Brigade commander belied reports NPAs joined protest rally in Baybay

ORMOC CITY 802nd Brigade Commander, Col. Rafael Valencia belied reports that there were members of the New Peoples Army who joined the group of Marilou Malot Galenzoga in Baybay City last June 30, 2013. The area in front of the City Hall and legislative building of Baybay is a hot spot for supporters of Galenzoga lobbying for their causes, but that Sundays crowd was not from the usual leftist groups, according to Col Valencia, who deployed troops from the 78th Infantry Battalion to guard the rally. There was no intelligence report that a number of those present were members of the NPA, and we were hoping also na hindi sasakyan ng kabila just to destabilize the government, Valencia told Leyte Samar Daily Express. The protesters carried placards bearing messages as `We want change in Baybay, `Hustisya Para sa mga Baybayanon. At least 20 placards were obviously from the same source. When asked, the protesters said they were volunteers or individuals showing support for Galenzoga. And theyre apparently from different villages of Baybay, Meanwhile, the national headquarters of the Philippine Army in Manila is now asking reports from the troops of 802nd Brigade Phil Army and 78th Infantry Batallion Phil Army deployed in Baybay especially the role of the Army in the incident. To recall, the Commission on Human Rights is conducting parallel investigation about the incident in Baybay. Col. Valencia clarified that even before the incident happened in Baybay, the police requested from their office for security assistance, sensing possible threat in the area. In ensuring the stability of peace and security of Baybay, military troops were deployed according to Valencia to augment the police force of the city. Di sumali ang tropa sa paghuli at pag aresto sa mga supporters ni Galenzoga, ang sa amin lang is to ensure the stability of peace, Valencia

PO2 Baillo added that Zapanta was known to have police records and was a former detainee at the Ormoc City Jail for robbery but the case was dismissed due to the nonappearance of the private

Both the PNP and the AFP, according to Valencia, have been initiating proactive measures aimed at preventing any form of threats and violence. Leyte Samar Daily Express learned that the military is ready to provide additional security contingencies like manpower, intelligence, explosives and ordnance disposal teams, K9 capability, and medical teams in case needed to support the law enforcement operations of the police forces when requested. In 2015, the rate in Catarman will be P100 per departing passenger. Alfonso said that additional funds to be generated from staggered will not be an income for CAAP but a recovery of cost for various improvement and maintenance of airport facilities. The P30 rate has been implemented since 1997.

PNGOC exec bats for RH law passage

T A C L O B A N CITY A sound comprehensive Reproductive Health (RH) policy that is rights-based and central to the measure is freedom of informed choice can help alleviate the lives of every Filipino people, according to an advocacy group calling for the passage of RH law. Dr. Eden Divinagracia, executive director of the Philippine NGO Council on Population, Health and Welfare, Inc. (PNGOC) with umbrella network in Eastern Visayas, said that with RH law in place, it will benefit every family as the state shall guarantee the human rights of all persons. It shall include the right to universal access to reproductive health information and services. It shall give couples, individuals and women the right to decide freely and responsibly whether or not to have children, to determine the number, spacing and timing of their children, Divinagracia added. She said the law should also make every Filipino to make decisions concerning reproduction free of discrimination, coercion and violence and attaint the highest condition of sexual reproductive health. Neither the Church nor the State has the right to dictate Filipino citizens which form of family planning they should use. That choice primarily and ultimately belongs to the couple, but most especially to women who bear pregnancy, child birth and child care, Divinagracia said. In the Philippines, where more than 86% of the population is Roman Catholic, religion and politics are intertwined especially when the Catholic Bishops Conference of the Philippines (CBCP) joins and tries to block the implementation of the RH law. The oral arguments on the controversial Republic Act 10354 or RH Law started yesterday at the Supreme Court. To provide a good future for ones family, the government should create a favourable environment for every Filipino by having a comprehensive RH policy, Divinagracia added. Now is the right time for the passage of RH policy to recognize the needs of our women, children and families. We urge the Supreme Court to prevent further delays of the RH law, she said. Divinagracia believes that through its passage, access to reproductive health information and services to the poor ad hard-to-reach, marginalized population can be readily available for our people. Speak in mother tongue

