1.

Scope And Functional Requirements


1.1. Scope of Document This document has been produced to outline the Control and Instrument system design for the pipeline and offshore facilities of the Kingsnorth Carbon Capture & Storage (CCS) Project. This will also include any onshore pipeline section, metering and Carbon Capture Plant interface requirements. 1.2. Pipeline & Offshore Facility The Project consists of a circa 270 km dry CO 2 pipeline from Kingsnorth Power Station to a new offshore Normally Unattended Installation (NUI) to utilise the depleted Hewett gas reservoir. Note: The project boundary starts downstream of the compression plant discharge isolation valve and includes the onshore metering and pig launcher.

The onshore carbon capture plant engineering design shall be the responsibility of Foster Wheeler / Mitsubishi Heavy Industries. The Project shall study two cases as follows: The base case of a single platform, rated to handle the CO2 that is flowing in the pipeline when in the gaseous phase of the CO2 phase envelope and then is to be upgradeable to cope with the dense phase operation. This base case option has a well capacity for 4 wells (one spare) and has a CO2 handling capacity of 6600 tonnes/day; A future case with enough capacity to handle 12 wells (i.e. 4 existing wells and 8 new wells) on a dense phase bridge linked platform that together will be suitable to handle 26,400 tonnes/day of CO2. 1.3. Definitions 1.4. Offshore Platform Description The topsides structure will be an integrated deck supported on four legs and stabbed into the jacket legs. It is envisaged this will support the following: 12 well slots, equipment and access platforms Pedestal crane Electrical Process Heaters Utilities Laydown areas ESDV platform Helideck Lifeboat Temporary Safe Refuge - facilities for up to 20 persons

General Requirements
2.1. Control & Instruments The following measurement, control and safeguarding requirements for the Kingsnorth carbon transport and storage systems have been identified: Distributed Control System (DCS) Safety Instrumented System (SIS) Fire and Gas (F&G) System Telecommunications and Information Systems Packaged Unit Control Equipment Metering System Leak Detection System Offshore Wellhead Control Panel Offshore Hydraulic Power Unit Field Instrumentation 2.2. Minimal Intervention The NUI shall be designed with a minimum of instrumentation to allow unattended operation with minimal intervention and maintenance. All systems and equipment will be of proven design. 2.3. Design Life The design life of the platform and facilities is 40 years. The control and safety systems will have a design life, which is as long as practically achievable with the current pace of electronic technology.

Control & Instrument System Design


The Control and Instrument design scope for the transport and storage systems will consist of the following: 3.1. Distributed Control System The DCS shall be the primary operator interface for measurement, control, display and alarming of the equipment, processes and systems. The DCS shall provide the main human machine interface (HMI) and integrate with all the other systems i.e. SIS, F&G and other see document [ref 5]. DCS remote control and monitoring will be required i.e. controller adjustments, diagnostics, start, stop equipment or indicate the need for maintenance intervention. 3.2. Safety Instrumented System The SIS [ref 7] shall perform emergency, process shutdown and isolation actions in accordance with the shutdown cause and effects to be developed in the next project phase. The NUI shall be provided with fully automatic local control and safeguarding systems to allow it to operate autonomously and safely. The SIS shall be independent of the DCS. Operator interface for information, alarming and logging shall be through the DCS single operator window. The SIS will be certified by TUV and suitable to support all SIL functions. Loop design will follow fail safe practices, for electrical and instrument hydraulic failures. The executive functions shall be reviewed and implemented according to the SIL classification studies. No safety critical command shall be executed through the HMI. Manual shutdown signals shall be hard wired. Field shutdown actions shall be hard wired. 3.3. Fire & Gas System The offshore facility shall have a dedicated fire and gas system, which shall be an integral part of the SIS. Field detection for smoke, flame, heat, CO2 gas, acoustic leak detection shall be selected based on the results of the hazard evaluation studies. The position and quantity will be subject to an F&G mapping exercise. The F&G system shall interface with the PA/GA and SIS as required. 3.4. Telecommunications & Information Systems The telecommunications and data transfer methods for emergency response and operational control and monitoring signals between onshore and offshore will be commensurate with a NUI, statutory regulations and operational requirements see document [ref 8].

3.5. Packaged Unit Control Equipment Packaged equipment will be supplied for offshore with control and safeguarding systems that fully integrate with the main Control and Instrument systems i.e. DCS, SIS and F&G. The Offshore package equipment controls may include facilities for measurement, automatic control, safety instrumented systems, manual start-up, interlocks, duty / priority selection for the particular equipment package concerned. The package equipment interfaces to the main Control and Instrument systems should be fully tested before acceptance. 3.6. Metering System The CO2 will be metered onshore at the boundary between the carbon capture plant and the pipeline inlet. The metering station will be to custody transfer standard. Fluid properties will be determined either by on-line analysis or inferred from compositional data obtained from spot sampling. It is assumed that due to the constant composition of the CO2 spot sampling would be sufficient at mutually agreed intervals. The CO2 will be metered offshore downstream of the process filters. The metering station will be used for offshore leak detection. There will also be individual flowline meters used for reservoir management. The metering supervisory flow computers will monitor and store meter stream data as required. 3.7. Leak Detection System (Pipeline Integrity) The leak detection system will monitor the inlet and outlet pipeline flow, pressure and temperature conditions. This will provide pipeline leak detection based on mass imbalance as a minimum. Acoustic leak detection of CO2 for personnel protection may be employed at the onshore pipeline section and offshore on the NUI. This would be monitored by the DCS via the Fire and Gas system. Moisture content / dew point analysers for monitoring of the pipeline for corrosion may be included. 3.8. Offshore Wellhead Control Panel The wellhead control panel will allow local and remote control and monitoring of the wellhead valves as required see document [ref 9]. 3.9. Offshore Hydraulic Power unit The hydraulic power unit will provide supplies to topsides and wellhead valves as required see document [ref 9]. 3.10. Field Instrumentation Control and safeguarding instrumentation shall use conventional 4-20mA transmission, with HART communication where available.
