TACLOBAN CITYCynthia Magpatoc Thomalla,18 year-old stunner from Macrohon, Southern Leyte, was crowned Miss Pintados 2013 last June 21, 2013 at the Leyte National High School Gymnasium after besting 13 equally beautiful candidates from different municipalities of the region. Thomalla, candidate #12 is a Tourism and Event Management student of STI Maasin City. She also bagged major and special awards as Face of Pintados Beauty, Miss Natasha, Miss Smart, Miss Petron, Sister of the Night, and Miss Executive Facial Care. This 58 beauty, who walked with confidence in a lovely Mykel Tenefrancia gown, captured the nod of the judges and the crowd in the regions most prestigious pageant. She won P60,000 cash prize and other gift certificates. The youngest in a brood of four, Thomalla is a sport enthusiast who competes in archery, swimming and marathon. She said in an online interview that she hopes to join the prestigious BB. Pilipinas Pageant someday. She also dreams of becoming a flight attendant. She just turned 18 this year, and was given a fabulous coming-out Barbiethemed party in Maasin City, given by her parents. Changing of BOC members allowed, says Comelec exec


TACLOBAN CITY Changing the members of the board of canvasser is allowed under Sec. 9 of Comelec Resolution No. 9648 provided it follows the requirement indicated therein. This was the clarification made by Atty. Jose Nick Mendros, Comelec regional director-8 in relation to the issue in Baybay City wherein mayoralty candidate Marilou Malot Galenzoga claimed that the composition of the City Board of Canvassers that proclaimed Mayor Carmen Cari was illegal. Mendros explained that due to time constraints, a verbal approval for change of members of the board of canvasser, such as thru telephone or cellular phone, is also allowed but it must be followed with a written request approved by the provincial election supervisor and to be confirmed by the Comelec regional office. Now that Galenzoga has filed a case for failure of election or election sabotage ,its up to the court to resolve the issue, he added. Army on track in making Samar, N. Samar insurgency-free by 2016


