PURPOSE OF THE ANNUAL REPORT ON ANTI-SEMITISM SYMPTOMS IN THE CZECH REPUBLIC IN 2012
The annual report on anti-Semitisms symptoms in 2012 (the Report) has been prepared by the Security Department of the Jewish Community of Prague (SD) for the internal needs of the Jewish community of Prague (JCP) and other Jewish communities in the Czech Republic (CR), but also for the needs of other institutions processing afterwards the data on anti-Semitism. The Report aims to provide a comprehensive picture of the state of anti-Semitism, related manifestations of extremism and the overall atmosphere in the society concerning the anti-Semitic manifestations and to deliver both the necessary data and their analyses which may explain trends of 2012 and to predict future developments. The Report also compares the current trends in anti-Semitism to previous years.

METHODOLOGY
1. The Report consists of several parts. The first one is a list of anti-Semitic incidents. SD considers such an act as anti-Semitic incident that is directed against members of the Jewish community, Jewish organizations or Jewish possessions, for which it is clear that the incident has anti-Semitic motivation or the victim of the incident was intentionally selected for his/her Jewishness (including alleged one). Anti-Semitic incidents can take various forms: attacks on possessions or physical or verbal attacks. More detailed categorization of individual anti-Semitic acts or articles are described below. All incidents and manifestations listed below and described as antiSemitic meet the definition of anti-Semitism given further in the text. 2. The Report contains only a list of general anti-Semitic incidents and articles and with regard to victims and their safety it does not give details of such anti-Semitic incidents. Lists of individual incidents, articles and manifestations on the Internet are attached at the end of the Report. 3. The data used in the annual report come from several sources: from those that were subjects to anti-Semitic incidents, from Czech Jewish organizations and communities, published documents and analyses of other organizations and state institutions, from open sources both from the mainstream media and websites and finally from forums of the monitored

organizations themselves. The SD monitors anti-Semitic incidents based on available information, so it may occur that some incidents are neither reported to the Police nor to the SD for various reasons and that is why they are not mentioned in the Report. All the analyses included in the Report come from the collected data. 4. Besides the lists of anti-Semitic acts and articles, the Report also contains analyses of individual phenomena and groups relevant to the topic of antiSemitism and Jewish communities in the CR. These analyses do not only deal with purely anti-Semitic incidents, but also describe other manifestations of extremism, hatred against minorities, and the overall atmosphere in society related to these topics. The analyses are made on the basis of the same information as the data on antisemitic incidents

DEFINITION OF ANTI-SEMITISM
Definition of anti-Semitism is a guideline according to which the incidents described in the Report are assessed as anti-Semitic. Definition published by the European Agency for Fundamental Rights (FRA) plays a decisive role. The Coordinating Forum for Combating Anti-Semitism (CFCA)1, which SD cooperates with, operates with a very similar definition. According to this definition, such a perception of Jews can be considered anti-Semitism which may be expressed as hatred towards them. Rhetorical and physical manifestations of anti-Semitism can be aimed at Jewish and non-Jewish individuals or their possesions, at Jewish community institutions and religious facilities. Similar manifestations could also target the State of Israel they are of antiSemitic character if the State of Israel is attacked as a representative of Jewish collectivity as specified by the FRA bellow. Anti-Semitism frequently accuse Jews of conspiring to harm humanity and it is often used to blame Jews of actual problems. Anti-Semitism is expressed in speech, writing, visual forms and other activities, and employs sinister stereotypes and alleged negative character traits of the Jews. The FRA definition also describes specific individual manifestations of antiSemitism: Contemporary examples of anti-Semitism in public life, in the media,

