To provide technical and operational support in the area of specialization for the Pakistan Resident Mission (PRM). At these levels, incumbents are expected to provide operational assistance in terms of project administration, research, statistical and analytical support. Assignments are well-defined and work is performed under supervision of a specialist or senior officer.

Expected Outcomes Identifies and screens new private sector projects in the Pakistan that merit ADB's direct financing. Undertakes project administration and monitoring of ADB's investments in private and public sectors, including reviewing financial statements and compliance with covenants, managing disbursements of approved investments subject to compliance with disbursement conditions, and preparing and analyzing financial projections. Prepares/updates individual Private Sector Investment Management (PSIM) Notes quarterly for the PRM delegated projects filling in required details, e.g. disbursements, prospects, problems and remedial actions, valuation of equity, list of shareholders. Updates information in the PSS as required. Carries out annual project review missions and preparation of Project Completion Reports (PCRs) and TA Completion Reports (TCRs).

Prepares periodic project profile reports and manages project databases. Assists in identification and execution of various exit opportunities related to PSODs portfolio in Pakistan. Monitors developments in infrastructure sector, financial sector including capital markets for project related work in the sector.

Undertakes economic and sector work related to private sector development for CPS and CPSU. Coordinates activities in the private sector development with other multilateral and bilateral organizations, donors, consultants, NGOs and others. Assists in the administration of Private Sector Operations Department (PSOD) loan and technical assistance projects, and where needed for CWRDs nonsovereign operation. Provides inputs for preparation of monthly/other periodical reports to the management, government, etc. Coordinates preparation of inputs from Director of various PSOD divisions including PSIF1 and PSCM for annual work program/budget and assists with finalization of PRM's submission related to the Regional Department's annual planning and budget exercises and midyear reviews of annual budgets.
Performs other tasks as assigned and reflected in the incumbents work-plan.

Education Requirements

Bachelors degree in finance, preferably with Masters degree or equivalent (Chartered

Accountant, CFA)

Relevant Experience Technical knowledge Proven ability to undertake research and analytical work on difficult but well-defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing the data, and prepare notes, papers and sections of reports. Sound knowledge of financial sector policies and infrastructure sector development is essential. Good personnel management and budget skills. Ability to work independently and set priorities for assigned tasks. Good computer skills with sound knowledge of commonly used application software such as MS Word and Excel. Excellent command of written and spoken English Familiarity with local languages and institutions People and leadership skills Able to mentor junior National Staff (NS) and/or Administrative Staff (AS) to facilitate work planning, delivery, and quality review.
