MEETING MINUTES Des Moines Area Metropolitan Planning Organization (MPO) Executive Committee 11:30 a.m., Wednesday, December 14, 2011 Des Moines Area MPO Meeting Room Des Moines, Iowa The MPO Executive Committee held a meeting at 11:30 a.m., on December 14, 2011, in the MPO Meeting Room. Before the meeting, the MPO staff sent agenda packets to the MPO Executive Committees representatives and posted the agenda at the MPO office at 3:00 p.m., on November 4, 2011. The fiscal year-to-date publication cost of meeting minutes for the MPO: $715.47. BACKGROUND: The City of Des Moines and the Des Moines Area Regional Transit Authority (DART) have requested the following revisions to the FFY 2012-2015 TIP: Sponsor: City of Des Moines Project: Grand Avenue Bridge over Walnut Creek Project Number: BRM-1945(738)8N-77 Funding: Highway Bridge Program - $1,000,000 Change: Add project to FFY 2012 Revision Type: Amendment Sponsor: DART Project: Hybrid Vehicle Upgrade for Heavy-Duty Buses (Five) Funding: Federal Transit Administration Clean Fuels Program - $1,125,000 Change: Add project to FFY 2012 Revision Type: Amendment The MPO staff notes the City of Des Moines and DART projects are amendments and are subject to MPO approval and a public comment period. The MPO staff held a public input meeting for the City of Des Moines request on December 13, 2011, at 6:00 p.m. at the Des Moines South Side Library, 1111 Porter Avenue, Des Moines, Iowa, and held a public input meeting for the DART request on December 21, 2011, at 6:00 p.m. at the DART multi-purpose room, 1100 DART Way, Des Moines, Iowa. Included, immediately following, is a map showing the location of the City of Des Moines project. RECOMMENDATION: Recommend that the MPO approve the amendments to the FFY 2012-2015 TIP to add the City of Des Moines Grand Avenue Bridge project and the DART Hybrid Vehicle project. MPO Executive Committee January 2012 Item No. 5 ISSUE: Federal Fiscal Year 2016 Surface Transportation Program Project Scores REPORT and VOTE: Consider approval of project scores for Federal Fiscal Year (FFY) 2016 Surface Transportation Program (STP) funding. BACKGROUND: The deadline for submission of STP pre-applications and STP Transportation Enhancement (TE) applications was November 18, 2011. The MPO staff received 23 STP pre-applications and 13 STP TE applications. On December 15, 2011, the MPO TTC Engineering Subcommittee met to review the preliminary scores for FFY 2016 STP project applications. The MPO TTC Engineering Subcommittee voted to approve the project scores, as presented. Included, immediately following, is a map showing the location of each STP project and a copy of the FFY 2016 STP project scores. Following the approval of the FFY 2016 STP scores, the MPO staff will send STP Secondary Applications to sponsors with projects scoring 50 points or higher. STP Secondary Applications are due to the MPO office by Friday, January 27, 2012. For the STP TE process, the MPO staff held a workshop on Wednesday, January 11, 2012, at 9:00 a.m. at the MPO office for the Trails Planning Subcommittee to score the Bicycle and Pedestrian Facilities applications. The MPO staff also held a workshop on Wednesday, January 11, 2012, at 10:00 a.m. at the MPO office for the MPO TTC Planning Subcommittee to score the Scenic and Environmental Resources applications. These workshops provided project sponsors with an opportunity to present information regarding project applications to the subcommittees. Following the workshops, those projects scoring 50 points or higher will be considered for STP TE funding. After the scoring process is complete, the STP Funding Subcommittee will meet in February to hear presentations from sponsors with projects that scored 50 points or higher. This provides project sponsors the opportunity to discuss their projects and to answer specific questions from the STP Funding Subcommittee. Following this workshop, the STP Funding Subcommittee will meet in March to develop a funding recommendation for consideration by the MPO Executive Committee and the MPO Policy Committee. ISSUE: Surface Transportation Program Policy Review Update REPORT: Brief update on potential revisions to the MPOs Surface Transportation Program (STP) funding process. BACKGROUND: In September 2011, the MPO Executive Committee