EXPERIENCE:

Dr. Sherwood M. Gagliano, senior partner and Chief Executive Office of Coastal
Environments, Inc. (CEI), an applied science and planning firm whose principle office is
located in Baton Rouge, Louisiana. He has extensive experience in coastal zone
management, resource management, regional planning, environmental processes, coastal and
alluvial geology, mariculture, and archaeology. In addition to his formal training, he has
served as Principal Investigator or Project Director for innumerable environmental,
geological and archaeological projects since incorporating CEI in 1967. He has conducted
fieldwork on coastal and riverine geology, processes, and archaeology on US Gulf and
Atlantic Coasts, Australia, Malaysia, Mexico, Brazil, Peru, and Nicaragua.

Dr. Gagliano has also served as management advisor and consultant for over twenty-five
years to various owners of large, lowland properties in coastal Louisiana. His advisory
services include development, permit acquisition, and monitoring of wetland management
plans; fisheries resources development and mariculture operations; wetland restoration and
stabilization; advising on surface leases; bioengineering for shoreline protection and
enhancement of biodiversity; mitigation development; 3-D seismic surveys and
environmental compliance on private lands; and geoforensic investigations related to
ownership of waterbottoms and environmental damages. He has qualified and testified as an
expert witness in numerous disputes argued in State and Federal Courts involving
environmental issues, including wetland property damages, and boundary disputes.

For almost 40 years Dr. Gagliano has been one of the foremost experts on coastal processes,
land loss, and coastal planning and restoration in deltaic environments, especially coastal
Louisiana. He has provided long-term advisory services to the US Environmental Protection
Agency, US Fish and Wildlife Service, and the State of Louisiana on multi-use management

of river basins and coastal wetlands. He currently is working on plans for restoration,
stabilization and multiple use of Louisiana’s hurricane ravaged coastal zone.