at schools, in the workplace and in the religious sphere, taking into account the overall context, can include but are not limited to: 1. Calling for, aiding or justifying the killing of Jews or serious harm to Jews in the name of a radical ideology or an extremist view of religious attitude. 2. Making mendacious, dehumanizating, demonizating or stereotypical allegations about Jews as such or the power of Jews as a collective such as but not exclusively, the myth about the world Jewish conspiracy or of Jews controlling the media, economy, government and other social institutions. 3. Accusing Jews as a people of being responsible for real or imagined wrongdoing committed by a Jewish person or a group of Jews or even for acts commited by non-Jews. 4. Denying the fact, scope, mechanism (eg., gas chambers) or intentionality of the genocide of Jews at the hands of National Socialist Germany and its supporters and accomplices during World War II (the Holocaust). 5. Accusing Jews as a people or Israel as a state of inventing or exaggerating the Holocaust. 6. Accusing Jewish citizens to be more loyal to the State of Israel, or to the alleged priorities of Jews worldwide, than to the interests of their own nations. Examples of anti-Semitism manifestations related to the State of Israel, taking into account the overall context, include: 1. Denying the Jewish people their right to self-determination, eg. by claiming that the existence of the State of Israel is a racist endeavor. 2. Applying double standards by requiring of it a behavior not expected or not demanded by any other democratic state. 3. Using the symbols and images associated with classic anti-Semitism (eg.claims of Jews of killing Jesus or ritual murder) to characterize Israel or Israelis. 4. Drawing comparisons of contemporary Israeli policy to that of Nazis. 5. Holding Jews collectively responsible for actions of the State of Israel. However, criticism of Israel, similar to that leveled against any other country, cannot be regarded as anti-Semitic.2

3D test 3
While determining the new manifestations of anti-Semitism concerning the illegitimate criticism of Israel and a clearer distinction of Israel from criticism of the new anti-Semitism, SD obeys the 3D test, written by N. Sharansky.4 According to this test, such a statement containing at least one of the so-called 3D, is regarded as anti-Semitic. The first D stands for demonization of Israel labeling Israel as a materialized evil, aggression, for example, if the policy of the State of Israel is compared to Nazi Germany or if the Palestinian refugee camps are compared to concentration camps, etc. N. Sharansky describes the second D as a double standard, which is selectively applied for the State of Israel. This is especially the case of the United Nations where Israel is often a target of many condemnation statements and resolutions, while other, often undemocratic, authoritarian and totalitarian states are not obliged to face adequate criticism and they even act very often as an arbitrator against the State of Israel. The third D stands for delegitimization of the State of Israel. Statements that deny the right of the State of Israel to its existence can be evaluated as anti-Semitic.

CATEGORIES OF ANTI-SEMITIC INCIDENTS


The chapter Categories of anti-Semitic Incidents contains various types of antiSemitic acts categorized for the purpose of further processing of the available data. Each category contains a brief description and corresponding types of incidents: 1. Physical attacks on people and possessions Physical attacks on people this category includes any attack on a person that leads to injury, respectively such an attack on a person intended to harm the health even if the object of attack can manage to escape or injury does not occur, although it was intended.

Attack on Jewish possessions, which is not intended to make any bodily harm this category includes offences such as destruction of Jewish cemeteries, painting Nazi symbols on Jewish buildings, etc. This category includes only those incidents where it is obvious that they were committed with anti-Semitic motivation other attacks on Jewish property are not included in this category. 2. Threats and harassment This category of anti-Semitic incidents includes any written or verbal threats to the Jewish community or to individual Jews (personal, telephone, e-mail or regular mail). As a threat is considered such a statement or written text, that threatens to a particular person by an act of violence because of her/his (also alleged) Jewishness. The incident is registered in the category of harassment, if the statement is not clearly articulated or addressed to a specific person. As harassment is considered any verbal, written or personal hateful manifestation against Jews, which is not addressed to a specific person (or a specific group of people). Harassment in the contrast to threats does not include the threat of further violence 3. Anti-Semitic texts and pictures Articles and other texts in which there are such hateful expressions against Jews, which can be evaluated as anti-Semitism as defined above. The resulting number of monitored anti-Semitic articles may be partially distorted due to the trend to place such pieces of information on closed servers etc. 4. Anti-Semitic websites and discussion forums This category contains a list of websites which in 2012 provided space for publishing anti-Semitic articles. This category also includes such sites that publish anti-Semitic comments in the discussions bellow the main articles

