Unlike the two national parties, INC and the BJP, who favour ideological alliances the Federal Front is more of a power sharing agreement amongst disparate regional satraps. The basis of a Federal Front political analysts aver lies in the small regional groups who may not have made up their mind about chances of the two larger national parties. eral Front devoid of centralized high command culture of INC and the BJP is very appealing. However the absence of a defined policy programme and the past experience with such experiments have always resulted in disappointment for the nation. A meaningful alternative to the current polity lies in a gradual development of a common policy and philosophical thrust by the constituents. Likes of Nitish, Naveen, Mamta and Mulayam maybe excellent regional politicians but they lack the vision to be national level leaders.
Past performance is not a guarantee of future results and especially so in Indian electoral context. Of all state and central elections held in India in the new millennium, 81% have thrown up a decisive result. In fact the 2009 election results also surprised political analysts by throwing up a Congress with 200 plus Lok Sabha MPs. In this context and also seen against the catapulting of Narendra Modi to the apex of BJP, does so called Federal Front make any sense? The idea of Federal Front is a rehash
related and self-sustaining in nature, unless intervened upon aggressively. The weak growth of Indian economy has less to do with global economic sentiment and more a result of depressed investment climate, that seeks to punish risk takers. Current account deficit is expected to remain large on account of imports and low confidence in Indias ability to stem its macroeconomic decline in the short term. Similarly inflation has remained sticky or in other words has not come down at an expected pace. Corruption has further compounded growth worries by in-
troducing legal tangles and courts to almost all auction processes and investment decisions in the nation. While the situation may not be alarming it certainly has the portents to be so. India faces a tough external economic climate and a slowing internal economic engine. A currency slide at this stage may set up a downward economic spiral that may take the country years to recover from. While politics of the nation is heating up with its myriad issues, we may very well heed the slide of Rupee as this may impact us the most.
Punjabs health department could do with some urgent resuscitation itself, what with having acquired the reputation of being in the news for the wrong reasons. The latest controversy involving the department is the mass transfer of 523 specialists - over half the strength across the state. Not surprisingly, the transfers have left the government medical community shocked and a prominent body of doctors, the Punjab Civil Medical Services (PCMS) Association, promptly called a twoday strike in protest. Punjab Health Minister Madan Mohan Mittal, who initially maintained that the transfers were irreversible, later cancelled 62 of them, saying these were genuine cases. Among the doctors transferred were three from the health centre in Chief Minister Parkash Singh Badals village, Badal. Their transfers, as expected, were also rolled back. Mittal justified the transfers, saying: The transfers were ordered as we are upgrading nearly 100 hospitals in the state. Some of the transfers were rolled back in genuine cases like health problems of doctors or couples getting posted to different places.
It was October 2011. I knew this would be my last evening with the distinguished Turkish journalist, Mehmet Birand, as we looked over the Bosphorus from my hotel in Istanbul. He had been fighting cancer bravely for quite some time but the extent to which his large frame had shrunk was a clear sign that the disease was getting the better of him. Birand had not allowed the disease to subdue his spirits. Quite to the contrary, he had seldom been as optimistic about Turkeys place in world affairs. His country was not yet sowing the wind in Syria. All these years we have been a docile ally of the West, he said. But today we can hold our head high as an independent nation, a dissident country in the Western Alliance. He enjoyed using the term dissident, like he had been freed from the straitjacket imposed on his nation by the founder of modern Turkey, Mustafa Kemal Pasha. This sense of being freed was, in large measure, attributable to the manner in which Prime Minister Tayyip Erdogan, had expanded his electoral base from 36 percent in 2003, to 42 percent in 2007 and 50 percent in July 2011. Only with this kind of popular support could a government in Ankara tame the army. This Erdogan had effectively managed. The trick to ride the crest of popularity exceeding even Ataturks was to fall back on the formula of independent action in foreign affairs. This, in most Muslim countries, easily translates itself into anti Americanism. When Defence Secretary Donald Rumsfeld, sought passage for US troops into Iraq in 2003, Erdogan refused because 90 percent of the population were opposed to military action. His popularity grew in geometric progression. With a considerable sense of theatre, he walked out on a bewildered Shi-
mon Peres in Davos. He snapped ties with the Jewish state when a Turkish goodwill vessel carrying succor to Gaza was attacked by Israel. This was a total reversal of Turkeys relations with Israel. Quite shrewdly, Erdogan had charted a path which went down well with the Arab street. He played this audacious hand because he knew that retribution would not be visited upon him for being a rejectionist. Turkey had its own protection: it was a member of NATO. Saddam Hussain and Qaddafi had been made examples of. Syria and Iran were in the line of fire. Their guilt? Having the temerity for being independent. That is why Turkey was an awkward dissident in the Western Alliance as Birand put it. Further, as part of its policy of peace with all its neighbours, Ankara had befriended Teheran to a point where the latter was willing to hand over its nuclear material to Ankara for safe keeping. All of this was deeply disturbing. Could Erdogan be manipulated? Ofcourse he could, if only one knew his background. Erdogan and his colleague, President Abdullah Gul, had learnt their paces in politics in the company of Necmettin Erbakan whose Islamist Refah party came to power riding a wave of resentment in Turkey against the televised brutalization of Bosnian Muslims, once subjects of the Ottoman Empire. Guardians of the secular state from the Ataturk era, the Turkish army dethroned Erbakan. But a determined Refah party reinvented itself as a toned down Conservative party without abandoning its Islamist base. Under the leadership of Erdogan and Abdullah Gul, the new Justice and Development party (AK party) strode out. For two and a half terms Erdogan and Abdullah Gul kept up a plausible manner: they were non-ideological, moderate Muslims. Yes, there was an occasional skirmish on trifles like headscarves for women but no
serious threat of a Shariah flag being hoisted on a nation restored by Ataturk. Why, then, did Erdogan manage to shuffle off the moderate image which had caused his reputation to rocket sky high? First, the constitution does not allow a prime minister more than three terms. Thus, Erdogan saw the end of the road for himself in internal politics. He will probably try swapping jobs with Abdullah Gul in 2014-15. But will people let him? After all, 70 percent are opposed to conflict with Syria. Second, the emergence of the Muslim Brotherhood across the Arab world, with a common strand, but different shades, tempted him to project himself as a true disciple of Erbakan to be able to beam his Islamic charisma regionally. Also, he had won three successive elections improving his vote each time. This helped qualify Turkey as something of a model democracy in an Arab world where peoples power could well be the order in the foreseeable future. These were alluring propositions for the AKP leadership but an obvious fact was obscured from their vision: Arabs will accept Ottomans only upto a point. Saudi Arabia and Qatar had joined hands and were playing for very high stakes (a) to scuttle the peoples movement, an essential ingredient in the Arab Spring, which brought down regimes in Tunis and Cairo. They, and the rest of the GCC, were the most vulnerable should Kingdoms and Sheikhdoms ever be threatened. (b) They sought to divert popular discontent along sectarian, Shia-Sunni lines. (c) A major focus of exactly this strategy has been a foreign induced civil war in Syria, hopefully along Sunni-Alawi lines, targeting Bashar al Assad who is being cast in the Western media as some sort of an Alawi ogre. With Assads departure (went the facile theory) Syria would
be removed from the Iran, Hezbollah, Hamas axis. How? What, pray, will come in Assads place? The 148 groups fighting the regime who cant even form a delegation for GenevaII? Listen to Tom Friedman screaming: send a UN force; send a UN force! Look at the nature of the plot and the nave simplicity of the expected outcome. Endorsed by the US and Europe, financed by Saudis and Qataris, helped by Turkey, armed by everyone, groups not dissimilar from the ones the US has been fighting in the AfPak region, are expected to create conditions which will cause a regime change in Damascus. Why will this heartless, remote controlled operation bring about regime change in Damascus? After all, it took a full-fledged US occupation of Iraq, destruction of the Baath structure, wiping out the secret service, killing of Saddam Hussain and all over 10 years, before the US could leave Iraq in the sort of mess that country is in today. Syrian power structure is, in some senses, a mirror image of the Iraqi regime. According to Lakhdar Brahimi, the UN representative in Syria, there are 148 groups, big and small, fighting in the country. Yes, these Islamic brigands can destroy Syria, but not change the regime which is fighting with its back to the wall and has been quite as brutal as the imported Islamists creating mayhem in the countryside. Now that the two sides have fought each other to a standstill, comes the moment of reckoning for the regional promoters of the mayhem. This is the moment that will change the region. Witness the escalating protests in Turkey.