directed the MPO staff to review the MPOs STP funding process, and to meet with the STP Funding Subcommittee to develop any potential revisions to the MPOs STP funding process. The goal of this review and any subsequent changes is to ensure the STP funding process can adequately fund regional priority projects, particularly in light of reduced earmark funding. In October 2011, the STP Funding Subcommittee identified the importance of prioritizing regional projects, considering funding projects from all member governments, and funding projects that attract funding commitments from other sources, as primary areas of focus for reviewing the STP funding process. On November 29, 2011, the STP Funding Subcommittee met to further discuss the STP funding process review and considered a draft funding framework, proposed by Representative Ted Ohmart, City of West Des Moines, that would provide for 5 percent of the annual STP funds to be set-aside for member governments with a population of less than 10,000. The STP Funding Subcommittee was concerned that there were not enough regionally significant projects sponsored by small member governments to warrant a specific set-aside of STP funds. As a result, the STP Funding Subcommittee discussed the possibility of modifying the Guidelines for Surface Transportation Program and Surface Transportation Program Transportation Enhancement Funding (STP Guidelines) to provide the latitude to consider regionally significant projects from small member governments that did not score 50 points or higher. The STP Funding Subcommittee also discussed potentially setting aside 5 percent of the annual STP funds for planning studies, as proposed by Representative Ohmart. However, the STP Funding Subcommittee was concerned that funding may be provided for a planning study that does not result in the construction of a project. Alternatively, the STP Funding Subcommittee discussed the possibility of providing small planning grants in the range of $5,000 to $10,000. On December 14, 2011, the MPO Executive Committee continued discussion regarding the STP funding process review. The MPO Executive Committee requested that Chair Chris Coleman, Representative Ted Ohmart, and, Representative Tom Armstrong, City of Grimes, meet to develop additional STP funding revision strategies for consideration by the STP Funding Subcommittee. The MPO staff will provide updates from the meeting of Chair Coleman, Representative Ohmart, and Representative Armstrong. RECOMMENDATION: None. Report and discussion only. MPO Executive Committee January 2012 Item No. 7 ISSUE: Consideration of a Letter to Governor Branstad Regarding Red Light Camera Revenue REPORT and OPTIONAL VOTE: Consider sending a letter to Governor Brandstad in response to the Governors comments regarding the States use of traffic camera revenue. BACKGROUND: The MPO, at its December 2011 meeting, briefly discussed an article published that day regarding the potential for an increase in the states fuel tax. In the article, Governor Branstad suggested putting money generated from traffic cameras into the states road use tax fund to be distributed to Iowa communities. A representative from the City of Des Moines asked the MPO to consider issuing a letter to Governor Branstad in opposition to the Governors suggestion and noted this idea would impact several MPO members that already have or are considering traffic cameras. The City of Clive asked for communities potentially impacted by the Governors suggestion to have the opportunity to review a letter generated by the MPO prior to its mailing. Included, immediately following, is a draft letter to consider sending to Governor Branstad. RECOMMENDATION: Recommend that the MPO send a letter to Governor Branstad in opposition to the states use of traffic camera revenue. The Des Moines Area Metropolitan Planning Organization (MPO) is sending this letter in response to the comments that you made to the Cedar Rapids Gazette and that appeared in the Des Moines Register on December 22, 2011 regarding the potential gas tax increase. While the MPO does support the a gas tax increase, the MPO does not support the potential funneling of money generated from traffic cameras into the states Road Use Tax Fund (RUTF) as you are quoted as suggesting in the enclosed article.

