However, the location of the centre will be finalised only after the proposal is approved by the Union Government. He further said that the centre will be established jointly by the Union and State Governments. While Union Government will bear 75 per cent cost of establishing it,
the rest 25 per cent will be provided by the State Government. Also, with one central research centre, six smaller research centres will be established under each medical college of the State. These six research centres will be known as periphery research centres and they will be connected to the central medical research centre. Establishment of special medical research centre and periphery medical re-

The periphery medical research centres will help in ground-level research work. If the proposal for research centre is approved by the Union Government then the medical research centre will be established within next few years, the Director said.

Narendra Modi visits Madhya Pradesh help centre at Shanti Kunj in Haridwar
Bhopal: Madhya Pradesh Chief Minister Shivraj Singh Chouhan on Thursday sanctioned Rs 50,000 to a female Congress leader who accidentally set herself on fire, while trying to burn the MP CM's effigy during a protest, official sources said. Sudha Neekhra's sari caught fire on Wednesday while she set fire to the effigy of Madhya Pradesh Chief Minister Shivraj Singh Chouhan in Dabra town near Gwalior in protest against the alleged ill-treatment meted out to Congress MLA Imarti Devi during a recent 'Atal Jyoti' campaign. When the MP Chief Minister learnt about the incident on Thursday morning, he immediately directed Gwalior district authorities to take care of her medical needs, sources said. Neekhra was shifted to Gwalior from Dabra on Wednesday night and is undergoing treatment in a private hospital. Gwalior Collector P Narhari has sanctioned Rs 50,000 as medical assistance to the female Congress leader, through the District Red Cross. (Agencies)
BHOPAL MP pilgrims sheltered at the help centre set up at Shanti Kunj, Haridwar had a surprise visitor in Gujarat chief minister Narendra Modi who visited them on Saturday. Madhya Pradesh's minister for religious endowment & trusts and public relations, Laxmikant Sharma informed Modi about relief works being carried out by the help
centre. The minister informed that teams from the state are making constant efforts to rescue and bring back safely the pilgrims stranded in Uttarakhand and making arrangements for their food, treatment and return ticket to native places. He informed that 500 pilgrims have been rescued and sent back home so far. Financial help is also being pro-
vided to the needy . Still, about 2,500 to 3,000 pilgrims are stranded and continuous efforts are underway to rescue them. The public relations minister informed that helpline desks are being set up at New Delhi and Hazrat Nizamuddin railway stations. Officers deployed at the helpdesks will make arrangements to help pilgrims coming from Uttarakhand to board trains.

no match for Modi as far as performance index is concerned are really not misplaced. In such a scenario, the Congress would not want to make 2014 into a presidential sort of elections and pit Rahul against Modi. If Modi wins, Rahuls image would take a further beating. So Congress has to come up with something concrete and fast. It is ironical that after the 2002 postGodhra riots, the then BJP prime minister Atal Bihari Vajpayee had wanted to sack Modi as the chief minister of Gujarat. The man was saved by none other than Advani. Well, as they say, life has come full circle for both the leaders and today the octogenarian leader finds Modi as his rival. However, Advani or no Advani, BJP president Rajnath Singh and his men probably did not have much choice left then to declare Modi as the chief of the partys campaign committee. The restlessness in the partys cadre had been growing and with 2014 polls round the corner, the need to have a face who would lead the campaign had become imperative. It had also become obvious for some time that neither LK Advani, nor Sushma Swaraj nor Arun Jaitley or Shivraj Singh Chauhan would be able to rally the cadre and garner the votes for