But not all doctors are satisfied with the transfers and the rollbacks. This practice has been going on for years. First order mass transfers and then open up counters to make money to roll them back. Not all doctors are related to VIPs or are influential to get their transfers cancelled. Honest and hard-working doctors will have to suffer in the name of all this for the upgradation of hospitals. Some people will end up paying money to get back their previous posting, said a doctor who had been transferred. In Mohali district, considered the most attractive posting in Punjab and generally managed by highly influential people given its proximity to Chandigarh, the transfers of five doctors were rolled back. Mittal, in the past, has had run-ins with his immediate junior, Chief Parliamentary Secretary (CPS) for health Navjot Kaur Sidhu. The CPS, who is herself a doctor and wife of Amritsar MP and former cricketer Navjot Singh Sidhu, had last year begun raiding government doctors openly doing private practice and running private clinics. After she nabbed a doctor in Mohali, posing as a patient, the police arrested him. While the medical community reacted sharply to the incident, Mittal too added to the controversy by criticizing the move by the CPS. However, she stood her ground on the issue, resulting in an embarrassing controversy for the health department and the Punjab government. Both Mittal and Navjot Kaur Sidhu are Bharatiya Janata Party (BJP) legislators in the state, where the saffron party is in alliance with the Shiromani Akali Dal government.
Vaivasvat Back in the 1990s Lal Krishna Advani was the poster boy of Hindutva brigade and thus persona non Grata for most politicians and media persons who professed secularism as the cornerstone of Indian polity. Such was the level of rage and anger associated with his image that he had to step aside and make way for Vajpayee as the Prime Minister of country in 1996 and further. But then life has a habit of turning full circle and media seems to have found its Advani of the 2000s, Narendra Modi. Ever since the original Iron man sought to alloy his hitherto pristine metallurgy with a tinge of Mercury via a Pakistan visit, he gained in the intelligentsia what he lost in the party, cadre support. The ageing patriarch and his battles in the party have received a sympathetic ear within most big media houses. Ideally this should have marked a turnaround of fortunes for the grand old man of the Indian right. Alas, his party and his ideological support base in RSS has moved on. Looking back on his career the determined man that Mr. Advani is, he must be wondering, being a hardliner denied him the party leadership and now not being one has had the same result. Funny aint it?

Gujarat High Court New Delhi The Supreme Court dismissed a petition of Additional Director General of Gujarat Police Puthvipal P. Pandey challenging an arrest warrant issued against him in the 2004 staged shootout killing of Ishrat Jahan and three others. The apex court bench of Justice Gyan Sudha Misra and Justice Madan B. Lokur said the petitioner, a Gujarat cadre Indian Police Service officer, could not approach them for challenging the arrest warrant issued by a magistrate without approaching the high court. Besides seeking the quashing of the arrest warrant, Pandey had sought the quashing of the second first information report (FIR) filed in the case on the direction of the Gujarat High Court after the investigation was handed over to the Central Bureau of Investigation (CBI). An Ahmedabad magistrate had issued the non-bailable arrest warrant against Pandey May 2. The CBI has told the apex court that Pandey is absconding. Mumbai college girl Ishrat Jahan, Pranesh Gopinath Pilai, Amjad Ali and Jishan Johar were killed by Gujarat Police in a staged shootout June 15, 2004, in Ahmedabad. At the outset of the hearing, senior counsel Shekhar Naphade, appearing for the police officer, told the court that matter may be adjourned for the next day (Wednesday) as Pandey had filed another petition challenging the Dec 1, 2011, high court order directing the registration of the second FIR in the shootout case and handing over the investigation to the CBI. Additional Solicitor General Indira Jaisinh opposed the adjournment plea and said the Gujarat Police officer moved court to challenge the Dec 1, 2011, order of the high court only after she pointed out in the course of the last hearing that the order by which investigation was handed over to the CBI had never been impugned. As Naphade pressed his plea for adjournment, the court said the subject matter of the plea before the court was different from one being raised by him. The court told Naphade that the question was whether plea for quashing of the FIR could be gone into under Article 32 of the Constitution. Jaisinh opposed the suggestion of maintaining status quo till the matter was taken up for hearing, which meant that the warrant against Pandey would not be enforced. As court asked how Pandeys plea for quashing the FIR and arrest warrant was maintainable, Naphade said that all the high courts orders, including the direction for the registration of the second FIR and handing over of the investigation to the CBI, were patently illegal. As the court rejected Pandeys plea for quashing the second FIR and his arrest warrant, Naphade said his petition challenging the Dec 1, 2011, order of the high court could be taken up at a later stage.

New Delhi Accusing the Congress-led UPA government of destroying institutions,, BJP leader Arun Jaitley said that the cost of its Modi-phobia would be paid by the Intelligence Bureau (IB) in the case of the alleged killing of Ishrat Jahan. In an article on the partys website, Jaitley said there were news reports that the CBI has been interrogating senior officers of the IB in the case of alleged killing of Jahan. The cost of the Modi-phobia will now be paid by the IB. Its senior officials will be grilled. They will be asked details of their intelligence collection methodologies. They could be questioned on the legalities of the means deployed by them to collect intelligence, Jaitley said. Jaitley, the leader of the opposition in the Rajya Sabha, questioned the evidence in cases instituted against BJP leaders. In all these cases, political leaders targeted were released on bail. Regimes are not immortal. I hope one day a commission of inquiry will investigate the functioning of the CBI,
its politicisation and all these above cases, he said. Jaitley said media reports and court documents reveal that the IB had received information that a Lashkare-Taiba (LeT) module was active in western India in 2004 to assassinate Gujarat Chief Minister Narender Modi. He said that the IB had alerted Gujarat Police in accordance with its practice. It can be safely presumed that the central intelligence agency was a part of the operation in which the four activists of the module were intercepted and killed in an encounter with the police and security agencies, Jaitley said. Jaitley said a Public Interest Litigation (PIL) was filed in the Gujarat High Court by Jahans mother. In its affidavit, the government of India strongly contested the petition. FBI Angle Jaitley said Pakistani American terrorist David Headley, a mastermind of 26/11 carnage at Mumbai, is believed to have told his interrogators
that Jahan was a key LeT operative. He said LeT, in its mouth-piece Ghazwa Times, had admitted to Jahan being an LeT activist and paid homage to her martyrdom but later disowned its statement. He said IB would be asked by the CBI about authenticity of the intelligence and motives could be attributed to it. Only Pakistan and LeT would have the last laugh. The myopic political regime in Delhi has not realised the significance of destroying institutions. Harass the Gujarat government even if it means destroying Indias security apparatus, the object of the Congress party is clear, Jaitley said. The introduction of the name of the former Home Minister of Gujarat in two cases was based on negligible evidence. When the director of prosecution commented upon inadequacy of the evidence the file noting shows that the senior CBI officials commented that the addition of Amit Shah as an accused was necessary if CBI was to reach the chief Minister, he said.

