Freelance Contract and Piece Work 6/2006-Present
Telecommunications Consultant / Analyst / RF Technician / Site Acquisition/ PM
*Currently under contract in South Florida, working for Sling Broadband LLC at the capacity of
“Wireless Operations Director”.
• Contracting to Sling Broadband. My current duties consist of complete design and
implementation of urban 802.11a and 802.16D/E, Rural WiMAX designs as per USDA and
RUS standards for Federal assistance. Placing Sling on the road to switching platforms
from unlicensed 802.11AB to FCC licensed frequencies, WiFi, WiMax, PtP and PtMP RF
design and engineering, drafting documentation in a database of all radio performance
metrics. E.g. SQL Database of all radio RSSI, link signal strengths, noise floor metrics,
signal to noise ratios, radio operating temperatures, min/max bps on wireless interfaces,
etc. Training technicians, streamlining processes and procedures, implementation and
installation methodologies, disaster recovery, back-bone upgrade (licensed), service and
support.
• Continued consulting, engineering, and support to wireless radio manufacturers, national
and international WISP’s, Carriers, and Last Mile providers.
• Implemented the final design of the Orlando, FL downtown WiFi project for SkyPilot
Networks. I installed and fine tuned the 120+ dual-band wireless mesh radios, installed
backhaul units and multiple ingress and egress gateway locations. This project was for
Smart City Telecom under direct contract of the radio manufacturer SkyPilot Networks.
• Prior to that I did a 6-month contract in Maine – The contract was integrating a disparate
Nortel, Cisco, and Avaya environment across WAN MPLS, PRI, and Internet. This was a
VXML integration with the website portals for the insurance companies. Second phase
was the decommissioning of the proprietary disparate VMail systems. This project was
under contract, however the end client was Unum Provident Insurance Company in Main

and offices in Boston, California, Tennessee, and South Carolina. This project was
specifically to integrate the disparate voice and data communications of three different
Insurance companies after acquisitions and mergers. The main voice focus was to
redefined the call center operations by streamlining IVR and web interfaces with cradle-
to-grave monitoring of the call. This was achieved with a Cisco IPCC and Call Manager at
the integration core.
PRESIDION SOLUTIONS, INC. / INFORMATION SYSTEMS, INC. (ISI) – Jupiter and Orlando, FL 6/2004-6/2006
Telecommunications Manager, ISI (company acquired by Holdings Firm)
Provide superior leadership and a commitment to both profitability and technical excellence by
serving on a special assignment for ISI, a newly formed division of Presidion Solutions, Inc.
Planned and lead efforts to establish reliable communications for areas ravaged by Hurricane Katrina
while overseeing network communications platforms, call centers, and equipment for other major
projects. Coordinated with Rescue International to secure funding and rooftops, tower space, and
property in extremely damaged, resource-deprived locations. Provided hands-on assistance for
technical and humanitarian missions. Assembled and directed the Disaster Recovery Task Force.
Key Achievements:
Successfully deployed 120+ miles of fixed and mesh licensed and unlicensed wireless
technology and equipment within three weeks to create lines of communication for senior
professionals, law enforcement officials, and displaced citizens through out the greater
New Orleans area. 2.4GHz, 5.8GHz, 900 MHz, and licensed frequencies were used in a
hybrid deployment.
Secured locations with a ubiquitous blanket of communications for users such as FEMA,
Homeland Security, U.S. Military, New Orleans Police Department, First Baptist Church of
Slidell (tent city), P&G Folgers Plant (trailer city), and relief personnel from the Red Cross
and Salvation Army.
Demonstrated expertise in multiple simultaneous roles including the implementation and
ongoing daily operations of a global multi-site Cisco LAN/MAN/WAN network leveraging
VoIP off of a Nortel Networks 61c and Call Pilot VM platform which ultimately converged
voice/data/video services. This deployment was implemented over a MPLS primary, and
Internet VPN secondary network that spans the continental U.S., U.K. and Hong Kong. All
leveraging MCI COLO facilities. With the introduction of CRM, CTI, and Symposium Call
Center capabilities; a project with an ROI of >$3 million and a now scalable anticipated
growth rate of 300% in the next 18 months, which will introduce further voice, video,
and data convergence throughout the globalization of the enterprise.
Managed P&L for my department with a CAPEX budget in excess of $5 million and an
OPEX budget just under those figures.
Introduced video conferencing and collaboration with Polycom MGCs and plasma
monitors.
Introduced NICE call recording for quality assurance and Legal Department applications.
Introduced Telecom Help Desk support accountability for all Call Center desktops, CTI
servers, Symposium ACD servers, media servers, IVR servers, and special deployments
of SOHO VPN / VoIP / converged services to the desktops.

Key Achievements:
Saved $2.4 million through proven cost containment, networking, and decision making
skills.
Introduced a SONET ring at the Jupiter core data center facility.
Introduced unified messaging, fax-server applications, Symposium ACD, OCR, Oracle and
other ODBC database CTI integration for the Call Center.
Implemented an interactive (CRM) IVR and workforce management platform that
reduced over one third the payroll processing weekly man hours by automating the
workforce and providing a self service environment. In addition, the same IVR and CRM
with only development costs was utilized to automate the payroll deposits data
manipulation normally a manual process conducted at remote and regional offices. R.O.I
100% in the first month of operation. Overall implementation CAPEX savings of over
$90k for that particular project.

Developed a long-term Nortel Networks PBX and Hybrid Key system infrastructure
solution with outage notifications, escalated levels of service, and a complete design
support infrastructure to achieve the goal of 99% up-time of all systems in the
enterprise.
Streamlined operations and reduced costs by consolidating all carrier and vendor
invoicing processes in 30+ U.S. states, Puerto Rico, Argentina, and Mexico.
Additional streamlining was introduced by implementing a Nortel Call Center that
centralized Medical Billing and IT Help Desk Support with escalations.
Pioneered system analysis, development, and implementation that led to a new complete
Cisco WAN leveraging Frame Relay, ATM, Multi-Layered Internet, and local / long distance
calling to all regional sites. Complimented billing call center offices, enabling the fast and
efficient acquisition integration of Magella Healthcare (in one weekend).
Led domestic and international negotiations to develop the IS infrastructure and Nortel
PBX network in The Caribbean and other global locations, reduce expenses, and improve
productivity, introduced fixed wireless.