randing it as a fight against globalization and colonial mentality, certain learned in the field of literature and culture are instead pushing for the use of ones own mother tongue anywhere and anytime, especially in classroom discussions. These experts claim that there will be easier understanding of issues or lessons discussed in the forum or classes, as the case maybe, when participants are free to speak their mind in their dialect. This is, too, they aver is in supportive of the national governments new education thrust in the first and primary levels, the K to 12 program where multi-lingual approach is espoused. Interacting with newsmen at the Express It At The Park in Leyte Park Hotel on Saturday, National Commission for Culture and Arts Commissioner and UP-Visayas Tacloban College Professor Joyce Dorado-Alegre, national artist for literature Dr. Bienvenido Lumbera,

and national multi-awarded poet and former NCCA Commissioner Prof. Ricardo De Ungria, expressly articulated on the positive repercussion of speaking in ones own tongue. They even advanced their approval in allowing the use of street lingo as well as gay lingo in academic discussions if only this will aid the students better verbalize their thought on particular matter point of discussion. It also helps widen the acceptance of the dialect and Filipino as language of communication not only within the archipelago but across the globe. Notwithstanding the drift of their pursuit, the two male guests, who are both from Metro Manila, found it difficult to understand a question posed to them in the Waray-Waray dialect, thus necessitating the translation of the query into Tagalog dialect. The ERAP Phenomenon

Of all politicians in the local and national scenes, no one can equal what Joseph Ejercito Estrada has undergone. Among movie fans in late 70s up to the 80s, he was lionized for his leading roles in the action-packed movies he portrayed especially in the Robin Hood -like character in the popularly well patronized box office movie Asyong Salonga and other movies that reaped awards for him. For 16 years from 1967-1986, he was an undefeated mayor of San Juan. According to reliable sources, he received no salary from of 15-0. However, the heavens smiled at his fate because after only a few weeks in jail he received a presidential pardon from GMA. A free man, he ran for President again in 2010, and oh what a spectacular and impressive performance he showed in the polls; he ranked second to the winner, now President Noynoy Aquino III, and he bested the early favorite during the campaign, Senator Manuel Villar and six others. Last May 2013, he was elected city mayor to page 5

the local coffers. He was senator of the republic from 1987 1992 and in all those years as legislator his performance was unnoticed; if there were indeed, or maybe none could be identified as significant except a resolution about carabaos. He was convincingly elected as Vice President

from 1992-1998; and lo and behold he won a landslide victory for President but he served only an abbreviated term having been ousted by People Power II. The Sandiganbayan convicted him for plunder in September 12, 2007, and the same ruling after an appeal was filed, was upheld by the Supreme Court with a vote

the money given to them in full did not go to projects but elsewhere. P-Noy noted the report of the Department of Budget and Management (DBM) which covered about 23 years showed the budget allocated for NIA had all been obligated and disbursed. It would be more understandable if the failure to meet the target was sporadic but the bad thing was that this was the trend every year in the last 23 years. Irrigation is important for the country to improve agricultural output. Farmers must feel they were being cared for. The NIA should be investigated if there are irregularities committed in the implementation of its projects. We cannot just waste the taxpayers money.

journey in his personal and political life. I would surmise to say that his very sincere advocacy for the needy and the poor in this country is one of the secrets. People know that Erap has not enriched himself in public service. People are aware that there are scores and dozens of big and influential politicians in this country who are more guilty of this charge but they are free and far from the reach of the law. -oOoIn spite of his being proven guilty of the crimes he was charged, by the courts the Filipino peoples revelation of non-belief, and their convictions he was not guilty were manifested openly by electing

P-Noy lambasted the National Irrigation Administration (NIA) for its poor performance during the 50th anniversary celebration. Created in 1963, the NIA is a governmentowned and controlled corporation tasked with the development and operation of irrigation systems and provide irrigation services for the governments agricultural programs. NIA generates revenues from irrigation fees but also re-

ceives subsidies from the national treasury. P-Noy criticized NIAs lackluster performance such as bringing water to only 60% of its target of 81,170 hectares of new areas. He could not understand why NIA never met its target to irrigate new areas of farmlands when it has been getting 100% of its allocation from the national budget every year. He wanted to investigate NIAs use of funds since failing to meet the targets would suggest

