AGENDA FOR THE 2ND MEETING OF STATE COMMITTEE FOR THE SLAUGHTER HOUSE TO BE HELD ON 12.7.2013. 1. Copy of the proceedings of the State Committee for Slaughter Houses meeting held on 14.2.2013 was circulated to all the members . No comments have been received. The proceedings may be, therefore, confirmed. 2. 3. 4. 5. 6. To ascertain the number of Slaughter Houses functioning in the State of Haryana. Latest status of progress made for making the slaughter houses modernized. To form Animal Welfare Societies for preventing cruelty to animals. To ascertain the steps taken by Animal Husbandry Department for prevention of cruelty to animals. As per report of Pollution Control Board, out of 42 Slaughter houses, only four are functioning and the rest are shut down. What steps are being taken for starting of the slaughter houses which have been shut down & for preventing operation of illegal slaughter houses. 7. Steps taken by all the Deputy Commissioners/Municipalities for implementation of Animal Welfare Rules, 2001 which have already been circulated to all the DCs/M.C.s. 8. 9. 10. 11. To ascertain the steps taken by Food Safety Commissioner for Haryana , Paryatan Bhavan, Bays 55-58, Sector 2, Panchkula, To ascertain the steps taken by Transport Department regarding transportation of animals. To ascertain steps taken by Police Department for preventing illegal transportation of animals. Status of reply to be filed in the Hon ble Supreme Court of India in WP (C) No. 44 of 2004. In addition to above, Sh. Naresh Kadian, Representative of the International Organization for Animals Protection and Chairman, People for Animals, Haryana has raised the following points to be included in the agenda:1. Prevention of Cruelty to Animals (Establishment and Regulation of Society for Prevention of Cruelty to Animals) Rules 2001 are not yet notified in Haryana, as per mandatory provisions. In some districts, Blue Cross Societies are working on paper. Progress report from each and every SPCA should be called for reviewing their proper functioning. 2. Infirmaries are not yet functional as notified by the Govt. of Haryana and feeding charges are not yet approved by the Department to keep animals during court trials. List of infrastructure and equipments with these Infirmaries be ascertained, including whether they are functional or non functional. Police powers to SPCA/ NGO as per PCA Act, 1960. Task Force of Police.

Animal abusers registry be prepared, because as per the Prevention of Cruelty to Animals Act, 1960 minor punishment in first offence being an non cognizable, bailable with minor punishments in legal terms, if animal abusers registry be prepared then second offence against animals can be confirmed, higher punishment for second offence.

Prevention of Cruelty to Animals (Slaughter House) Rules, 2001, and all legal provisions be strictly followed, list of legal slaughter houses in the field along with the compliance of these rules. These rules should be endorsed by the Govt. of Haryana. Appreciation letter and award for sincere officers, officials and activists.

Halal process for commercial slaughtering be replaced with the stunt process, which is acceptable every where. Sub committee be set up to prepare a survey report, how to minimize the stress, pain, injury and sufferings to the animals. Animal is a state subject and Haryana Govt. can make its rules and regulation, this sub committee will suggest the draft rules for animal transportation, slaughtering process as well.

Progress about the cognigence cognizable offense because crime against animals are handled by the Prevention of Cruelty to Animals Act, 1960, there are three sub sections of section 11 and section 12 are cognizable, rest all sections are non cognizable offenses.

Session trial for cow slaughtering, establishment of fast track / special court for animal abusers, progress needed. Close circuit camera CCTV be installed in major part of the slaughter house. Cow progeny be declared as state domestic animal of Haryana to safe guard its illegal slaughtering, as house sparrow became state bird of Delhi and Elephant became a National heritage animal of India.

Toll tax barriers can be use as a point, to catch the animal abusers, cctv footage be viewed daily by the concerned SHOs, SPCAs officials be assigned duty to check the toll tax barriers.

Review on the meetings held at District level of the Committee for Slaughter Houses. Police protection cover be given to the member of state and district level committees, because offenders attack on the MC team in Punhana, FIR was lodged.

Progress of FIR lodged against Hotels in Kurukshetra, Macdonalds also booked, progress required from Kurukshetra, like wise complaint lodged with Pehowa Police but SHO told that hen can not covered under animals, like wise Sirsa Police also keeping same point of view.

Compliance report of RTAs about goods transport vehicle registration and undertaking obtained from the owners that they will not abuse animals during transportation, strict compliance of Haryana Motor Vehicle Rules section 94.

Awareness camp and workshop on animal welfare for all field functionaries, MC staff, enforcement agencies, Police. Publication of Hand book and guide for all field functionaries about animal welfare related laws, CD DVD be prepared for awareness about crime against animals.