Physical manifestations of anti-Semitism (physical incidents with persons or possessions) were in 2012 on the same level as in previous years. SD monitored 6physical attacks on property and registered no attack on a person (in 2011 SD monitored 5 physical attacks on possessions and 1 attack on a person). Even the numbers showing threats and harassment do not exceed the previous years statistics. It was registered 10 cases of harassment and no cases of threats (there were 7 cases of harassment and 4 cases of threats in 2011). The character of these incidents is similar as in previous years. SD has only monitored an increasing number of hateful harassing (disturbing) e-mails and letters. These numbers are slightly different from the official statistics of other institutions (eg. the Police Presidium) that register only incidents qualified within the Czech legislation5 as criminal offenses, while SD regards as anti-Semitic incidents such phenomena that can be included into the category of anti-Semitism according to the FRA definition described above. The data from all the above mentioned sources provide a complex overview about state of anti-Semitism in CR. In 2012 SD recorded a significant increase of anti-Semitic manifestations expressed in words and images. In comparison to 2011 when 26 anti-Semitic articles, videos and images were monitored, 82 manifestations of the same category were found out in 2012. It represents more than tripled increase of these manifestations, most of them monitored on the Internet. It is obvious that even through regular monitoring it is not possible to receive all the malignant expressions on the Internet and it is necessary to take this absolute number just as an indicative figure. Due to the fact that mechanism of monitoring and the team are similar as in previous years, we can assume that this number points to a significant trend that could be caused by several reasons. Among them belong: decrease in the number of demonstrations and actions organized by right-wing extremists and transfer of their activities to the Internet; the presidential candidacy of J. Fisher; escalation of the Israeli-Palestinian conflict and an Israeli war operations in connection with Czech for-Israeli policy of the Czech government; and at last but not at least per-

ception of social and economical problems by our majority society. In this context, restitutions of church possessions, which were the reason for manifestations of hatred towards various denominations and to some extent also towards Jewish community, also played a certain role. In the European context CR appears to be one of the countries with the lowliest number of anti-Semitic incidents. In contrast, manifestations of anti-Semitism in the world increased roughly by one third6. According to an organization, which monitors anti-Semitism in France7, a rapid increase occurred after two terrorist attacks at Jewish targets in the territory of France in 2012, i.e. after the attack on Otzar HaTora School in Toulouse8 and furthermore during the attack on the synagogue where Sukot was being celebrated in the suburb of Sarcelles9 in Paris. Both the two attacks aroused a wave of hatred towards Jews in part of the French population and number of anti-Semitic incidents rose nearly by 60%. Due to their violent physical character these incidents come under quite different category than antiSemitism monitored presently in CR. An Increased number of anti-Semitic attacks was not registered only in France in 2012 but in other countries too. Germany also recorded higher number of anti-Semitic incidents and repeated physical attacks on Jews in public space10. In contrast the other European countries, nonviolent character of incidents still prevails in CR.

RIGHT-WING EXTREMISTS 11
Long term efforts of the right-wing extremists scene to approach the majority society in CR still went on in 2012. Its anti-Semitic character was demonstrated particularly in connection with the presidential campaign of Jan Fischer12. Another moment that worked as a starter for anti-Semitic manifestations was acute impairment of the Middle East conflict13. Right-wing extremists (REX14) were traditionally interested in spreading of anti-Ciganism together with social or ecological issues. Big efforts were evidently devoted to restoration of the server National Educational Institute (NEI) where a lot of anti-Semitic historical texts appeared likewise in the past, either by Czech or by foreign authors translated to Czech15. NEI took over a big number of its texts from the ultra-catholic server Conspiracy

against the Church and Humanity16, which have traditionally anti-Judaistic character17. The hard corn of football fans18 was acting also in 2012 in an agressive way. Though several anti-Roma demonstrations19 were held in 2012 likewise in previous years, REX started to be aimed more at social issues and went on their fight against the System. In March 2012 even 9 members of the right-wing scene were detained and accused for support and propagation of the movement orientated to suppression of human rights and freedoms. These extremists were allegedly planning an attack on high representatives of the System20. After attempts to address the majority society through a malignant approach towards the Roma minority, REX21 tried to get nearer to Czech citizens through their joining protests against the political representation, eg. REX joined so-called Holeov Challenge22 in April 2012. The extremists exploited both the economical stagnation and feelings of dissatisfaction of part of the population with the government to point out to their activities, but they failed to get desirable support of the majority society23. The fight against the System represents a permanent effort of REX and it is one of their main objectives. At firs sight this fight hasnt got much to do with anti-Semitism. But when observing the ideological base of the extremists scene24 in the long term, it is obvious that according to REX the System is represented in particular by Jews, or by Zionists or by Israel. In general Jews are blamed to con-

trol the media and politics on the high level and in accordance with notorious conspiracy theories Jews are responsible for wrong decisions of the System25. Practice of 2012 demonstrated that the Czech REX have not probably been able up to the present day to misuse the sensitive situation within the society for mass spreading of promoted conspiracy theories. SD does not suppose the Czech society would move towards the REX anti-Semitic rhetoric, but it is necessary to pay an increased attention to this phenomena just because of the historical and foreign experience. In some European countries the anti-Semitic theory infiltrated, due to the anfavourable social, economical or political situation, not only into the majority society, but it was also exploited in the political practice26. As a former member of the Communist Party, a man claiming to be Jewish and also associated with repressive actions against REX in the past27, Jan Fischer became for almost all year a symbol of conspiracy and disloyalty to the Czech nation28.