the party as Modi would be able to do so, even though he is considered a highly polarizing factor. Thus, the BJP decided to bite the bullet and gamble on the man from Gujarat. It would have been like icing on the cake for Modi had Advani made it to Goa and given him his blessings in-person. This would have meant that Modi was accepted by all factions of the BJP. But it was probably not meant to be. How could it be in a party where infighting and factionalism has become a norm of late and where most of the top leaders are said to harbour the ambition of being the PM of the country? However, the story has just begun for Modi and he definitely has a lot on his plate. He is very well aware that not only the eyes of his party are on him but also of the whole nation. If Modi is not able to deliver in 2014 and if the BJP is unable to come to power then the party may be as good as over for the man. For a start, Modi will have to placate the grand old man of the party and he will also have to take along with him the likes of Sushma Swaraj. There is no doubt about the fact that the decision taken in Goa will have its consequences. And not only within the BJP but also as far as the NDA is concerned.
Congress has failed to deliver on an election pledge to bring in a law that would help deliver food security C
ongress has failed to deliver on an would help deliver food security election pledge to bring in a law that Since 2006, food inflation has been much faster than general inflation, and the prices of basic foods have doubled or even tripled. This has been reflected in consumption, as the official survey datasuggests an alarming picture of declining trends. In urban India, the declines in grain consumption were less steep but still notable: from 10.6kg to 9.7kg for monthly cereal consumption and from 960g to 870g per month for pulses. It is not just per capita consumption of traditional grains like millet that have declined, but even "preferred" cereals like rice and wheat. Consumption of sugar also declined, although that of milk and oils increased slightly . As a result, per capita calorie consumption has been falling, and the decline accelerated even in the high-growth 2000s. About 63% of India's population gets inadequate nutritional intake just in terms of calories, and there are large deficiencies of protein intake. No wonder that the Congress party, the leading constituent of the United Progressive Alliance government, promised to ensure food security to all households as a major part of its election plank in the 2009 general elections, which was one of the reasons for its success. But the government has dithered and waffled for four years, apparently persuaded by some in the finance ministry and other departments that this is too expensive. The final bill (pdf) is a pale shadow some would say a mockery of the original intention. It does not provide universal access, but instead restricts the responsibility of the government to provide subsidised food grain to households on the basis of defined eligibility criteria, estimated to account for two-thirds of the population. Such targeting will be prone to well-known errors of unfair exclusion and unjustified inclusion. It moves away from the 35kg per household promise to 7kg per person per month, reducing the amount small families will get, and leaving it unclear how children's entitlements will be calculated. In India's federal system, states can choose to add their own subsidy to ensure wider coverage or cheaper grain and several states now run effective near-universal programmes of providing cheap wheat or rice to people. This legislation will affect the price at which the centre sells grain to the states, and those with larger programmes will end up having to buy from the open market to top up their requirements. States such as Tamil Nadu and Kerala, which have good public distribution systems, will be worse off, as will those like Chhattisgarh and Orissa that have recently universalised and strengthened schemes. their public distribution These flaws in the bill require more public discussion and parliamentary debate. But the government that spent four years doing precious little to implement this promise is now in a tearing hurry to push the bill through before the next election, due within the year. The past session of parliament was held up largely because of an opposition outcry over financial scams, so this important bill was not discussed. The Congress party has been toying with the idea of an ordinance that would force the bill into law while parliament is in recess, but its allies have apparently been persuaded to call a special session of parliament to discuss this. In its current form, the bill is so flawed that passing it without amending it in crucial ways, to make it universal and to strengthen access, may even be counterproductive. But if India's hungry millions are really to benefit from such legislation, the government needs to approach this matter with genuine seriousness, not as a cynical ploy to gain electoral mileage.

Nitish, who was the railway minister then, did not walk out of the NDA in 2002 after the Gujarat riots, just as Ram Vilas Paswan did? Is walking out of the NDA a matter of principle or is it just political opportunism on Nitishs part? Is Nitish Kumar looking to be part of a Federal Front and also eyeing the PMs post? There can be no denying the fact that Nitish has been a beacon of hope for Bihar which was said to be in dark ages and he has taken the state on the path of development and growth. But, though it seems unlikely at the moment, if snapping of ties between the two allies helps in the resurgence of Lalu Prasad Yadav in any way and if the RJD is able to cobble up enough votes to get back to power, then Nitish will be the biggest loser000. It is clear that the 2014 Lok Sabha poll is going to be a litmus test for Nitish Kumar and his men. If his party does well then the gamble taken by him will have paid off but if it doesnt then he may as well have committed political hara-kiri by breaking up with the BJP.

