NOTICE FOR PREQUALIFICATION


CONTRACT NO C 2013/18 PREQUALIFICATION OF CONTRACTORS FOR THE IMPLEMENTATION OF TELEMETRY & TELESURVEILLANCE PROJECT FOR DISTRICT WATER SUPPLY (NORTH) INVITATION FOR PREQUALIFICATION OF CONTRACTORS

INTRODUCTION The Central Water Authority (CWA) intends to implement a Telemetry & Telesurveillance Project in the form of a Supervisory Control and Data Acquisition (SCADA) system to cover the District Water Supply North of the Mauritius island and is accordingly inviting applications for the prequalification of firms/joint ventures with proven past experience in the implementation of a SCADA System.

SCOPE OF WORKS The scope of works which is morefully described and specified in the Prequalification Documents comprises interalia:

The Telemetry & Telesurveillance Project is to provide the real-time monitoring


status of the electromechanical controls/instruments of pumping stations, outlets of clean water tanks from water treatment plants, water levels in service reservoirs,and boreholes the flow and pressure at the nodal points in the distribution network and any other sites of the works by means of a SCADA system. This system will also allowthe control of pumps from remote centres.

The main installations to be provided under this project are:- Instrumentation (such as water level sensors , pressure measuring equipment, flow meters, Cl2 & pH analysers, Cl2 gas detector, intruder detector) - Data acquisition system - Data transmission system, - Data processing system, - Minor civil works (for the installation of equipment to be supplied under the Project and on some sites namely boreholes chambers, meter chambers, small cabins to shelter RTU/Telemetry cubicles) - Miscellaneous equipment ( supply of all components of the Project as necessary, protections against lightning and surge voltage, cabling, earthing circuits, interfacing of the existing control panels, instrumentation panels for local signalisations, etc.).

The SCADA system will be easily extendable to accommodate new sites (RTU) in the
future. 3. PREQUALIFICATION DOCUMENTS

S.Dinassing (dinassing_s@cwa.intnet.mu) CWA will dispatch the documents by Email, or by providing the potential bidder with a user name and password which will allow the potential bidder to download an electronic file of the Prequalification Documents, but under no circumstances will CWA be held responsible for late delivery or loss. 3.b The set of prequalification documents can also be downloaded from the Public Procurement Portal on publicprocurement.gov.mu 4. ELIGIBITY OF APPLICANTS The Applicants are expected to meet the following criteria:(a) To be a foreign established firm for the past ten (10) years having a joint venture with a local Mauritian firm with at least five (5) years experience. Applicant shall note that application presented by Single Entity Company (without being in joint venture with local Mauritian firm) will be rejected. The joint venture, shall have completed successfully during the last ten (10) years:A minimum of four (4) SCADA contracts of similar nature and complexity each with 25 RTU or two contracts with 50RTU or one contract with 50 RTU plus two (2) contracts with 25 RTU Each of these contracts should comprise of radio and/or GPRS / GSM transmission system. the last three (3) years.