In 2012, REX dedicated many efforts expanding archive of historical anti-Semitic texts, in particular on the server NEI29. Many of them come from the period of the biggest social development of conspiracy theories (the 18th and 19thcentury). The texts also involve denying the Holocaust30 and they are afterwards taken over and published by other Czech right-wing extremistsservers. According to the volume of data saved on the server it is obvious how much this activity is important for REX. It can be explained by the necessity to consolidate their own idelogical cadre within historical links, but some aspiration to become more professional is also evident. More over, activities shared in such a broad way have potential to unify the scattered scene. According to low activity in other aspects (demonstrations, concerts etc.) compared with the previous years, it can also be regarded as efforts to develop at least some activities without a significant risk to be persecuted. In November 2012 eight right-wing extremists accused in 2010 for criminal delicts concerning propagation of neo-Nazism and organizing of related events were released from detention. In 2012 it was not familiar yet, whether the release would motivate them to an increased activity or on the contrary it would make them divert from the scene. After some time we can say that the release got some positive response with the other members of the scene, but it has not become signifcant motivation. However the two yearsdetention itself represents a precedent that may have deterrent consequences for other active REX. It is possible to state that REX have neither enough funding yet, support of political/social elites nor charismatic personalities who could enable them to establish themselves in the society as an influential power31. Currently, SD does not consider the right-wing extremists scene a direct threat for the safety of Jewish communities. SD perceives the hard core of football fans the Hooligans as a potential risk particularly due to anti-Semitic conviction of some fans and32 also due to the high level of aggressiveness of members of this group33. Despite many anti-Semitic expressions registered on the Internet SD did not monitored any anti-Semitic manifestations within demonstrations or other public actions in 2012. It can imply either lower relevancy of these manifestations

for the organizers during similar occasions and tendency to manifest anti-Semitism exclusively on the Internet, or efforts to plan these anti-Semitic manifestations in a way that could not be sued. According to analyses of the manifestations the target of physical violence became again Roma34, but for REX Jews still stay their ideological arch-enemy. The reason for reduced physical violence on Jews may be both the fact that representatives of the Jewish community are difficult to be recognized and to some extent also fears from potential consequences of such an attack. Because of all the reasons described above for the Jewish community it is still necessary to continuosly monitor further developments of REX.

The Workers Party of Social Justice


For the Workers Party of Social Justice (DSSS) the year 2012 was marked in particular by its participation in regional elections and the presidential candidacy of its chairman T. Vanadas35. There was evident effort to professionalize the party and its leadership and efforts to recruit new members. To become a parliamentary party remains its long-term goal. This makes the selection of topics and their presentation DSSS is thus more and more inclining to populism. As in past years Jews or Israel are not publicly discussed topics of DSSS. Regional elections36 showed that Czech voters rather than to right-wing extremism tend to leftist radicalism. Though the leaders of DSSS did not get above 5% needed to enter the office in any region, in many communities37 they gained an average of about 7 %. The biggest success was, not surprisingly, registered in the st nad Labem38, Karlovy Vary39 and Moravia40 regions. However, some researches among students41, as in 2010, show that DSSS youth may represent an

acceptable alternative, especially in regions where remain cumulative unresolved social and economic problems. Though these studies show an increasing seductiveness of populism within young people, they are to be taken with caution, due to the fact that it was not reflected in the election results of DSSS. Vandas motivation for his presidential candidacy remains rather unclear42, the same may be true of some other candidates. Vandas resigned from the presidential contest (he did not receive a sufficient number of signatures required by the law, and probably also for financial reasons43) and he complained about the unfairness of the election using DSSS typical argument (handicap of opponents of the regime). DSSS always blame someone else and presents itself as a victim but this strategy is rather unattractive for potential voters and the party is then basicly passive and only reactive, which is in direct conflict with its policy declared by the party itself. At the end the party recommended to vote the left-wing politician, which was rather surprising due to the fact that in mendacious campaign the right-wing candidate was marked as an alien. Efforts to professionalize the party lies in some personal development of chairman Vandas44 and in attempts to increase professionalism in the party45. SD does not have access to information about a potential increase in members. Until DSSS Bureau is not replaced, the chances to succeed with the Czech public will