Patna In an audacious daylight attack, suspected Maoists attacked a passenger train in Bihars Jamui district afternoon, killing a railway police personnel and two passengers, said police and the railway ministry. Three people including a constable of RPF (Railway Protection Force) and two passengers were killed in a Maoist attack on the Patna-bound inter-city train in Jamui, said Jamalpur Superintendent of Police (Rail) Amitabh Das. A railway ministry statement confirmed the deaths. Half a dozen people were injured in the attack, said Das, adding that the attackers fled with the weapons of two RPF personnel. According to district police officials in Jamui, about 180 km from Patna, nearly 100 armed Maoists attacked the train between Bhului and Kunder railway halt. Jamui is considered a Maoist stronghold. Maoists stopped the train by forcibly applying the vacuum brake and opened indiscriminate fire in

which two railway police personnel and some passengers were injured. Three of them, including a RPF personnel, succumbed to their injuries, said an official. Additional Director General of Police S.K. Bhardwaj said in Patna that the Maoists also looted some ammunition and two rifles from the RPF personnel. The main motive of the Maoists attack was to loot arms of the RPF escort party and they succeeded in their attempt, he said. Bhardwaj expressed surprise over the Maoist attack on the train in broad daylight. Maoists usually attack trains in the night but this time they attacked in the day, he said. Bihar police chief Abhyanand has directed the rail police and district police of Jamui and neighbouring districts to launch combing operations against the Maoists. Railway ministry sources in New Delhi said the suspected Maoists, in a bid to snatch the weapons of the RPF personnel on the 1331 Dhanbad-Patna inter-city train service, opened fire at them. They said the security personnel returned the fire and a guard and a RPF constable were injured in the cross-firing. The train, which was detained for around one hour and 15 minutes, had since moved towards its destination and rail traffic was normal on the route, said the sources. Railway Minister C.P. Joshi said preliminary information indicated that it could be a Maoist attack, while Minister of State for Home R.P.N. Singh termed the attack as unfortunate and dastardly. Joshi announced an enhanced ex-gratia amount of Rs.5 lakh to the next of kin of those killed, Rs.1 lakh to a passenger who was grievously injured and Rs.25,000 each to four people (three passengers and train guard) who received minor injuries, said a statement. He said contingents of paramilitary forces, including the Central Reserve Police and the Border Security Force, had been rushed to the spot. Mumbai The Indian Navy has safely disposed of 90 unexploded ordnances, believed to be of World War II vintage, discovered during dredging operations in the Mumbai Harbour over the past few days, a defence official said here. The recoveries were made during operations by two dredgers to widen and deepen the main shipping channel which can improve capability and facilitate movement of higher tonnage and deeper draught vessels for the Mumbai Harbour. The Mumbai Harbours 34-km-long navigation channel serves the Jawaharlal Nehru Port Trust (JNPT), the Bombay Port Trust and also the Indian Navy. The capital project, taken up since April this year, has been severely hampered by the recovery of the UXOs (unexploded ordnance) from the channel. As a result, nearly 80 percent of the channel deepeningwidening work has been left pending.
Government defers decision Police foil Telangana march, hundreds arrested on Jet-Etihad deal
Hyderabad Largescale arrests of Telangana activists here Friday foiled the march called by the Telangana Joint Action Committee (JAC) to press the demand for separate state but the protests at various places in the city threw the normal life out of gear. Hundreds of people including MPs, state legislators, leaders of political parties, students, lawyers, women and others were arrested in Hyderabad and other parts of Telangana to foil the march. Telangana Rashtra Samithi (TRS) has called for a shutdown in Telangana Saturday to condemn the crackdown. TRS chief K. Chandrasekhara Rao demanded immediate release of all those arrested. Hyderabad turned into a war zone with police sealing all routes leading to the Andhra Pradesh assembly to prevent protesters people from laying siege to the building. Sporadic incidents of violence were reported from parts of the city. Top leaders of JAC and legislators were arrested at various places for defying prohibitory orders. While police heaved a sigh of relief over the day passing off without any major trouble, the JAC claimed a moral victory. JAC chairman M. Kodandaram, Srinivas Goud and others were arrested when they gathered at Indira Park to march towards the assembly. Tension prevailed at the site as protestors stoned the policemen deployed in large numbers to prevent any gathering. Police retaliated with tear gas. TRS politburo member Shravan fell unconscious when police were forcibly shifting him. He was taken to a hospital. Osmania University also witnessed violence. Students, stopped by police from taking out a rally, resorted to stone throwing. The police responded with tear gas. Four students were injured in the clashes. Though the day people from various walks of life including journalists and lawyers came out on streets in batches and tried to march toward the assembly. Bharatiya Janata Party (BJP) leader Vidyasagar Rao sustained minor injury in a police baton charge near Indira Park. Police arrested him and party activists when they were took out a rally. BJP state president G. Kishan Reddy, senior leaders Bandaru Dattatreya, Indrasena Reddy and G. Lakshman were also arrested. Legislators of Telangana Rashtra Samithi (TRS), BJP and Communist Party of India (CPI) and those of Telugu Desam Party (TDP) from the region were arrested in the assembly when they staged protests. Two TRS legislators who climbed on the assembly building and hoisted a black flag were brought down and arrested. Other party legislators conducted a mock funeral of Chief Minister N. Kiran Kumar Reddy. The protests by legislators led to the adjournment of the house for the day.
New Delhi The government Friday deferred a decision on approving the proposed stake-sale of 24 percent in Jet Airways to Abu Dhabi-based Etihad Airways. The decision to defer approval for the deal by the Foreign Investment Promotion Board (FIPB) was confirmed by Economic Affairs Secretary Arvind Mayaram. According to sources, the deferral for the Rs.2,058 crore deal came as capital market regulator Securities and Exchange Board of India (SEBI) and fair trade watchdog Competition Commission of India (CCI) sought clarity on some of the sticking issues of the deal like the number of Indian directors on board and the holding pattern of the merged entity. Even some Parliament members have alleged that the government gave huge concession to Abu Dhabi by granting it 40,000 seat per week additional capacity as a quid-pro-quo to facilitate a private party deal. The parliamentary panel on aviation chaired by CPI-Ms Sitaram Yechury is said to be investigating the newlyassigned bilateral air agreement between India and Abu Dhabi. Interestingly, the new bilateral air service agreement between India and Abu Dhabi was signed just hours after the announcement of the JetEtihad deal. However, on May 24, 2013 Jet Airways shareholders had approved the companys plans to offload 24 percent stake to Etihad Airways for around $379 million (Rs.2,058 crore).
The deal was ratified at an extraordinary meeting of Jets shareholders held in Mumbai. That time the company had said that the preferential allotment of shares to Etihad was subject to the fulfilment of certain conditions, including approval of the FIPB and the CCI. On April 24, nearly eight months after the Indian government permitted international airlines to invest in domestic passenger carriers, Jet Airways had announced a 24 percent stake sale to Etihad Airways. The two airlines were negotiating a Jet Airways stake sale since last September. However, the deal was delayed due to investment protection and management control issues. The deal is expected to garner around Rs.2,058 crore ($379 million) for Jet Airways, which will enable the company to service its debts and provide passengers with better connectivity. The Indian domestic passenger carrier is under financial strain of a slowing economy and high aviation fuel taxes. The airline has reported a net loss of Rs.485.50 crore for the year ended March 31, 2013 as compared to net loss of Rs.1,236.10 crore in 2011-12. The companys total income during the quarter under review had increased by 14.76 percent to Rs.17,403.17 crore from Rs.15,173.08 crore in 2011-12. Jet Airways scrip at the Bombay Stock Exchange (BSE) Friday increased by 8.47 percent or 36.65 points to Rs.469.20 per share from its previous close of Rs.432.55.
TRS MPs G. Vivek and Manda Jagannatham and other party leaders were arrested at Nizam Club near the assembly. Another TRS MP, Vijayshanti, and her supporters were also arrested. TRS chief Raos daughter Kavitha was taken into custody at Indira Park. Also arrested were CPI state secretary K. Narayana and his supporters when they tried to proceed towards the assembly. The protests and the unprecedented traffic restrictions hit normal life in parts of the city. The commuters were hit hard by traffic restrictions in a two kilometer radius around the assembly in the heart of the city. There was no impact on life in other parts of the city and the IT district of Cyberabad, the hub of national and multinational software giants. About 15,000 policemen and personnel from central paramilitary forces were deployed as part of the security arrangements. Police entered the office of the Communist Party of India (CPI) and arrested 30 leaders and activists. A party leader was injured in baton charge.

Unacceptable if US found violating Indian privacy laws, says India
New Delhi India said it would be unacceptable if it is discovered that Indian laws on privacy have been violated by the surveillance launched on web users worldwide by the US National Security Agency (NSA). If it is discovered that Indian laws relating to privacy of information of ordinary Indian citizens have been violated we would find it unacceptable, external affairs ministry spokesperson Syed Akbaruddin said at a media briefing in answer to a query. His reaction came following revelations that the National Security Agency (NSA) has been spying on emails, social network activity, listening in on internet calls around the world since 2007. A former CIA agent revealed to the Washington Post and the Guardian newspapers that the US agency has been using tech giants Microsoft, Google, Apple, Yahoo, Facebook, Skype and YouTube to spy on private information of users around the world. The programme, codenamed PRISM has been in operation since 2007. The programme is aimed to monitor foreign communications that take place on US servers. Akbaruddin also said that India is concerned and surprised by revelations that the US intelligence agency may be tapping information secretly, He said that India and the US have a cyber security dialogue that is helmed by the National Security Advisers from both sides. We intend to seek information and details during the consultations between the interlocutors, he said, and added that it is an evolving situation and India would see how the matter unfolds rather than jump to conclusions. Former CIA technical worker Edward Snowden has been identified by the Guardian newspaper as the person who leaked information about US surveillance programmes.

