DME SENT PROPOSAL FOR MEDICAL RESEARCH CENTRE IN STATE


irectorate of Medical Education (DME) has sent a proposal to the Union Government for establishment of Central Medical Research Centre in the State. The medical research centre will be connected to all the six Government medical colleges of the State. It will focus in the field of medicines. DME Director Dr SC Tiwari said the proposal is still in its initial stage. He also in-

formed that as per the proposal, the medical centre will be established with an initial budget of nearly Rs 20 crore. However, the location of the centre will be finalised only after the proposal is approved by the Union Government. He further said that the centre will be established jointly by the Union and State Governments. While Union Government will bear 75 per cent cost of establishing it,

the rest 25 per cent will be provided by the State Government. Also, with one central research centre, six smaller research centres will be established under each medical college of the State. These six research centres will be known as periphery research centres and they will be connected to the central medical research centre. Establishment of special medical research centre and periphery medical re-

search centre will improve the standard of researches in the State and will give boost to advanced research in the field. The periphery medical research centres will help in ground-level research work. If the proposal for research centre is approved by the Union Government then the medical research centre will be established within next few years, the Director said.

Sudha Neekhra's sari caught fire on Wednesday while she set fire to the effigy of Madhya Pradesh Chief Minister Shivraj Singh Chouhan in Dabra town near Gwalior in protest against the alleged ill-treatment meted out to Congress MLA Imarti Devi during a recent 'Atal Jyoti' campaign. When the MP Chief Minister learnt about the incident on Thursday morning, he immediately directed Gwalior district authorities to take care of her medical needs, sources said. Neekhra was shifted to Gwalior from Dabra on Wednesday night and is undergoing treatment in a private hospital. Gwalior Collector P Narhari has sanctioned Rs 50,000 as medical assistance to the female Congress leader, through the District Red Cross. (Agencies)

Madhya Pradesh's minister for religious endowment & trusts and public relations, Laxmikant Sharma informed Modi about relief works being carried out by the help

The minister informed that teams from the state are making constant efforts to rescue and bring back safely the pilgrims stranded in Uttarakhand and making arrangements for their food, treatment and return ticket to native places. He informed that 500 pilgrims have been rescued and sent back home so far. Financial help is also being pro-

vided to the needy . Still, about 2,500 to 3,000 pilgrims are stranded and continuous efforts are underway to rescue them. The public relations minister informed that helpline desks are being set up at New Delhi and Hazrat Nizamuddin railway stations. Officers deployed at the helpdesks will make arrangements to help pilgrims coming from Uttarakhand to board trains.

inally, the BJP has done the inevitable. In a decision with farreaching implications, the party on June 09 anointed the Gujarat Chief Minister as the poll panel chief for 2014 Lok Sabha and Assembly Elections. And in the process it did the unthinkable marginalized BJP patriarch and the man who, along with Atal Bihari Vajpayee, had laid the foundation stone of the party LK Advani. Meanwhile, now that the BJP has virtually declared Narendra Modi as the face for General Elections, it is time for the Congress to take stock of things. The UPA-led Congress government at the Centre has been accused of policy paralysis, non-governance and corruption for a long time now. After ten years in power, the UPA is faced with massive anti-incumbency. Prime Minister Manmohan Singh has been said to be one of the weakest to head the country ever. In such a scenario, it would be at its own peril that the Congress will ignore Modi or pass jibes at him or not have a strategy against the man. In many of the recent opinion polls, Modi has been the readers most popular choice for PM with Congress vice president Rahul Gandhi falling much behind. And those who say that Rahul is

the party as Modi would be able to do so, even though he is considered a highly polarizing factor. Thus, the BJP decided to bite the bullet and gamble on the man from Gujarat. It would have been like icing on the cake for Modi had Advani made it to Goa and given him his blessings in-person. This would have meant that Modi was accepted by all factions of the BJP. But it was probably not meant to be. How could it be in a party where infighting and factionalism has become a norm of late and where most of the top leaders are said to harbour the ambition of being the PM of the country? However, the story has just begun for Modi and he definitely has a lot on his plate. He is very well aware that not only the eyes of his party are on him but also of the whole nation. If Modi is not able to deliver in 2014 and if the BJP is unable to come to power then the party may be as good as over for the man. For a start, Modi will have to placate the grand old man of the party and he will also have to take along with him the likes of Sushma Swaraj. There is no doubt about the fact that the decision taken in Goa will have its consequences. And not only within the BJP but also as far as the NDA is concerned.

