January has come and gone and the weather here in Charleston has been much like the political scene which seems to be changing weekly. For those of you who did not attend the Change-of-Watch (COW) in Myrtle Beach on January 14th, there has been a major change with regards to how the flotillas will be evaluated this year. The new guidelines for flotilla performance are as follows:

The worst thing you can say to an Auxiliarist is that he/she has not met their Required Yearly Requirement (REYR). Requirements consist of a set of tasks that must be performed every one, three and five years to retain proficiency. For example; a Coxswain or Crew Member has to complete a QE check ride every 3 years. He/she also has to complete an 8 hour TCT class every 5 years. Coxswains have to pass the NAVRULES (95) test every 5 years. Annually, Coxswains and Crew Members have to attend a 1 hour TCT class and log a minimum of 12 hours underway on orders each calendar year. If the REYR training is not completed by 30 September the member is placed in REYR status.

Members who fail to complete all of the required hours for one to four years must complete 12 hours as a trainee to regain certification and twelve additional hours as a fully qualified member to maintain certification. Coxswains and Crew Members who fail to complete the triennial QE check ride must complete the QE check ride before being re-certified.

On February 11, there will be an 8 hour TCT class given at the Citadel starting at 0900 and ending at 1530. To sign up for this class please contact me by e-mail. On March 7, there will be a one-hour TCT refresher class given at the Brass Buckle at the (Continued on Page Twenty-One) Coast Guard station starting at 1900 hrs. Members

C OMMUNICATIONS S ERVICES
Boaters can obtain a free radio check and not inconvenience another station by contacting Sea Tow on channel 27. Simply contact their Automated Radio Check (ARC) system and ask for a radio check. The ARC system responds with an automated reply and replays the original radio transmission, allowing boaters to assess their VHF radios operation and signal strength. It works 24/7, I know because I tried it at 0200 and got the proper response. Dont ask!!! Dick Clarke FSO-CM

I NFORMATION S ERVICES
The final numbers are in for 2011 and you can be very proud of your accomplishments. That is if you are one of the forty-three members who reported hours last year. Our final total was 12,513.35 hours. Alan Miles was top dog with 2,508.35 hours. The next person had 1,578.75 hours. Two people finished with over 750 hours. Two members exceeded 600 hours. Ten members surpassed 250 hours and five more had over 150 hours. I hope that this year you will be more prompt in your reporting. There were hours reported in December that went all the way back to January. When that happens there are invariably hours that dont get reported at all. That hurts you, the flotilla, the division, 7th District and, most importantly, the Coast Guard.

Dwaine Harris led the Marine Dealer Visitors with 94 reported visits. Alan Miles was King of the Hill among the Vessel Examiners with 125. Richard Daniel and I finished in a virtual dead heat among instructors with 19 and 19.25 hours respectively. Richard also topped the coxswains with 162.2 hours. Dwaine Harris edged out Tom Beauchemin with 77.9 hours to Toms 75.7.

On the Flotilla website we have the changes made to reflect new leadership and I have the calendar updated to run from January to March. If I am missing an event that needs to be posted please contact me and I will make sure it gets added. additions to the public section of our website to include activities such as National Boat Safety Week, Beach clean-ups, the Annual Boat Show and other public affairs events. If I were to put something together it would read much like the newsletter, with William Carter graphics and a description of the event. If anyone has any ideas on this FSO-CS FSO-PB Id love to hear them.

I spoke with FC Thomas the other day and hes decided that our website needs a page that will give a basic introduction to new members and will show them which paperwork they will need to fill out. This should give prospective members a better understanding of the Auxiliary and will also help Human Resources (HR) to run more smoothly in processing new applicants.

C ITADEL D ETACHMENT
On Tuesday January 17, 2012 The Citadel Coast Guard Detachment held their first meeting of the New Year, joined by Mr. Miles and Mr. Thomas. Mr. Miles has become The Citadels Detachments Adviser to guide and assist the Detachment to further develop the program. The Cadets are very excited to hear about his plans to get more involved at Station Charleston as well as getting our program more widely recognized. The cadets enjoyed the boaters course as well as visiting and learning more about the Station last semester. They hope that Mr. Miles assistance in The Citadel Detachment will open new possibilities in building the skill and furthering the qualifications needed for future careers in the Coast Guard. The Cadets are looking forward to diving into this New Year on the 10th of February with a Field Training Exercise at Station Charleston. The Citadel Detachment would also like to recognize and congratulate eight of our own on being sworn into the Coast Guard Auxiliary. Cadets Matt Bowden,

The first mercy mission was flown on January 3, 1944. Following an explosion on the USS Turner, a hospital in Sandy Brook, New Jersey was treating survivors and was in dire need of blood plasma. In order to deliver the life-saving medical supplies, a US Coast Guard helicopter was flown in from The Battery in New York City. The flight was made in the middle of a blinding snowstorm.