New Delhi The Supreme Court dismissed a petition of Additional Director General of Gujarat Police Puthvipal P. Pandey challenging an arrest warrant issued against him in the 2004 staged shootout killing of Ishrat Jahan and three others. The apex court bench of Justice Gyan Sudha Misra and Justice Madan B. Lokur said the petitioner, a Gujarat cadre Indian Police Service officer, could not approach them for challenging the arrest warrant issued by a magistrate without approaching the high court. Besides seeking the quashing of the arrest warrant, Pandey had sought the quashing of the second first information report (FIR) filed in the case on the direction of the Gujarat High Court after the investigation was handed over to the Central Bureau of Investigation (CBI). An Ahmedabad magistrate had issued the non-bailable arrest warrant against Pandey May 2. The CBI has told the apex court that Pandey is absconding. Mumbai college girl Ishrat Jahan, Pranesh Gopinath Pilai, Amjad Ali and Jishan Johar were killed by Gujarat Police in a staged shootout June 15, 2004, in Ahmedabad. At the outset of the hearing, senior counsel Shekhar Naphade, appearing for the police officer, told the court that matter may be adjourned as Pandey had filed another petition challenging the Dec 1, 2011, high court order directing the registration of the second FIR in the shootout case and handing over the investigation to the CBI. Additional Solicitor General Indira Jaisinh opposed the adjournment plea and said the Gujarat Police officer moved court to challenge the Dec 1, 2011, order of the high court only after she pointed out in the course of the last hearing that the order by which investigation was handed over to the CBI had never been impugned. As Naphade pressed his plea for adjournment, the court said the subject matter of the plea before the court was different from one being raised by him. The court told Naphade that the question was whether plea for quashing of the FIR could be gone into under Article 32 of the Constitution. Jaisinh opposed the suggestion of maintaining status quo till the matter was taken up for hearing, which meant that the warrant against Pandey would not be enforced. As court asked how Pandeys plea for quashing the FIR and arrest warrant was maintainable, Naphade said that all the high courts orders, including the direction for the registration of the second FIR and handing over of the investigation to the CBI, were patently illegal. As the court rejected Pandeys plea for quashing the second FIR and his arrest warrant, Naphade said his petition challenging the Dec 1, 2011, order of the high court could be taken up at a later stage.

The State of Israel categorically denies having sold military equipment of any kind to Pakistan, Israels defence ministry said in a statement released to the media. Israel would not do anything that could undermine Indias security. The ministry said Israel has a strategic relationship with India, the strongest democracy in the world - which, like Israel, deals with terrorist threats and serves as a major anchor in global international relations. The State of Israel does nothing that could compromise its excellent relations with India, it said. The ministry issued the statement following a report in the Haaretz newspaper which cited official reports from Britain indicating that Israel had sold defence equipment to Pakistan and other countries such as Morocco. In the statement, the ministry officials said that within the next few days, Israel would ask the Department for Business, Innovation and Skills, which is responsible for issuing export permits in Britain, for details of the information that was published in the official reports, Israeli media reported Wednesday. Defence cooperation has been critical to the expansion of ties between India and Israel since the establishment of bilateral diplomatic relations in 1992. Kolkata As the West Bengal Police chief disputed National Crime Records Bureau figures that the state recorded the highest number of crimes against women, the opposition CPI-M accused the top police officer of talking like his boss Chief Minister Mamata Banerjee. The CPI-M leader also contested the governments view that recording of crimes against women had increased during its rule. New Delhi The political drama around the rise of Gujarat Chief Minister Narendra Modi threatened to impact Bihar, with the states ruling JD-U expected to snap its 17-year-old alliance with the BJP and the impending development triggering talk of a third front ahead of next years Lok Sabha polls. Even while veteran BJP leader L.K. Advani is learnt to have launched a firefight by talking to Janata DalUnited (JD-U) stalwarts, the saffron party said it was prepared to sit in the opposition in Bihar. In Kolkata, days after giving a call for a non-Congress, non-BJP federal front of regional parties, West Bengal Chief Minister Mamata Banerjee said she spoke to Bihar Chief Minister Nitish Kumar and Odisha Chief Minister Biju Patnaik. While Nitish Kumar virtually controls the JD-U, Patnaik heads Biju Janata Dal. Both are regional outfits. In Patna, a JD-U leader indicated that the alliance with the BJP could be over soon. Only a formal announcement is to be made for snapping ties with the BJP, said the leader, considered close to Nitish Kumar. A number of party leaders, including ministers, held discussions with Nitish Kumar at his official residence. Hyderabad Telangana Rashtra Samithi (TRS) disrupted Andhra Pradesh state assembly, demanding passing of a resolution for carving out separate Telangana state. Speaker N. Manohar adjourned the house twice for half-an-hour each and the third time for the day as the TRS members did not allow him to conduct business of the house. Raising slogans of Jai Telangana, the TRS members refused to leave their position at the speakers podium till an assurance from the government on passing the resolution. The state government has already rejected the demand, saying the issue is before the central government. As soon as the house met for the day, the speaker rejected the adjournment motions sought to be moved by TRS, the main opposition Telugu Desam Party (TDP) and other opposition parties on various issues. The TDP wanted a debate on the problems faced by farmers, while TRS and Bharatiya Janata Party
(BJP) insisted on Telangana resolution. The TRS legislators were on their feet, demanding the speaker to direct the government to move a resolution. They trooped out and surrounded the speakers podium. Amid the din, the chair adjourned the house for half-an-hour. There was no change in the situation when the house re-assembled. Finance Minister Anam Ramnarayana Reddy appealed to opposition to allow smooth functioning of the house. As the bedlam continued, the speaker adjourned the house for the second time. When it re-assembled, the TRS continued their protest. Legislative Affairs Minister D. Sridhar Babus repeated appeals to cooperate with the speaker were ignored by the TRS. As the agitating members refused to resume their seats, the speaker adjourned the house for the day. The second phase of the budget session, which began Monday, is scheduled to continue till June 21.

This effectively kept the Goans in the dark about the rest of the country, let alone rest of the world, he said, adding that in spite of all efforts by the Portuguese rulers, Goa still retained its Indian cultural roots, albeit a distinct one. Parrikar also tried to carve a distinction between the demands for special status from other states like Bihar and Odisha, whose leaders have been demanding a hefty financial package from the central government. Goa is not seeking special status for financial benefits, but to preserve and protect its unique identity, Parrikar said. Large scale migration is diluting the Goan identity, apart from changing the demography. On account of largescale land purchases by outsiders, land rates have skyrocketed and local Goans are not able to afford a roof over their heads, Parrikar said, making a case for protecting the unique Goan identity by providing constitutional protection to control and regulate sale and transfer of land to non-Goans, including foreigners. Releasing the final census of India 2011 figures for the state, joint chief principal census officer C.S. Sapru said: In the zero to six age group with 834 females per 1,000, males Haryana has the lowest sex ratio in the country followed by Punjab at 846 and J&K at 862. Developed countries in Europe have maintained the overall sex ratio at 1,000 females per 1,000 males because of their development, education and planning, Sapru said. In India, states with a better sex ratio in the zero to six age group are Tamil Nadu and Andhra Pradesh, both at 993. The good news for J&K in this segment is that the Ladakh region, which has a 100 percent scheduled tribe population, has an encouraging sex ratio of 1,016 females for 1,000 males in the zero to six age group, the census officer said. He said that the census figures provide voluminous data on population that can be used for planning. The delimitation of constituencies for parliamentary and assembly elections is also based on the Census of India figures. We can compare the figures of 2001 and 2011 to see what progress we have made. The population of India today stands at 121 crore, which is second to China at 131 crore and larger than the US at 31 crore. Among Indian states, Uttar Pradesh has the highest population of 17 crore followed by Maharashtra at 11 crore and West Bengal at nine crore. J&K forms one percent of the countrys population at 1.25 crore, Sapru said. Once trained, the services of doctors will be utilised in the upcoming cancer treatment centres at Patiala, Amritsar, Faridkot, Bhatinda, Mohali and Sangrur, he said. Centre director R.A. Badwe assured the chief minister that a high level team would be deputed soon to visit Bathinda and Patiala for chalking out the training programme. adwe said that the centre would soon open a state-of-the-art radiotherapy hospital at a cost of Rs.22 crore in Sangrur, which would be equipped with ultra-modern machines. He added that the centre was awaiting permission of the union government to set up the hospital. Bathinda, Mansa, Sangrur, Barnala and Muktsar district in south-west Punjab, which comprise the states Malwa belt (south of river Sutlej), are the worst affected by cancer cases. Most surveys and reports have indicated that the high incidence of cancer is owing to excessive use of pesticides by farmers in this belt which is known for high agricultural productivity. The door-to-door health department survey covered nearly 97 percent of Punjabs 2.70 crore population and had brought out glaring figures of cancer deaths and the spread of the fatal disease in the agrarian state. New Delhi The Supreme Court said that admission to the under-graduate and postgraduate medical courses would be subject to the final outcome of the petitions challenging the Medical Council of India's decision requiring that candidates clear the National Eligibility Entrance Test. The apex court bench of Justice Gyan Sudha Misra and Justice Madan B. Lokur said this on an application filed by NGO Sankalp, seeking direction that the private medical colleges which were enrolling students on the basis of their own entrance tests should admit only those students who had appeared in the NEET and secured at least 50 percent marks. Appearing for the NGO, counsel Prashant Bhushan told the court that the interim order passed by the apex court May 13 was not clear as it had allowed the declarations of the results of the entrance examinations conducted by the Medical Council under the NEET and by various private colleges but did not spell out
how admissions would take place. Bhushan said there could be a situation that a student, who had appeared in the NEET but did not secure 50 percent marks, gets admitted to a private medical college. "Why they admit students who get zero in exams conducted by the MCI," Bhushan asked and submitted that "those students who have not secured minimum eligibility marks in the NEET may not be granted admission". This suggestion was opposed by senior counsel P.H. Parikh, appearing for a college, who said that the minimum percentage of marks for the successful candidate was 50 percent even in the entrance tests conducted by the private medical colleges. Parikh said that if admissions were not to be made on the basis of the entrance test conducted by the private medical colleges, then what was the purpose of declaring the results. Parikh appeared for Christian Medical College.At this, Justice Misra asked: "Don't you think it would be in our interest if we admit good students?"The apex Court by its May 13 order allowed the declaration of results of MCI's NEET and also of tests by private medical colleges to facilitate the admissions for the current academic year.

