Pradesh and Bihar have made a name for themselves for never ending political violence. Theres no point singling out states or parties. The fact is such violence is intrinsic to our political culture. The crude nature of our politics at the basic level is the reason parties either outsource toughs and ensure protection for themselves while in power, or they promote them in-house. Now, if political violence is an actual crime, how many parties can claim to be free from criminals? Not many of these muscle-men are keen on being popular and getting elected. That being the case, does the Supreme Court verdict mean much? The association between criminals and politicians will continue in spite of it. The advantage for the parties is they can plead helplessness when goons seek party tickets. But they will need to compensate in other ways. Theres another way to look at the presence of criminals in the system. Many of them, particularly in states such as Uttar Pradesh and Bihar, have been winning elections without the support of any political party. Rogues they might be, but the electoral victories dont happen in a vacuum or just through the use of coercive tactics. They bridge the gap between the governments delivery mechanism and the popular requirements well enough to earn respect from people they represent. Intimidation tactics work well with the apathetic bureaucratic apparatus sometimes. If these leaders are disqualified from contesting elections, they would manage to get a family member or a proxy candidate elected and continue to enjoy power. This wouldnt be anything new in the country. The real challenge is to break the stranglehold of such people on their constituencies. It requires a political solution, and no Supreme Court verdict will change the situation.Most criminals join electoral politics to further their illegal businesses. Political power is a means to ensuring smooth operation of their businesses without hassles from the police machinery. (Agencies) The world's smallest woman has big shoes to fill sitting next to Brahim Takioullah. Jyoti Amge, who is just 2ft tall, is dwarfed by the 1ft 3in soles of Takioullah who has been officially recognised by Guinness World Records as having the biggest feet out there. They are four times

larger than those of 19year-old Jyoti Amge, the world's smallest woman. Ms Amge, who is 2ft tall and from Nagpar in India, has feet measuring 3.72in long, which loo k t i n y c o m pared with those of the 31-year-old Moroccan who holds the title of the world's second-tallest man at 8ft 1in.

The pair have posed for a series of photos to highlight their difference in size as part of an attempt to get thousands of people's feet into the record books. The Amazing Feet challenge is one of the largest mass-participation world records ever attempted, with 50,000 pairs of feet needed to be photographed and uploaded on the officiallyamazing.tv/ feet website to set a world record for the largest online photo album of feet. Alright, this is not cool at all. A recent survey by Nielsen has revealed that Indian women are the most stressed out in the world: 87% of our women feel stressed out most of the time. This statistic alone has caused me to stress out. Even in workaholic America, only 53% women feel stressed. What are we doing to our women? Im biased, but Indian women are the most beautiful in the world. As mothers, sisters, daughters, colleagues, wives and girlfriends we love them. Can you imagine life without the ladies? It would be a universe full of messy, aggressive and egomaniacal males running the world, trying to outdo each other for no particular reason. There would be body odour, socks on the floor and nothing in the fridge to eat. The entertainment industry would die. Who wants to watch movies without actresses? Kids would be neglected and turn into drug addicts or psychopaths by age 10. Soon, all-male world leaders would lose their tempers at the slightest provocation, and bomb the guts out of each others countries. In short, without women and their sanity, the world would perish. Yet, look at how we Indians, a land of spiritual people, treat them. At an extreme, we abort girls before they are born, neglect them in their upbringing, torture them, molest them, sell them, rape them and honour-kill them. Of course, these criminal acts are performed by a tiny minority. However, a majority of us are involved in lesser crimes. We judge, expect too much, dont give space and suffocate our w o m e n s i n d i v i d u a l i t y. Imagine if you did this to men wont they be stressed out? At a broader level, this isnt just about our women. We Indians have a habit of exploiting

anyone without power. As a flip side, we a r e suckers f o r anyone w i t h power. We look up to corrupt politicians, k e e p voting t h e m back, and feel they have an entitlement to loot us silly, because they are in power. In fact, we love power so much that when power comes to a woman, we automatically begin to regard her well too. Goddesses, female politicians, senior mothers in a household with a firm grip on family power they all get our respect. Anyone else doesnt. This kind of society, which values power above equality and justice, doesnt achieve too much. These societies remain like backward tribes, because they do not allow people without power to come up, even though they may have many talents. When we dont allow our women to come up, or create stress for them if they do, we are not allowing half of India to come up. When we abuse our power, we kill the exploited

persons will to contribute to society. When we believe powerful people are always right, and the less powerful should be crushed, we resemble a jungle of animals. And animals dont progress, humans do. These regressive attitudes will take a while to change. For now, i want to give Indian women five suggestions to reduce their stress levels. One, dont ever think you are without power. Give it back to that mother-in-law. Be who you are, not someone she wished you would be . She doesnt like you? Thats her problem. Two, if you are doing a good job at work and your boss doesnt value you tell him that, or quit. Talented, hard-working people are much in demand. Human Evolution: No Easy Fix