remain low. In addition, SD does not monitor new significant and politically gifted members of the DSSS. Vandas did not gain support of the right-wing extremist scene46, he has no leadership skills or sufficient charisma and intelligence. But it seems that the party is, in promotion of the presidency uniform, although DSSS has not shown for several years any shift towards an appointed goal, which is to become a parliamentary party. It is possible that attempts to reform the party internally and bring it near to the company of majority parties justify the limitation of an activist component of the party, which is reflected in less attention (and attendance) devoted to demonstrations. Just as in 2011 or in 2012, none of the demonstrations organized by DSSS took place near Jewish objects or themes did not include Jews or Israel. Strategy for combating unadaptive lifestyle does not have a formal strategy features, and it is thus to be understood rather as a political manifesto. Rhetoric of the Strategy, the selection of topics and approach to their solution is purely populist. Through an inconsistent approach DSSS is creating the contrast in its negotiations. On one hand it is trying to reach the widest strata of the population, on the other hand, continues personal links with extremist right-wing activists47. This is an example of Petr Kalinovsk known neo-Nazi National Resistance fan, active in anti-Semitic provocations48. DSSS helps Kalinovsk to publish malignant texts on the server DSSS Sever (North) www.radnicelitvinov.cz, which are aimed at the address of the Czech Jewish community. Cooperation with Kalinovsk is thus one of the few lines indicating anti-Semitism of DSSS. Except for a statement of J.tpnek, vice chairman, and E. Lamprecht, chairman of the Workers Youth concerning alleged world domination of Israel and the related lack of suverenity of the Czech Republic, SD missed any other signs of anti-Semitism, even in the case of presidential candidate J. Fischer, or in the case of the State of Israel. Populism of DSSS is expressed primarily in the ongoing performances against Roma. However DSSS also uses a difficult situation in some regions of the country

trying to gain popularity by participating in anti-government demonstrations organized by trade unions or by joining the Holeov Challenge49. In the short term, SD does not believe that DSSS can succeed in parliamentary elections, as it happened for example in Hungary. Question remains in what way the critical deterioration of the economic situation in the country would change the relationship of the electorate to DSSS. DSSS is likely to continue its focus on regional issues, where its chances (for example, to get to the regional council) are certainly better. If state policy does not begin to actively and effectively solve problems of social exclusion, it is probable that in the next regional elections DSSS candidates will succeed in problematic regions. Also in 2012 DSSS did not represent a threat to Czech Jews.

Assemblies held on 15th 04th were carried out without any significant interest.

PRESIDENTIAL ELECTION
SD regarded the first-ever direct presidential election primarily as a test of tolerance towards publicly declared ethnic/religious otherness of candidate John Fischer. Pre-election campaign and the election itself proved that the majority society is sensitive more than to the Jewish ancestry of Mr. Fischer to his membership in the Communist Party before 1989 or to a lack of his charisma. At the same time, however, part of the society expressed skepticism bordering on hate towards candidate Karel Schwarzenberg who was falsely labeled as an alien with family ties to Nazi Germany50. As expected, the nomination of Jan Fischer aroused strong opposition among right-wing extremists and also evoked manifestations of anti-Semitism where there had previously been rather a latent phenomenon. The most discussed aspect of Fischers candidacy for these individuals is still a question of his loyalty to the country. Fischer was accused of being not a real Czech, and that was why, he could not be sufficiently loyal to the country. Among extremists dominated conviction that if Fischer had won the presidential election he would have been closer to politics and the interests of the State of Israel than to politics and the interests of CR.

The question of right Czechness did not sound only in connection with Fischer, but also with Karel Schwarzenberg. In particular Milo Zemans team or the family of outgoing President Vaclav Klaus, in an effort to promote just Zeman, resorted to the rhetoric on the national theme. Questioning Schwarzenberg Czechness then became a widely discussed topic for the majority, whereas the Fischer Judaism represented a problem actually mostly for right-wing radicals, which was not widely accepted as an incentive to argumentation for nationwide debate53. Accusations of candidate with Jewish identity of disloyalty to his own country by extremists is close to conspiracy theories that have become an integral part of the response to the presidential campaign (see below). Such accusations are one example of anti-Semitism, which refers to the definition of FRA. Within conspiracy theories, in articles by right-wing extremists, was mentioned in particular the influence of Israels internal policy on the Czech Republic. It should have been applied by persons of Jewish origin in high positions, or supporters of Zionism, such as Milo Zeman, Ji Dienstbier or Karel Schwarzenberg54. The authors of these articles propagated opinion that the Czech Republic is thus

