Preface
Swiss Development and Cooperation (SDC) funded Decentralized Rural Infrastructure and Livelihood Project (DRILP) for the internship program. This is one year program for the fresh engineers who have to go to different districts and participate in the road planning, designing and construction activities. The DRILP programme's main objectives are to improve livelihoods of the deprived communities through construction of the green road. I got opportunity to be a part of this internship program. This report elucidateed my experience in Baitadi district while working as an Intern Engineer. This programme helps to bridge the gap between student life and professional life. It is mainly focussed to the lady engineers for empowering them. It helped to break the traditional value system of confining girls within the households and communities. At present, the Internship is replicated by a various organisations including construction companies. Most of the urbane young people do not prefer working in the remote regions which makes them ignorant about their own country. This programme encouraged the young graduates to go to different parts of our country and make us familiar about culture and lifestyle of local people. Most of the technical people overlook social aspects. However, as DRILP has focussed both infrastructure and livelihood programme, this Internship programme teaches to fresh engineer that infrastructure are meant for the people. . .

Introduction
DRILP is an ADB funded project that addresses the development needs of poor and conflict-affected communities through the investment in rural infrastructure and livelihood restoration facilities. The Project extends the network of improved rural transport infrastructure, consisting of roads, trails, and pedestrian bridges. Labour-based, environmentally friendly, and participatory (LEP) approaches method was adopted in construction and rehabilitation of infrastructure. The Project will be located in 18 districts in all the regions of Nepal. Swiss Development and Cooperation (SDC) provide technical support in 8 different districts. SDC provide the Internship program for the fresh civil engineer to develop the competent manpower for the nation. In this internship program, fresh engineer have to different 8 districts of Nepal and work with the DISC (District Implementation Support Consultant). This internship program provided me a platform to introduce myself in professional field. In this internship session, I lived in Baitadi district far western region and participate in all the activities of DISC team of Baitadi. In Baitadi, two sub-projects were selected: i) Shreebhavar-Hat Road which is located in the Northern side from the district headquarters and the Salena- Maluli which is located in Southern side of the headquarters. Baitadi map is attached in annex1. I spent the first term of my Internship in the Salena- Melauli Road Section for detail survey, design and estimate and for centreline pegging. After that I was involved in the construction phase of the Shreebhavar- Hat Road
2.1 Orientations
In the part of internship program, we got opportunities to get different training and orientations. Orientations of different fields were given by the specialist of respective field. Some of them were elaborated below.
Resettlement
ADB's requires transferring the land ownership from the landholders to the Government of Nepal (GoN) before awarding the contract. Mr Laxmi Subedi and Ms Luna KC described entire resettlement process from cadastral survey to deed transfer. They also explained major criteria of ADB for resettlement i.e. compensation should given to the affected person who are below poverty line and who loose more than 10% of land by the project. This orientation backed me while participating in the Cost Determination Committee (CDC) meeting, cadastral survey, and formation of grievance redress committees. This orientation supported me to deal in these activities.
Social Aspect
DRILP not only constructs the road but also enhances the lifestyle of people of the project area. Different social activities from awareness to different economic generation trainings conduct parallel with construction of infrastructure. Ms Sangita Shrestha and Ms Kalpana Ghimire gave some knowledge about the social aspect of our project. By this orientation, I was able to present myself very confidently in the different social activities such as formation of VWRCC, Training and Orientation of VWRCC, household survey, selection of Supplementary Investment Scheme (SIS) etc which gave the knowledge of social perspective.
Bio-engineering
DRILP integrates the use of vegetation in combination with simple civil engineering structures such as gabion walls and simple drains to give the best overall slope protection and shallow stabilization. Mr. Shankar Rai threw some light in bio-engineering. He gave basic idea about the landslide and type of landslide, important of vegetation in road construction and different type of bio-engineering. This orientation helped me to visualize different types of landslide in the field.
Accounting
Mr Pradeep Pokharel and Mr Binod Lamichhane gave some knowledge about accounting. They gave some idea about taxes, its type and process of deduction etc. They also let us know about our insurance. Due to technical student, we had less knowledge in account; this orientation helped me to understand some basic detail of accounting required in daily life.
Advanced excel
Two days advanced excel was organized by DRILP/DRSP at the Centre Point computer institute. In training we learnt about different functions of excel 2007. As excel is very much important in our field work, I found it very much useful and interesting as well.
Workshop
Workshop of Preparation of district annual training plan was conducted by National NGO Ktm for two days on 2nd & 3rd Ashad. 065. In that workshop, we learnt about the concept of training to be implement in DRILP. We made social action plan/ annual training plan in the presence of LDO, DTO, DPO and DISC staff with assistance of National NGO trainer (Mr. Rishi Ram Koirala and Mr. Subash Ghimire)

In Baitadi district there are two sub-projects. During the internship period, we accomplished different activities. Some of the major activities were exemplify.