Humans are undeniably complex, and proud of it. Our biological functions are regulated and resilient to external variations, owing to complicated webs of interactions. Unlike other species, we seem to be endowed with willpower and intellect, hence are capable of modifying the environment to buffer the effects of our decreasing fitness. We may also be doomed as a species precisely because of the way in which our complexity arose. To grasp the nature of the problem, we need to examine how humans are made at the molecular level, and contrast it with that of "rudimentary" species such as unicellular organisms. Thus we examine proteins our cellular building blocks and executors of biological functions across vastly different species. Proteins with common ancestry belonging to different species, "orthologs," offer solid ground for comparison. It has been recognised that the basic "fold," or shape, of a protein must be conserved across species, given the tight correspondence between structure and function. But the sequence of amino acids that make up the protein chains in these orthologs can vary; sometimes as low as 25-30%, and yet their folds remain similar. This conservation of the protein fold makes the origin of our complexity more puzzling, as the number of human genes is deceptively small. If the structure of the proteins is conserved across species, where is our complexity coming from? Researchers have recently discovered subtle structural variations occurring in orthologs from species that diverged from each other billions of years ago. The structure in some seems less well packed than in others with surface regions that enable surrounding water to penetrate and disrupt the structure by interacting favourably with the protein backbone. These structural vulnerabilities are known as dehydrons. In orthologs, the proteins become more degraded, or richer in dehydrons, in species with a lower effective population an indicator inversely related to the size and complexity of the organism and to the complexity of its reproductive pattern.

When your child is the bully


Recently, I had taken my kids along for a birthday party. When kids start managing themselves at parties, one usually tends to chat with other mums and catch up on kids in general. Most of the times, I have been able to connect with mums who face similar issues like their kids' eating habits, schooling, how getting them to do their homework is a pain, etc. So I was taken aback when I met a mum recently who was sitting with us but was busy concentrating on what her son was doing his dance moves were monitored, his cricket shots were being checked, and a loud shout of cheer went out from her whenever he played well. Yes, I agree I'd do that too, but what I wouldn't do is defend my child's every shot even if it was a wrong shot. She just wouldn't let the kids play their game without interfering in it all along. This particular mum was unstoppable; she got into scraps with the other 8-yearolds at the party, she would run to her child's defence if the umpire would so much as suggest that her son was out, and gradually, some mums were also at the receiving end of her ire if they tried to intervene to correct her. At first I found this behaviour very amusing, but as the party progressed, I realised that her child was the most boorish of the lot, with a very 'I can never do any wrong as my mum thinks so' attitude all over him. He got into fights with other kids, he told the birthday boy that he did not like his party and his 'return' gift as they were not what he thought he'd get; while all this was on, his mum was a mute spectator not stepping in to reprimand her son for his rude behaviour. I was absolutely appalled and taken aback with the mum. A few mums shared stories of how there are some mothers who refuse to tell off their children even though their kids bully the rest in the garden or at the park. Bullying to the extent of beating up other kids! What are we encouraging in our kids if we let them get away with being rude to people, encouraging them to cheat at games, telling them that winning is everything whether you do it through fair means or by unfair means? Most importantly, why are we even interfering on how they should handle a situation? Why can't the kids be encouraged to sort out small problems amongst themselves? What kind of citizens of tomorrow are we raising if we don't check them today? Some mums would argue that they would not want to embarrass their child by reprimanding them in front of other kids, and I agree to that. But maybe you can take your child aside and politely let him know that you do not encourage his behaviour, and if it continues it could lead to a punishment at home.

IF YOU toss and turn all night and find it hard to get a good nights sleep, heres some bad news for you. A new study conducted by Norwegian University of Science and Technology shows that people who struggle to sleep are at a 45 per cent greater risk of developing heart problems than those who sleep soundly. Reported in Circulation: Journal of American Heart Association , the study highlights the growing number of health issues linked to insomnia. It was conducted on 52,610 Norwegian adults who responded to a questionnaire about insomnia. Analysis showed that those who struggled to fall asleep almost daily in the last one month had a 45 per cent higher heart attack risk and those who had problems staying asleep in the last one month had a 30 per cent higher risk of heart attack. This is bad news for city dwellers as sleeplessness is on the rise amon sleeplessness is on the rise among urban teenagers and adults too. Many health problems have been linked to sleep disorders as the lack of sleep results in higher levels of stress hormones and a lowered immune response. Lifestyle diseases such as hypertension, diabetes and even obesity have been associated with cumulative sleeplessness.