The man who tirelessly crisscrossed Gujarats roads and alleyways on a scooter, building the BJP brick by brick is now in the drivers seat. Narendra Modi is now all set to chart a strategic course for the partys victory in the 2014 Lok Sabha polls. Modis ability to first convert adversity into opportunity, and then leapfrog from one milestone to the next has been one of the reasons behind the 62-year-old leaders phenomenal rise in the BJP ranks. Born as Narendra Damodardas Modi in Mehsana district in north Gujarat, the bespectacled chief minister helped his father run a tea stall, say his aides. The journey from a young boy with humble, lower middle class roots boiling tea and serving savouries to making thousands of party workers and leaders eat out of his hands has been a fascinating one. His first tryst with public life was in his teens as a Akhil Bharatiya Vidyarthi Parishad (ABVP) volunteer after which he almost automatically upgraded himself to its mother forum, the Rashtriya Swayamsewak Sangh. His political life kicked off when he joined the BJP in 1987 and became the general secretary of the Gujarat unit within a year. RSS veterans recall how Modi, who had shown much promise, had been instructed by the Sangh leaders to attend political meetings and rallies, to learn the art of politicking from upclose. The quiet student did not miss out on much. Pundits say his proximity to L.K. Advani when he organised the Ram Rath Yatra, from Somnath to Ayodhya in 1990, welded into a fruitful relationship, especially after the Rath yielded the party both political and electoral winnings. Modi also organised Murali Manohar Joshis Kanyakumari-Srinagar Ekta Yatra in 1991 when Joshi was the party president. In 1995, he was appointed national secretary of the party. In 1998, he was promoted as the general secre-
tary (organization), a post he held until October 2001 when he was chosen to be the chief minister of Gujarat, says Modis biographical note on his website. The BJP government in Gujarat was led by senior leader Keshubai Patel, whose government was facing allegations of corruption and sluggish administration. Modi replaced Patel, a man he had helped to win the preceding election. Modis present day identity is largely influenced by the 2002 Godhra violence, and his government was blamed for allegedly conspiring with the Hindu rioters. The charge has stuck for over a decade. Then prime minister Atal Bihari Vajpayee had indirectly asked Modi to step down, saying he should abide by raj dharma, during a BJP meeting in Goa in 2002. Modi had faced the prospect of being sacked only after a few months in office. But his networking and abilities saw him through, once again. Backed by Advani, Modi managed to save the day, and won resounding success in 2002 where he won 128 out of 182 seats by playing the Hindutva card. That victory helped him purge nearly all opposition from within the party. Some, BJP insiders say, were cornered into calling it quits. Under Modis leadership, the BJP won Gujarat again in 2007 and 2012. Modi became a symbol of development and the partys ability to deliver good governance. The appointment of Modi as the chairman of the partys election management committee has now ensured him transition from a heavyweight in state politics to a man seeking to make a mark on national polity. It is a sign that the age of patriarchs like Vajpayee, Advani and Joshi is now past. In the age of Twitter, Facebook and blog updates, the time of the tech savvy, bespectacled and bearded Modi may have just arrived.

The controversial BJP decision to elevate hardliner Narendra Modi to run the partys campaign in 2014 elections and ruthlessly sideline a leader such as L.K. Advani is bound to damage its image, but let us not forget that it is a decisive victory for the RSS, which forced BJP President Rajnath Singh, from behind the scenes, to go ahead with the drastic step. Hardline groups such as RSS, Shiv Sena and Vishwa Hindu Parishad have been waiting in the wings for decades to somehow harden the BJPs Hindu nationalist image by encouraging leaders like Modi to lead the party campaigns and also the party. Surprisingly, some BJP leaders and most of the Indian media are describing it as a personal feud between a senior and a junior leader of the party. But apparently it is more than that. Advani realizes that Modi is perceived as a divisive and controversial force that can damage the partys chances of heading a coalition in 2014. Who can deny that Advani is the same leader who in the past did step aside when he realized that Atal Behari Vajpayee would prove to be a better prime minister for the party than him. Anyhow, the appointment of Modi as the chairman of the BJPs 2014 Election Management Committee has set the stage for next years Lok Sabha elections, which now will be a contest between Modi on one side and Congress vice president Rahul Gandhi on the other. So the fight will now be between the two parivars - the Sangh Parivar and the Gandhi Parivar. It is very convenient for the Sangh Parivar to say that the ongoing feud is nothing more than a manifestation of the internal democracy of the party. But the fact remains that the old guard has openly expressed its concern that elevating a known Hindu hardliner as the top national leader in the party could be a big gamble in todays India. The simple reason is that the number of hardline Hindu voters in India is much less than the total number of liberal Hindus and minorities combined. Modi sees his leadership as the best bet for the BJP in 2014 polls. He cites his three consecutive victories in the Gujarat elections, his rapport with Indias top industrialists and the economic development he has achieved in Gujarat as his top qualities to be projected as the prime ministerial candidate. Although his personality
is not charismatic, his ability to rebutting the Congress party slogans is great and his criticism of some of the present government policies is valid. But the problem is he also carries the taint of the 2002 Gujarat riots and an almost visceral hate for Muslims. There was a time in 2004 when the most accepted BJP leader and then prime minister Vajpayee also distanced himself from Modi. He had asked Modi not to discriminate between Hindus and Muslims in the aftermath of the 2002 Gujarat violence and had pushed for his resignation as chief minister. And when the BJP lost the elections, Vajpayee held the violence in Gujarat as one of the main reasons and acknowledged that not removing Modi immediately after the Gujarat violence was a mistake. Modi, instead had tried to equate the Gujarat violence with the 9/11 terror attacks in the US and responded to a newspapers criticism that compared him to Hitler by saying: I have not read and I would not like to read (the criticism). Perception matters a lot in politics. And when one talks to Indian voters and watches the TV talk shows about Indian politics, Modis image comes across as a dictatorial leader who has never felt any need to express any regrets about the 2002 riots, who is ruthlessly in a hurry to rule India and who doesnt care about the countrys minorities and feels that his party can win the elections with the support of just the Hindu majority of the country. Modi, according to some experts, comes across as a crude politician who does not have any political sanskars and does not have an open mind and the charisma for running a country like India. The way Modi sent his supporters to demonstrate outside Advanis home in Delhi; the way he treated a whistle blower (senior IPS officer Kuldip Sharma) who exposed some of his controversial actions, and the way he allegedly shunned his wife are some clear indications that he can use any means to achieve what he thinks is right. Deep down he is an authoritarian man ill at ease with dissent. Even his wife has alleged that she is afraid of losing her job and livelihood if she says something against her politically powerful husband. The bottom line is that Modi is now set to face Rahul Gandhi, who, in a total contrast to Modis clamouring approach for the prime ministerial post, is using the renunciation approach with a touch of magnanim-
ity. Rahul Gandhi has said he is in no hurry to become the prime minister because at first he wants to work for the unity of his party. But Rahul Gandhi also has a perception problem. He comes across as a young man who has no experience at all of holding any position in the government or otherwise. His critics say he is surrounded by the most ineffective cronies led by a very insecure adviser like Kanishka Singh, who for his own job security has been limiting Rahul Gandhis exposure. The critics also say if he becomes the prime minister, it will not be because of his ability but because he is a member of the Gandhi dynasty. But it is also clear that Rahul Gandhis sanskars are solid. When he says becoming the prime minister is not his top priority, he means it. He did not say he does not want to become the prime minister, but only that it is not his top priority and that the party comes first. Rahul has perhaps inherited this quality from his mother. For years after Rajiv Gandhis assassination, Sonia Gandhi kept on rejecting the party leadership until one day all senior politicians, who were fighting over it, forced her to become the Congress chief. So at a time when cracks are appearing in the BJPs unity, Rahul Gandhi comes across as a Congress leader who is trying to unite his Congress party by making it more democratic and giving more power to the middle ranks. The young Congress vice-president, it seems, is following his fathers footsteps. But, unlike his father, he doesnt seem to be in a hurry to implement the changes overnight. Rahul Gandhi, with his hard work and interaction with the grassroots for the past nine years, probably realizes, more than his father did, how murky and ruthless Indian politics can be. And perhaps he also realizes that once he is able to democratize the party and empower the neglected ranks in the Congress, he will automatically become their natural choice for leading them in parliament. Whatever the results, one thing is certain that next years Lok Sabha elections are bound to have far reaching repercussions for Indian politics. Also, the RSS victory in forcing the BJP to sideline the more acceptable moderate leaders and elevate a Hindu hardliner for the 2014 polls can prove to be a tipping point for the worlds largest democracy.