he famous Kedarnath temple in the district of Rudraprayag in Uttarkhand badly damaged due to flood. Kedarnath is believed to have been named in honour of King Kedar, who ruled in the Satya Yuga. The land is around the temple is named Vrindavan in honour of King Kedars daughter. Theres also a legend that says this is the temple where the Pandavas finally found Lord Shiva in order to seek forgiveness for the sin of killing their cousins. The temple is over 1000 years old. In 2012, the temple saw over 5,48,166 pilgrims. The Monsoons are not a recommended time for visiting Kedarnath due to threat of landslides. The massive landslide took many lives , the temple and the road network is also damaged . While 27,040 tourists are still stranded in various parts of the piligrimage More than a dozen helicopters were deployed in Uttarakhand and Himachal Pradesh -- the two states worst hit in the flash floods -- for relief and rescue operations and all stranded people are expected to be evacu-
ated soon. Without movement, life would never have evolved here on Earth. The Universe itself would not have come into being if not for the Universal Law of Movement. This Law has always operated since this planet came into being, and they will forever occur on the Earth for as long as the Earth exists. Nothing can or will prevent the outworking of the Law of Nature that brings into being these natural catastrophes. When these natural calamities strike , We human beings are often struck in many ways, We complain the act of God .The earth is designed to move and natural disasters happen because of the ever-changing Law of Movement. The journey to 12 jyotirlings was to forget all worldly issues, struggle your way up through the wilderness and come so close to nature that you become one with the divine. Of course, not many undertake the yatra for this purpose anymore. The Rishikesh was flooded with thousand of people for Drinking Liqour near the Riverside of Ganga . The government of Uttarakhand itself has promoted these river side camps for adventure
sportslike Water rafting and Bunji Jumping . The people are mostly from Delhi and Gurgaon who visit for a change of ambience for boozing. Many of them take bath after drinking, which also includes females . The snacks served with these drinks are chicken pieces and the bones are left at the surrounding places of the riverside. The River Ganges or Ganga is perhaps the holiest river in any religion. it bears immense significance to the Hindus. With time we have lost the holiest significance of any religious pilgrimage. Thosands of Tourists and Visitors staying in riverside camps of Ganga do not consider it as holy river . Its just a place for excursion to them . Now let us come back to the original question. Why do disasters strike? We have already seen that advent of life on this planet had calm down the environment to a considerable extent, though not completely. We are the sensory organs of this planet. We convey to nature our needs and nature in return complies with our request. However, due to our penchant for greed and in the name of progress we have been destroying nature. The disasters, which occur, are the
nature's retaliation to our inadvertence. All we must do is to learn to live in harmony with nature. We must not do anything, which may destroy nature. We must plant more trees, reduce carbon emission and even slow down the progress. I think this is the only way we can minimize the disasters and create an environment favourable to us. Many newspapers reported the Kedarnath Disaster as Shivas Tandav . The Spiritual answer to the question also projects the same mechanism of nature .God Himself does not punish at all. Rather, He has woven into Creation an operating system, much like the operating system of the computer which you use. But His operating system is perfect, requires no reboots, has no bugs, and is foolproof. This operating system consists of a system of basic laws - Laws of Creation. These Laws give to each person exactly what he or she deserves in precise mathematical measurement and with Perfect Justice and Love. And it is this "Law of Karma" that seems to give the impression that God punishes or rewards, when in fact. He is completely neutral to these things.
ujarat Chief Minister Narendra Modi also slammed the Congress-led UPA Government for repeatedly trying to misuse the CBI for its political benefits. Modi affirmed that despite Centres desperate attempts, Gujarats development journey will not be derailed. Addressing a function of Swami Vivekananda Youth Employment Week at Mahatma Mandir in GandhinagarModi said, Because of the fear of the CBI we will not ruin the future of the youth of Gujarat. Modi dubbed the investigating agency as a mere puppet at the hands of the UPA which has now become a Congress Bureau of Investigation. Half of the papers are filled with news about CBI, nowa-
days. The Government is hatching new conspiracies, with every passing day and their biggest tool in this is the CBI, which is now the Congress bureau of investigation, he said. Modi went on to say that youth of Gujarat are not afraid of CBI that is falsely implicating innocent people, Ministers and administrators. I tell the Government in Delhi, standing in front of the youth of Gujarat, do not show us the fear of CBI, Modi added. Gujarat CM also warned the Government of the consequences of misusing the CBI and that the people of Gujarat have given a befitting reply to the Congress by voting BJP into power again and again.