Lack of sleep affects both the health status and work productivity as it affects the concentration levels. In fact, a study done in Texas had also shown that insomniacs often suffer from psychiatric disorders and are prone to substance abuse. Long- term insomnia can impair neurological functions such as memory, attention span, metabolic system and even immunity. Prolonged lack of sleep can cause premature ageing, according to health experts. The risk of breast cancer is also higher among insomniac women. According to a study published in the Washington Post , the body fails to produce melatonin, a body hormone which works against abnormal cell growth when there is lack of sleep. This leads to an

increased risk of breast cancer in women, the report has said. Odd working hours, excessive TV watching and mobile phone addictions have also triggered these sleep disorders. According to the Phillips Sleep survey by the Nielsen company in 2009, 93 per cent of the urban Indians were found to be sleep deprived and 62 per cent were found to have obstructive sleep apnea. Another study done by Assocham, an industry body had said 90 per cent of youngsters in the Delhi- NCR region kept their mobile phones next to them while sleeping and were partially awake through the night. Insomnia was found to be one of the most common health problems seen in these teens, said the study.

Bollywood star Shah Rukh Khan denies knowing sons gender before birth
(Agencies) Indian film superstar Shah Rukh Khan has denied that he knew the gender of his new baby before the boys premature birth, according to reports.Prenatal gender testing is illegal in India to prevent sex-selective abortions in a culture where sons are preferred. Media reports quoted Khan saying that he had not commented on the rumours earlier because of emotional strife over the health of the baby, who is now home from hospital. He said there was no sex determination for our child and that the baby was born before the media speculation began, according to his statement. Reports say the boy born via a surrogate is named Abram Khan. Khans statement did not say how prematurely the child was born but thanked all the doctors and nurses who looked after the baby and who have made his life possible". Our son is a surrogate baby and the entire process is bound by strict confidentiality. We would appeal to all, to allow us to cherish this private moment as a family, his statement went on to say.

(Agencies) Actor-filmmaker Hema Malini is rather excited these days as she awaits the release of her directorial venture starring daughter Esha Deol. This is her second attempt in direction after Dil Aashna Hai, that also marked actor Shah Rukh Khan's debut in B-town. The 1992 release wasn't much of a commercial success and that explains the almost 19 years gap for her second outing as a director. In the meanwhile, the actor was concentrating on acting, her dance performances and she also turned producer of television shows. In a candid chat with After Hrs, the actor spills the beans about the 'D' factor daughter Esha, direction, dance and Dharmendra. "Firstly let me clear it's not Esha's comeback film! Also I didn't take up direction, because I didn't trust any other director," states Hema early on. "Esha had taken a break and told me she would do films that were meaningful. I also felt that her proficiency as an actor and for that matter even as dancer was used inadequately. It was around that time that I got the script of this film and incidentally my term in Rajya Sabha was over too. So, I thought may be it's not just incidental and perhaps I am to make this film for my daughter. And today I am glad I took that decision," explains Hema.

latest film Bhaag Milkha Bhaag has been great, how do you feel? I feel great actually, Im really proud to be a part of this film. I love working with Rakeysh Mehra, so to be a part of Milkha is amazing because its such an inspirational story, and the inspiration for Milkha i s m y c h a r a c t e r, s o I t h i n k i t s beautiful being a part of the story. 2. Why did you decide to do Bhaag Milkha Bhaag? Can you tell us a little bit about your role? For me the reason I did Bhaag

Milkha Bhaag was because it was an outstanding script, I wanted to work with Farhan Akhtar and I wanted to again work with Rakeysh Omprakash Mehra. My role is a pivotal role, and it was an honour to play the part. 3. You only charged RS.11 for your role in the film, what led you to make this decision? They had a budget and they told me they can't give money and that's why I said give Rs 11 and I will do the film. I love Rakeysh Omprakash Mehra. For me he is somebody who gave me a lot of confidence and helped me open up. I went through a bad patch after Saawariya. When I went on the sets of Delhi 6 he made me feel beautiful and made me feel talented. I was a young kid and wasn't confident about who I am and he gave me the confidence and I will always be grateful for that. I did Bhaag Milkha Bhaag for Rakeysh Omprakash Mehra. Even if he asked me to walk backwards in the frame I would do it. 4. It seems you appeared teary eyed at the promo of the film. How were you feeling at that moment? The promo shows the blood, sweat and toil of everyone who has worked on the film. This is why I started crying. You guys have seen the trailer and you must have understood the kind of work we have done in the film.