TACLOBAN CITY The Philippine Army is on track of making the provinces of Samar and Northern Samar insurgent-free by 2016, an official said. Capt. Amado Gutierrez, spokesman of the Philippine Armys 8th Infantry Division, is optimistic of putting the two economically-depressed provinces in the category of manageable conflict-affected areas ready for development in the next two years. We have two full years to achieve that. This is attainable since our bayanihan program has reached majority of barangays in Samar and Northern Samar, Gutierrez told Leyte Samar Daily Express. Bayanihan program brings the delivery services to hinterland villages, mostly infested by the New Peoples Army (NPA), which cannot be accessed by national government agencies due to poor infrastructure. Under its internal security plan, the Army believed that insurgency is largely driven by structural problems in the country, such as unequal development, non-delivery of basic services, injustice, and poor governance. We want to bridge these gaps in two Samar provinces through bayanihan, he said. By 2016, we cannot say that the insurgency problem will be completely gone but the degree of influence will be manageable. Of the six provinces in Region 8, four have already been declared as insurgent-free, these are Biliran, Eastern Samar, Leyte, and Southern Leyte. The latest province to ear the recognition was Eastern Samar on March 26, this year. The Army official could not give not give an estimate of the strength of the insurgents operating in Samar since many of them come to Samar from Bicol and move back to Bicol. The absence of road networks in the triboundaries of the island and lack of education, make people vulnerable to the influence of communist-rebels. Samar and Northern Samar registered the lowest simple literacy rates in Eastern Visayas at 85.4% and 88.3%, respectively, according to the National Statistics Office. In its website, the communist group claimed that in series of operation in the last quarter of 2012, 15 soldiers were killed, eight government troopers were wounded and two rifles seized. Those who launched the attacks were red fighters of Efren Martires Command in Samar and Rodante Urtal Command in Northern Samar. The latest clash between government and rebels was reported last Friday resulting to the militarys recovery of two powered firearms in Pinabacdao, Samar. No casualties were reported on either side. Two months ago, two rebels who were extorting candidates were killed by soldiers in Catbalogan City. Gutierrez said that even if the two areas will be deaddressing the insurgency problem in the province. Former NPA commander calls on former comrades to return to the fold of the law
CATBALOGAN CITY New Peoples Army commander Lemuel Moreno alyas Ka Kulas on Sunday (June 23) appealed to his comrades and followers up in the mountains to give up their hopeless armed struggle and returns to folds. BIR directive bars media, others from getting official data from agency
TACLOBAN CITY New directive of the Bureau of Internal Revenue (BIR) bars anyone, including media practitioners, to get official data from their regional office, unless approved by no less than Commissioner Kim Jacinto-Henares. Surprisingly, BIR officials repeatedly declined interview requests from this writer, who have been gathering and publishing revenue collection performance of the BIR Eastern Visayas in the past 10 years. Hilda Tecson, BIR information officer, said in a text message that the regional office is not anymore allowed to release official figures in strict compliance to Revenue Memorandum Order (RMO) No. 11-2012, issued April 22, 2013 by the Henares. The regional office also holds off the conduct of its quarterly media dialogue where they announce revenue collection performance of the regions six revenue district offices. But even prior to the issuance of the new order, the office staff of BIR Regional Director Diosdado Mendoza have denied interview request saying that the quarterly press conference is the proper forum for media to raise questions. This writer, who had regularly interviewed then BIR Eastern Visayas Regional Directors Alfredo Misajon, Sonia Flores, Estrella Martinez and Alert Alocilja was told by Mendozas staff that their boss does not entertain media interviews in his office. This year, the BIR held its press conferences in February 27 to inform candidates on submission of election expense and in April 15 to raise awareness on income the tax filing deadline. BIR held its latest press briefing a week before the issuance of RMO 11-2013. With the implementation of the new RMO, the media will be deprived from getting collection data without approval of the BIR Commissioner. All requests for official information or documents from the BIR made by any government office, department, bureau, agency and instrumentality; or by private entities shall be addressed to the Commissioner of Internal Revenue, the RMO said. Request submitted to other BIR offices should be transmitted to the commissioners office. All responses to request should be coursed through the Commissioner. TACLOBAN CITY This season is the perfect time to go green, thus the Department of Environment and Natural Resources (DENR) has called on the public to take advantage of the weather and plant more trees in aid of the governments National Greening Program (NGP). DENR-8 regional information officer Purificacion Daloos said that today, June 25, is Arbor Day and is geared towards the effort of getting back the countrys forests. We enjoin both public and private sectors to commemorate Arbor Day by participating in the nationwide simultaneous tree planting activities, Daloos said. About 11 offices of the community environment and natural resources (CENRO) and six provincial environment and natural resources (PENRO) will coordinate with their respective stakeholders for the conduct of the ac-

Today, employees of the DENR regional office, CENRO Palo, Leyte and the Leyte Provincial ENRO will troop to Barangay Caibaan, Tacloban City to plant at least 400 seedlings of narra and mahogany at the Caibaan Community Based Forest Management project site. This is part of the effort of DENR in the region to plant more trees under the NGP. The NGP seeks to reforest some 1.5 billion trees on 1.5 million hectares of government-selected lots from this year until 2016. The program covers just part of roughly eight million hectares of Philippine forestland that is currently open and degraded. Arbor Day is a holiday in which individuals and groups are encouraged to plant and care for trees. It originated in Nebraska City, Nebraska, United States in 1872. omen OFWs who have been trapped with serious dilemma in hostile countries where they are being maltreated by their employers, or are having conicts with their agencies, are into more dehumanizing experiencesthe harrowing experience of prostitution. But what is most painful is that, they are driven to this trade not so much by need, or by their employers beastly lusts, but by their abusive countrymen themselves who are supposed to provide them with necessary protection and assistance in those foreign lands. Running for their lives, they seek shelter in our embassies there believing that it will ensure their survival only to nd out later that some embassy people are already selling them to prostitution. These embassy ofcials, instead of helping them come back home safely, are allegedly taking advantage of their hopeless condition by acting as pimps. They would accordingly solicit customers for these desperate ladies in return for a share of the proceeds. And the benet