Borne to be born
the age of majority. But pre-marital sex is not the exclusive domain of teen people for many adults are bearing children without marriage. The children born out of wedlock are products of pre-marital sex but are never deemed unwanted by their unwed parents. It is hard to establish a causal connection between teenage pregnancies and pre-marital sex on one hand and abortion on the other hand. Raising the alarm over the high incidence of teenage pregnancies and pre-marital sex may have valid basis. It is a cause of concern as abortion is. But it is not quite right to connect abortion to teenage pregnancies and pre-marital sex just to promote the well-coated reproductive health advocacy. We had been bombarded with media blitz by the well funded programs that aim to curb population growth in the guise of promoting reproductive health. With abortion being portrayed as the end result of teenage pregnancies and pre-marital sex, solutions to curb abortion are directed at what reproductive health advocates point as the cause which is teenage pregnancies and premarital sex. Such cases can be reduced if not eliminated by introducing contraception to rid teenagers from getting pregnant. Avoiding

Alfred Lim, the incumbent, and this time he promised that Manila would be the Gates of Heaven under his reign -a turn-away from foreign journalist who dubbed Manila as Gates of Hell under Mayor Lim for myriad of reasons. This will be his last hurrah in his political journey as he confessed he is now 75 (?) years old, and indeed, it could be, but who knows? -oOoHis having been ousted and eventually convicted made his persona an underdog. It appears that that kind of plunder he committed does not acceptably register well in the consciousness of people, and people knows that technicality sometimes create a strong impact and influence in the courts decision making in many of our court proceedings. What could be Eraps secret that he is going into such success albeit a roller-coaster

Luisa Loi Estrada, his wife to the Senate. Later, his son Jose Jinggoy Estrada ran for the same position and won. JV Ejercito another son from a different mother was elected as congressman and eventually now is senator of the Republic. By the way, I have never voted for Erap in all his election bids in the national level. Why? Never mind! I might as well talk about it in private. I was an educator in the early years of my career, and still am in my deep innermost consciousness now that I am already in the predeparture area for the next world wherever that may be.

THE COMISSIONING OF THE TWELVE

THEN Jesus summoned his twelve disciples and gave them authority to expel unclean spirits and to cure sickness and disease of every kind. The names of the twelve apostles are these: first Simon, now known as Peter, and his brother Andrew; James, Zebedees son, and his brother John; Philip and Bartholomew, Thomas and Matthew the tax collector; James, son of Alphaeus, and Thaddaeus; Simon the Zealot Party member, and Judas Iscariot, who betrayed him. Jesus sent these men on mission as the Twelve, after giving them the following instructions: Do not visit pagan territory and do not enter a Samaritan town. Go instead after the lost sheep of the house of Israel. As you go, make this announcement: The reign of God is at hand!

As the Reproductive Health Law is put to test in oral arguments at the Supreme Court, the lives of Filipinos and the generations yet to come are placed on the balance. Complicating issues regarding what reproductive health advocates deem as alarming indicators vis-vis the high incidence of teenage pregnancies and pre-marital sex is confusing people. The statistics reveal that there is a significant increase in the cases of teenage pregnancies and pre-marital sex. The data is analyzed as being the cause of unwanted pregnancies that fall into the cold statistics of abortion. The premise is that abortion is being resorted to by people who bear unwanted children. Because the child is unwanted, the makers, meaning the couple who were instrumental in the bearing of the child, would opt to abort the pregnancy. It is hard to understand the suggested causal connection. While it may be true that abortion is a result of

the criminal decision of couples that do not want to bear the child, such is not always a product of teenage pregnancy or pre-marital sex. It is too presumptuous for such studies to conclude that teens who get pregnant never wanted to bear the child. Wanting to be pregnant is a decision not exclusive to adults for teens may have decided to bear as early as in their teens. This is so because God made us to be capable of reproduction as early as the teen years. This fact was supported by our civil laws that allowed marriage earlier than eighteen years before the advent of the New Family Code. Teenagers are already discerning although parental guidance is still very much needed. We cannot presuppose that those getting pregnant while still teen never wanted to be so for such may have been a deliberate decision by teen couples. Bearing during teens is under the present dispensation always a product of pre-marital sex for teen couples are barred to marry before reaching

by some newsmen as indicator of palpable difficulty in grasping the message said or written in a dialect not known to the receiver of the message. This is a setback to what these literature gurus are resolute about. In Eastern Visayas, there are four WarayWaray dialects, and Cebuano and Boholano which comprise seventy percent of dialect widely spoken in the region. It is likewise considered that there are words that differ in meaning from one topography to another. Ungria and Lumbera pointed out, however, that this may be a setback for a while but in the long run, this will be eased once the people get to accept the semantics of the terminologies not word for word but understanding these words with differing meaning if taken in its total meaning.