Completion of Detail Engineering survey and Design of Salena- Melauli (0+000 ~ 19+546/ChucchaDunga Kanda)
Detail engineering survey of the Salena- Melauli Road was completed. The starting point of survey is Chuchha Dhunga of Durgasthan VDC and end point is Kanda of Melauli VDC. This road corridor comprises Durgasthan, Salena, Maharudhar and Melauli VDCs. The survey was done by strip method. All the features of every 15m from either side of centre line were taken. softwel software were used for detail design. The survey data were used to manipulate the contour and the shorter, economical and feasible alignment was selected using DoLIDAR's norms. The total design length is 19.546 Km and total estimated cost of is Nrs 166,297,056.40.
Social Activities Social survey (ZoI, household survey, cadastral survey, baseline survey etc) was completed. Different life
skill and awareness trainings for BGs and VWRCC were conducted. Encourage the building groups to involve in different saving and credit groups to institute the saving habit for future. Yearly plan, Business plan, training report, successful stories were prepared.
Personal gains
I got opportunity to be involved in different activities of road construction. I am confident now to conduct detail survey and design. I am also competent to supervise road construction works. The detail survey of the Salena- Melauli Road was carried out by the strip method using different advanced equipment like EDM, Total station, GPS etc. After completion of detail survey, I learnt the process of strip map method. I can operate total station, EDM, GPS. After completion of detail survey, I was engaged in detail design. In detail design, I was familiarised with softwel software and different design criteria. In design phase, we developed contour from survey data and allocated the centreline and designed the road based on the DoLIDAR's standard. My experience with the construction works was another important aspect of my learning. It is fascinating to use our theoretical knowledge in a practical field. By involving in construction site, I was confident to give line for structure and cutting. I was frequently involved in measurement and bill preparation. I can handle these issues independently now. I actively contributed to packaging of works, preparation of bid documents and evaluation of bids. I took full responsibility of packaging works of four contract packages of the Salena Meluli Road. With my involvement, I can handle Bill of Quantities (BOQ) and tender documents. In DRILP program, social and technical activities are implemented side by side. I was involved in different social activities such as formation of VWRCC, training and orientation of VWRCC and selection of SIS scheme. With this, I was exposed to social issues and it also enhanced my communication skill wit a variety of audiences, this was my first comprehensive interface with rural communities.
During the last fourteen month, I worked as a part of DISC team. On behalf of DISC team, I led the detail surveying and designing of the Salena Melauli Road. I assumed overall responsibility of mobilising construction and social activities. With the meticulous plan, I am confident that the road project will be completed in time. In detail survey, I supported Welink team for traversing and detailing. I was also responsible for soil classification and fix reference points. During detail design, I supported Welink team in data entry, calculation, counter manipulation and design work. I spent most of my time in construction work of the Shreebhavar- Hat Road. I was Site Incharge of the Shreebhavar- Hat Road which mandated me to supervise and prepare the running bills of building group (BG) and three contractors. I led the packaging of the Salena- Melauli Road and supported to package the Shreebhavar Hat Road. I revised the district rates. I was contributed in preparation of bid documents of 6 packages of the Shreebhavar Hat Road and 4 packages of the Salena- Melauli Road. I was a bid evaluation team member of 3 packages of the Shreebhavar Hat Road. Unfortunately, the bid was cancelled as none of contractors could meet the ADB's requirement. I played a key role in the formation of VWRCC of the Salena- Melauli Road, in providing training and orientation of VWRCC of Salena, Durgasthan and Kotila VDCs. I was also instrumental in the selection of SIS in the Shreebhavar- Hat Road i.e Shikharpur VDC and Bhumiraj VDC. I prepared a three year plan and an annual plan of both sub- projects. I directly supported to Team Leader in the preparation of monthly progress report, trimester report. I also prepared the presentation materials. I also supported to Ms Nila Bam in preparation of different training reports, and to complete other forms and formats. I advocated for monthly staff meeting to ensure effective management and communication. The meetings proved to be highly productive as our team could achieve progress as planned.