Traffic cameras are installed in the interest of public safety and are not designed specifically as a revenue-generating tool. There is no dispute that the cameras levy fines for public safety violations. The intent is to improve public safety and the fines serve as a reminder to violators that actions against public safety have consequences. Crash data collected throughout Iowa locations with traffic cameras has consistently shown a significant reduction in crashes, fatalities, injuries and property damage after implementation. Furthermore, the increase in public safety in these areas helps to keep insurance premiums down and improves the quality of life for citizens in these areas.

Money that comes from fines is routinely placed back into public safety budgets. Taking that money away would reduce the capacity of these communities to provide public safety, which is the intent of the cameras. The cameras result in less time spent by public safety officials dealing with tickets and accidents, providing officers additional time for patrolling other areas, which further reduces crime. The MPO also notes that the Iowa Department of Transportation did not list this suggestion in the 2011 RUTF Study. For these reasons, the Des Moines Area MPO does not support the potential funneling of money generated from traffic cameras into the states Road Use Tax Fund (RUTF).

MPO Executive Committee January 2012 Item No. 8 ISSUE: Consider a Resolution in Support of Renaming the US Highway 65/Iowa Highway 5 Bypass to an Interstate REPORT and OPTIONAL VOTE: Discussion regarding the Greater Des Moines Partnerships request that the MPO pass a resolution supporting the renaming of the US Highway 65/Iowa Highway 5 Bypass to an interstate. BACKGROUND: The Iowa Department of Transportation (DOT) currently is studying the feasibility of renaming the US Highway 65/Iowa Highway 5 Bypass to an interstate. The Iowa DOT is providing funding for half of the studys cost; local governments and economic development groups along the bypass are funding the other half of the studys cost. The Greater Des Moines Partnership is embarking on a public relations campaign to help generate support for the renaming and has asked the MPO to issue a resolution in support of the potential interstate designation. The Greater Des Moines Partnership is also working with other entities, such as communities along the loop and the Des Moines International Airport, for similar resolutions. In June 2010, the MPO took action to request the Iowa DOT to complete the feasibility study on renaming the bypass. However, the MPO has not taken action in support of the bypasss re-designation to an interstate. Included, immediately following, is a draft resolution for the MPO to consider passing. WHEREAS, the Iowa Department of Transportation will complete a Safety Assessment and an Operation Assessment on the Purple Heart Highway corridor before determining the feasibility of an interstate designation for the route; WHEREAS, such assessment will, in addition to other pertinent factors, address issues relating to slow-moving vehicular traffic, economic development, and flooding potentials and flood control in the flood plain traversed by the Purple Heart Highway; and, WHEREAS, the member governments of the Des Moines Area Metropolitan Planning Organization recognize the importance for this re-designation on the economic development potential for the Des Moines metropolitan area;

BACKGROUND: In May 2011, the MPO approved the Calendar Year 2012 meeting date schedule. Meeting dates in March were adjusted due to spring break; dates in May and June were adjusted in anticipation of the Greater Des Moines Partnerships Washington, D.C., trip; and dates in July were adjusted due to the Independence Day holiday. Now that dates for spring break and the Greater Des Moines Partnerships Washington, D.C., trip are finalized, staff proposes adjusting the meeting dates for March and June 2012 as follows: Move the March Executive Committee meeting from Wednesday, March 21, 2012, to Wednesday, March 7, 2012, to avoid the week of spring break, and, Move the June Executive Committee meeting from Thursday, June 14, 2012, to Wednesday, June 13, 2012, to be consistent with the Executive Committees traditional meeting date.