controlled by the World Jewry and Israel. Presidential candidate who should have been according to right-wing extremists clearly involved in the conspiracy through the Bilderberg55, was Karel Schwarzenberg56. In the case of Fischer, however, there were very offensive personal attacks. He was labeled as a Jew-Bolshevik and puppet who would be used by Israel and the U. S. to assert their national interests in the country. Classic anti-Semitic cliches, using stereotypical negative images of Jews, which include everything from physiognomy of a classic Jew to the plot and world domination through the media and finance, also appeared. Anti-Semitic attacks by extremists did not even appeased Fischers electorial failure immediately after the election extremists focused on his problem of financing the campaign. Another topic of right-wing extremists in relation to Jan Fischer was the police operation Action Power57, which took place at a time when Fischer was a caretaker Prime Minister. During the election campaign Patrik Vondrk58 as one of the accused used the possibility to confront Fischer publicly. He phoned to Hyde Park, a show of the Czech television, participating in public debates with Fischer. Videos of these debates where Vondrk was putting questions to Fischer appeared on websites of right-wing extremists. Vondrk is probably returning to his role of the leading figure of the neo-Nazi scene, which caused his several months stay in custody. In general we can say that all the candidates were seen by right-wing extremists as a greater or lesser evil. Despite this before the second option on right-wing extremists sites appeared recommendation to vote (if at all) Milo Zeman. The

main reason for this recommendation was probably Zemans statement on the national theme. Presidential campaign and its response has provided, inter alia, evidence that within the Czech society still exists latent intolerance in various forms. It turned out that the intolerant rhetoric as well as a link to family background of candidates may serve to disqualify the opponent. Although the presidential election revealed a certain degree of latent anti-Semitism in some groups, it definitely did not reveal anti-Semitism within the majority society or as generally accepted political expression. Open anti-Semitism appeared only among right-wing extremists and simultaneously also in abundance in anonymous discussions on the Internet. This is a phenomenon which is analytically very difficult to grasp because anti-Semitism was possible to register, albeit to a lesser extent, on social networks outside the presidential campaign. The actual extent of latent anti-Semitism within the Czech society is of course only a speculative question.

CONSPIRACY THEORIES
In 2012, SD registered an escalated growth in the popularity of conspiracy theories against Jews, both traditionally in making mainly right-wing extremist groups60 and in texts of variety of individuals. Conspiracy theories built on the idea of a Jewish world domination are historically one of the most sustaining manifestations of anti-Semitism. In accordance with this vision of world affairs Jews are accused of influencing politics, media and social life in order to assert their alleged own group intention at the expense of the majority. Conspiracy theories, often refer explicitly, or at least in the way of their arguments, to the pamphlet Protocols of the Elders of Zion, proclaiming Jewish conspiracy that aims to bring a non-Jewish society into the position of slaves of the Jews. This manifestation of anti-Semitism, which has in various forms significantly strengthened with advancing emancipation of Jews since the late 18th century and greatly influenced the life of Europe, especially in the last third of the 19th century and during the Nazi occupation, created numerous anti-Semitic clichs, which are used even today by against-Jews activists. Their use is in todays social and political context in a sharp contradiction with the principles of a democratic society. According to the definition of FRA, to which SD is submitted, such manifestations are assessed as anti-Semitism. The Jewish Conspiracy remains a consistently live issue for anti-Semitists. 2012, compared with the earlier observed years, marked a significant increase in these symptoms. Definitely the most prominent proponent of this anti-Semitism

represent Adam B. Barto61 and REX. Higher number of these contributions corresponds to the overall higher number of anti-Semitic expressions on the Internet. Although biased Barto attitude to Jews and conspiracy theories are soaking through some of his other, in this report not mentioned, texts, only part of his published articles corresponds to the formulation of the definition of anti-Semitism by FRA. These texts are mentioned in the summary on anti-Semitic incidents in the introduction of the Report. Barto in his articles particularly in the context of the presidential election62 offers conspiracy theories and develops his fixed idea that the Czech Republic is in fact controlled from Israel, the Czech government is only a puppet government of Israel and all the presidential candidates are in fact Jews, hence the Zionists63. For this reason he also devotes his energy to compile a list of Jews and pravdolska (truth-lovers). Compared with the previous year there is not only an increased number of articles by Barto with anti-Semitic overtones, but their more radical rhetoric is also quite evident. Unlike in previous years SD monitored smaller activity on Barto own blog, but he is active on the other servers64. Barto is a constant source of ever new constructions with anti-Semitic overtones that discredit the values of democracy and may affect some individuals. Another example of an event that evoked a wave of conspiracy theories is a case of the Olympic Games 2012 in London. Even at this sporting event REX wanted to demonstrate their faith in the Jewish world domination and hatred of an idea of multiculturalism. Therefore, at the time of the Olympics games, whose main aim, in the opinion of many REX, was an artificial application of multi-culti rules, articles and pictures warning against this allegedly conspiratorial action quite often appeared65. The whole phenomenon of Olympics controlled by the Jews was built largely on the presumed idea that the Olympic logo and the number 2012 is in fact a word Zion (Sion) in Hebrew66. Conspiracy theories represented in 2012 the most significant kind of antiSemitic manifestations at all, along with the new anti-Semitism67, which can be

