TACLOBAN CITY - A foreign commercial vessel loaded with more than 1,600 pieces of lumbers ran aground off the waters of Maripipi Island in Biliran province last Thursday night. The Japan-bound commercial vessel, M/V Unicorn Lodger, which had an 18-crew Vietnamese members, ran aground at Sambawan Islet at around 7:10 p.m., Maripipi town local government operations head Engr. Ritchie Penaflor said in a phone interview. The Panamanian-registered commercial vessel, whose operator was identified by Penaflor as Wisdom Marine Lines, was loaded
with 1,607 pieces of lumber weighing 836.06 metric tons. The vessel departed from Sandakan, Malaysia last June 11 and was bound for Japan when it ran aground at the Sambawan Islet. Due to the incident, the vessel hit about 270 square meters of coral reefs, Penaflor said. This is now our concern. The incident has resulted in the destruction of our coral reefs, Penaflor said. CAMP KANGLEON, Palo, Leyte Police authorities have arrested four members of a criminal gang involved in assassinations, armed robberies and working as an armed group of a local politician in Leyte. Eastern Visayas police director PCSupt. Elmer Ragadio Soria said the suspects, identified as Vincent Lonzaga, Aldin Mago, Norman Tojong and Ritchie Bactol, are members of the Espinosa gang operating in Leyte and adjacent provinces and were nabbed in a daring daybreak operation on Tuesday at their hide-out in Sitio Tinago, Barangay Benulho in Albuera town.

ectoral representation was the main consideration when the party list system was considered. It was supposed to give voice to marginalized groups or sectors in Philippine society that were voiceless, their concerns were seldom heard or their common welfare was taken for granted. These sectors were the urban poor, women, farmers, and sher folk, children, senior citizens, handicapped or PWDs and other marginalized or vulnerable groups. When the party list system was given credence in our electoral processes, all sorts of organizations and groups mushroomed and each wanted to take part in the electoral exercise. The Commission on Elections was partly to be blamed for this unnatural proliferation of party list groups which do not necessarily represent a marginal sector. Worse, those that
lead these groups as nominees do not actually represent the sector. The nominees are actually millionaires, rich men and women, some are children of incumbent political gures who just take advantage of the system to be in power or be part of the august hall of Congress. The furor on purging the party list system in the country before the midterm election was an encouraging step done by COMELEC Chairman Brillantes but he has to make good of his words otherwise he could be charged as just a noisy gong. There are certain things he has to look into to dispel certain buzz on party lists that are in the borderline. This happened to a nominee who was pressured with 5K as assurance for for a seat. When the government of the highly urbanized Tacloban City announced that it is finally allowing the Pintados-Kasadyaan Festival of Festivals to run its show in celebration of the 124th Feast of Sr. Sto. Nio de Leyte through the citys main thoroughfares without much regulatory restraints, varied ideas were toyed in the mind of the public. The most to speak of was that the luminaries involved have come to terms to make the homage to the Heavenly Patron free from controversies. The attention is fixed on the devotion to Senyor Santo Nio rather than the animosity between the government leaders involved. Some said it was because Mayor Alfred Romualdez has no political antagonism with the current chief executive of Leyte Gov. Mimiette Bagulaya. Others opined it is because the mayor stood as godfather to Leyte Governor-inwaiting Dominic Petilla. But the most pleasing to hear is that this recent turn of event paves the avenue to a better relationship between the city government and the provincial government of Leyte. The Leyte government, then under the leadership of now Palo Mayor Remedios LoretoPetilla, was instrumental in the merging of the Pintados Festival and Leyte Kasadyaan Festival of Festivals. Henceforth, former Gov. Matin Petilla, mother of Dominic, served as chairperson of PKFF. What really caused this pleasant development was susceptible to a thousand and one guessworks. Whatever these whys and wherefores maybe, the cooperation between the organizers of PKFF and the administration of Mayor Romualdez is manifestation of their mutual desire to flesh out their good intentions for the welfare of all. A basic factor that underpinned this forged ties is an effective communication link between the two groups of erstwhile warring government functionaries, save of course other political gains. This buttresses the common notion placing emphasis on functional communication as tool to amity and better understanding. The scenario is that both factions judiciously listened to what each other wanted to put forward and they both came into terms eventually. This is what effective communications is, academically speaking. While theoretically it is imperative that for communications to be effective there is the reciprocity between stimulus and response there is one learned in the field of social communications who advanced another intellectual thesis. Fr. Amadeo Corpuz Alvero, the head of the Archdiocese of Palo Social Communications Commission, stated, Communication becomes effective

The process is tedious and exhaustive too, requiring the parties to meet several times over a period of several days before either the parties settle or the mediator throws back the case folder to the judge for the continuation of the proceedings because of the failure to settle. I have mentioned of compromise as a way of settling disputes that have already reached the threshold of our courts. But it is a concept far larger in scope to be limited only to those cases. This concept of burying the hatchet, of letting bygones be by-gones, if you will, cover all species of disputes, from the more significant to the less important, from the most controversial to the most trivial, from the most serious to the most loony. The only caveat is that no law must prohibit against its being settled through compromise. And the most recent I have heard and read as a paragon of this concept is the news that finally, several days prior to the celebration of the feast day of Seor Sto. Nio de Tacloban, the local government of this city has allowed the contingents of the Pintados-Kasadyaan Festival to parade around the city streets free from any uncalled-for restrictions, bereft of any ridiculous impositions. Which impels me to end with another hypothetical question: will the Philippine government find it in its heart to also bury the hatchet when the ludicrous time comes that any of its bullies finally decide to ask pity for their indiscretions? It is a tough feat to be sure but I could only hope it will.

There are two possibilities, either they perfectly comprehended that discussion or remained too nave to hurl the right question as if they grasped nothing at all.

We have a serious duty to tell the truth. If we respect the truth and if we tell the truth when we make a promise, then there is no need to call upon God to verify what we say. How can a man dare to ask God to verify what is known to be false? This is blasphemy. Jesus warns us not to make unnecessary oaths or to swear in the name of God about ordinary affairs.