Moments of difficulty
I encountered with a number of challenges. Brought up in the Kathmandu Valley, I never lived in remote area. I had a bit traumatic feeling while accepting this assignment. A number of questions such as what to do, How to do, where to stay etc wriggled my mind. However, my psychological trauma was relieved after my arrival to Baitadi. Baitadi was more beautiful and friendlier than I expected. My DISC team especially Er Rabindra Tandukar (TL) helped me to overcome my psychological barriers. It took a while to adjust in Far Western's culture and language as it is completely different from central Nepal. In the beginning I found very difficult to adjust. But with the support from our Social Mobilizer Ms. Sunita Bandhari, I managed. Civil Engineering is male dominated field and Baitadian aren't so exposed to the external world. In that area female are confined in their household and vicinity. It was challenging job for me to get confidence from co- worker and local people. But later on they supported me significantly. There is a considerable distance between the district headquarters and road construction sites. The Shreebhavar- Hat Road is in the distance of 85 Km and the Salena- Melauli is 26 Km away from the district headquarters. A whole day travel in local vehicle to go to Shreebhavar Hat Road and 4 to 5 hrs walk to Salena Melauli was arduous task. Poor communication facility was another challenge. Receiving signal for mobile phone was not possible and land line was available only at a distance of 5 km which disrupted communication with office and home. There are a number of ambiguities with regard to logistics and equipment support. There is no provision for additional bedding, kitchen accessories for the new staff members. Field level staff has to suffer for the basic requirements such as field bag, torch light, mask, water bottle etc. which creates an environment of frustration. In district office, 14 DISC staffs have to adjust in two rooms which contribute to decrease the productivity level. One set of technical equipment (Theodolite, level machine etc) has to be shared by two sub-projects. This problem tends to compromise technical efficiency. The travel from Baitadi to Kathmandu and coming back is one of the challenging jobs. Baitadi is nearly 700 Km from the Kathmandu Valley, The intermittent and unpredictable transport strikes make life more miserable. It took 3 to 4 days to travel Baitadi to Kathmandu. There isn't reliable provision of transport facility for interns like us which the project management may consider to improve in future.
Positive experience
After all I am fully convinced that I made a very good and bold decision to accept this assignment. This assignment transformed my horizon especially the rural Nepal and the development constraints they face with. I also realised the importance of road to initiate overall development and to empower socially deprived communities and women. Personally, as mentioned above, my exposure with planning, designing and construction of road projects enhanced my confidence. At present, I can comprehend not only with civil engineering works such as surveying, designing and construction but also other social issues such as resettlement and mobilisation of communities. My exposure with the local level organisations such as DDC and VDC is another valuable experience. I would have never realised their decision making process and their formal and informal working procedures if I had not taken up this assignment. At present, I can contribute towards the issue of local governance more confidently. Being affiliated in this project, I realized how this type of projects changes the life of people. While working in the Shreebhavar- Hat Road I felt that people are so much conscious about the time value. As 20m - 30m pieces were allocated to each group (20-25 persons), they realized that more they work harder much they earn. In Baitadi, women and Dalit were still discriminated for not getting opportunity to work. However, DRILP's criteria of 40% women participation empowered them by enhancing their access to money. Participation of dalit is also compulsory. After working in this project, I am convinced that only infrastructure is not sufficient to develop rural areas. Infrastructure development should go ahead in conjunction with social development. Local people benefited from awareness and skill development training programmes which also included health and sanitation.
Conclusion
This Internship program is proved to be a bridge between the student life and professional life. Various on the job trainings, formal training and orientation programmes enhanced my knowledge in sustainable development through a livelihood project with special focus on road. I applied my theoretical knowledge of surveying, designing and construction works in the real life situation. This programme played a catalytic role to break the taboo that field works can be only implemented by males. I acquired a high level of confidence to deal with all sorts of field level problems which will have a long term implication not only on my personal level but also for empowering women in general. Having lived in the Baitadi district for more than 14 months, I was exposed to rural life their culture and languages which transformed my horizon. Due to my academic background, I have a natural tendency to view things from technical perspective. However, DRILP helped me to appreciate social issues which are sometimes equally crucial. Empowerment of women and other deprived communities through access to employment opportunities and participation in project related meetings created conducive environment for overall rural development. The project helped to reduce the distress migration and people are happier to work in their own country rather than going to India for employment. However, my stay there was not free from challenges. The first and foremost challenge was the security problem to visit Baitadi from Kathmandu and coming back. The intermittent and unpredictable transport strikes, not reliable provision of transport facility for interns like us were some of the practical problems which the project management may consider to improve in future. Clarity on the provision of logistics would further enhance effectiveness of this programme. Sometimes we faced ambiguities regarding the responsibility of providing surveying equipment, levelling machine and computers. Inadequate office facilities and other accessories sometimes lowered our productivity which the project management may consider to take up in due course of time. Overall the internship programme laid sound foundation for me to start my career. I am proud to be able to contribute towards nation building during the country's extremely critical period of the history. It will be definitely sensible to scale this practice up and to replicate in other disciplines as well.
