PROCESS MAP FOR INTERNATIONALLY-TRAINED CERTIFIED GENERAL ACCOUNTANTS WISHING TO WORK IN SASKATCHEWAN, CANADA
This PROCESS MAP will provide internationally-trained Certified General Accountants (CGAs) with information about the most efficient pathway to obtain membership with the Certified General Accountants of Saskatchewan Association (CGA-Saskatchewan). This roadmap is meant as a guide only, but is based on the experience of many CGAs that have been through the licensing process.

The requirements for membership in a provincial association of certified general accountants may differ in each Canadian province. When deciding to settle in Saskatchewan, it is important to contact the Certified General Accountants Association of Saskatchewan to find out the steps that are required to become a CGA in the province. You may write CGA Saskatchewan to ask about the requirements and costs for certification, or membership registration and the recommended procedure for a credential assessment prior to your arrival in Saskatchewan, Canada. Be sure to ask specifically for information on what parts of the process you can do or start before you leave your home country. Do you have an ACCA designation?

Association of Chartered Certified Accountants (ACCA) members wishing to be admitted as a member of the CGA Association through the Mutual Recognition Agreement (MRA) must meet the following requirements: 1. Must have obtained membership into ACCA through the completion of the ACCA Professional or Part 3 examinations, and met required experience. Members who obtained membership into ACCA through an MRA with another professional body are not eligible to become a member of the Association pursuant to this MRA 2. Must not have any outstanding ethics complaints, nor have been subject to any disciplinary sanctions within the five (5) years prior to their application 3. Applicants admitted as members by ACCA after July 31, 1998, must have a degree from a post-secondary institution recognized by the CGA Association

Requirements
As an ACCA member eligible to seek CGA membership you are required to meet all the following requirements: 1. Complete the online Overview of Canadian Income Taxation and Law course. Transfer credits may be granted if applicants have completed an equivalent course from a Canadian post-secondary institution approved by the Association. For information about transfer credits contact the appropriate CGA office. 2. Meet any other admission requirements as imposed by the CGA Association or under law.

Application Process
Step 1: Download and complete the initial application form. Step 2: Contact ACCA and request a Membership Status Letter. Step 3: Submit your completed application form along with the membership Status Letter from ACCA. ACCAs resident in Canada and Hong Kong must apply through the CGA Association where they reside. ACCAs resident outside Canada (except Hong Kong) must apply through CGA-Canada International in Vancouver. See attached address list. Step 4: Contact your university to have an official sealed transcript sent directly to the Association (where applicable). Step 5: Complete the online Overview of Canadian Income Taxation and Law course and submit the certificate of completion. If a transfer credit is granted by the Association, provide official sealed transcripts from the post-secondary institution. (This may be provided with your initial application form submission.) Step 6: Once the above information has been provided and approved by the Association, you will be invited to complete and submit an application for membership. Your application must include payment of the application for membership fee and annual dues. When your application has been approved, you will be notified of your admission to membership and have the right to use the CGA designation.

Ongoing designation
Members admitted under the terms of this MRA are required to maintain their originating designation. This includes payment of annual dues and annual reporting of CPD. If, for any reason, a member ceases to hold his or her originating designation, the member shall automatically cease to be a member of the other body under this MRA.

Public Practice requirements


Admission as a member under this MRA does not automatically provide a member with the right to work in public practice. Members will be required to meet the Associations entry to public practice requirements in their respective jurisdiction.

Do you have a CPA designation from Australia?

A CPA Australia member who wishes to become a member of the CGA Association must: a. Be the holder of an accounting degree approved by CPA Australia and have successfully completed: i. ii. b. the CPA Program; and the Mentor Program; or

Be the holder of a non-accounting degree, and have successfully completed: i. ii. iii. an appropriate accounting conversion course approved by CPA Australia; the CPA Program; and the Mentor Program, or

c. Be a Member of CPA Australia that does not fall under either paragraphs (a) or (b) but who has at least fifteen (15) years work experience, at least five (5) years of which has been at a senior level

Not have joined CPA Australia through an MRA with another accounting body. Not be the subject of a current investigation or referral to a hearing into your professional conduct; or have been subject to any disciplinary sanctions within the five (5) years prior to your application.

Requirements
1. Complete the Overview of Canadian Tax and Law, a CPD course available online through PD Net. Transfer credit may be granted to applicants who have completed an equivalent course from a Canadian post-secondary institution approved by CGA. Application Process
Step 1: Complete the Initial Application Form. See Related Information link. Step 2: Contact CPA Australia and request a Letter of Good Standing. Step 3: If you are applying for membership under the 15 years of experience provision, and have not been awarded the FCPA designation, provide a copy of your CV clearly showing your work experience. Step 4: Submit the Initial Application Form, Letter of Good Standing and your CV (if required) directly to the appropriate Association office. CPA Australia members who live in Canada or Hong Kong must apply through their respective Association. CPA Australia members who live outside of Canada (except Hong Kong) must apply through CGA-Canada, International in Vancouver, British Columbia. Step 5: Complete the Overview of Canadian Tax and Law, a CPD course available online through PD Net, and submit the certificate of completion. If a transfer credit is granted by the Association, you do not need to complete this course. A dynamic federation: The CGA associations are a dynamic federation of national, provincial

and territorial organizations. CGA-Canada represents the interests of members nationally and internationally and, in agreement with the provincial and territorial associations, sets national standards for education and professional conduct. The provincial/territorial associations represent members provincially, grant the designation, and administer the national member standards and student education program in their respective jurisdictions. CGA-Canada grants the designation and administers member standards and student education outside of Canada.