Facebook admits data breach exposed 6 million users numbers, email ids
acebook Inc has inadvertently exposed 6 million users phone numbers and email addresses to unauthorised viewers over the past year, the worlds largest social networking company disclosed late Friday . Facebook blamed the data leaks, which began in 2012, on a technical glitch in its massive archive of contact information collected from its 1.1 billion users worldwide. As a result of the glitch, Facebook users who downloaded contact data for their list of friends obtained additional information that they were not supposed to have. Facebooks security team was alerted to the bug last week and fixed it within 24 hours. But Facebook did not publicly acknowledge the bug until Friday afternoon, when it published an important message on its blog explaining the issue.
A Facebook spokesman said the delay was due to company procedure stipulating that regulators and affected users be notified before making a public announcement. We currently have no evidence that this bug has been exploited maliciously and we have not received complaints from users or seen anomalous behavior on the tool or site to suggest wrongdoing, Facebook said on its blog. While the privacy breach was limited, its still something were upset and embarrassed by, and well work doubly hard to make sure nothing like this happens again, it added. The breach follows recent disclosures that several consumer Internet companies turned over troves of user data to a large-scale electronic surveillance program run by U.S. intelligence. The companies include Facebook, Google Inc , Microsoft Corp , Apple Inc and Yahoo Inc . The companies, led by Facebook, successfully negotiated with the U.S. government last week to reveal the approximate number of user information requests that each company had received, including secret national security orders.
the developments said. India had previously maintained that the international community could not draw distinctions within the Taliban to class them as good Taliban and bad Taliban, with the former allowed to join the political process and integrated into the mainstream. The governments urging that the peace process should be Afghan-controlled was also new and this was meant to convey that the US should not impose any solution or try and control the peace process, the person mentioned above said. The Indian statement warned that the (Afghan) reconciliation process should not seek to create equivalence between an internationally recognised government of Afghanistan and insurgent groups, confer legitimacy to insurgent groups or convey the impression of two competing state authorities for Afghanistan, which could undermine the legitimate Afghan state, Afghan government and the political, social and economic progress witnessed in Afghanistan over the past decade, to which the international community itself has contributed in great measure. Indias remarks follow Washington this week announcing talks with the Taliban after the latter opened its office in the Qatari capital Doha as part of US moves to exit Afghanistan next year, officially closing the war on terrorism that was launched in November 2001 after the attacks in New York and Washington on 11 September that year. that were to focus on, among other things, the number of US troops to be stationed in Afghanistan after the
pullout by international troops. The Taliban office in Doha was called the office of the Islamic Emirate Of Afghanistanthe formal name of the 1996-2001 Taliban government. The Hamid Karzai government, which saw this as a sign of the Taliban usurping Afghan sovereignty, in protest called off security talks with the US earlier this week India has been disturbed by reports that the US is willing to talk to the Taliban and associated groups such as the Haqqani network that it blames for the July 2008 attack on the Indian embassy in Kabul that killed four Indians, including two diplomats, and 58 others. There is also concern over reported comments by US officials that the Barack Obama administration would not insist on the Taliban formally rejecting al-Qaedaone among the several key red lines set out by former US secretary of state Hillary Clinton in 2011 as preconditions for any probable talks with the Taliban. We have laid out our unambiguous red lines for reconciliation with the insurgents: they must renounce violence; they must abandon their alliance with al-Qaeda; and they must abide by the constitution of Afghanistan, Clinton had said. Kerry is to travel to Qatar on the first leg of a trip that will bring him to New Delhi on Sunday, his first visit to India after taking over as secretary of state. vestors continue to worry about the longevity of central bank stimulus measures, while another global growth downgrade from a global organisation, this time the World Bank, has prompted investors to question current stock market valuations." The bank is now predicting the eurozone economy will shrink by 0.6% this year, compared with an earlier forecast of a 0.1% decline in GDP. The currency bloc's economy is then expected to grow by 0.9% in 2014 and
1.5% in 2015. The World Bank highlighted slowing growth in China, as authorities there seek to rebalance the economy, and said India's annual growth had dropped below 6% for the first time in 10 years. It said there was concern that the US might begin to ease its support of the world's largest economy by withdrawing quantitative easing, or the use of central bank cash to buy up sovereign debt in the hope that financial institutions will
reinvest the windfall in the wider economy . The bank added that austerity programmes, high unemployment, and weak consumer and business confidence would continue to impede growth in higher-income countries. It downgraded its forecasts for developing countries' GDP to 5.1% this year from an earlier forecast of 5.5%. Growth in 2014 and 2015 is expected to be 5.6% and 5.7% respectively .