probably expalined by specific social and political development presidential campaign, unsatisfactory economic situation and discontent of considerable part of public with politicians. These factors were fairly predictable, but in 2012, less frequent topics, such as above mentioned Olympic Games or Jewry of deputy David Rath held in custody on suspicion of serious economic crime, were misused to prove the alleged anti-Semitic conspiracy.

In February 2012, a controversial Islamic scholar, living in the UK, known for his anti-Semitic statements, Sheikh Haitham al-Haddad69 visited Prague at the invitation of the Islam community in Prague and the Islamic Foundation in Prague. His presence in CR70 aroused in particular outrage of Muslim communities opponents in the country. Invitation of such a publicly controversial figure can be thus regarded as the promotion of contemporary radical Islam by the Muslim community in Prague. It is no longer about actions of radical individuals (see below), but about the official endorsement by the leadership of Muslims living in the country.

For this reason, the invitation of al-Haddad is important news (plus one of the few available peaces of information) of the current Prague Muslim community.
In 2011, attention of SD and the general public (see Annual Report 2011) paid to the case of anti-Semitic sermon in the Brno mosque that was to take place in 200972. Recordings from the mosque with passages containing malignant expressions against Jews were published on the website of Luk Lhoan73. The investigation, which took place in 2012, brought the first precedent for similar cases in the Czech Republic. Detectives found the sermon as a violation of the law74, but due to the time lag this deed has been recognized as time-barred75.

Yet outcome of the case brought a certain guidance for assessing which statements can be qualified as legitimate and which are already punishable. However this does not change the fact, as it i tis visible also in other parts of this Report, that interpretation, of which deed is anti-Semitism manifestation, is rather unclear and depends on personality of specific prosecutors and judges.
The Muslim community in Brno called attention in 2012 through another case, which drew great media attention. In November 2012 Lhoan published photographs of the Brno mosque where directly in its interior Luk Vtrovec together with

other persons were practising with airsoft guns77. Doing so in an area designated for religious cult can be considered highly disturbing, as it directly refers to the manifestations of radicalized Islamism abroad, which is known for its connection to terrorism. Although the circumstances of the publication of the two cases related to disputes among Czech Muslims, they clearly showed that there was an individual with extremist attitudes acting just in the environment of the Brno Muslim community. There is also a question as how many such individuals the Czech Muslim community knows and how it may affect them. The occurrence of radical converts (and not only to Islam but also to other religions) is not a unique phenomenon, it is happening all over the world.

RESPONSE TO THE MIDDLE EAST CONFLICT IN CR

In March occured an attack on a Jewish school in Toulouse, France, where they were murdered four members of the local community, including children79. Ayoung Muslim, M. Merah, who was responsible for the attack, reportedly stated before his death that the motive for the crime was, inter alia, violence perpetrated against Muslims by Jews in Palestine80. His distorted perspective brought him thus to a retaliation towards Israel, to an attack on a Jewish school thousands of miles away from the Middle East conflict. Globalization of the conflict and hatred towards the very existence of Israel expressed in the form of attacks on Jewish communities in the Diaspora have historically led to many terrorist attacks, which still remain a contemporary warning for the Czech Jewish community. In CR, linkage Israel Jewish home community with some anti-Semitic overtones appears only verbally. Jews are in this context presented as ambassadors of Israel (see chapter on conspiracy theories and the presidential election), but no threats or physical violence against Jews meant as revenge for the conflict in the Middle East were recorded. However, SD registered the increased number