Narang, a professor of political science at the Indira Gandhi National Open University, felt Modi can succeed if there is no factionalism in the BJP. He said Modi would have limited appeal for people in rural areas as they were not drawn by his vaunted growth rhetoric. People in rural areas would be largely influenced by caste and local issues in the next Lok Sabha election, he said. In the urban electorate, there is a intellectual class opposed to Modi, Narang pointed out. Referring to criticism about the personality cult associated with Modi, Narang said the Gujarat chief minister could be more consultative in his new role. While the BJPs old guard is edgy about Shahs entry into UP politics, the new generation leaders feel the newly-appointed general secretary in-charge of the partys state unit could bring in the much awaited generational change. The popularity of the Bharatiya Janata Party (BJP) has been on the decline in the state for the last one decade. Those were heydays of the Ram Janma Bhoomi movement, an old-timer pointed out while admitting that such a spectacular turnaround is not possible now. He, however, conceded that Shah could be a polarising factor in the state, which is on the boil due to minority appeasement policies of the Samajwadi Party (SP) government. We are very hopeful that Amit Shahs entry into UP will reap rich dividends for us, said BJPs state spokesperson Vijay Pathak. Modi had begun his new innings on a high note, declaring after the BJPs national executive meeting in Goa Sunday that a job well begun, is half won. But the words sounded hollow as Bharatiya Janata Party patriarch L.K. Advani resigned from his three organisational posts Monday, taking the focus away from Modis newfound stardom. Advanis dramatic resignation and subsequent withdrawal of it from party posts. And, if possible, to mollycoddle the patriarch and usher him back to a comfort zone within the BJP. One did not need a crystal ball to realise over the last few weeks that Advanis relations with Modi, who Sunday overrode intra-party dissent and differences to emerge as the BJPs face for the 2014 polls, had soured. Advani, who along with Atal Behari Vajpayee founded the BJP, the successor to the Bharatiya Jana Sangh, in 1980, had given the three-day national executive meet of the party in Goa a miss for the first time ever, citing health reasons. Several leaders, including some from the Advani camp, too had stayed away from the June 7-9 conclave. These included Yashwant Singh,
Jaswant Singh, Shatrughan Sinha, Varun Gandhi, Uma Bharati, and Ravishankar Prasad. And from what insiders told during the conference, especially after the leaders doodling with ominous metaphors on his blog, Advanis hurt was evident. There is a sense of uneasiness among some leaders because Advani was overlooked in a way. This gap is very important to be filled, a BJP leader claimed minutes after the Modi announcement. Another senior party leader was worried about the control-obsessed Gujarat chief minister creating a single power pole in the BJP. This, it is feared, could have a negative impact on the democratic structure of the party. The embarrassment caused by the resignation of a leader of Advanis stature has already cut a deep gash in the BJP cadres psyche. It will also allow other parties, especially the Congress, to jab at the BJP
at will, especially because the latters guard is down and the partys leaders, dazed and stunned by the development. Goa MP Shripad Naik says Modis popularity and a craze for him would help reap dividends for the BJP. He feels Advani should have exercised restraint and not resigned at this juncture. An expert on the Sangh Parivar, Pralay Kanungo, says the challenge will be to temper the atmosphere in the party. It is a difficult beginning for Modi. How he proceeds from here will decide the partys fate in the general election and establish him as the prime ministerial candidate, Kanungo told. Kanungo says that charm and popularity arent enough to carry along a party. For Modi to prove himself efficient and a true leader, it is important for him to manage the differences. Mumbai A Mumbai community NGO Friday strongly objected to what it termed a blasphemous item number featuring starlet Kavitta Verma, likely to be shown in the forthcoming Bollywood movie Policegiri. The NGO, Catholic Secular Forum (CSF), has written to the movie producers and the Censor Board protesting the scantily-clad Kavitta allegedly performing the item number wearing a rosary with its cross positioned on her belly. The community is concerned. The rosary which she is shown wearing around her neck has its cross positioned on her belly , CSF general secretary Joseph Dias told IANS. Terming this as totally unacceptable, Dias pointed out that Christians respect the rosary which they use to intercede with Mary, the mother of Jesus, and reflect in prayer on the various stages in the life of Jesus Christ.
He said that the producer of the movie, T.P. Aggarwal, had assured them that the objectionable scenes would not be shown in the movie, due for release July 5. However, Dias said that in case the producer still goes ahead and depicts the scene, the CSF would initiate criminal proceedings against the makers of the movie. Dias further urged the Censor Board to ensure that the offensive scenes were deleted from the movie before giving it clearance for release. Incidentally, Policegiri was among the handful of movies completed by incarcerated Bollywood actor Sanjay Dutt before he went to jail to complete his sentence in the 1993 Mumbai serial blasts case last month. the supermassive black holes. The research group previously identified nine black hole candidates within the region covered by the Chandra data, and the present results increase the total to 35. Eight of these are associated with globular clusters, the ancient concentrations of stars distributed in a spherical pattern about the center of the galaxy. This also differentiates Andromeda from the Milky Way as astronomers have yet to find a similar black hole in one of the Milky Ways globular clusters. Seven of these black hole candidates are within 1,000 light-years of the Andromeda Galaxys center. That is more than the number of black hole candidates with similar properties located near the center of our own galaxy. This is not a surprise to astronomers because the bulge of stars in the middle of Andromeda is bigger, allowing more black holes to form. When it comes to finding black holes in the central region of a galaxy, it is indeed the case where bigger is better, said co-author Stephen Murray of Johns Hopkins University and CfA. In the case of Andromeda we have a bigger bulge and a bigger supermassive black hole than in the Milky Way, so we expect more smaller black holes are made there as well.