Originating designation: Members admitted under the terms of this mutual recognition

Did you complete the CGA Program of Professional Studies in your country of origin?
The CGA Program of Professional Studies is offered in the Caribbean, Bermuda, Hong Kong and China. Students can enroll in and complete the CGA Program of Professional Studies in one of these countries before their arrival in Canada. Individuals from any of the previously mentioned countries who have taken an alternative program to the CGA Program of Professional Studies offered by CGA-International, CGA-Hong-Kong, or CGA-China will need to register for the program in Canada. Certain courses may be required to familiarize yourself with Canadian Rules and Regulations. If you come to Canada, already having successfully completed the CGA Program of Professional Studies in your country of origin, you may automatically apply as a member of Certified General Accountants Association of Saskatchewan. Are English language requirements met?

Proof of language proficiency must be included in your application for advanced standing. CGA Saskatchewan recommends taking a Canadian Language Benchmark assessment. (Optional) Apply for Advanced Standing.


If you have a foreign accounting designation or have completed course work at an institution outside of Canada you may apply for advanced standing into the CGA Program of Professional Studies. Post secondary courses completed by a student may be eligible for transfer credits. Students who wish to request transfer credits must submit an Application for Advanced Standing, accompanied with official transcripts of marks and resume to the office below. Students who have completed courses at institutions outside of Canada should also submit a course syllabus. Work experience is not accepted as a basis for granting transfer credits, but may be considered in assessing a CGAs practical experience requirements. Assessment for evaluation of advanced standing for international transcripts is $65.00 plus GST. A transfer credit fee of $25.00 per course credit granted (maximum total of $165.00) is payable upon submission of the Application for Enrollment. Allow up to two weeks for the Association to process your evaluation. Upon completion, a letter confirming your advanced standing, eligible course transfer credits and a student ID will be mailed to you. Complete Application for Enrollment as a CGA Student.

CGAs Program of Professional Studies accepts applicants with a variety of educational backgrounds. Applicants may apply with a university degree, a college diploma, partial post-secondary credits, or with a high school diploma. Effective communication skills and a solid background in business mathematics and algebra are essential to an aspiring professional accountant. To enter the CGA program you must have a minimum Grade 12 level of mathematics and English writing and comprehension skills. If English is your second language, a minimum Canadian Language Benchmark (CLB) score of "7" in the four language skills - listening, speaking, reading and writing is required for admission to the CGA Program. There are four enrollment periods for new students during the academic year. Early registration is advised to allow time for processing and delivery of course material and related information. Application for Advanced Standing This step applies to potential students who possess any post-secondary courses that may be transferred into the CGA Program. First complete an Application for Advanced Standing. Your evaluation will be processed within two weeks of receipt of the application. Applications for Enrollment Applications for Enrollment are available online and must be completed using the online registration system. Online application forms for 2008/2009 are available at the following website: http://www.cga-saskatchewan.org Allow up to two weeks for the Association to set-up your student record and process your enrollment. A confirmation letter of admission and student information will be mailed once processing has been completed.

Take necessary courses and examinations to complete the CGA Program of Professional Studies.

The CGA Program is comprised of the Foundation Studies, Advanced Studies, and Professional Applications and Competence Evaluations (PACE) levels. The Foundation and Advanced Studies can be completed through CGA Saskatchewan or by transfer credit, either in whole or in part. The PACE Level requires the completion of four national professional applications courses/exams through CGA Saskatchewan. The Foundation Studies includes ten courses plus one business case that form the foundation knowledge of the accounting profession. The Advanced Studies includes five courses plus one business case that build on the Foundation Studies to advance your financial management knowledge and expertise. At very minimum when you are given advanced standing you will be required to complete the PACE Level 1 and 2 courses. A communications course is offered in Level 2. At the PACE level, students complete two PACE electives (from a choice of six) that are consistent with their personal professional career interests and two professional application courses/exams. In order to be successful, you will need commitment, self-discipline and organizational skills. You should anticipate devoting a minimum of 20-25 hours per week to your studies. National examinations are written at the end of each course and level. At the PACE level, the exams are four hours in length. Examinations must be successfully completed with a grade of 65% or higher in each course. If a passing mark is not obtained, an examination may be rewritten. After four unsuccessful attempts, an appeal may be made to the Director who will determine whether any further attempts may be made. Begin working on your Practical Experience Portfolio.


To qualify for certification, all candidates must demonstrate a specific set of competencies through approved work experience. This generally requires 36 months (3 years) of full time employment experience, however, depending upon a students rate of advancement, may be achieved within a minimum period of 24 months. Many organizations will only employ registered CGA students. Where your accounting and financial management experience is gained is largely up to you. Students can satisfy the CGA experience while employed in different settings including employment in: business communities; corporate entities; governments; public accounting firms; and not-for-profit organizations.
