LOCAL AGENDA 21 NUR QURRATU AINI BINTI MOHD RAJIN A128176

Local sustainability means that an area is designed, built and operates in a way that uses energy and natural resources efficiently and equitably, for both present and future generations of humans and other species. Therefore, the Local Agenda 21 was introduced to the community, the private sector and local authority collaborated to plan and manages their regions and environment to the sustainable development as well as good quality of life. It also should balance the needs of social, economic and environmental. Actually Local Agenda 21 is a local government led the community wide and participatory effort to establish a comprehensive action strategy for environmental protection, economic prosperity and community well-being in the local jurisdiction or area. This requires the integration of planning and action across economic, social and environmental spheres. Key elements are full community participation, assessment of current conditions, target setting for achieving specific goals, monitoring and reporting.

Towards the sustainable development in Kemaman, we need to do some modification of this region to enhance the sustainable development through the Local Agenda 21. Through Local Agenda 21, the local society can involve to recognize and research on issues of sustainable development, shaping their plan of action in order to overcome the issues and executing the plan of action. A key element of a Local Agenda 21 is improvement of the frameworks and systems used for planning, policy making and implementing because they can be more influential and enduring than specific actions, which will change regularly. The exact approach taken by each council will vary depending on its particular circumstances which are resources, history of working on sustainability, involving the community and level of commitment. In Local Agenda 21, local governments are required to consult with the local community where as citizens, minority groups, businesses and industry, research associations, regional and national governments, non-government organisations, environmental and social and civic groups, to create a shared vision for future sustainable development and to develop integrated local environmental plans, policies and programs targeted at achieving sustainable development. The consultation process is designed to raise awareness and encouraged the formation of business partnerships and information and technical exchange programs. Firstly, managing and improving the local authoritys own environmental performance. The local government can start with their staff training on the importance on the environmental care to raising the awareness of community. Then, the local government can start do the briefing session on Local Agenda 21 and recycling programs to staff and corporate community such as at school or others and then the committee also can publish and distributed the flyers on recycling awareness in neighbourhood areas. Other than that, the corporate members also should give their commitment to the programmes that organised by the local government. Furthermore, the local government should review and improve the existing policy integration across the sectors. Secondly, integrating sustainable development aims into the local authoritys policies and activities. The local government can introduce the concept of green housekeeping where the primary goal of a green housekeeping program should be to reduce the impact of the cleaning process on the natural and built environment without having a negative effect on human

health. Ultimately, facility managers who wish to implement a successful, comprehensive green cleaning program need to take a fresh look at the cleaning process and consider a new approach. By focusing on the concept of cleaning for health and adopting a cleaning program based on such a concept, facility managers can demonstrate their commitment to sustainability and validate their role as an innovative environmental steward. Then, the local government should concern with the land use planning. It is the process of organising, managing, and regulating the use of lands and their resources to meet the socio-economic development of the country whilst safeguarding the environment. Land-use planning is used to meet peoples needs in the most efficient and sustainable way while taking into account the lands natural capacities. Third is awareness raising and education. The local government and the community should support the environmental education been practices in school. It is because the children will become more concern of their environment. Then, local government and the corporate members also can do the visit and talks about the importance of environment and sustainable life. So, the peoples awareness of the environment would be rising. Other than that, the local governments also should support for the voluntary committee programs. From this program, it will become the initiatives to encourage behaviour change and practical action of the community. Forth is consulting and involving the general public. The government and corporate members can do the forums of the awareness of the sustainable environment and then get the feedback from the community. Then, from the feedback mechanism, the government can do the revision and overhaul the lacking. Other than that, the local government should do the public consultation processes to get the involving of the public. Fifth is partnership. All of the community, the private sector and local government can do the meetings, workshops and conferences to build the relationship between them. Moreover, the local government and the private sector can do the working groups or advisory groups about the sustainable development; so that more and good idea can be obtain towards the sustainable city. In addition, the partnership of the environment city model can be done to get more idea.

As the conclusion, the community, the private sector and local government need to work together to make this plan be success. Towards achieving the sustainable development, the local government should play their role and lead the people together to improve Kemaman becomes the sustainable city.
