SITCO Qatar has been established in the year 2010, which mainly deals in contracting and trading. Quality Assurance
QUALITY POLICY Quality is the hallmark of SITCO. All our commitments, actions and products are an expression of our commitment to producing only the highest quality deliverables to our clients. To ensure the achievement of this goal, we are continuously reviewing our processes and instituting new methods and procedures for implementing the highest quality standards. QUALITY ASSURANCE AND CONTROL ORGANIZATION Responsibility and Authority: The responsibility, authority and relationship between personnel are shown in the attached Organization Chart for Personnel who manage, perform or verify work affecting Quality, and will have the organizational freedom and authority to: - Initiate action to prevent the occurrence of product non-conformity. - Initiate, recommend and provide solution through designated channels. - Verify the implementation of solutions. - Control further processing, delivery or installation of non-conforming product until the deficiency or unsatisfactory condition has been corrected. - Specific responsibilities of key personnel will be described in the following sections. Project QA/QC Engineer A qualified and well disciplined engineer shall be assigned as Project QA/QC Engineer. This assignment shall last throughout the duration of the project. The QA/QC Engineer reports directly to the Project Manager but maintaining a close relationship with the management of the project. His function shall include but not limited to the following, viz: i. Representation of the Company in ii. All quality related matters. iii. Administration and updating Quality Assurance Manual. iv. Approve of quality assurance and quality control procedures, QA/QC plans and quality forms. v. Preparation of project Quality Assurance Manual. vi. Monitoring and auditing of quality assurance and quality control systems. vii. Evaluate, audit and approve suppliers and subcontractors quality assurance and quality control systems. viii. Assignment of QA/QC personnel to specific tasks and/or projects.

Project Quality Assurance Program The project QA/QC Engineer shall be responsible for the establishment of a comprehensive Quality Assurance Program for his assigned project. Quality Control Plan Quality Control plans issued to the project shall consist of the production/inspection activity matrixes where each plan shall indicate type and extent of inspection, reference to acceptability of criteria and documentation to be compiled and collated. All action/intervention points for all parties for the project activities shall be identified by the Contractor in their draft QC Plans for formal review and approval. Project Organization A well qualified and experienced person shall be appointed by the corporate management of SITCO as project manager. He shall be responsible for preparing his organization for the project and he shall be responsible for the overall administration of the project.

DESCRIPTION OF PROJECT KEY FUNCTIONS 1. Project Manager (PM) The Project Manager is the head of the project. He poses overall authority and responsibility for all aspect of the project. His responsibilities shall include but not limited to the following: Administration and supervision of the contract. Approval of the project execution plan and supervision of its fulfillment. Control of budget; minimize delays and condition that would adversely affect quality objectives. Submission of monthly progress report. Maintenance and coordination of contacts with the local authorities for all matter related to the work execution. The above tasks shall be accomplished by coordinating activities of the project personnel as indicated in the attached organization chart. 2. Project QA/QC Engineer The project QA/QC Engineer represents the company on all quality related activities with subcontractor. His duties shall include but not limited to the following: Administration and updating of Quality Assurance Manual. Approval of quality assurance and quality procedures, project quality control plans and forms. Preparation of the Project Quality Assurance Manual. Monitoring and auditing of quality assurance and quality control systems. Auditing and approval of suppliers and subcontractors quality assurance and quality control systems. Assignment of QA/QC personnel to specific tasks and/or projects.

3. Project Engineer The Project Engineer directs and coordinates the engineering activities related to the execution of the project. His responsibilities shall include but shall not be limited to the following: Checking the compliance of design with the project quality requirements and contractual obligation. Ensure the interdisciplinary coordination of the various specialist groups and optimization of solutions. Monitoring revision of the drawings according to amendments and modifications carried out in field. Analyze changes in the scope of work and assist the Project Manager in assessing the associated time and cost implications. He shall be assisted in executing these tasks by disciplined engineers. Maintenance and coordination of contacts with the local authorities for all matter related to the work execution. 4. Safety Officer It shall be the responsibility of the Safety Engineer to ensure than the work is carried out in accordance with safety regulations and in-house standards. His duties shall include but not limited to the following: Ensure that the safety equipments are available on site and in good working condition and that all personnel are provided with PPE. Liaison with safety engineers in all safety related matters and also coordinating safety activities of subcontractors. Assigning safety officers to various tasks and/or projects. Collection and updating statistical data relating to accidents on site. Taking all necessary steps in order to ensure that all personnel comply with safety regulations. Ensure regular tool box meetings to educate workers on safety. He shall be assisted in executing these tasks by safety officers. QUALITY RECORDS This pertains to the Quality Records produced by SITCO or provided by vendors. It is intended to detail how Quality Records shall be collected and documented on each construction site during the duration of the project in order to ensure proper traceability. All Quality Records collected shall form an integral part of the final As-built dossier to be submitted at the completion of the project as per the contractual Obligation. This includes: Shop drawings Inspection & Testing Plan Method Statement Quality Plan Inspection records