Although boating season is still a couple of months away, the off-season is usually the best time to shop around if youre interested in purchasing a boat. The Charleston Boat Show has been an annual event here in the Carolina Lowcountry for more than thirty years and its that time of year again. The Annual Boat Show is also when boat dealers showcase new models.

There are many within the Coast Guard family, including active duty, reserve and auxiliary, who are also recreational boaters and the Annual Boat Show always provides the Coast Guard with an excellent opportunity for public outreach. If youve already signed up to help out, we very much appreciate your dedication. If not, please consider doing so or simply come as a guest and bring a friend or two. The boat show is also the perfect time for the Coast Guard Auxiliary to inform the public about free vessel safety exams. The Vessel Exam (VE) program is a great way to educate the boating public about water safety and keep people up to date on any changes to the current Federal and State regulations. Mostly importantly, the VE program saves lives.

We have a lot going on over the next few months, and I would like to offer everyone this opportunity to get involved in public education.

Last years National Safe Boating Week activities and events were quite successful. A volunteer chairperson and board are needed to plan this years activities, which will occur during the week of May 19-25. Advance planning and action are required to teach the message of safe, responsible boating. This is a great educational program that raises public awareness to water safety, saves lives, and reduces injuries. Volunteer today! Marion Square on February 17, 18 and 19. The SC Department of Natural Resources (DNR), 12-8 and 12-6 Auxiliaries, will be present, along with active duty Coast Guard. Public Affairs will also be present at the Flowertown Festival in Summerville on March 30, 31 and April 1. In addition to these events, plans are being made for an Earth Day beach cleanup on Folly Beach, on April 22. We have gained five new members, four are from the Citadel detachment and one for the flotilla. I have met with three potential members and have contacted four more that I am trying to set up interviews with. I gave given out three applications packages and am awaiting their return. Based on the information provided by Division we have eighteen potential new members. We currently have eighty-four members in the flotilla, which includes Citadel cadets. An 8-hour TCT workshop is planned for 11 FEB at 0800 until about 1600. The class will be held at the Citadel in Bond Hall. This workshop must be attended every five Richard Daniel years to keep your currents. Please mark this on FSO-MT your calendar. Don't wait until next year if you are due then. Why not take it now and get it out the way for 5 years. We also have a mandatory 1-hour TCT refresher coming up along with a 1-hour non mandatory Operations workshop. This will be offered in March or April.

We had a few members who received awards and recognitions at Januarys flotilla meeting. Frank Leister and Pamela Bray were sworn in as Flotilla Staff Officers (FSOs) for 2012. Frank will be continuing his service as our Finance Officer and Pamela will continue her services to the flotilla as Secretary. Cadet Singletary was given the award for Auxiliarist of the Quarter. William Carter was given a certification for Vessel Examiner (VE) after completing his annual requirements and Dwaine Harris addressed the flotilla membership on the opportunities to serve as Program Visitors (PV) which provides a crucial link between the Coast Guard/Coast Guard Auxiliary and the general public. Auxiliary Service Awards were presented to Paul Berka and Agnes Wright. Great work everyone, Bravo Zulu!

The Flotilla 12-8 monthly meeting was held on January 11, 2012 in the Brass Buckle on the Charleston Base, Tradd Street. Paul Thomas FSO-FC called the meeting to order at 1900 with the Pledge of Allegiance. Visitor Samantha Burroughs and Blake Cannon were introduced, and there were 21 members in attendance.

The division Change of Watch will be held in Myrtle Beach and several staff officers and members will be attending. The November 2011 minutes were approved. The planned speaker for our February meeting will be a rep from the South Carolina Department of Natural Resources (DNR) to review vessel inspections and other safety checks.

Paul Berka, FSO-VFC, called for staff officer updates and reports which are as follows:

Frank Leister -FSO-FN presented the budget for 2012 which was approved by the members.

Richard Clarke -FSO-CM will be holding a com class to add to our seven QE member team.

William Carter -FSO-CS and PB will be continuing the Scuttlebutt with a few revisions. Please review this important publication with dates for your calendar and photos of our members in action.

Bob Mathewes -FSO-IS and MS reports are in the current Scuttlebutt.

Chuck Chirila -FSO-MA said that all public publication materials are ordered but that the majority, if not all courses and publications and teaching materials are now on-line.