MPO Executive Committee January 2012 Item No. 10 ISSUE: Fiscal Year 2013 Unified Planning Work Program REPORT: Discussion of potential planning activities to include in the Fiscal Year 2013 Unified Planning Work Program (FY 2013 UPWP). BACKGROUND: The MPO staff is developing the FY 2013 UPWP and Budget, which will document all transportation planning activities the MPO will perform using federal funds from July 1, 2012, through June 30, 2013. The Iowa Department of Transportation (DOT) requires the UPWP to describe the MPOs proposed planning activities including task objectives, previous work, project descriptions, and work products as well as the budget and funding sources to carry out the planning activities. The Iowa DOT requires the MPO to submit a draft UPWP by April 2, 2012, and a final UPWP by June 1, 2012. The MPO will discuss potential planning projects for Fiscal Year 2013 with the Executive Committee at the January 11, 2012, meeting. The MPO staff also asks for input from member governments and participating agencies on planning tasks for Fiscal Year 2013 throughout the UPWPs development. MPO Executive Committee January 2012 Item No. 11 ISSUE: DART Horizon Year 2035 Metropolitan Transportation Plan Amendment Request REPORT: Report on DARTs request to amend the Horizon Year 2035 Metropolitan Transportation Plan (HY 2035 MTP). BACKGROUND: DART is in the process of finalizing the Alternatives Analysis (AA) study on the University Avenue/Ingersoll Avenue Loop for additional transit investment as part of the DART Forward 2035 Plan effort, including the identification of a Locally Preferred Alternative (LPA). DART has requested that the MPO amend the HY 2035 MTP to recognize this corridor and the locally preferred alternative. Amending the MTP to include the corridor and locally preferred alternative will help demonstrate to the Federal Transit Administration (FTA) the MPOs support for the project. Plan amendments require the MPO staff to provide a 45-day comment period and to hold a public input meeting on the amendment. The MPO staff will hold a public meeting for this amendment in conjunction with public meetings DART is holding on January 26, 2012. MPO staff will provide a summary of comments received regarding the amendment following the meeting and comment period. Amended text for the HY 2035 MTP is included on the following page. Rapid Transit DART currently is administering has administered an Alternatives Analysis that complies with the FTAs requirement for New Starts funding. An Alternatives Analysis is the first step in the planning process needed to be able to use Federal funds for a transit projects construction. The Alternatives Analysis examines a number of modal alternatives, including a no-build alternative, enhanced express bus service, and Bus Rapid Transit (BRT) in the University/Ingersoll Corridor, as illustrated in Figure 6.28. Based on the results of the study, BRT is the locally preferred alternative.

MPO Executive Committee January 2012 Item No. 12 ISSUE: The Tomorrow Plan Update REPORT: Update on activities related to The Tomorrow Plan. BACKGROUND: Public outreach series #2 meetings will be held on January 31, February 1, and February 2. The goals of the events are to:

Provide an understanding of the baseline model; Discuss the vision for a sustainable future; Gather and record ideas to inform the development of the possible future scenarios; and, Introduce the Sustainability Scan.

The Sasaki team will be present at the meetings. Additionally, the team will meet with various groups during their trip. More information regarding the outreach series will be provided at the January 11 meeting. The Tomorrow Team also is beginning to work on outreach series #3. The week of April 16, 2012, is being targeted for the outreach meetings. The MPO staff also is working to coordinate events with other Greater Des Moines region entities throughout the month of April, including the Young Professionals Connection and PechaKucha. The PechaKucha event will be held on Thursday, April 12, 2012. Bill Fulton of Smart Growth America will address the fiscal and economic implications of regional planning on Thursday, January 12, 2012. The event will be held from 7:30 to 9:00 a.m. The event will be held at the World Food Prize Hall of Laureates. RECOMMENDATION: None. Report and discussion only. MPO Executive Committee January 2012 Item No. 14 ISSUE: 2011 Road Use Tax Fund Study INFORMATION: Update on the Iowa Department of Transportations (DOT) 2011 Road Use Tax Fund Study. BACKGROUND: On December 30, 2011, the Iowa DOT submitted the 2011 Road Use Tax Fund Study to the Governor Branstad and the Iowa Legislature, per Code of Iowa Section 307.31. The report relies heavily on the work of the Governors Transportation 2020 Citizens Advisory Commission (CAC), which released its report in November 2011. Unlike the CACs report, the 2011 Road Use Tax Fund Study does not include a recommendation for increasing specific funding mechanisms. The study instead documents the funding shortfall and need for additional revenue, and provides a menu of existing and potential funding options for the Iowa Legislatures consideration.