Site Quality Record This is a document raised, completed and issued by a site function/organization in which details of a productive process or test/inspection carried out on a particular item or product are clearly recorded. Original of the Site Quality Record A site quality record drawn, typed, printed or written signed and stamped by the originating function/organization in ink.

Training of Personal The company recognizes the need of high quality personnel for efficiency and quality jobs. Thinking along this line, SITCO identifies the need to train its personnel from time to time. New personnel shall be subjected to specific training prior to assignment of any project function. The project key personnel shall be selected on the basis of their specific experience, educational attainment, and training in the disciplined field to be assigned to within the project organization. Those personnel that are involved in a specific special process such as torch man and insulation installers shall be trained, qualified and certified in accordance with the contractual specifications and governing international codes and regulations. Records of such training and qualification shall be retained throughout the duration of the project by SITCO and shall be made available. Retraining and pre-qualification of personnel may be required from time to time.

SAFETY PLAN
SAFETY POLICY Operationally, SITCO values and prioritizes safety & environmental protection. In order to ensure the safest work conditions, SITCO has developed safety rules and manuals to encourage all project personnel to take an active role in the adherence and continuous implementation of job safety practices in the day-to-day operations. 1.0 Introduction This policy is the direct concern of the Operations Manager, for its overall implementation. The Management of SITCO is responsible for the application of this policy throughout the divisions activities. At every place of work, the person in charge is required to ensure that the employees and all persons who are authorized to be in the premises under the control of the division observe the Companys Safety Procedures and requirements. Employees, shall within the terms and conditions of the employment, comply with appropriate safety procedures. Waterproofing division will ensure in the implementation of safety procedures, etc. in accordance with the requirements listed. The management will keep reviewing the companys safety procedures from time to time, ensure such measures continue to comply with all relevant statutory regulations and code of practice, etc. at all times in accordance with this policy. 2.0 Scope The scope of this procedure is to define the responsibilities of Site Management, Employees, and Sub-contractors & Suppliers in regards to SAFE WORKING PRACTICES. It addresses the Procedures, whereby all Personnel concerned are made aware of their Responsibilities and Consequences of their actions both to themselves and to their coworkers. In order to prevent accidents it is important that all staff/employees are fully conversant with safety procedures, and understand the rules and regulations in this regard. It also serves to highlight SITCO commitment to a policy of (HSE) Health, Safety and Environment in the work place.

3.0 Responsibilities 4.0 Safety Procedures for Sub-contractors 5.1 The supervisor has to follow the following safety items: o Instruct workmen under his supervision to abide all safety instructions and requirement of SITCO o To correct unsafe practice and/or condition when discovered. o To take instruction from SITCO Supervisor in regards to safety requirement. o To provide and enforce the use of the proper Personal Protective Equipment (PPE). o Follow with site supervisor for conducting Weekly Tool Box Meeting (TBM) for their employees. o To immediately notify and report SITCO supervisor/engineer about any accidents, incidents or near miss cases in writing. o In the event of an accident resulting an injury - Ensure that prompt First Aid is administered to injured employee(s) at site. - SITCO Supervisor will conduct investigation of the accident to determine the facts and take corrective action to prevent reoccurrence. - Forward a copy o the Accident Personal Injured Report to SITCO Operations Manager through Internal memo of SITCO, which shall include all state, insurance and Medical Report. 5.2 Safety Training & Orientation 5.2.1 All employees of SITCO will be provided with Safety Training and Orientation. This training is mandatory. Weekly Tool Box Meetings (TBM) will be conducted for all workers, whose attendance will be recorded and TBM details fully documented to consultants. 5.2.2 Training of all employees will be conducted by the Supervisor assisted by authorized people on weekly basis, which shall include the following: o Awareness and Recognition of potentially Dangerous and Unsafe Conditions on and off site. o Health and Safety Procedure and Employees Responsibilities for Reporting any Hazardous or potentially hazardous situations. o Training and handling emergency situations. o Use and location of Emergency Rescue or Life saving Equipment Including First aid procedures. o Any other Safety issue needed to be highlighted according to Work progress.