Richard Daniel -FSO-MT and NS reported that Kelly Duncan will be assisting with Member

Joe Fleming -FSO-OP said that the 2012 crew dates have been scheduled on the calendar for 2012. Joe informed is that although the deadline for donated items was missed, BM1 Miller has offered to give us throw rings and strobe lights. Thank you BM1 Miller.

Randy Glas -FSO-PE has an RBS boating safety class scheduled after the Boat Show.

Dwaine Harris -FSO-PV said that all marine dealer visitations are scheduled and that more participation is welcomed. Dwaine presented a hand-out with a guide to the ribbon points process.

Paul Berka -FSO-VE said vessel exams are up and running.

Jay Bird -FSO-PA has planned for Flotilla 12-8 to staff the Boat Show with a 2 hr shift for volunteers Jan 27-29. Please contact Jay for more information.

New Business:
Jay Bird will be attending PA school. Marguerite Bishop offered to mentor new members or officers new in their positions, with the exception of Finance. There was discussion regarding decals and VE papers for paddle craft. Clarification will follow on this. Staff officers Frank Leister and Pamela Bray were sworn in as FN and SR respectively.

The following members were presented awards and ribbons: William Carter (Vessel Exam), Paul Berka, and Agnes Wright (Service Award), and Dwaine Harris and Paul Berka (Procedure Course). With no further business or comments, the meeting was adjourned at 7:57pm.

I have sent an e-mail to Chief Patrick Ender at Marine Environmental Response (MER) asking to be notified of any training opportunities but have had no response as yet. Last month I wrote about the Marine Safety Training Ribbon (MSTR). We currently have two members who have received that award. They are Chuck Chirila and Alan Glas. In addition, we have another dozen members who lack only the Good Mate Course and/or the Introduction to Marine Safety and Environmental Protection to qualify for the MSTR. I will be contacting those folks individually in the next couple of weeks to urge them to complete the necessary training which is available on line. These two courses are neither difficult nor long.

As anyone who has worked with us on the water is aware, safety & ATON (Aides to Navigation) patrols perform an invaluable role in maintaining the safety of the boating public and assisting the Coast Guard. If anyone is interested in participating in upcoming ATON patrols please feel free to contact me. The AOR is being Richard defined by Allen James our Divisional Daniel SO-NS. I would encourage everyone who FSO-NS is interested to let me know if you would like to take part on these worthwhile and enjoyable patrols.

The term originates from the Allied Signals Book (ATP 1), which in the aggregate is for official use only. Signals are sent as letters and/or numbers, which have meanings by themselves sometimes or in certain combinations. A single table in ATP 1 is called "governing groups," that is, the entire signal that follows the governing group is to be performed according to the "governor." The letter "B" indicates this table, and the second letter (A through Z) gives more specific information. For example, "BA" might mean "You have permission to . . . (do whatever the rest of the flashing light, flag hoist or radio transmission says) "BZ" happens to be the last item in the governing groups table. It means "well done". Paul Berka

Patrol schedule is out, to all crew and coxswains, so keep an eye on your e-mails for crew request on upcoming patrols. Practice as much as possible while on patrol to keep sharp. Richard Daniels has scheduled Aton patrols to be part of our normal patrol schedule. I will resend our schedule to all with Aton in red.

V ESSEL E XAMINATION
Congratulations to Chuck Chirila for obtaining his Vessel Examiner (VE) certification. The flotilla now has a total of 13 Vessel Examiners and we completed a total of 465 Vessel Safety Checks in 2011. DNR gives at boat landings and on the water.

RBS V ISITATION & B OATING S AFETY


We are off to a good start with a total of 38 Marine Dealer Visits (MDVs). Our goal with the RBS Program is to educate the recreational boating public about boating and water safety.

You can help us achieve this goal by restocking boating safety literature displays, discussing upcoming special events, classes and performing vessel safety checks with the public. Although this work might seem small and appear to go unnoticed; it plays a vital role in helping the Coast Guard Auxiliary achieve its goals.

F INANCE
At the regular membership meeting the 2012 budget was approved. This budget is, as designed, in deficit. Is that a problem? In my judgment it is not. The 2011 budget was similarly in deficit yet the members and staff brought it in right on the even number as expenditures were fully covered by revenues. Our members are to be congratulated for their husbandry of the Flotilla's finances! few items producing more or less revenue or more or less expenses can make a difference in a final balanced fiscal year. The financial history of our Flotilla is one of great care and consideration in making the revenue projection and staying in or below the expense projection.