earned by the victims are not limited to cash, which is very minimal anyway; it may include a mere plane ticket back home, or what they call sex for ight scheme. See the picture here? Our decent women would go overseas in search of greener pasture that could augment their family income, only to end up in a most humiliating and embarrassing situation. They get out of the country to avoid economic hardships, but there in those places, they get brutalized not just by poverty but by the devastating impact of prostitution as well, courtesy of our very good albeit selected embassy ofcials there. The present administration in its pursuit for matuwid na landas must look into this. Those who are found guilty must not only be dismissed from work; they should also be charged in court and slapped with severe penalties so that their successors will not follow their footsteps in the future, for the welfare of our overseas women workers.

Donnas choices
I havent written anything about my eldest daughter, Donna, though I should have done so for quite a number of reasons, and more so with my bent to scribble anything under the sun. Well, Im doing it nownow that Im already sending her to college. It seems just yesterday, as a clich would have it, that she came to our home. Having her for my rstborn, I was of course so excited to welcome her. But my excitement was just greeted by her seemingly endless appetite to sleep. Her tiny, frail body appeared too pressing her thoughts, particularly in the presence of many people. She seems to have a world of her own, oftentimes deep in thought, and is doing her own thing that the rest of us in the house could not understand. As regards house chores, you cant count on her. Her performance is no good, reason why for several occasions, we accused her of being so irresponsible. An open faucet, for instance, could ood the entire house with water; or a kettle of rice could burn endlessly on the to page 6

weak all she needed was to get much sleep. In fact, I got worried when, after around three days since her birth, she still wanted to sleep on and would not drink any milk. That was ituntil now, she is not that physically active. Her movements are too slow unless compelled to move otherwise. This, to me,

has been a problem, and I would usually say some heated words especially when Im in haste and her snail-like movements are delaying me. A Different Kind of Gift


Her composure remains the gift of gentleness, compassion and sense of gratitude in spite of these events. Seeing a friend through a period of grief can be difcult. ... In addition to intense feelings of sadness, I can associate with her journey. Differently sad, my mind drifted how would I be in the same predicament. Looking up to high heavens, we all have our own journey to complete. It is just a matter of time. I am sure, our time will come too. Parting ways, I told her that the owers will come tomorrow, Although there is nothing more depressing than owers for the dead, this time I know she needs these owers more for her dead brother. All the same, happy birthday friend.

Sto. Nio SPED Center at 25


Time swiftly goes by that unnoticeably one of Eastern Visayas prime school of character and academic excellence is now 25 years old. Sto. Nio SPED Centers silver anniversary, though celebrated not in a pompous manner, is indicative of how the denizens in Tacloban City and nearby towns patronize the institution which is highly regarded for constancy in quality education. It is known, too, to have yielded alumni who are now making their own imprints in their respective eld of endeavor and profession. But this feat the school administration has been claiming it owed to the Almighty God for guidance and blessing. As of now, there are more than 800 pupils enrolled at SNSC from Kindergarten school to Grade Six as well as in the Special Education Class for the physically impaired and Children with Special Needs. Of this number too, part of each grade school level is categorized Special Science Education Section that primarily accommodates the intellectually adept but below-age pupils. Established in June 1988, SNSC has produced graduates who likewise made good in their higher educational pursuits, some of whom left the portals of their alma mater in the secondary and tertiary levels with ying colors. Quite a number of the students who joined various competitions annually also got the chance to bring home the bacon. This proves that SNSC does not only have dedicated and zealous teachers but students whose brainpower is at par if not better than the cream of the crop of other schools across the archipelago. Moreover, SNSC is a consistent awardee in the implementation of Brigada Eskwela, an annual program of the Dept. of Education every school opening. This is attributed to the support given by stakeholders, the nearby community, the students and the parentsteachers association. Speaking of the homeschool cooperation, a substantial share of the physical improvement that now dons the school campus and its facilities is upshot of the collaboration among the key players in these two sectors. The Homeroom PTA and General PTA in SNSC play pivotal role in making the school ambience conducive to excellent learning. The good thing about the composition of the GPTA board of directors of SNSC is that a certain number of the members of the board will leave ahead after two

