CENTRE FOR DEVELOPMENT OF ADVANCE COMPUTING THIRUVANANTHAPURAM GUIDELINES ON RECRUITMENT OF CONTRACT STAFF ON CONSOLIDATED PAY IN CDAC (T) DATED

28.08.09 These guidelines shall be called "The Guidelines 2009 for Recruitment of Project Based Technical & Non-technical Staff on contract and on consolidated salary in CDAC (T)". 1. Scope: The Centre shall have core personnel, both technical and non-technical in regular scale of pay and grade based contract against sanctioned posts. Requirement of project and administrative manpower in addition to the above categories shall be met by offering short-term appointments as given in Annexure-I. The policy given below shall serve as the guidelines for offering short-term appointments in CDAC (T). These guidelines covers all category of staff except Regular Staff and Grade Based Contract Staff. Creation of Posts: As per the delegation of powers approved by Governing Council, Executive Director of the Centre has the power to create posts on consolidated salary for projects / self supporting activities of the institution, for the duration of the Project, but not exceeding three years, at a time. Appointing Authority: Subject to delegation of powers as approved, Executive Director shall be the Competent Authority to engage a person on contract subject to the condition that the remuneration will be fully met from the project funds in case of project based staff and from non-plan funds in case of Non-technical staff engaged in Administrative area. Qualification: Basic Qualification prescribed for the posts should be from Government approved / recognized universities and institutions. Duration of Appointment: The duration of appointment will be initially for 1-year, extendable up to a maximum period of 3 years at a time, depending on the performance and requirement of the Centre. There shall be no restriction on re-assigning a person from one project to another during the term of appointment or on reappointment of the person to the same or different post, on expiry of three years or before, following due procedures. Extension of Contract: The extension and continuation of the employment shall be subject to satisfactory performance and result. Posting: The appointee can be posted to work at any of the units of Centre for Development of Advanced Computing, Thiruvananthapuram and are liable to be transferred or posted at any place in India where C-DAC (T) has project in progress or starts new projects. They shall not be transferable to any other Centre on personal requests, but in the interest of the Organisation. Salary: The staff appointed as per these rules shall be paid a monthly consolidated salary, which will consists of three components viz. 70% Pay, 20% HRA and 10% Conveyance Allowance. These will be rounded off to the nearest hundred without affecting the total consolidated salary. Increments: The annual increments in salary will be 5% after the first year, 7.5% after the second year, and 10% after the third year. The due date of annual increment will be 1st January every year. The increment will be based on the total consolidated salary of the previous year. Minimum qualifying period for earning annual increment is 6 months.