This new work confirms predictions made earlier in the Chandra mission about the properties of X-ray sources near the center of M31. Earlier research by Rasmus Voss and Marat Gilfanov of the Max Planck Institute for Astrophysics in Garching, Germany, used Chandra to show there was an unusually large number of Xray sources near the center of M31. They predicted most of these extra X-ray sources would contain black holes that had encountered and captured low mass stars. This new detection of seven black hole candidates close to the center of M31 gives strong support to these claims. We are particularly excited to see so many black hole candidates this close to the center, because we expected to see them and have been searching for years, said Barnard. Washington Amid a raging controversy over a sweeping US Internet surveillance programme, top tech companies in a concerted move have asked the government ease the secrecy surrounding national security investigations. Google, Facebook and Microsoft in requests echoed by a top official from Twitter also asked US officials Tuesday to lift long-standing gag orders covering the nature and extent of information collected about Internet users by the National Security Agency. In an open letter to Attorney General Eric H. Holder Jr. and FBI Director Robert S. Mueller III Google sought to be allowed to significantly expand its semiannual transparency reports on the information sought by courts and police worldwide. Google has nothing to hide, wrote Chief Legal Officer David Drummond. Facebook soon after issued a statement suggesting that it may start publishing its own transparency reports - a move the company has long resisted. We urge the United States government to help make that possible by
allowing companies to include information about the size and scope of national security requests we receive, and look forward to publishing a report that includes that information, wrote Ted Ullyot, general counsel to Facebook. Microsoft issued a statement as well, saying that greater transparency would help the community understand and debate these important issues. New Delhi India ranks 141st out of 162 in this years Global Peace Index (GPI), released. Despite an increase in military expenditure, India made positive gains in its level of peace after reductions in deaths from internal conflict and the level of perceived criminality in society. Globally, a dramatic rise in the number of homicides and more countries, 59, increasing their military expenditure as a percentage of GDP were the key drivers in making the world a less peaceful place, according to the 2013 GPI. This years findings underline a 6-year trend showing a deterioration of 5 percent in global peace. In this time, 110 countries have seen their score deteriorate while only 48 became more peaceful. The economic impact of this 5 percent loss in peace came at a cost to the global economy of $473 billion last year, or the equivalent to almost four times Official Development Assistance (ODAs) in 2012. Soon after the acquisition, the merger was proposed. However, the same was delayed due to various disputes both in India and abroad. Mahindra Group on March 21 last year had announced the amalgamation of its two technology companies. This merger is a key part of our strategy to deliver industry leading performance and this would make us a company with an annual revenue of $2.4-billion approximately, with more than 75,000 workforce and over 350 active clients across 54 countries, Tech Mahindra vicechairman and managing director Vineet Nayyar, who is also chairman of Mahindra Satyam, had said. The merger proposal was cleared by various bodies, including the Competition Commission of India, BSE Ltd, National Stock Exchange and
the Bombay High Court. The companies had informed the exchanges that their boards approved the merger with an exchange ratio of 2:17. It means two equity shares of Rs.10 each of Tech Mahindra will be given for every 17 shares of Rs.2 each of Satyam. Opposing the ratio, the minority shareholders had filed a petition in Andhra Pradesh High Court. They had alleged that Mahindra group fixed the swap ratio in its favour. The management of Mahindra Satyam had announced last month that four-year turn-around was over. The turnaround of Mahindra Satyam is symbolically and practically complete, Nayyar had said. He also said the merger would open a new chapter for the company. Mahindra Satyams revenues during 2012-13 were Rs.7,693 crore, 20.3 percent more than the Rs.6,396 crore in the previous year. The total number of employees of the company stood at 36,067 as of March 2013.
New Delhi The Indian automobile industry closed last month producing 4.08 percent lesser number of vehicles as compared to May 2012 while the overall domestic sales during AprilMay this year declined 0.64 percent over the like period last year, the Society of Indian Automobile Manufacturers (SIAM) said. The industry produced 1,737,548 vehicles in May 2013 as against 1,811,515 in May 2012, decline of 4.08 percent over the same month last year. The overall domestic sales during April-May 2013 declined by 0.64 percent over the same period last year, SIAM said in a statement. According to SIAM, the overall sales in passenger vehicles declined by 8.56 percent during April-May 2013 over the same period last year. However, within the passenger vehicle segment, sales of cars and vans dropped by 11.33 percent and 10.88 percent while sales of utility vehicles grew by 4.08 percent during AprilMay 2013 as against comparable period last year. The overall commercial segment registered slide of 5.20 percent in AprilMay 2013 as compared to the same
period last year. Medium and heavy commercial vehicles (M&HCVs) registered negative growth of 12.11 percent and light commercial vehicles also dropped by 1.36 percent. Three-wheelers sales recorded marginal growth of 1.47 percent in AprilMay 2013 over the same period last year. Passenger carriers and goods carriers grew by 1.48 percent and 1.44 percent respectively in AprilMay 2013 over April-May 2012, SIAM said. Two-Wheelers registered marginal growth of 1.04 percent during AprilMay 2013 over April-May 2012. Within the two-wheelers segment, mopeds and motorcycles declined by 11.45 percent and 1.38 percent, respectively, while scooters grew by 13.88 percent in April-May 2013 over April-May 2012. During April-May 2013 overall automobile exports declined by 8.62 percent. Exports of passenger vehicles and three-wheelers grew by 7.34 percent and 26.53 percent, respectively, while commercial vehicles and two-wheelers dropped significantly by 19.62 and 16.50 percent, respectively, in April-May 2013 over April-May 2012.
Bhubaneswar State-owned National Aluminium Company Limited (NALCO) said it has commissioned its second wind power project in Rajasthans Jaisalmer district. The Bhubaneswar headquartered aluminium producer, which has been foraying into other metals and energy sectors, had earlier commissioned its first wind power plant of 50.4 megawatts capacity at a cost of Rs.274 crore at Gandikota in Andhra Pradeshs Kadapa district last December. The wind power plant in Rajasthan is being executed through Gamesa Wind Turbines Private Ltd, which involves erection of 56 wind turbines. The Rs.283 crore-project would have a generation capacity of 47.6 megawatts. One part of the project has been commissioned successfully and power production has commenced from 18 wind energy generators, the company said in a statement. The plant is scheduled to commence full production by August 2013, it said.
Chennai The second unit at the Madras Atomic Power Station (MAPS) is likely to start functioning only by the end of September, when the installation of a new transformer is expected to be completed, a senior official said. The unit, belonging to Indias atomic power plant operator Nuclear Power Corporation of India Ltd (NPCIL), was shut down last month after a fire damaged its transformer. We have placed an order for a new transformer with TELK (the Kochi-based Transformers and Electricals Kerala Ltd). It will take three months for us to restart the unit. By September end the unit is expected to start functioning, MAPS station director T.J. Kotteeswaran told IANS over phone from Kalpakkam, around 70 km from here. According to him, TELK has started its part of the work and it would cost NPCIL around Rs.8 crore. The burnt transformer is around 30 years old, and was supplied by Asian power equipment major Bharat Heavy Electricals Ltd. (BHEL). Similar transformers are not in its production line. Queried about the earlier plans of bringing a BHEL transformer from its Jhansi unit in Madhya Pradesh, Kotteeswaran said: Actually, it was not made for us. Some modifications would need to be done to suit our needs. He said the time that BHEL would take to do the modifications and transport the transformer would be more or less the same as the time TELK would take to manufacture and supply it to the Chennai unit. As TELK will be making the transformers as per our needs, we decided to go for that, Kotteeswaran said. A BHEL official said: We had located a transformer that can be modified to suit MAPS. The transformer was slated for Syria.
