P-Noy lambasted the National Irrigation Administration (NIA) for its poor performance during the 50th anniversary celebration. Created in 1963, the NIA is a governmentowned and controlled corporation tasked with the development and operation of irrigation systems and provide irrigation services for the governments agricultural programs. NIA generates revenues from irrigation fees but also re-
ceives subsidies from the national treasury. P-Noy criticized NIAs lackluster performance such as bringing water to only 60% of its target of 81,170 hectares of new areas. He could not understand why NIA never met its target to irrigate new areas of farmlands when it has been getting 100% of its allocation from the national budget every year. He wanted to investigate NIAs use of funds since failing to meet the targets would suggest

We had been bombarded with media blitz by the well funded programs that aim to curb population growth in the guise of promoting reproductive health. With abortion being portrayed as the end result of teenage pregnancies and pre-marital sex, solutions to curb abortion are directed at what reproductive health advocates point as the cause which is teenage pregnancies and premarital sex. Such cases can be reduced if not eliminated by introducing contraception to rid teenagers from getting pregnant. Avoiding

As the Reproductive Health Law is put to test in oral arguments at the Supreme Court, the lives of Filipinos and the generations yet to come are placed on the balance. Complicating issues regarding what reproductive health advocates deem as alarming indicators vis-vis the high incidence of teenage pregnancies and pre-marital sex is confusing people. The statistics reveal that there is a significant increase in the cases of teenage pregnancies and pre-marital sex. The data is analyzed as being the cause of unwanted pregnancies that fall into the cold statistics of abortion. The premise is that abortion is being resorted to by people who bear unwanted children. Because the child is unwanted, the makers, meaning the couple who were instrumental in the bearing of the child, would opt to abort the pregnancy. It is hard to understand the suggested causal connection. While it may be true that abortion is a result of
the criminal decision of couples that do not want to bear the child, such is not always a product of teenage pregnancy or pre-marital sex. It is too presumptuous for such studies to conclude that teens who get pregnant never wanted to bear the child. Wanting to be pregnant is a decision not exclusive to adults for teens may have decided to bear as early as in their teens. This is so because God made us to be capable of reproduction as early as the teen years. This fact was supported by our civil laws that allowed marriage earlier than eighteen years before the advent of the New Family Code. Teenagers are already discerning although parental guidance is still very much needed. We cannot presuppose that those getting pregnant while still teen never wanted to be so for such may have been a deliberate decision by teen couples. Bearing during teens is under the present dispensation always a product of pre-marital sex for teen couples are barred to marry before reaching

by some newsmen as indicator of palpable difficulty in grasping the message said or written in a dialect not known to the receiver of the message. This is a setback to what these literature gurus are resolute about. In Eastern Visayas, there are four WarayWaray dialects, and Cebuano and Boholano which comprise seventy percent of dialect widely spoken in the region. It is likewise considered that there are words that differ in meaning from one topography to another. Ungria and Lumbera pointed out, however, that this may be a setback for a while but in the long run, this will be eased once the people get to accept the semantics of the terminologies not word for word but understanding these words with differing meaning if taken in its total meaning.
WHAT IS MISSING?
Even when everything you want is on your table and everyone you love is there in your life, you still feel something missing; you are not able to name what is missing. If you could, you might be able to go somewhere to get it. You feel that something that is vital to you lies out of your reach in the unknown. The hunger to fill this vacuum drives people to accumulate possessions, but they are still disappointed, because this hunger is for the Divine. It is to satisfy this hunger that God sent his Son Jesus Christ. God once used Joseph to rescue his starving brothers and father from famine (Gen 42:19). In that Joseph was the foretype of Jesus who came to satisfy the hunger for God. When we see Jesus feeding the hungry and curing all kinds of diseases (Mt 10:1), we are reminded that these are his signs calling us to see in him the answer to our eternal hunger. God is not beyond Christ, but is in him. Therefore, let us not try to satisfy our hunger for the Divine away from Christ; If we do, this hunger will only drive us out of truth and shelter of love, setting us on a haunted journey, on a never-ending path in quest of something that is missing. An Omnibus Motion has filed by plaintiff through counsel Atty. Leo Pruel received by this court on June 3, 2013, copy of which was furnished through registered mail to Atty. Ronilo Ticoy on June 3, 2013. The motion was set for hearing on June 11, 2013, however, only plaintiffs counsel Atty Leo Pruel appeared while Atty. Ronilo Ticoy was not around. There being no further argument from plaintiffs counsel, the motion was deemed submitted for resolution. Plaintiffs Motion prayed that the service of summons upon the principal defendant Ma. Jennelyn Peruda Sandstrum and Harry Cecil Sandstrum be effected by publication since they have gone abroad and their present whereabouts are unknown. Joint Affidavit of Merit was executed by plaintiffs attesting to the fact that they have no personal knowledge as to the present whereabouts of the Spouses Ma. Jennelyn Peruda Sandstrum and Harry Cecil Sandstrum after the summons intended to them at their last known addresses at Brgy. Talisay, Capoocan, Leyte and Brgy. Tisa, Cebu City were returned unsuccesful.
That they failed to ascertain their present whereabouts despite exerting great and diligent efforts for that purpose. That there is no way for them to ascertain the correct and exact address of the said spouses, although it is their honest belief that they might have gone abroad and are presently living outside the Philippines. Section 15 of Rule 14 of the Rules of Court states that: Extraterritorial Service. - When the defendant does not reside and is not found in the Philippines, and the action affects the personal status of the plaintiff or relates to, or the subject of which is, property within the Philippines, in which the defendant has or claims a lien or interest, actual or contingent, or in which the relief demanded consists, wholly or in part, in excluding the defendant from any interest therein, or the property of the defendant has been attached within the Philippines, service may, by leave of court, be affected out of the Philippines by personal service as under section 6; or by publication in a newspaper of general circulation in such places and for such time as the court may, order, in which case a copy of the summons and order of the court shall be sent by registered mail to the last known address of the defendant, or in any other manner the court may deem sufficient. Any order granting such leave shall specify a reasonable time, which shall not be less than sixty (60) days after notice, within which the defendant must answer. The team is composed of Commander Gilbert O. Pacio, Navy Lieutenant Marineth Riano Domingo, and Lieutenant Junior Grade Errol N. dela Cruz who are all Public Affairs officers. As part of this projectin partnership with the Presidential Communications Development and Strategic Planning Office (PCDSPO)they will share, through blogs and social media, their experiences aboard the newest ship of the Philippine eet. With the theme of Gutom at Malnutrisyon: Sama-sama nating wakasan, the celebration strongly promotes its advocacies of providing balance and nutritious foods for the children by educating nutritional awareness to the whole community through its Barangay Nutrition Scholars (BNSs). This also encourages the great role of the parents, schools and the various
classes tackling the proper nutrition for children and breastfeeding mothers to the different barangays in Tacloban this week. Moreover, activities for mothers and children will also be conducted for the 3rd week of the month. These activities are the nutri-bulilit classes for both mothers and children, gulay-eating contest for preschoolers and fooddemonstration on preparing low-cost nutritious foods. Also, there will be a whole-day Regional BNS Congress to be held at Palo Convention Center on July 29. This will be concerned on the programs of the BNSs in the region for the whole year.