This has been reflected in consumption, as the official survey datasuggests an alarming picture of declining trends. In urban India, the declines in grain consumption were less steep but still notable: from 10.6kg to 9.7kg for monthly cereal consumption and from 960g to 870g per month for pulses. It is not just per capita consumption of traditional grains like millet that have declined, but even "preferred" cereals like rice and wheat. Consumption of sugar also declined, although that of milk and oils increased slightly . As a result, per capita calorie consumption has been falling, and the decline accelerated even in the high-growth 2000s. About 63% of India's population gets inadequate nutritional intake just in terms of calories, and there are large deficiencies of protein intake. No wonder that the Congress party, the leading constituent of the United Progressive Alliance government, promised to ensure food security to all households as a major part of its election plank in the 2009 general elections, which was one of the reasons for its success. But the government has dithered and waffled for four years, apparently persuaded by some in the finance ministry and other departments that this is too expensive. The final bill (pdf) is a pale shadow some would say a mockery of the original intention. It does not provide universal access, but instead restricts the responsibility of the government to provide subsidised food grain to households on the basis of defined eligibility criteria, estimated to account for two-thirds of the population. Such targeting will be prone to well-known errors of unfair exclusion and unjustified inclusion. It moves away from the 35kg per household promise to 7kg per person per month, reducing the amount small families will get, and leaving it unclear how children's entitlements will be calculated. In India's federal system, states can choose to add their own subsidy to ensure wider coverage or cheaper grain and several states now run effective near-universal programmes of providing cheap wheat or rice to people. This legislation will affect the price at which the centre sells grain to the states, and those with larger programmes will end up having to buy from the open market to top up their requirements. States such as Tamil Nadu and Kerala, which have good public distribution systems, will be worse off, as will those like Chhattisgarh and Orissa that have recently universalised and strengthened schemes. their public distribution These flaws in the bill require more public discussion and parliamentary debate. But the government that spent four years doing precious little to implement this promise is now in a tearing hurry to push the bill through before the next election, due within the year. The past session of parliament was held up largely because of an opposition outcry over financial scams, so this important bill was not discussed. The Congress party has been toying with the idea of an ordinance that would force the bill into law while parliament is in recess, but its allies have apparently been persuaded to call a special session of parliament to discuss this. In its current form, the bill is so flawed that passing it without amending it in crucial ways, to make it universal and to strengthen access, may even be counterproductive. But if India's hungry millions are really to benefit from such legislation, the government needs to approach this matter with genuine seriousness, not as a cynical ploy to gain electoral mileage.

Road ahead for Nitish Kumar after split with BJP


he split between the BJP and JD(U) became official exactly one week after Narendra Modi was anointed as the poll panel chief for 2014 by his party . The man responsible for the growing discomfort between the JD(U) and the BJP has been none other than Narendra Modi. Thus, on expected lines, the seventeenyear-old alliance between the two partners ended on 16 June, 2013. However, the parting was not amicable but rather acrimonious with Nitish Kumar and Sharad Yadav lashing out at its old associate. Nitish categorically said that he was forced to take the decision and that the party could not compromise with their basic principles and that he was not worried about the consequences. But what had to happen has happened. If various BJP leaders are saying that Nitish betrayed the people of Bihar as the mandate to run the government was given to the NDA and not to the JD(U) then probably they have a point. BJP did exceptionally well in the 2010 assembly polls and helped Nitish get the votes of the upper caste in his kitty . However, the BJP knew that any sort of elevation of Modi was bound to have repercussions and the JD(U) may walk out of the alliance. The Bihar CM has been saying for months now that Modi was not acceptable to his party as NDAs prime ministerial candidate. The fact is that even though Modi is seen as an icon of development, he is also seen as the poster boy of Hindutva and as a polarizing factor. But there is another fact the rank and file of the BJP were growing restless and clamouring for Modi to be elevated as the face of the party . Also, Modis popularity has been growing among the middle class and the youth and the BJP realised they had to gamble with the Gujarat CM to get them votes in 2014. And a third fact is that Nitish had his own political compulsions the 15 to 17 percent Muslim votes of Bihar. Anyway, now that Nitish has walked out of the alliance he will have to answer some hard questions. Are the issues of communalism and secularism just a convenient tag for the JD(U)? If Modi was not acceptable to Nitish because of his so called complicity in 2002 riots, then how come LK Advani, who is considered to be responsible for the demolition of Babri Masjid, was acceptable as the PM candidate in 2009? And if Narendra Modi is communal then why