WHAT IS MISSING?
Even when everything you want is on your table and everyone you love is there in your life, you still feel something missing; you are not able to name what is missing. If you could, you might be able to go somewhere to get it. You feel that something that is vital to you lies out of your reach in the unknown. The hunger to fill this vacuum drives people to accumulate possessions, but they are still disappointed, because this hunger is for the Divine. It is to satisfy this hunger that God sent his Son Jesus Christ. God once used Joseph to rescue his starving brothers and father from famine (Gen 42:19). In that Joseph was the foretype of Jesus who came to satisfy the hunger for God. When we see Jesus feeding the hungry and curing all kinds of diseases (Mt 10:1), we are reminded that these are his signs calling us to see in him the answer to our eternal hunger. God is not beyond Christ, but is in him. Therefore, let us not try to satisfy our hunger for the Divine away from Christ; If we do, this hunger will only drive us out of truth and shelter of love, setting us on a haunted journey, on a never-ending path in quest of something that is missing. SUMMONS

(Sgd.) ATTY. PHENALYN P. BRAZIL-ABELLAR Branck Clerk of Court

An Omnibus Motion has filed by plaintiff through counsel Atty. Leo Pruel received by this court on June 3, 2013, copy of which was furnished through registered mail to Atty. Ronilo Ticoy on June 3, 2013. The motion was set for hearing on June 11, 2013, however, only plaintiffs counsel Atty Leo Pruel appeared while Atty. Ronilo Ticoy was not around. There being no further argument from plaintiffs counsel, the motion was deemed submitted for resolution. Plaintiffs Motion prayed that the service of summons upon the principal defendant Ma. Jennelyn Peruda Sandstrum and Harry Cecil Sandstrum be effected by publication since they have gone abroad and their present whereabouts are unknown. Joint Affidavit of Merit was executed by plaintiffs attesting to the fact that they have no personal knowledge as to the present whereabouts of the Spouses Ma. Jennelyn Peruda Sandstrum and Harry Cecil Sandstrum after the summons intended to them at their last known addresses at Brgy. Talisay, Capoocan, Leyte and Brgy. Tisa, Cebu City were returned unsuccesful.

That they failed to ascertain their present whereabouts despite exerting great and diligent efforts for that purpose. That there is no way for them to ascertain the correct and exact address of the said spouses, although it is their honest belief that they might have gone abroad and are presently living outside the Philippines. Section 15 of Rule 14 of the Rules of Court states that: Extraterritorial Service. - When the defendant does not reside and is not found in the Philippines, and the action affects the personal status of the plaintiff or relates to, or the subject of which is, property within the Philippines, in which the defendant has or claims a lien or interest, actual or contingent, or in which the relief demanded consists, wholly or in part, in excluding the defendant from any interest therein, or the property of the defendant has been attached within the Philippines, service may, by leave of court, be affected out of the Philippines by personal service as under section 6; or by publication in a newspaper of general circulation in such places and for such time as the court may, order, in which case a copy of the summons and order of the court shall be sent by registered mail to the last known address of the defendant, or in any other manner the court may deem sufficient. Any order granting such leave shall specify a reasonable time, which shall not be less than sixty (60) days after notice, within which the defendant must answer. Records will show that per Sheriffs return of service on the summons served to Maria Jennelyn Peruda Sandstrum and Harry Cecil Sandstrum at their residence in Barangay Talisay, Capoocan, Leyte, said persons were no longer residing in said house and that per information from a neighbor, they have not been seen in said house for about a year already. Considering that the property subject of the instant case, defendant spouses has an actual interest or claims thereto,

extraterritorial service of summons by publication maybe resorted to. Therefore, the motion is hereby granted. Let the summons and the order of this court be published in a newspaper of general circulation within the Province of Leyte, within fifteen (15) days from receipt of this order. Moreover, defendant Ma. Jennelyn Peruda Sandstrum and Harry Cecil Sandstrum must file their answer within sixty (60) days from notice. SO ORDERED. Given in Chambers this 11th day of June 2013 at Carigara, Leyte.

The formulation of BIDA is being coordinated with local chief executives and if they are amenable to its creation, the BFP then will extend the necessary training while the LGU will shoulder the expenses.