5.3 Safety Inspection 5.3.1 Safety Inspections of the Project Areas will be carried out on a daily basis by the Supervisor. 5.3.2 All plant and equipment brought to Site will be subject to frequent Inspection by SITCO Supervisor. Scaffolding and staging will be inspected and tagged daily and weekly. Cranes and lifting equipment will have valid certification, full mechanical inspection every three months and detailed inspection before large lifts. Monthly checklist will be maintained for cranes, in addition to the daily inspection. 5.3.3 As a Mandatory and weekly occurrence (Tool Box), inspection will be held and all power and Hand Tools in use on site are inspected for Safety and Fitness for work and tagged as per monthly color coding system. 5.3.4 Any accident involving Fatality, Serious Injury or Hospitalization will be investigated in depth and all causes identified. Hazard Control Measures will be implemented, the accident site secured, and all plant, equipment and materials remain un removed until permission given by the designated Authority.

5.4 Emergency Response Capabilities 5.4.1 At commencement of works on site an Emergency Evacuation Procedure will be explained for all employees and this will be developed as the work progress. This will include escape routes, area of site operation, and assembly areas off-site for employee accounting. 5.4.2 Before any major operation commences on site e.g. torch works, the supervisor will ensure that access for emergency services, such as: fire, ambulance, physician, etc. is planned and maintained throughout the Operation. 5.5 Job Clean-up and Safe Access Housekeeping is one of the most important single items which influence the safety of a building/construction site. Good housekeeping is not a burden if constantly maintained and not left an occasional clean up.

5.5.1 All working areas and means access will be maintained in a clean and orderly manner and the supervisor will inspect such areas daily and report accordingly. 5.5.2 The following areas and hazards will be inspected: o Stairways and Landings o Passageways and Access ways o Tools, Materials, Hoses, Power Cords, and other Hazards. o Materials and Equipment unsecured in Elevated Areas. o Scrap Timber, Concrete Blocks, etc. in Work Areas and Access Ways. 5.5.3 Waste material discharge from elevated positioned above 2M height will be conveyed in enclosed chutes (above 2M height) and under no circumstances will be dropped or thrown. 5.5.4 Waste material will be placed in skips or containers capable of being transported off-site by Trucks or Trailer and disposed off at frequent intervals. 5.6 Local Requirements 5.6.1 All Local Authority requirements in Items of Safety and Security will be complied with SITCOs personnel and sub-contractors and suppliers. 5.6.2 The rules and regulations of the Ministry of Electricity and Water will be strictly observed, particularly in relation to electrical installation and connections to Government Utilities. 6.0 Safety Measures 6.1 General o First Aid Kit is maintained on site with clear marking showing location. o Holes and openings should be clearly marked and surrounded by rails and toe boards, unless properly covered. o All slab exterior boundaries shall have guardrails and tor boards, same for shaft openings.

6.2 Electrical 6.2.1 All electrical tools and equipment must be adequately earthed. 6.2.2 Employees must not work on, or in proximity of unprotected live circuits unless adequate safety measures have been taken. 6.2.3 ONLY authorized employees are allowed to work on repair electrical equipment.

6.2.4 Portable electric tools and extensions leads must be fitted with proper plugs and sockets. 6.2.5 Electric leads must be preferable hung in safe position, not lying on the ground and especially not in water.

6.3 Burning 6.3.1 Do not use matches to light torches. Spark igniters must not be used. Torches must not be used to light smoking materials. 6.3.2 Appropriate Personnel Protective Equipment (PPE) must be worn. 6.3.3 When a key is required to open / close the acetylene valve. They key must be kept in position of the valve. 6.3.4 Store and transport cylinders in the correct approved manner secure them on a bottle cradle secure all cylinders, empty and in the vertical position with the valve. 6.3.5 Open the cylinder valve only when work is being done. Close the valve when not in use. Flash back arrestors must be used. 6.3.6 Locate gas cylinders outside buildings, structure or confirmed areas as far as possible.