There can be no denying the fact that Nitish has been a beacon of hope for Bihar which was said to be in dark ages and he has taken the state on the path of development and growth. But, though it seems unlikely at the moment, if snapping of ties between the two allies helps in the resurgence of Lalu Prasad Yadav in any way and if the RJD is able to cobble up enough votes to get back to power, then Nitish will be the biggest loser000. It is clear that the 2014 Lok Sabha poll is going to be a litmus test for Nitish Kumar and his men. If his party does well then the gamble taken by him will have paid off but if it doesnt then he may as well have committed political hara-kiri by breaking up with the BJP.

RAGHOGARH Amid indications of growing bonhomie between Congress and JD(U), which has broken its alliance with the BJP-led NDA, AICC general secretary Digvijay Singh said the decision on any tie-up between the two parties would be taken by the AK Antony Committee. "Any decision on a tie-up between the Congress and JD(U) would be taken by the Antony Committee," Digvijay said in response to a query on likely realignments as JD(U) will be chartering its own political course post break-up, ahead of 2014 elections. Congress had formed a committee headed by Defence Minister A K Antony to go into the issue of alliances as part of finding new allies ahead of the Lok Sabha polls. "After the exit of JD(U) from NDA, the alliance has been reduced to a bunch of parties like BJP, Shiv Sena and Akali Dal that believes only in religious discord," he said, adding that the UPA is not concerned about the disintegration of NDA. He said that Bihar Chief Minister Nitish Kumar should have taken the decision to sever ties with the NDA much earlier. "Had Nitish left NDA before 2009, BJP's Lok Sabha tally in Bihar would have been lesser," Digvijay added. Speculations over emerging alignments ahead of 2014 elections got a boost with Prime Minister Manmohan Singh describing Nitish Kumar as a "secular" leader and the latter expressing his gratitude for the adulation. Singh said the affairs of the country are managed by Congress which believes in taking each and every section of the society along. "However, there are parties that believe in religious fanaticism and destruction," he said. On Gujarat chief minister Narendra Modi's appointment as the head of the BJP's election campaign committee, Digvijay said "Modi has already caused the split in NDA and is trying to break BJP as well".

he famous Kedarnath temple in the district of Rudraprayag in Uttarkhand badly damaged due to flood. Kedarnath is believed to have been named in honour of King Kedar, who ruled in the Satya Yuga. The land is around the temple is named Vrindavan in honour of King Kedars daughter. Theres also a legend that says this is the temple where the Pandavas finally found Lord Shiva in order to seek forgiveness for the sin of killing their cousins. The temple is over 1000 years old. In 2012, the temple saw over 5,48,166 pilgrims. The Monsoons are not a recommended time for visiting Kedarnath due to threat of landslides. The massive landslide took many lives , the temple and the road network is also damaged . We must plant more trees, reduce carbon emission and even slow down the progress. I think this is the only way we can minimize the disasters and create an environment favourable to us. A public advertisement had been issued late last week seeking applications from eligible candidates. At present, a post of CIC and 10 posts of Information Commissioners are lying vacant since December. According to the advertisement, the interested candidate should be a person of eminence in public life with wide knowledge and experience in law, science and technology , social service, management, journalism, massmedia or administration and governance. Hearing a PIL filed by RTI activist Ajay Dubey , the High Court in January had directed the Madhya Pradesh government to fill up vacant posts of commissioners in the state's transparency watchdog. Dubey had filed the Public Interest Litigation seeking appointments of CIC and ICs through public advertisements. "Madhya Pradesh has become the first state which is appointing CIC and ICs through public advertisement. It is a big move to bring in transparency in the governance," Dubey said. "Though, the time given to apply for the post is less. The advertisement was issued on June 13 and candidates have been given 12 days time to apply (till June 25)," the activist said. In 2005, the Madhya Pradesh government had appointed T N Shrivastava as CIC who had been superannuated in 2006. The commission was without its CIC from 2006-07. In 2007, P P Tiwari was appointed as CIC and D C Jugran, Iqbal Ahmad and Mahesh Pandey were appointed as ICs, all of whom retired last year.