As I woke up this morning, I was guarding myself against children who may pitch water on me. Surprisingly, there was none. Isnt it the feast of St. John the Baptist today? Since her name is Joan, I am sure she is St. Johns counterpart. Today, she is soaked with tears and not the festive waters of San Juan. Heat spurs

Like all basketball fans around and across the globle, folks of my home barangay that is San Antonio in the progressive and developing town of Basey under the leadership of reelected mayor Atty. Junji Ponferrada, were treated with a classic championship series of basketball in the just concluded finals of the prestigious National Basketball Association. The following went divided with no love lost between the clashing teams that gave everything for the coveted 2013 NBA Championship title. Ours is a place that uniquely fell between the contending teams vying for the NBA Championship trophy as folks from our place that left for the big city to pursue opportunities, gravitated to settle in a place along a short street named Miami in the district of Cubao in Quezon City. Both places are linked by a people with familial roots sharing goals and aspirations for the barangay of their birth, their native home that is San

Antonio. It may be providential that the first migrants from San Antonio to the big city fell in that place called Miami, which later became the place to go to for those who went to immigrate to the cities in the national capital. It did not take long for our folks to swell in numbers, in time building a community as they found Miami their home place in the city. The area became the quick destination for those who decide to search for their luck in the big city as they would easily find hospitable reception and comfortable company with folks they know by acquaintance or blood relations. With folks settling in that place along that short street named Miami, they came up with a consensus to also make San Antonio de Padua their patron Saint. Back home, we would learn the festive cooperation among people of our barangay who live in Manila and the neighboring towns and provinces, as they celebrate the feast in honor of our patron Saint, San Antonio de

Padua. The celebration in Miami was set simultaneously with our barangay fiesta which is every 13th of June. Many of our folks who could find means to take a journey home would join the celebration of the feast of San Antonio de Padua, joining our people in giving honor to our miraculous wonder worker. Those who cannot take a journey home would find grace in thanking our patron Saint as there too is a celebration in that place in Quezon City called Miami on the same day of the fiesta in San Antonio. When San Antonio bagged the western conference crown, it brought so much expectation that a final series with Miami was in the offing. While San Antonio took a breeze into the NBA finals by routing Memphis Grizzlies opponents via four straight wins. The road for Miami was rough and tough as it had to reach the finals in seven games against the Indiana Pacers. With the finals going into a close encounter, our folks had a full sports entertainment with a classic basketball match that fell within the days of the fiesta celebration, both in San Antonio and in Miami where the feast in honor of San Antonio de Padua is celebrated simultaneously on the 13th of June in places that are apart but closely linked simply by heat spurs. Miss Pintados, Miss Teen Pintados winners crowned


TACLOBAN CITY The winners of the longest and most prestigious beauty pageant in Eastern Visayas -- the Miss Pintados and Miss Teen Pintados -- were crowned for this years term. Cynthia Thomalla of Macrohon, Southern Leyte and Ivy Mae De Mesa of Hilongos, Leyte, Miss Pintados and Miss Teen Pintados 2013 respectively bested 25 other candidates of the pageant coming from different parts of the region. Thomalla and De Mesa, aside from winning the crown also received sash, bouquet and cash prizes amounting to P60, 000 for Miss Pintados and P40, 000 for Miss Teen Pintados. Other awards received by the two beauty queens are Miss Natasha, Miss Sonart, Miss Petron, Sister of the Night and Face of Pintados Beauty for Miss Pintados 2013 Cynthia Thomalla and Miss Congeniality and Best in Swimsuit for Miss Teen Pintados Ivy Mae C.