ndia held their nerve to beat England by five runs in a tense finish to a rain-disrupted ICC Champions Trophy final at Edgbaston on Sunday . In a match reduced to 20 overs a side, a fifthwicket partnership of 64 between Eoin Morgan and Ravi Bopara put England in sight of a victory target of 130 and their first major 50-over trophy . But the pair fell to successive deliveries by Ishant Sharma and England's lower order crumbled as the hosts finished on 124 for eight. Miserly bowling by Bopara and James Tredwell helped England restrict India to 129 for seven after the start of play had been de-
layed by nearly six hours due to persistent rain. Virat Kohli top-scored with 43 and Shikhar Dhawan, the tournament's leading run-scorer, made a breezy 31 but India were never able to dominate a disciplined England attack. Rohit Sharma was bowled by Stuart Broad for nine and Dhawan mis-timed a drive in Bopara's first over and was caught by Tredwell at mid-off. Dinesh Karthik skied a catch off Tredwell and Bopara struck twice in his third over, getting Suresh Raina caught by Alastair Cook at mid-on and dangerman MS Dhoni well taken by Tredwell on the third man boundary .
Bopara completed excellent figures of three for 20 but Kohli and Ravindra Jadeja took 30 runs off the next three overs and Kohli, badly dropped by Jonathan Trott, launched Broad for a massive six over square leg. Kohli skied James Anderson to long off but Jadeja finished unbeaten on 33 after clouting Tim Bresnan for another six in the final over of the innings. England lost wickets steadily at the start of their reply . Cook fell for two, edging a catch to first slip off Umesh Yadav, Trott made a fluent 20 off 17 balls before being stumped by Dhoni off Ravichandran Ashwin and Joe Root pulled the same bowler straight to long leg.

"We will give representation to the Government of India to challenge the extension to Chief Secretary," Dubey said. Madhya Pradesh Chief Minister Shivraj Singh Chouhan had early this year sought extension from the Centre for senior IAS officer R Parasuram, who was serving as Chief Secretary in the state, citing his "outstanding track record".
Parasuram was granted six months extension, after approval of the Prime Minister, on January 31. "There is a violation of All India Services rule which states that extension has to be sought from state government along with a host of formalities and not by a letter of recommendation from the Chief Minister," the petitioner said. Dubey claimed that the state government did not make any background note in form of a proposal to be sent to the Centre. "There is no official record of a pro-