Facebook admits data breach exposed 6 million users numbers, email ids

acebook Inc has inadvertently exposed 6 million users phone numbers and email addresses to unauthorised viewers over the past year, the worlds largest social networking company disclosed late Friday . Facebook blamed the data leaks, which began in 2012, on a technical glitch in its massive archive of contact information collected from its 1.1 billion users worldwide. As a result of the glitch, Facebook users who downloaded contact data for their list of friends obtained additional information that they were not supposed to have. Facebooks security team was alerted to the bug last week and fixed it within 24 hours. But Facebook did not publicly acknowledge the bug until Friday afternoon, when it published an important message on its blog explaining the issue.

India flags concerns over proposed US, Taliban talks


NEW DELHI ndia on Friday flagged its concerns over proposed talks between the US and the Taliban and associated insurgent groups such as the Haqqani network, as it underlined the centrality of the government of President Hamid Karzai in the peace process in Afghanistan. The comments came on the eve of the visit of US secretary of state John Kerry to India. In a strongly worded statement that made clear that there were differences between India and the US on the peace process in Afghanistan, foreign ministry spokesman Syed Akbaruddin said India was committed to supporting the government and the people of Afghanistan... and a reconciliation process that has the support of the government and the people of Afghanistan. India, he said, has always called for a broad-based Afghan-led, Afghanowned and Afghan-controlled reconciliation process, within the framework of the Afghan Constitution and the internationally accepted red lines. However, India accepted for the first time the hardline Sunni Pashtun Taliban as being among the groups that could be accommodated into the Afghan mainstream. Such a process would necessarily recognise the centrality of the government of Afghanistan in the process, and involve all sections of the Afghan society, as also the insurgent groups, including the Taliban, who wish to join the mainstream, the spokesman said. World Bank cuts growth forecasts


he World Bank cut its forecasts for this year, citing a deeper than expected recession in Europe and a slowdown in China and India. Renewing fears about growth, it said the global economy was likely to grow by 2.2% this year, a downgrade from its January forecast of 2.4%. The downbeat forecasts helped to drive a wave of selling in Japan, where the Nikkei index tumbled 6.35% amid fears that central bank stimulus measures led by the US might be withdrawn. The World Bank also cut its forecast for growth in 2014 to 3.1% from 3%, but maintained its prediction that global GDP would increase by 3.3% in 2015. "While there are markers of hope in the financial sector, the slowdown in the real economy is turning out to be unusually protracted," said Kaushik Basu, senior vicepresident and chief economist at the bank. "This is reflected in the stubbornly high unemployment in industrialised nations, with unemployment in the eurozone actually rising, and in the slowing growth in emerging economies." There were also heavy losses on European stock markets in morning trading. although the FTSE 100 recovered by mid-afternoon. Michael Hewson, senior market analyst at CMC Markets UK, a financial spread-betting company, said: "European markets have plunged on the open in the wake of the 6.35% decline in the Nikkei overnight as in-

