Q what works are covered by the Decent Homes Programme on Ferry Lane Estate A Phase 1 Decent Homes programme

on Ferry Lane covers the following works: 1. Replacement of all existing roofs with a new waterproof cover and insulation, which will ensure they retain heat better. 2. Replacement of flashing (?) on all communal landings and balconies 3. Replacement of the external, black asbestos tiles on all the buildings with slate-like new tiles and addition of insulating layer between the breeze blocks and the tiles to increase heat retention in the top flats. 4. Replacement of all windows for leaseholders, which didnt have theirs done already. This will also include replacement of back doors. Front doors will be replaced and front doors if they are in bad state of repair or part of the frame with the front window. 5. Painting of all railing and garage doors. 6. Jet cleaning of all drains and insertion of a silicon sleeve in the drains to avoid future leakage. 7. Extension to flutes for combi boilers for top floor flats to accommodate the additional insulation layer. (can you provide detail of warranties?) Q Do I have to pay for the Decent Homes programme works on my home? A if you are a leaseholder and have a lease which was signed after 1990 you will have to pay. If you are a pensioner or on benefits, you will need to talk to Home Ownership Team and Citizen advice bureau to check if there are any government grants available to assist with the payments. If your lease (the original lease signed at the point your property was first bought from the Corporation of London/ Haringey Council) was signed before 1990 you need to check if it includes any improvement charges over and above your rent and service charge. You will not be liable for the Decent Homes charge (with possible exception of your windows?) if additional charges are not mentioned in your lease. If in doubt check with Home Ownership Team and get in touch with FLAG. Q What are my payment options for the Decent Homes charge? A there are several options available as follows: 1. Lump sum payment leaseholders who pay the whole charge in one payment will receive a 5% discount from the final charge 2. Monthly repayments H4H provide interest-free loan for the whole or part of the Decent Homes charge to your property, for a period of up to 6 years. Please note that if your loan is for more than 10K you will be liable for a one off charge of 200 from the Land Registry. You can take a loan for a longer period but any payments beyond 6 years will be charged interest (how much?). 3. Combination of monthly repayments and lump sum leaseholders can choose to pay part of the charge in lump sum to avoid the 200 charge and take a loan for the rest. Q when would I be expected to pay the charge? A Home Ownership team is planning to issue invoices for the estimated charge (as per letters sent to leaseholders in Sept.), within a month. The invoice should be accompanied by a detailed breakdown of charges for your flat/ house. The estimated amount is expected to be the maximum amount any leaseholder would be expected to pay for the works. H4H will do a reconciliation of the actual

payment due vs estimate at the end of the works period (scheduled for March 13) and after their clerks of works (surveyors checking quality of workmanship and quantities of windows/ doors replaced) signed off the final costs. The actual charge is currently expected to be provided to leaseholders in May 13. The likely credit can be repaid to leaseholders in lump sum or put as a credit against future service charges. Q who will pay the Decent homes charge if I sell my flat before the works finished/ before I repaid my loan? A You would be expected to pay the remainder of your loan in lump sum from the proceeds of your sale. The solicitor of the buyer would be informed of this. Q Will my service charge be affected by the Decent Home works being completed? A It is likely that the Service Charge will go down to reflect the long term warranties for the replaced elements of the building (see list above in scope of works). H4H also will check if this may reduce the insurance premiums. Q Can I still install my own windows/ door if I havent installed them so far? A If you are in phase 1 you wont be able to install your own windows anymore as these have already been ordered. If you are in phase 2 you can do it until the cut-off date, which you will need to confirm with H4H. Q If I didnt get any planning or landlord permission when I installed my own double glazed windows, do I need to get them now? A If you in phase 1 you wont need retrospective planning permission as H4H already obtained one for all of phase 1. You still need a landlord consent, otherwise your windows will be on the list for replacement. This needs to be obtained from the Home Ownership team. Phase 2 leaseholders are recommended to wait for H4H to obtain overarching planning permission first prior to installing their own windows, if they wish to do it before the Decent Works programme starts. Q My front door is in a good condition but may not meet fire regulations (PVC/ plywood door). Would it be replaced? A In this case your front door will only be replaced if other residents in your entrance have to pass by your door on their way out of the building. Q How would I know when my windows/ doors/ balcony painting/ resurfacing will be done? A The contractor Apollo should give you a 21 day notice prior to doing any works on your property and remind you of them coming within 48 hours. If neither is done, you have the right to refuse them entrance to your property and request rescheduling of the works. Q How can I be sure that asbestos tiles are removed safely? A the main contractor employed a specialist asbestos removal company, which has workers in safety gear (you may see them on the estate with masks and white coveralls), which remove the tiles

straight into bags and take them away. The top section of the scaffolding is also insulated by a plastic cover. A separate air safety firm monitors the areas affected to ensure there is no residual asbestos in the air. If you notice any dust from top floor works or tiles lying around, please inform H4H and the contractor immediately. Q whom should I talk to if I have concerns about the Decent Homes works taking place or the workers carrying them out? A The main contractors Apollo have a community liaison officer located in their offices next to the all-weather pitch behind Ferry Lane school. If you cant get hold of them or not around during office hours, please contact Larry Ainsworth from H4H who manages the programme.