But owing to the problems in that country the shipment has been delayed at the request of the Syrian client. The MAPS, run by NPCIL, has two reactors of 220 MW each, but they have been functioning below their rated capacity owing to paucity of fuel. On April 15 morning when the reactor was operating at 110 MW, the unit tripped due to a fault in the generator transformers high-voltage bushing, and the reactor was shut down. The unit was restarted prior to that after a 40-day maintenance shutdown. Due to the generator transformer failure, the reactor turbine stopped and the reactor was gradually shut down, following due procedure. Kotteeswaran said the first unit is operating normally, feeding 170 MW to the grid. In August 2012, two reactors at MAPS shut down automatically after a critical component (breaker) in the 230 KV switchyard tripped, resulting in power supply failure to the reactors. Both reactors shut down their operations and restarted a couple of days later. According to Kotteeswaran, the MAPS operational licence is valid till 2014. Every nuclear power plant in India has to renew its operational licence once in five years. After the accident in Fukushima reactors in Japan, additional safety measures have been suggested by the Atomic Energy Regulatory Board to NPCIL for its units. The NPCIL has also been asked for an implementation roadmap. Till such time, the units are given limited period licence. Meanwhile NPCIL is taking a series of measures as a part of its corporate social responsibility at Kalpakkam and surrounding places like building of bus shelters, overhead water tanks, improvement in the local school laboratories

New Delhi With expenditure on food, living expenses and stay rising sharply due to the weakening rupee against the dollar, Indian students aspiring to study abroad have been hit hard. Since March 2012, the rupee has weakened by 15 percent and it is under pressure due to the growing concerns over the current account deficit. It hit a record low of 58.98 against the dollar Tuesday. As per Assocham, fees for studying in the US ranges from $20,000 to 30,000 (around Rs.12 to Rs.18 lakh) for undergraduates and from $30,000-40,000 (around Rs.18 to 23 lakh) for MBAs. Due to the slide in the rupee, students will now have to pay an extra Rs.2 to 4 lakh. The application fee, examination fee and the tuition fee, even the cost of living will be higher for the students, said D.S. Rawat, secretary general of Associated Chambers of
Commerce and Industry of India (Assocham). Students planning for next years admission will also have to pay more for TOEFL, GRE and GMAT application forms, apart from the admission forms of foreign universities that range anywhere between $50 and $500 (Rs.3,000 and 30,000) depending on the institute. RBI (Reserve Bank of India) should actively sell dollars rather aggressively and tame it. On its part, the finance ministry should continue to take more measures to encourage capital inflows then only rupee will regain its strength, added Rawat. As per Assocham, of the 6 to 8 lakh students that go abroad for studies from India every year, about a lakh go to the US, followed by Britain, Australia and South East Asia. The quantum of currency that goes abroad is approximately Rs.100,000 crore.
Reunion Island The signing of an agreement between Indian Oil Corporation and the French island of Reunion for import and distribution of refined petroleum products marks a key milestone in the efforts of the Indian Ocean island to develop ties with India. Located about half an hours flight from Mauritius, the French territory of Reunion has been trying to develop its business and cultural relationship with India. This is not just because of the fact that Persons of Indian Origin make up for over one third of the 800,000 strong population of the island. The main reason behind the island - an overseas region of France - seeking to develop closer ties with India is business. As the European Union, and special-

Inflation falls to 3-year low at 4.7 percent in May India to be worlds most
New Delhi Indias wholesale price-based inflation fell to 4.7 percent in May, the lowest in more than three years, on the back of softening in price rise of manufactured as well as primary articles, government data showed. The countrys main inflation indicator based on Wholesale Price Index (WPI) was recorded at 4.89 percent in April and 7.55 percent in the corresponding month of last year. Inflation for March is revised downward at 5.65 percent from 5.96 percent reported earlier, according to data released by the ministry of commerce and industry here. This is the fourth straight month of easing in the countrys headline inflation. The consistent decline in inflation will give room to the central bank to further ease monetary policy. The Reserve Bank of India (RBI) is scheduled to announce review of the monetary policy June 17. The central bank had cut interest rates in all the last three policy review. Slower increase in the prices of manufactured as well as primary articles have helped in easing of inflationary pressure in the recent months. Inflation of manufactured products declined to 3.11 percent in May, while primary articles inflation eased to 6.65 percent. Food inflation declined to 8.25 percent. Fuel and power inflation stood at 7.87 percent in the month under review. As per the Central Statistics Office (CSO) data released earlier this week, retail inflation based on Consumer Price Index (CPI) declined to 9.31 percent in May as compared to 9.39 percent in the previous month and 10.39 percent recorded in March. Build-up inflation rate in the first two months of the current financial year is 0.88 percent as compared to buildup rate of 1.80 percent in the corresponding period of the previous year, the commerce and industry ministry said in a statement. Prices of some items like petrol, potato, metal and iron declined in May year-on-year. New Delhi Indias population is expected to surpass Chinas around 2028, according to a UN report launched Friday. The report, World Population Prospects: The 2012 Revision, has projected that the global population will touch 9.6 billion by 2050, with most growth in developing regions, especially Africa. The current world population of 7.2 billion is projected to increase by almost one billion within the next 12 years, reaching 8.1 billion in 2025 and 9.6 billion in 2050, said a statement from the UN office in Delhi. Much of the overall increase between now and 2050 is projected to take place in high-fertility countries, mainly in Africa, as well as countries with large populations such as India, Indonesia, Pakistan, the Philippines and the US. Government gives green signal for 2017 SC refuses to intervene in IPL scandal probe FIFA U-17 World Cup
New Delhi The government finally paved way for the All India Football Federation (AIFF) to bid to host the 2017 FIFA U-17 World Cup as the union cabinet cleared the proposal for submitting guarantees to the world body FIFA. FIFA, which had agreed in the principle to award the tournament to India, had earlier rejected the bid since the government didnt give specific guarantees. But now with the government finally giving the green signal, the AIFF will be submitting its formal bid to FIFA very soon. The final decision is expected to be taken by the FIFA executive committee that meets in September. The football tournament is a prestigious event and would be held in India for the first time, if the AIFF succeeds in its bid. While the expenditure for upgradation of stadia (Rs.95 crore) will be provided as additional central assistance to the state governments, a sum of Rs.25 crore is kept as a contingency to ensure smooth conduct of the tournament, said an official statement. AIFF and footballs world governing body FIFA have agreed to bear the entire expenditure of hosting the tournament. The amounts required are to be raised through sponsorships and other commercial agreements. The proposed U-17 World Cup
would encourage more youngsters to participate in sports and also help develop football in the country. It will also promote tourism, the statement pointed out. AIFF president Praful Patel, also a cabinet minister, hailed the governments decision. This is an extremely positive development for Indian football and I am confident India will be able to make a formidable and successful bid with the backing of the Union Government of India even though there are some other strong contenders, Patel said. I have been actively following up with FIFA regarding the submission of our bid and Im hopeful that our efforts will be fruitful, he said.
The U-17 World Cup 2017 will involve 24 of the best youth teams in the world, including hosts India, and is expected to be held in Mumbai, New Delhi, Kolkata, Goa, Bangalore and Kerala if India is successful in winning the bid. Unilke the World Cup, which needs minimum 10 venues, the U-17 World Cup requires only four venues. The inaugural edition of the tournament was held 1985 and is held every two years. Nigeria and Brazil are the most successful teams, having won thrice while Ghana and Mexico have triumphed twice each. The next edition slated for 2013 will be held in the United Arab Emirates (UAE) while Chile will host the U-17 World Cup in 2015.
New Delhi The Supreme Court declined to interfere, for now, in the Delhi and Mumbai police investigations into allegations of betting and spot fixing in IPL-6 and asked a petitioner seeking a CBI probe to wait for the process to end. The apex court bench of Justice Gyan Sudha Misra and Justice Madan B. Lokur asked the petitioner, Mumbaibased law lecturer Sharmila Ghuge, to wait and watch the ongoing investigation while posting the hearing for July 23. Ghuge sought the handing over of investigation to the Central Bureau of Investigation (CBI) as multiplicity of investigation could result in conflicting findings which could be taken advantage of by people in the realm of suspicion. She urged the court to direct the CBI to investigate the allegations of spot fixing, match fixing and betting pertaining to the cricket matches of
IPL-6 or its earlier versions, unearth the huge racket committing such illegalities.... The court said that it was not possible for them to monitor the investigation. The judges told Ghuge to let the investigations get over and then file an affidavit pointing out gaps, if any, in the probe. Ghuges counsel Pankaj Kapoor told the court that investigations into the scandal by different state police could result in filing of different chargesheets before different courts. He told the apex court that it would be prudent if the entire spot fixing scandal was investigated by the CBI in its totality. The petition contended there were greater chances that the wrong doers may take benefit of lacunae that are bound to creep in when the same allegations are investigated by the multiple agencies resulting in filing of different chargesheets.

New Delhi Opposing the bail plea of Rajasthan Royals player Ajit Chandila, arrested in connection with IPL spot fixing, the Delhi Police Friday told the court that he was a key conspirator in the entire case. The Delhi Polices Special Cell, filing its reply on Chandilas bail plea, said he was acting at the behest of a syndicate run by gangster Dawood Ibrahim. It added that the player was directly in contact with bookies and players and had received money to perform as per their directions. The investigating agency, in its reply before Additional Sessions Judge Ajay Kumar Jain, said: For accused Ajit Chandila, it is reiterated that this player has emerged as the key conspirator in the entire chain acting on behalf of the syndicate. A huge amount of money has also been recovered at his instance, which was received from various fixers. In view of the centrality of his role, his bail is strongly opposed.
