Scorecard

AFP-FLs 2013 ECONOMIC FREEDOM SCORECARD


The 2013 Economic Freedom Scorecard includes more than 3,000 individual votes on twenty
legislative issues. Each of Americans for Prosperity-Floridas 2013 legislative priorities is included
on this scorecard, as well as any additional issues that we communicated support or opposition for
during the 2013 session. One point is awarded for each vote made in support of our position. Each
vote carries the same weight, regardless of the issue or whether the vote occurred in committee
or on the floor. If a legislator voted on an issue twice and voted in favor of
our position both times he or she received a score of 2/2. If he or she voted

against our position both times they received a 0/2. We also awarded one
point for prime sponsorship of a priority bill we supported, and deducted a
A+ = 100%
point for sponsorship of a bill we opposed.

FIVE for FLORIDA

In 2012, AFP-FL released the Five for Florida plan. Five for Florida outlines five
policies that elected officials can address now to encourage free market
principles and government accountability, in order to make Florida number one for families,
businesses and entrepreneurs. The Five for Florida plan was used to develop our 2013 legislative
priorities. Each member of the Florida legislature received information on our legislative priorities

ECONOMIC FREEDOM
Five for Florida is based on the principle of economic freedom and outlines policies that make a
state more economically free. At its simplest, economic freedom is the freedom to choose how to
produce, sell and use your own resources, while respecting others rights to do the same.1 A more
economically free government has low taxes, a limited scope and size of government and
government spending, limited government regulations, protects individual rights and prefers free
markets over cronyism.

States with more economic freedom have higher economic growth, less debt per GDP and lower
unemployment rates than less economically free states. However economic freedom is not only
about the economy; it affects every aspect of our lives. Economic freedom leads to higher incomes,
lower poverty, longer life expectancies, cleaner environments, improved equality and more
happiness -- it leads to greater opportunity and an improved quality of life.