Those who complete 6 months service on or before 31st December will get the annual increment on 1st January of the next year. 10. Performance Based Incentive: A performance based incentive by way of an additional annual increment shall be awarded to the employee at the same percentage as the normal increment in clause (9) above. Guidelines for this will be issued separately. 11. Candidates with more experience: Candidates with more experience than stipulated, may be considered for a higher starting salary based on the number of years of relevant experience. Higher starting salary shall be awarded to meritorious candidates, on the recommendations of the Selection Committee and approval of the Appointing Authority. 12. Protection of Salary: A short term employee of the Centre can apply for induction to a higher post. If such internal candidate is selected to a higher post, the salary will be fixed, protecting the current drawn amount. 13. Medical: The employees shall be entitled for Medical Reimbursement for self, spouse and dependent children. The eligibility shall be 70% of the total emoluments as on April 1 of that year. Unspent amount shall not be carried forward. Medical Expenses beyond eligibility shall not be allowed. 14. Provident Fund: Contributory PF facility shall be available to the employees on consolidated pay from April 1, 2009. The actual pay (70% of the consolidated salary) or Rs.6500/- whichever is less shall be taken as the pay for the purpose of PF and the employee shall contribute 12% of the pay. The employer shall contribute an equal amount. 15. Leave: Employees in consolidated salary shall be allowed 8 days Casual leave (CL), 2 days Restricted Holiday (RH) and 22 days Privilege Leave (PL) in a calendar year. The CL and RH will lapse in the same calendar year if not availed of, whereas PL will be permitted to be carried forward up to three years or till the end of contract, whichever is earlier. Other conditions on sanctioning and availing of leave will be as per prevailing CDAC rules. 16. Maternity Leave: Female employees shall be eligible for a maximum of 12 weeks Maternity Leave as per the provisions of the Maternity Act. The duration of the Maternity leave availed of by a female employee during the contractual period will not make her eligible for extension of the contract beyond the expiry of the contract date. If the term of contract expires during the Maternity Leave, i.e. 12 weeks, the salary in lieu of the Maternity Leave up to 12 weeks may be paid in full, in advance and the employee can be relieved from duties from the date on which she is expected to proceed on Maternity Leave. However, availing of Maternity Leave does not disqualify an employee, on further extension of the contract, if admissible otherwise. 17. Other Perks: The personnel recruited under the scheme shall not be eligible for any allowances other than indicated above. Canteen subsidy shall, however, be allowed where a canteen facility is available. Where canteen facility is not available, cash allowance shall be payable, as approved by Competent Authority. 18. Travel: Entitlements will be as specified against each post. 19. Notice Period: Notice period for resignation shall be 30 days. C-DAC may terminate an employee by giving 30 days notice. The Competent Authority may permit using the unutilized privilege leave for adjustment against shortfall in notice period in case of resignations. The employee on resignation / conclusion of contract shall be permitted to encash the remaining Privilege Leave to his/her credit on the day of leaving.

20. Holidays: All the holidays and the weekly-offs observed by CDAC will be applicable to staff members on consolidated salary. However, in addition to the normal working days, they will be required to undertake assignments, if required, on Saturdays, Sundays, and on holidays occasionally, depending on the requirements of the Centre. 21. Selection to Higher Post: In the event of a staff member on consolidated salary getting selected to a Grade Based Post in CDAC, the employee shall resign from the position on consolidated salary and get relieved from the service to take up the new appointment. The new appointment will be treated as a fresh employment and continuation of service will not be admissible in such cases. 22. Recruitment Method: Through advertisement, screening, written test (at the discretion of appointing authority) and Interview. Appointing Authority will constitute Committees for the written test and interviews. The Appointing Authority or the nominee of the Appointing Authority will be the Chairman of the Interview Committee. The members of the Committee will consist of senior CDAC Members, HR representative and External Expert(s) in the relevant field. 23. Advertisement: The advertisement shall be at national / local level as decided by Competent Authority. The requirements will also be notified on the website and Notice Boards of the Centre. 24. Discipline: Every person appointed under the scheme shall: follow and comply with all the rules, regulations, guidelines, orders etc. of the Centre maintain absolute integrity maintain devotion to duty do nothing which is unbecoming to his / her position

25. Misconduct: Whenever any misconduct is reported or any conduct of an employee appointed under the Scheme is considered to be repugnant to the laid down rules and regulations of the Centre, appropriate disciplinary action shall be enforced and penal action as necessary, will be taken which would include termination of the contract without notice. All the common rules of code of conduct, non-disclosure, discipline, IPR etc., implemented / enforced by the Centre shall be applicable to them as well. 26. Performance Assessment / Termination of Service: The performance of the employees will be assessed annually through ACRs for each calendar year or part exceeding three months. If the performance is found to be unsatisfactory, the services can be terminated by giving one month's notice. Services can also be terminated without any notice on disciplinary grounds, subject to the decision of the Appointing Authority. 27. Resignation: In case an employee wishes to resign, he/she will give 30 days prior notice. Where the resignation would not adversely affect the activities of the Centre, Centre may accept cash equivalent against shortfall in notice period, at the discretion of the Appointing Authority. These guidelines supersede all other orders issued on appointment of Contract Staff on Consolidated Pay. C-DAC may modify / revise these guidelines as necessary.
