Rational of the Proposal Mirpur University of Science & Technology was established in July 2009 and Civil Engineering Department was established just after establishment of the University. A material testing laboratory is being established in department .The facilities of testing cement in the lab are inadequate due to deficiency of some essential equipments. As such lab cannot cater for academic requirement of trainees/students. Compression testing machine is an important component of material testing laboratory furthermore, there is no public sector material testing laboratory in A.J&K and a lot of construction work specially structure/ concrete structures, other cross drainage and one hydraulic/power station at Bong-UJC are under execution in connection with raising of Mangla Dam. Beside new city four new towns are being developed for resettlement of affectees of Mangla Dam Raising Project. Moreover Construction work of two bridges is also in progress. Compressive strength of cement is an important test for quality control of concrete. As there is no public/private sector material testing laboratory available in vicinity so all consultants and contractors depend upon material testing laboratory of U.E.T. Taxila. If this facility is provided in the MUST Campus all the constructors/consultants will be facilitated and it will be a source of income for university. In first phase compression testing machine is already purchased. In 2nd phase machine for compressive strength of cement is to be purchased. In 3rd phase universal testing machine is to be purchased. In 4th phase Geotech Laboratory is to be established. In 5th phase Non destructive facility is to be established. In 6th phase Hydraulic lab is to be established. In 7th phase laboratory for highway materials is to be established.

Benefits to be achieved / How the institution will be strengthened

I. If this facility is established commercial testing will begin. II. It will boost research scholars for research in high performance concrete. III. Students will be benefited by fulfilling training requirements.

How the project will be pursued.

Quotations have been already collected and after receiving fund from HEC supply order will be issued to the lowest bidder equipment will be procured within prescribed time. It will be installed in material testing laboratory.

Implementation Plan
I. II. An advertisement will be published in newspaper that this facility has been established in Department of Civil Engineering, MUST. Consultants/constructors may avail this facility. An introductory broacher will be developed and sent to different public sector organizations like PWD A.J&K, Local Government Agencies (District Authorities) and different consultant firms working in region.

What will be the internal mechanism for monitoring and control (financial and physical)?
It is short term project just one equipment is to be purchased after delivery bill will be submitted by supplier and paid accordingly.

Justification of the Budget

As the department has been recently started, so require a lot of funds to develop infrastructure. Due to current financial scenario and lack of funds department is struggling to develop labs.