India cracks down on foreign funding of NGOs


Amid an intensifying crackdown on non-governmental groups that receive foreign funding, Indian activists are accusing the government of stifling their right to dissent in the world's largest democracy . India has tightened the rules on non-governmental organisations over the past two years, following protests that delayed several important industrial projects. About a dozen NGOs that the government said engaged in activities that harm the public interest have seen their permission to receive foreign donations revoked, as have nearly 4,000 small NGOs for what officials said was inadequate compliance with reporting requirements. The government stepped up its campaign recently, suspending the permission that Indian Social Action Forum (Insaf), a network of more than 700 NGOs across India, had to receive foreign funds. Groups in the network campaign for indigenous peoples' rights over their mineralrich land and against nuclear energy, human rights violations and religious fundamentalism; nearly 90% of the network's funding comes from overseas. "The government's action is aimed at curbing our democratic right to dissent and disagree," said Anil Chaudhary, who heads an NGO that trains activists and is part of the Insaf network. "We dared to challenge the government's new foreign donation rules in the court. We opposed nuclear energy, we campaigned against genetically modified food. We have spoiled the sleep of our prime minister." In its letter to Insaf, the home ministry said the group's bank accounts were frozen and foreign funding approval suspended because it was likely to "prejudicially affect the public interest". A government official, who spoke on the condition of anonymity because of the sensitivity of the subject, said the government is not against criticism. But when an NGO used foreign donations to criticise Indian policies, "things get complicated, and you never know what the plot is", the official said, adding that NGOs should use foreign donations to do development work instead. The US is the top donor nation to Indian NGOs, followed by Britain and Germany, according to figures compiled by the Indian government, with Indian NGOs receiving funds from both the US government and private US institutions. In the year ending in March 2011, the most recent period for which data is available, about 22,000 NGOs received a total of more than $2bn from abroad, of which $650m came from the US. Asked about the Indian government's moves against foreign-funded NGOs, a US state department spokesman said the department was not aware of any US government involvement in the cases. The spokesman said such civil society groups around the world "are among the essential building blocks of any healthy democracy". The situation in India is not unlike the problems that similar groups face in Russia, where a law passed last year requires foreign-funded NGOs that engage in loosely defined political activities to register as "foreign agents". Trouble for many non-profit activist groups in India began more than a year ago when prime minister Manmohan Singh blamed groups from the US for fomenting anti-nuclear protests that have stalled the commissioning of India's biggest reactor, a Russian-backed project in Koodankulam in power-starved Tamil Nadu state. US officials, including Peter Burleigh, the American ambassador at the time, quickly moved to assure Indian officials that the US government supports India's civil nuclear power programme. And Victoria Nuland, then the state department spokeswoman, said the US does not provide support for non-profit groups to protest nuclear power plants. "Our NGO support goes for development, and it goes for democracy programmes," Nuland said. Although Singh was widely criticised for his fears, the government froze the accounts of several NGOs in southern India within weeks. "All our work has come to a stop," said Henri Tiphagne, head of a human rights group called People's Watch. "I had visited [the] Koodankulam protest site once. Is that a banned territory?" But the government's action appears to have had its desired effect. "NGOs are too scared to visit Koodankulam or associate with us now," said anti-nuclear activist SP Udayakumar. Meenakshi Ganguly, south Asia director of Human Rights Watch, said many NGOs were afraid to speak up about the suspension of their foreign funding approval, which is "being used to intimidate organisations and activists". Analysts say the government's way of dealing with dissent is a throwback to an earlier era. But Indian authorities have been particularly squeamish about criticism of late. As citizens have protested corruption and sexual assaults on women and demanded greater accountability from public officials, authorities have often reacted clumsily beating up peaceful protesters and cracking down on satirical cartoons, Facebook posts and Twitter accounts. Officials say NGOs are free to use Indian money for their protests. But activists say Indian money is hard to find, with many Indians preferring to donate to charities. A recent report by Bain & Co said that about two-thirds of Indian donors surveyed said that NGOs have room to improve the impact they are making in the lives of beneficiaries. It said that a quarter of donors are holding back on increased donations until they perceive evidence that their donations are having an effect. "They give blankets to the homeless, sponsor poor children or support cow shelters," said Wilfred Dcosta, co-ordinator of Insaf. "They do not want to support causes where you question the state, demand environmental justice or fight for the land rights of tribal people pitted against mighty mining companies." Insaf, whose acronym means "justice" in Urdu, has seen its portion of foreign funding increase significantly during the past 15 years. Now it receives funds from many international groups, including the American Jewish World Service and Global Greengrants Fund in the US, and groups in Germany, Switzerland and the Netherlands. The top American donors to Indian NGOs include Colorado-based Compassion International, Washington DC-based Population Services International and the Bill and Melinda Gates Foundation. "It is not a question about money, it is a fight for our right to dissent," said Chaudhary. "I don't need dollars to block a road."