of texts with anti-Semitic overtones in CR during escalating situations connected with Israel even in 2012. The frequency of such contributions increased specifically in three cases: During the May visit of Israeli Prime Minister B. Netanyahu in Prague, armed conflict between Israel and the Palestinian terrorist organization Hamas in Gaza in November and Decembers CR vote, as a non-member observer state, against recognition of Palestine at the UN and subsequent visits of B. Netanyahu in Prague. Especially in electronic media immediately appeared contributions in the spirit of the new anti-Semitism possibly referring to the theory of a Jewish conspiracy. It is worth noting that as for Israel both right-wing82 and left-wing83 radical and extremist websites and groups agree in detail, including interpretations of the same events, although in other subjects they occupy quite opposing positions. Themes and diction of the radical right and the left are sometimes so intertwined that it is almost impossible to say from which side of the political spectrum the texts come from. Radical leftist movements represented by such groupings as ISM or Friends of Palestine stand against Israel traditionally critically and without compromise, but SD did not monitor such symptoms, which could be evaluated as anti-Semitism as defined by FRA. On the contrary, for example Hal noviny (Hello Newspaper) or blog of Ji Hrebenr84 published the text that coul be qualified as the so-called

new anti-Semitism. They include comparisons of State Israel politics to the actions of Nazi Germany or they call it apartheid. It is still possible to notice a difference between the radical left and right. The radical left does not equate Israel and the home Jewish community. Although we are not able to recognize the exact interpretation and beliefs of the individual members of the scene, their negative or malignant expressions are directed exclusively at Israel and not at the home address of the Jewish community. However right-wing extremists, who use hateful rhetoric towards Israel similarly as the left, go in their interpretation of the situation even further building particularly on conspiracy theories. Their reaction to those events then include ideas like: the Czech government is a Jewish government, then controlled by Jews, and therefore often invites Israeli representatives to CR, the Czech government is Jewish, and therefore uncritically supporting Israel, Czech society in general is controlled by Jews, and therefore it is cultivating ties to Israel. From there it is only a small step to another interpretative formula, also very popular among right-wing extremists, namely: if the Czech government is only a vassal of Israel, then political representatives do not take care so much of matters of the Czechs, but rather of the recognition by Israel, respectively by USA. All of these attributes are (from the point of view of right-wing extremists) are considered as weakness and inability to maintain national identity. Israeli military operation Iron Arch/ Pillar of Defence85, which took place in November 2012, pointed out to one more difference between manifestations of right-wing and left-wing radical groups in the Czech environment. While the left managed to organize two small but visible demonstrations and marches to support Gaza86, right-wing extremists are only monitoring certain activities of Israel followers87. This confirms the inability of right-wing extremists to perform publicly, even though Israel and the Middle East conflict are from the perspective of these groups certainly a topic that would be worth manifestation of disagreement.

Despite all the similarities regarding dismissive attitudes towards Israel in CR active or passive cooperation between right-wing and left-wing extremists can not be expected in the future. That is a significant difference between the Czech environment and the other Western European countries, where in addition Muslim radicals are engaged in common actions.

As for anti-Semitism the year 2012 did not bring a big surprise in the Czech Republic. In the category of physical attacks and threats or harassment numbers remain very similar to previous years. A significant trend is the increase in manifestations of anti-Semitism on the Internet. These expressions are based mainly on conspiracy theories and the new anti-Semitism and mostly related to the presidential campaign and the escalation of the Israeli-Palestinian conflict. The presidential campaign has increased the incidence of anonymous antiSemitic manifestations on the Internet. However despite the fact that Jan Fischer revealed his Jewish origin, no openly anti-Semitic campaign was organized against him, respectively, nor the majority nor the media publicly stigmatized him. This just proves the belief that Czech society still perceives anti-Semitism manifested openly and formally in the Czech society as illegitimate. Activities of the right-wing extremist scene were seen especially on the Internet. In the case of a response to the escalation of the Middle East conflict SD watched the great similarity between the right-wing and left-wing extremist scene. SD considers the increase in manifestations of anti-Semitism on the Internet alarming. These symptoms, however, in the vast majority appeared on anonymous servers, extremist websites or social networks. SD believes that extremist groups in the Czech Republic or any other part of organized groups do not represent a real safety problem for the Jewish community in present. But it is clear that neither the Jewish community in the Czech Republic nor other Jewish communities in the world, due to the overall social situation of globalization and interconnection, can avoid the increasing level of xenophobia, respectively anti-Semitism or the phenomenon of so-called lone wolves, whose attacks are difficult to prevent.