Sports ministry to take stringent action against guilty shooters


The sports ministry has taken grave note of the sexual harassment complaint that a woman shooter has filed against two of her own team members, and promised "stringent action" against the accused if they are found guilty after an inquiry . "The Ministry of Youth Affairs and Sportsremains committed to ensuring that sports in India remains free of any form of sexual harassment and reiterates that stringent action shall be taken against anyone who is found to be guilty of such practices which are abhorrent to the spirit of sports," the Ministry said in a statement. A lady shooter, who was selected in the trap junior women's event in an international competition held at Suhl, Germany earlier this month, had complained about the incident to the Ministry June 10. "In the complaint, the complainant accused two of her team members at the event of making sexual and derogatory comments," the statement stated. "Taking cognisance of the complaint, Secretary (Sports) asked DG, SAI the same day to get an immediate report from the concerned national sports federation, NRAI and to initiate firm disciplinary action against the two shooters if the complaint was found to be true. DG, SAI referred the matter to NRAI on June 11, 2013," it added. NRAI has referred the complaint to the chairman of the six-member athletes committee, Moraad Ali Khan, and asked for a report on the matter within 15 days. The report is still awaited from NRAI. "Pending the receipt of the committee's report, the two accused have been suspended by NRAI for one competition in view of the Team Manager's report that they had violated the instructions of the Manager regarding the team's conduct during the event," the statement added.

ocial activist Ajay Dubey and Arun Gurtu Gotru alleged that six-month extension for Madhya Pradesh's Chief Secretary is violation of norms MP High Courrt after hearing a Public Interest Litigation filed by social activist Ajay Dubey and Arun Gurtu Gotru has directed 'competent authority' to dispose of a complaint challenging State Chief Secretary's extension within two weeks time. The court noted that no representation is submitted to the state government by the petitioner and directed the petitioners to take up the matter with the "competent authority". Chief Secretary R Parasuram has been granted six months extension from April 1 this year. "In the facts and circumstances of the case and keeping in view that time of two and half months is left. Petition filed by the petitioners is disposed of with a short direction that petitioners shall submit representation along with copy of the order passed by this court before the competent authority, which shall be considered by the competent authority within a period of two weeks," said an order dated June posal seeking extension for Chief Secretary but only a letter from the Chief Minister. "I have already moved a complaint to the Prime Minister to cancel his extension," said Dubey, who has got file notings and relevant documents related to the matter from both the Centre and state by exercising his Right to Information. He claimed that there was a complaint of alleged corruption filed by him against Parasuram pending with the Economic Offences Wing of the state. "The State government has not given any certificate claiming that no vigilance enquiry or complaint was pending against the Chief Secretary. It is in violation of a Supreme Court judgement in a case against former Central Vigilance Commissioner P J Thomas," Dubey said. A member of All India Service (IAS) holding the post of Chief Secretary to a State Government may be given extension of service for a period not exceeding six months on the recommendations made by the State Government concerned with full justification and in public interest, with the prior approval of the Central Government, according to the rules

Madhya Pradesh Chief Minister Shivraj Singh Chouhan had early this year sought extension from the Centre for senior IAS officer R Parasuram, who was serving as Chief Secretary in the state, citing his "outstanding track record".

Parasuram was granted six months extension, after approval of the Prime Minister, on January 31. "There is a violation of All India Services rule which states that extension has to be sought from state government along with a host of formalities and not by a letter of recommendation from the Chief Minister," the petitioner said. Sources reveal that there will be an element of accountability, but the CBI will not be answerable to thegovernment. The GoM constituted by Prime Minister Manmohan Singh on appropriate law being made to provide for the independence of CBI and its functional autonomy, as directed by the Supreme Court, concluded its hearing today and would place its recommendations before the Cabinet on June 27. Once the cabinet clears changes proposed by the GoM, an affidavit would be submitted before the Supreme Court in this regard on July 6, before it hears the matter on July 10. Sibal also held over a one-and-a-halfhourlong meeting with CBI director Ranjit Sinha to apprise him with the matter. CBI sources said although the agency did not make an independent presentation, but its concerns were incorporate in the presentation made by DoPT. Chaired by the finance minister, the GoM also includes external affairs minister Salman Khurshid, home minister Sushilkumar Shinde and Minister of State for Personnel V Narayanasamy .
